Water budget requirements and definitions

In accordance with the GSP Regulations §354.18, the water budget provides an accounting and assessment of:

• the total annual volume of surface water and groundwater entering and leaving the basin

• change in the volume of groundwater in storage

Water budget must include:◦ Inventory of all inflows (supply) and outflows (demand)◦ Summary of both surface water and groundwater budgets◦ Evaluation of changes of groundwater in storage◦ Estimation of groundwater overdraft (if applicable)◦ Estimation of sustainable yield

Groundwater Modeling Overview• Physically-based representation of groundwater and surface-water.• Include important processes such as groundwater pumping,

precipitation and recharge, aquifer properties, and groundwater-surface water interaction.

Surface Water BudgetInflows, outflows, and net streambed exchangeDuring the historic period, from Water Year 1976 to 2018, on average the groundwater system discharges 300 acre-feet/year to streams. Groundwater storage has declined an average of 600 acre-feet/year during historical period. Variations in groundwater pumpageand climate are main determinants of storage decline. Current period shows increased rate of decline, driven by the drought conditions in this period.

In general, total groundwater pumpage has remained relatively constant since 2000, with perhaps some shifting between components of the pumping over the years.

Next Steps –Projected Water Budgets Development

SGMA Requirements and Model UseComparison of simulated versus observed groundwater levels and trends, and other hydrologic outputs, indicate that the model reasonably well calibrated. Overall, the model is well-suited for satisfying SGMA requirements and conducting the analyses required in developing a Groundwater Sustainability Plan.

Next Steps for Developing Future ScenariosGroundwater conditions 50-years into the future

Incorporate projections of land use change, climate change, and other changes in groundwater demands (such as population increase). Land Use Change and Projected Water Demands Workgroups

The results of the simulation will be used to assess how the Sustainability Indicators respond to the changing climate and groundwater demands in the future.

If undesirable results are simulated to occur, the GSP will need to plan for projects and management actions that respond to the undesirable results.

a. Fiscal Year 2020-2021 Budget AdjustmentsTo properly account for the increased spending and income associated with the Proposition 68 grant, staff proposes the Fiscal Year 2020-21 Budget be adjusted.


Background Budget adjusts for the GSA entering into an agreement with the California Department of Water Resources for an additional $1 million in grant funding from Proposition 68. These grant funds must be spent by summer 2022.

In FY 2020-21, Proposition 68 grant funding and expenditures will total $533,000 as follows:


Staff RecommendationStaff recommends the Board adopt Santa Rosa Plain GSA Resolution No. 2020-002 approving the Fiscal Year 2020-21 budget adjustment and authorize the Administrator to sign the budgetary adjustment form.

The proposed changes would result in no net increase in FY 2019-20 budget.


b. Rural Community Engagement Outreach Contract: Authorize theAdministrator to negotiate a contract with SCI Consulting toprovide outreach services

The $1 million Proposition 68 grant includes funding for Rural Community Engagement. Through a competitive process, a consulting team led by SCI, Inc., has recommended by a selection panel to conduct the project. This item would authorize staff to negotiate on behalf of the Agency for community engagement consulting services.

Staff RecommendationAuthorize the Administrator to negotiate a contract for community engagement services with SCI Consulting Services for an amount not-to-exceed $47,000. The project is funded through Proposition 68 grant-funded services and is included in the FY 2020-21 budget adjustments.
