PURPOSE To make technical contributions for the advancement and welfare of humanity STAFF Presently, Samez Consultants has a professional staff comprised of a Managing Director, two principal water engineers, three senior water and sanitation engineers, two senior structural engineers, materials engineer, hydro- geologist, water economist, financial specialist, senior sociologist, surveyor, three graduate engineers, technician engineer, and support staff. The small number of highly qualified and motivated staff with small spans of control has meant that we cannot lose touch with the concept of high quality product process, and cuts down on bureaucracies and therefore costs. The firm regularly retains several specialist staff for part-time consulting to enhance the firm’s capability in offering professional services in all the firm's fields of specialisation. In addition, the firm is associated with many distinguished local and international consultancy firms in an endeavour to pool the best expertise to meet specific project requirements.

Dr. Nyangeri has more than 30 years of experience in the field of water and infrastructure engineering, feasibility studies, engineering design, documentation and construction supervision and management, operation and maintenance of numerous water and irrigation projects. In particular Dr. Nyangeri has been involved in the development of a monitoring and evaluation system and procedures for irrigation schemes and undertaken detailed performance evaluation of community-based rural water supply projects. He has designed and supervised the implementation of several water supply and irrigation projects. Eng. Wambuki is a Licensed water Engineer – Panel 1 category A,B,C,and D (Water, Irrigation, Sewerage and large dams) Ministry of Water Development and a Lead Expert on Environmental impact assessment with NEMA. He has over 19 years of design and construction management of Civil Engineering and other infrastructure development works. Specific experience include design and construction supervision of Kiserian Dam(18m high) on going including foundation treatment specification, Nginye dam (19m high); investigation of ten dam sites in Makueni District, design and construction supervision of 3 of the dams by World Vision Makueni; construction supervision of Masinga – Kitui water project; rehabilitation of Luanda dam and Kasioni Dam spillways after being destroyed by a storm and the latter failed in piping; supervision of construction of the Draw-off works of Kaguru Dam; studied and authored a report on cause of fail of Katumani Dam in Machakos District; construction supervision of Kilimanjaro–Machakos /Athi River and Kajiado, towns’ water supply; headed direct labour installation of overhead and drip irrigation projects for Kakuzi ltd. Eng. Kago is a Civil Engineer with more than 35 years of experience in civil engineering works, particularly in water and sewerage projects, having worked with the Ministry of Water Development, Chauhan Kiptoon and Partners, Kirinyaga Construction (K) Ltd and currently a principal Engineer, Samez Consultants (Consulting Engineers). He has been a project engineer, Site Agent and Resident Engineer for water supply and sewerage construction works as well as a design engineer. Eng. Kago is a registered engineer and a member of the Institution of Engineers of Kenya.

Over the years Eng. Mngoda has handled a variety of projects in consultancy work and overall management of activities involving the planning, design, and supervision of construction, operation and maintenance of water, sanitation, environmental protection and municipal engineering sectors schemes in Kenya. He has a broad exposure to the general policy and institutional aspects of the water and sanitation sectors, and to the operations and procedures of international development funding agencies. Specific expertise in co-ordinating water, sanitation and environmental protection projects related technical assistance programmes. Eng. Mngoda has valuable experience in tender evaluation, site measurements and management and preparation of project status reports. He is a qualified water engineer in key areas of water distribution, treatment and water sector policies. Dr. Ondieki is a hydrologist with experience of over 29 years. He has designed, installed and maintained several hydrometeorological stations in Kenya. He has undertaken extensive research in the hydrological characteristics of the arid and semi-arid parts of Kenya. The research investigated the relationship between the surface runoff/sediment yields and the amount of rainfall and the catchment characteristics using empirical formulae. He has prepared and updated the flow rating curves, estimated flood flows and evaluated several engineering consultancy reports in the field of hydrological analysis. Dr. Mahiri holds experience on fuel wood and environmental management. He has undertaken research in both Nyando and Kakamega districts funded by the Rockefeller Foundation, on a comparative study of land-use and community management systems for fuel wood resources. He has led the land-use team in the global collaborative research between the Dutch government and ETC (UK) Development Consultants on Climate Change Studies Assistance Programme in Mongolia in 2000, evaluating the impact of climate change on land-use practices, and submitted a final report to the Mongolian government on the land-use component. He led the land-use planning team in the Participatory GIS for Land Reform in Mpumalanga Province, South Africa, in collaboration with the Department of Geology and Geography, West Virginia University, U.S.A in 1998. Dr. Mahiri has participated in a fieldwork in Austria and the former West Germany to conduct forest surveys through remote sensing techniques in 1986. This was complemented by one year intensive

forestry training in the Netherlands. He was then working with Kenya’s Forest Department, Ministry of Environment and Natural Resources, in charge of Cartography and Aerial Survey Office, served with this Ministry for about 15 years and I moved to Kenyatta University. Mr Nyarige has more than 18 years of practical experience in Geographical Information Systems (GIS), digital remote sensing, ground surveys including road survey works, toposurvey, levelling, traversing, and confirmation of boundary beacons. He has extensively used the GPS control, levelling and postmarking in aerial surveys. Mr. Momanyi has experience of over 16 years in law. He has a master of Law from the University of Nairobi. He is involved in a wide range of Civil and Criminal practice in the courts of the Republic of Kenya, also lectures at the Department of Commercial Law at the University of Nairobi. He is currently also Enrolled for a Doctor of Philosophy (Ph..D) Course in Laws at, the University of Nairobi, Kenya. Research titled “The International Legal and Institutional Framework for the High Seas Environment an Evaluation.” He is currently involved in the legal support to RVWSB institutional reforms and capacity building. Has over 22 years experience in the management of water and environmental resources including water quality and wastewater management, wetland resources management, environmental impact assessments and audits (EIA/EA), having served in both public and private sector and now in private consulting practice. He holds a postgraduate degree on Water and Environmental Resources Management focusing on water quality aspects, EIA and wastewater management. In addition, has also undergone numerous relevant short courses both locally and abroad. Some key previous responsibilities executed before include Programme Task Leader, Project Co-ordinator, Lead Environmental Auditor, Lead Environmental Assessor, Project Chemist, Head of Water Testing Laboratory to mention a few. The experience in respect to these engagements include environmental impact assessments (EIA), environmental auditing (compliance audits, due diligence audits, PCBs audits and waste audit), water resources management, pollution control, water quality and wastewater management, knowledge in ISO 14000, familiarity with ISO 9002, SA 8000, environmental policies and legislation.

Julia is a Sociologist with 32 years experience in community management of rural and urban projects. Extensive experience in participatory development in the area of water and sanitation sectors, micro finance and social planning. She has specific reference to promotional activities, gender sensitization and training. She has undertaken assignments for numerous private sector organizations, NGOs and public sector clients including Ministry For Foreign Affairs Of Finland, SIDA, WORLD BANK, GTZ, SDC, and JICA. She is a long term adviser, LVNWSB under the KWSP support.

Dr Munguti has experience in Environmental Management, Impact Assessment, Cost-effective use of appropriate least cost technologies in solid waste disposal, wastewater management and air pollution control, women in water management, Social Policy and Planning for Social Welfare and Social Security. He has specialized in the analysis of socio-economic aspects of development with particular interest in the challenges and opportunities in Rural/Urban Development, Poverty and Health, and in particular the constraints facing community planning and management of resources. As a sociologist for Kiserian dam and water supply his extensive knowledge in conflict resolution has amicably settled land related disputes.

Midikira Churchill Kibisu is a Financial/Insurance and Human Resource Consultant. He holds a Bachelors degree with a major in Finance, and a Master of Science degree (Ms) in School Business Management. He has a wide experience in Training, Curriculum Development, Research, Financial Planning, Auditing, Tariff development, Institutional Restructuring and development and project management. He has a long experience in teaching at the University of Nairobi, the water sector and the Local Authorities. Hydrogeologist with over 29 years experience in water resource projects development and management in general and in particular groundwater projects. Also with wide experience in management of research project activities in all fields related to natural resources and water resources in particular, including special experience in research policy formulation, implementation and development research methodology, monitoring and evaluation methodology

for research programmes and projects; wide experience in working in the ASALs and pastoralist communities; has good understanding of operations of international conventions related to natural resources (including water) development (Convention for Combating Desertification-CCD, United Nations Framework on Climate Change-UNFCCC, Convention Biological Diversity-CBD, Montreal Protocol on Ozone Depleting Substances(ODS), Various conventions on conservation of both land and marine resources;) has special experience in sea-water intrusion in the coastal region of Kenya; of has gained hands on experience in dam site geology and foundation stability studies. Has experience as counter expert with JICA in Kajiado-Narok water resources feasibility study (1981), ODA (UK) Chyullu Hills Water resources Study (1982-1985), Canadian Hunger Foundation in Mwingi (1985-1987), KWAHO in Mfangano Island and Taita-Taveta. I am proficient in the use of geophysical equipment for groundwater exploration and in geological/geophysical logging. Has some experience in Environmental Impact Assessment and Environmental Audit of groundwater projects in ASALs carried out for departmental reports (including Kyuso in Mwingi, Shallow Wells projects Kwale, Chyullu Hills and Makueni, Kitui districts).he has been involved as lead geologist for geotechnical investigation for Mwache, Thwake and Kiserian dams. As resident engineer (geologist) for Kiserian dam and water supply he has been instrumental in developing the foundation treatment (grouting) procedure and its construction supervision. Mr. Wangusi has 39 years experience in materials investigation and quality control testing for Roads and Dams design and construction, geotechnical investigations and recommendations for various water projects, canals and river training works. Participated as a member of local and foreign experts investigating the causes of structural failure involving the expansive and red clay soils of Kenya. He has participated in the drafting for the manual for the rural roads in Kenya, selection of bridge sites and making of syllabus for Higher National Diploma in Soil Mechanics and Foundation Engineering and Diploma in Geotechnical Science and Tertiary Colleges (Polytechnics), Kenya Institute of Education. He has vast experience in soil and foundation Engineering having joined the Civil Engineering Industry initially as a materials technician, rising to becoming a Senior Materials Technologist and eventually acquiring a Degree in Engineering Geology and Materials, majoring in Applied Geology, Coastal Engineering, Soil and Rock Mechanics, Engineering Geophysics, Survey, Rock aggregates, Concrete and Applied Sedimentalogy. He was attached to English Tunnel during construction practical in two weeks, one week tunneling in

material investigation for several dams in Kenya, some of these Dams are Kipkarren, Olbanata, Morop Dams in Nakuru, Lesos town cannal intake and intake works for Kitui water supply on Yatta canal.

Mr. Mbuga has over 18 years of professional experience in the design and supervision of construction of water supplies and sanitation facilities in Kenya. Since his graduation in 1990, Mr. Mbuga has worked for several international firms thereby acquiring the required skills for the design and contract administration of water supply facilities. He has been a site Engineer, design Engineer, quantity surveyor, assistant site agent, site agent and more recently the Managing Director of Mbuga Engineering and Construction Ltd. As a site engineer, he was in charge of setting out of structures and pipelines and supervision of construction works. As a design engineer with CarlBro, he was involved with the establishment of vertical & horizontal control & soil sampling for testing, as a quantity surveyor he was in charge of site measurement of all works for the purpose of claims and payments and also was incharge of scheduling, As a site agent he was charged with the overall responsibility and the day to day running of the site. Mr. Mbuga has been involved in major water supply projects such as Second Mombasa & Coastal Water Supply, Rehabilitation and Augmentation of the Sabaki Water Works, Greater Nakuru Water Supply Project and more recently the Rift Valley Water Supply and Sanitation Project. Zacharia is a very experienced contracts Manager, civil and geotechnical engineer and extremely conversant with all aspects of contract administration. He has varied experience in cost and quality control whose application will be necessary during the taking off, and control of quantities and measurements and particularly in the use of the modified standard method of measurement.

Engineer Bernard Owitti has over 17 years experiences in construction supervision works, confirmation of quality and quantity of works, attending site meetings, certification of the contractor’s payment, preparation and submission of projects report, estimation of wastewater flows (Industrial and Domestic), sizing of sewers, tender document preparation and evaluation, detailed design report preparation, design review of water reticulation network and borehole pumping stations, water reservoirs and sanitation systems, design of sedimentation basin, conveyance and distribution canal and canal related structures, design of roads, storm water and sewerage system for the estate.

Mr. Victor Nyambane has over 15 years experience in the field of monitoring/supervision of community water supply and sanitation projects; surveying, assessment of rehabilitation requirements, design, preparation of bill of quantities and tender documentation; design and supervision of spring protection; infrastructure rehabilitation of water supplies and sanitation facilities; schematic survey of pipeline layout, pumping stations and storage capacities; proposals preparation.

Eng. Tengecha has 28 years experience. Prior to joining the private sector, Eng. Tengecha was employed by the Ministry of Water and Irrigation where he held position of District Water Engineer in a couple of districts in Rift valley Province, and manager of a water service provider namely Kericho Municipality water supply. In the last four years he has been responsible for Kiserain dam water supply component that has capacity to supply 15,000m3/day to Kiserain, Ongata Rongai and Ngong townships. The project involved laying of large diameter water pipes and appurtenances (450 and 300mm diameter steel pipes).

Eng. Mokenye has Masters of Science in Administration (MSA), Major in International Development; a BSc. (Civil Engineering), Lower Second Class University of Nairobi- Kenya, 1990; and has more than 20 years of experience in planning, design, management of water systems, and supervision of works of civil engineering construction. Engineer Bernard Maina has over 20 years hands on skills and experiences in implementing community based irrigation projects and have practical experience in environmental management. Bernard has skills and experiences in undertaking feasibility studies, project planning and design, policy formulation, monitoring and evaluation and construction implementation supervision. He has successfully collaborated in integrated development programs with stakeholders such as local communities, Governments, local and international NGOs and International development partners Including EC, JICA, ADB, and DANIDA. Bernard has positive attitude toward working with the rural communities and in their diversity in culture. He is able to apply participatory concepts to achieve sustainable solutions to problems. He was a consultant in the midterm evaluation of the EC funded Community Development Program in Kenya, food security Shabelle Agriculture rehabilitation project in Somalia and also the final evaluation of Jamama agricultural rehabilitation project implemented by Agrosphere in Somalia. He has consulted in flood management and water harvesting project in Aweil region of South Sudan. He has also coordinated implementation of rural access roads, water, sanitation and solid waste management project in over 20 districts in Kenya including Kibera and Mukuru informal settlements under EC funding through CDTF. For the last 2 years he has been a quality control agent (QCA) with the water services boards in Kenya. Bernard is innovative, creative, and analytical in his thinking and is keen on finishing assignments on schedule. He has good communication, report writing skills and training needs assessment techniques. Mr. Mwathe has over 31 years experience in sustainable rural development in agriculture and irrigation water management. Twenty-five years were spent in the field of smallholder irrigation development of farmers’ managed schemes. This involved community mobilization, surveys, designs, construction, operation, and maintenance. Mwathe has over the time developed an in-depth experience in analyzing situations in irrigation schemes beyond the physical infrastructure as well as discussing with farmers’ irrigators on the role for each stakeholder. He was involved in implementation of South West Kano project and formation of Smallholder Irrigation Support Organization (SISO) that was expected to operate and manage the 1000 ha gravity-fed irrigation scheme. He had also the opportunity to actively participate in the proposed irrigation policy, role realignment of the stakeholders and proposed policy relationship with the irrigation act of 1966 that established the National Irrigation Board. In the process, he led in the formation of many water users’ associations. Mwathe has spent the last six years in other fields such as land use

planning, monitoring and evaluation of projects and for the 3 years as a consultant at JICA in the agriculture and rural development sector. While working at JICA, he was involved in the Nyando and Homa Bay development study and Integrated Flood Management of the Nyando river basin. The Nyando and Homa Bay development study s also covered key farmer rice extension programme in Nyando basin. Mwathe has been recently involved in Business Development Service (BDS) for the dairy industry and higher income bee industry in Kenya.

Mr. Munyikombo is a Senior Irrigation Agronomist with more than 30 years professional experience in Agricultural research and development planning including; development and rehabilitation of smallholder farmer/community managed irrigation systems with extensive knowledge and experience in Irrigation sector development in Eastern and Southern Africa. He holds M.Sc Soil & Water Engineering, B.Sc Agriculture, PGD Soil & Water Engineering. Munyikombo is specialized in; Irrigation agronomy, design of small-scale irrigation projects, dry land and rain-fed agronomy, agricultural education and extension, irrigated horticulture and rice production, irrigated crop and fodder production, land and farm management. He has since been involved in design, implementation, impact assessment and reviews of smallholder irrigation projects as Well as leading Team in Feasibility Studies for rehabilitation of Smallholder irrigation projects including; Lesotho (UNOPS/IFAD- 2007), Rwanda (UNDP- 2007), Malawi (W/Bank- 2006/7), Tanzania (2003/5) and has been involved in management of farmer managed/community managed irrigation projects in Kenya for more than 30 years. Munyikombo has extensive experience in water and soil conservation. Mr. Mbai has over 30 years experience in agricultural sector whereby he has conducted value chain analysis study for horticultural crops in Kisii Central funded by IFAD. He has also conducted the financial economic analysis for Murinduko irrigation scheme in Kirinyaga district and Munga-Kiriani irrigation scheme in Meru South district jointly.he also did the Feasibility study for extension of Ahero and West Kano irrigation schemes as the team Agronomy consultant. Mr. Peter Mburu is a graduate engineer with considerable experience in engineering works. His key qualifications includes materials engineering, project management and design. He has also been involved in supervision of civil engineering projects. He is well equipped with computer knowledge and has the capacity to use many engineering software including AutoCAD, Prokon, StaadPro, Primavera Project Planner and Civil Designer.

Mr. Pius Kipkeino has more than four years experience in the planning, design, supervision of buildings, Drainage and highway structures and production of working drawings for major Civil and Structural engineering projects. He has hands on experience in the use of computer aided design - AutoCAD for drafting, AutoCAD Civil 3D 2008 for Road Design, WaterCAD and Prokon for Structural Analysis.

LOCAL AREA NETWORK (LAN) FACILITY

The office has a well established and maintained Local Area Network (LAN) both wired and wireless facility which is running effectively. All the computers in different rooms within the office are networked using Central Topology architecture chosen due to its merits. The networking infrastructure or device deployed in the network is a 24-Port 3Com switch which has the ability of transmitting data at high rates across the network. It is safely and securely housed in the server room within a cabinet under lock and key and can only be accessed by the administrator or authorised personnel. A well trunked and RJ-45 phase-plate terminated physical connectivity or

cabling is done using CAT6 UTP cable as the transmission media due to merits such as high data transmission rates, its outer shield to prevent physical damage, ease of management and cost effectiveness. Networking enables the staff to share resources on the network such as printers and files across the network efficiently and with much ease. Not only does an external hard disk for data backup is available but also a server computer with higher specifications (higher hard disk capacity) is configured on the network to act as a secondary data backup storage to all other computers on the network referred to as the clients. The server does back-up of each and every client on a daily basis as per the time schedule on the client. This ensures data protection and safety incase a client computer crashes or develops a problem that may require formatting and reloading of softwares by the administrator. The server though on the network, is secure in that, it is password protected and resides in the server room, hence can only be accessed by the network administrator or authorised personnel.

INTERNET FACILITY

To necessitate effective and efficient communication with clients who are geographically far away, or who require rapid response to information within a short period of time, Samez has ensured the availability of internet connectivity. This facility is from a reliable source or ISP (Internet Service Provider) that is, Orange Broadband from Orange Kenya Ltd, and is available throughout (24hours daily) in all computers within the office premises. The service is running all through the weekdays including the weekends making office operation much easier in terms of on-line-response communication. With this capability of the facility, it enables the office to interact with the clients effectively irrespective of their geographical location. Internet availability in the office also assist the office staff in research work especially the engineers and consultants. The infrastructure involved in the facility installation is an ADSL Broadband mode of connection which is very stable and efficient. The data terminating equipment (DTE) used is a Live Box type of modem which is not only reliable and fast in terms of data transmission rates but also easier to configure and manage. To ensure its security, the modem is safely and securely housed in the server room within a cabinet under lock and key and can only be accessed by the administrator or authorised personnel. The bandwidth speed that the facility is currently providing is a 256/512 kbps which is unlimited and very fast. Because of its flexibility, the speeds can either be upgraded or downgraded depending on the need at no additional cost.

WATER RESOURCES ENGINEERING Athi River Basin Water Resources Development Study - National Water Conservation and Pipeline Corporation Samez Consultants Ltd was commissioned to undertake the Study of the Athi River Basin Water Resources in order to identify potential dam sites for maximum benefits optimization (water supply, hydropower generation, irrigation and other uses), and design of the dams and water supply system. The study covered Athi River and its tributaries, as well as other rivers in the basin. Emphasis was on dams for urban and rural water supply. Hydropower and irrigation development potential was also assessed and documented. The Baseline Survey on the Proposed Project for Formulation of an Integrated Watershed Management Plan for the Nyando River Basin – Ministry of Water and Irrigation/JICA Samez was commissioned to undertake the Baseline Survey on the Proposed Project for Formulation of an Integrated Watershed Management Plan for the Nyando River Basin. Amongst the parameters being investigated were the water resources within the Nyando basin both in quality and quantity. Review of the proposed Water Sector Strategies - Ministry of Water Resources Management and Development/GTZ Provided peer review services on the zero draft of January 2003 of the proposed National Water Resources Management Strategy (NWRMS). WATERSHED MANAGEMENT PLAN The Baseline Survey on the Proposed Project for Formulation of an Integrated Watershed Management Plan for the Nyando River Basin – Ministry of Water and Irrigation/JICA Samez was commissioned to undertake the Baseline Survey on the Proposed Project for Formulation of an Integrated Watershed Management Plan for the Nyando River Basin. GIS, REMOTE SENSING, SURVEYING & MAPPING Managing Water for African Cities – Water Demand Management Component - UN-Habitat Samez undertook a technical audit of the GIS equipments, facilities and capacity of the Nairobi City Council (NCC) water and sewerage department aimed at putting in place an effective WDM strategy in the city of Nairobi. The GIS evaluation covered assessment of the hardware and software, evaluation of the GIS training content that had been offered to some personnel in the department, evaluated the GIS data/formats/storage systems in use and generated an

evaluation report. The technical audit recommendations were to guide the NCC staff in developing a current GIS system for water demand management strategy for the city of Nairobi. The Baseline Survey on the Proposed Project for Formulation of an Integrated Watershed Management Plan for the Nyando River Basin – Ministry of Water and Irrigation/JICA Samez undertook a GIS component of the Baseline Survey on the Proposed Project for Formulation of an Integrated Watershed Management Plan for the Nyando River Basin undertaken by 15 professional experts. The baseline survey covered review of the existing and proposed measures for integrated watershed management including socio-economic, water resources, flood hazard mapping, land use/ land cover changes, irrigation potential, hydrometric data and monitoring, flood control measures/structures, and water and sanitation issues. For each component, geospatial datasets were required. These were generated from toposheets maps and satellite images. The various features were overlaid in the GIS database from where thematic combinations were extracted.

Itumbe Tea Factory - Kenya Tea Development Agency Ltd Samez Consultant carried out topographical survey of the intake, rising main, and the reticulation of the water supply to the factory. Staking out the centreline for the water supply, factory effluent and storm water. Established control points for reference during construction. Generated profiles for water supply and drainage system. Mwingi Town Sewerage system - Department of Urban Development / Ministry of Local Government

Preliminary mapping of the sewer reticulation system, generation of preliminary profiles, toposurvey of the proposed treatment plants, establishment of control/ reference datum tied to the national grid for use during construction, incorporation of other data (physical development plans) into the base maps to check on the reticulation. Identifying location of alternative treatment sites (4). Generation of base maps through the use of aerial photographs. GIS analysis of the geographic features to locate alternative treatment sites. Combined the census data, terrain and proposed development plans through GIS overlays to generate and alienate the different sewerage zones within the township.

Kenya Water and Sanitation Programme (KWSP) - Sida / Danida / Ministry of Water and Irrigation Samez Consultants Ltd is among the consortium of consultants in the Kenya Water and Sanitation Programme (KWSP). The programme has three main

components: (i) Water Resources

following areas: Long term TA in supporting three Water Services Boards (AWSB, TWSB and RVWSB); short term TAs in Monitoring and evaluation, financial management and Information Technology (IT), Gender, HIV/Aids and sanitation expert. Migori Water and Sanitation Project Phase II: Project No. S-03-409: HORIZONT3000 The Nyasare Water Supply Association (NWSA) has finalized implementing phase one of the Migori Water and Sanitation Project. Phase one of the project saw the association improve its water supply infrastructure, its governance structures and sustain its operations. The association proposes to implement phase II of this project to build on the successes of the phase I as well as address the weaknesses identified through the various assessments and audits carried out. Phase II of the project will also enable the association meet some of its strategic objectives. The association has recently finalized developing its 5 year strategic plan. The key issues to be addressed during the phase II of this project include the weak financial base of the association, the need for further rehabilitation of its infrastructure, the weak staff base and skills, the weak internal controls and the water catchments area degradation. The following were the Key Result Areas

1. Internal governance and management of the association’s operations strengthened, including consolidation of its legal structures; improvement of operational management, Registration of the association as water services provider.

2. Efficient and reliable water supply infrastructure in place and regularly maintained which includes the improvement of existing infrastructure (re-allocation of pipelines, new installations, repair works).

3. Water catchment area effectively protected in a sustainable way.

4. Increased knowledge and improved community practice on sanitation.

5. Enhanced communication on water management and sanitation issue.

Kapenguria Water Supply Siyoi Dam - National Water Conservation and Pipeline Corporation The project objective was aimed at looking for possible dam sites on Kapenguria and Siyoi rivers which could be used to supply water by gravity to Kapenguria Municipality and to people along the pipeline corridor. Once suitable dam site has been identified, the consultant is to proceed with the preliminary design and final design. The scope includes the dam, intake works, raw water transmission main, treatment plant, treated water transmission main and main storage tank. In order to carry out the above design, the consultant will undertake the following: water demand estimates, geotechnical investigations, hydrometeorological studies and topographical surveys. Thwake Dam Design - National Water Conservation and Pipeline Corporation Samez Consultants did the study of Thwake Dam site to identify whether it has the potential for Water supply, irrigation and hydropower development benefits optimization, and design of the dam and water supply system.

The proposed scope included infrastructure rehabilitation that targeted; water for domestic and irrigation uses, markets and linkages, and environment protection. Rehabilitation of Water Facilities at Onana-Funyula Water Supply Project - Community Water Supply Management Project in Western Kenya Samez was involved in the review of tender documents: contract documents, instructions to bidders, specification, bill of quantities and engineering drawings and the preparation of the Tender Evaluation Report. Marsabit Township Water Supply - Office of the President / World Bank / Ministry of Land Reclamation, Regional and Water Development Samez Consultants completed the planning and design of the rehabilitation works of water facilities in Marsabit Water Supply Project under the Drought Recovery Programme in the Office of the President, a project funded by the World Bank and managed and administered by Ministry of Land Reclamation, Regional and Water Development. assessment of the available water resources, rehabilitation or improvement of the existing facilities (intake works, treatment works, distribution system including pressure zoning and water storage facilities), and preparation of tender documents and supervision-in-chief of the works. The scope of works also covered the long-term measures to alleviate the water situation in Marsabit Township. Rehabilitation of Mumias Sugar Company Water Supply - Mumias Sugar Co. Ltd The firm carried out the planning and design of the rehabilitation/augmentation measures in Mumias Sugar Company Water Supply System intended to increase the water production. The rehabilitation measures included the updating of the water system records, optimisation of the water pumping system against the water demand patterns, preparation of sustainable water operation and maintenance procedures, water reticulation system zoning and the complete water master plan. Mumias Sugar Co. Ltd. - Booker Academy Secondary School Samez Consultants designed and supervised the construction of the water delivery and distribution system in Booker Academy Secondary School serving the library, multi-purpose hall, lecture theatre, tuition blocks and teachers' houses. Manguva dam - Kenya Water and Sanitation Programme (KWSP) Samez Consultants investigated the failure of the Manguva dam and presented the findings and recommendations, on the following aspect:

a) With respect to the project organization arrangements, identified all the parties involved in the project including project owner, financier, manager, design engineer, contractor, construction Supervisor.

b) During each aspect of the project, the Consultant documented the roles, responsibilities and activities carried out by the different parties to fulfil their roles.

c) Presented a time chart for the activities related to the development of the project;

d) Reviewed the quality and content of the project proposal presented to WSTF and established its adequacy in defining all the requirements detailed in the project proposal.

e) Reviewed the quality and the content of the engineering design, documents and established its adequacy.

f) Reviewed the Terms of Reference and procurement of the project manager and established what extent the TOR were adequate and were adhered to.

g) Reviewed the procurement of the contractor and the construction contract and established whether

the construction contract was adequate and adhered to.

h) Reviewed the TOR and procurement of the construction supervisor and established what extent the TOR were adequate and were adhered to.

i) Reviewed all the documentation on the site records/ activities to establish that they were in line with good site recording activities and specification.

j) Documented the financial transaction related to the development and implementation of the project, including a review of payment made against work completed.

k) Determined what led to the collapse of the dam and stated what should have been done to prevent such occurrence. In this part, the consultant commented on the organization, contractual, financial and technical aspects of the project in addition to documenting the nature of the dam failure.

l) Provided qualitative and if possible quantitative estimate of the social, environmental and economical change and costs associated with the dam failure.

INFRASTRUCTURAL REFORMS Rift Valley water supply and sanitation project - Rift Valley Water Services Board / African Development Bank

Samez consultants among the consortium members in the project whose overall objective is to improve water supply and sanitation services in urban, peri -urban and rural communities within the service area of the Rift Valley Water Services Board (RVWSB). Samez has four staff members in the team (Team leader, financial expert, legal staff and asset valuation expert).

• Assist in the preparation of RVWSB’s Business Plan and Strategic Plan for the development and extension of water supply and sewerage schemes in the RVWSB area.

• Assist in the preparation of technical, commercial and financial performance targets that would constitute the overall framework for the provision of water and sewerage services in Nakuru Municipality, as well as other areas within the jurisdiction area of RVWSB. The work includes

The private industrial/institutional sewerage works included: Moi University, Magadi Soda, Mumias Sugar Company Ltd, Cirio Del Monte (formerly Kenya Canners) and Brookeside Dairy Ltd.

The environmental impact assessment report outlined the existing baseline environmental conditions by considering both ecological and socio-economic environment. Environmental impact assessments at the water sources and point of consumption were addressed. Health impact to be felt in Marsabit Township due to the issue of lack of sewage treatment facilities in line with the improved water supply to Marsabit was addressed. Where negative impacts envisaged, the necessary mitigation measures were incorporated. District Irrigation and Drainage Profiles - Ministry of Agriculture, Livestock Development and Marketing Samez participated in the development of the Environmental Impact Assessment (EIA) criteria arising from smallholder irrigation and Drainage Scheme development literature review. It also participated in the review and finalization of the Environmental Audit (EA) checklist, which covered both physical and socio-economic environment. Undertook pre−testing of EIA questionnaires in Kajiado (19 schemes) and Taita Taveta (31 schemes) districts. Demand Study for Smallholder Rice Irrigation Schemes in Districts Bordering Lake Victoria - Ministry of Agriculture, Livestock Development and Marketing Samez Consultants undertook an environmental impact assessment study for 21 existing and proposed irrigation projects under the auspices of the Demand Study for Smallholder Irrigation Schemes in Districts bordering Lake Victoria. The report covered an inventory of the aspects of environmental impact assessment that are likely to be caused by smallholder rice irrigation development projects along the Lake Victoria region. The study adopted a comprehensive environmental checklist recently published by the International Commission on Irrigation and Drainage (ICID). The checklist is a major step forward for sustainable irrigated agriculture as it provides a systematic approach to assessing environmental impacts. The necessary mitigation measures to negate the existing and possible future negative impacts due to irrigation development were proposed in each

Consultancy on River Water Users Association (Arid Lands Resource Management Project II) – Ministry of Special Programmes, Office of the President The Government of Kenya received credit from the International Development Association (IDA) towards the cost of Arid Lands Resource Management Project II and intends to apply a portion of this loan towards the consultancy on River Water Users Association in the above eight districts. Many former pastoralists have either been left destitute through the loss of their entire herd or have been severely affected by drought, prompting the need to develop an alternative livelihood. Many pastoralists have established small gravity fed irrigation plots along the banks of Tana, Turkwel, Kerio, Daua, and Ewaso Ngiro rivers. These former pastoralists do not have tenure of the lands they occupy, many abstract significant quantities of water from the rivers, such that water flowing off the slopes of highlands does not go for more than 50km, flow rates drop to unacceptably low levels or the river dries out. This causes conflict between upstream and downstream users not withstanding the pastoralist need for water. The objective of the consultancy is to assess to the capacity of the farmers to manage and maintain irrigation Infrastructure. It will also establish the types of crops grown, standard of crop husbandry and marketing. It is expected the consultancy will improve the farming systems appropriate for the arid areas and hence improve the food security of the agro-pastoralist. Morulem Irrigation Scheme - World Vision International (K) Final design of the rehabilitation plans of the intake works and canals (main, primary and secondary) for the existing 85ha. The firm did planning and design extension scheme comprising of 115ha; planning for the potable water and sanitation facilities within the irrigation scheme. Developed a multi-year operational plan aimed at having an effective and practical monitoring and evaluation system and procedures. Individual Smallholder Drip Irrigation (ISH) - Ministry of Agriculture, Livestock and Marketing -Smallholder Irrigation Development Project (SIDP)

Samez engineers undertook the analysis and design of a drip irrigation system for an area of about 4 acres. The works involved the design of the intake spring protection, pump house, rising main, elevated storage tank, water distribution network and the drip system.

Lokorkor Irrigation Scheme - World Vision International (K)

Samez Consultants undertook feasibility study of Lokorkor Irrigation Scheme in Turkana District which identified about 58 ha of land to benefit 440 nomadic farmers. The proposed designs were based on the local operation and maintenance capabilities through the strategy of local participation with Food-for-work compensation mode.

Samez Consultants were involved in the preparation of district profiles for irrigation and drainage schemes in thirteen districts (Taita Taveta, Nyamira, Busia, Laikipia, Siaya, Kisumu, Kakamega, Vihiga, Kajiado, Meru, Narok, Bungoma, and Mt Elgon). The works involved the preparation of reports and participation in the district priority ranking workshops. Several irrigation and drainage sites were identified and performance evaluations and priority ranking undertaken.

Lokubae Irrigation Scheme - World Vision International (K) WVK, in collaboration with USAID, is currently implementing the Lokubae Food Security program

(LFSP) in the area served by the Lokwi and Lokubae

irrigation schemes. The objectives of the mid-term

evaluation were:

• To measure the mid-term values of the monitoring and evaluation indicators;

• To compare the mid-term values with that of the baseline and interpret change or the lack of change; and

• To identify general trends that may help with project implementation for the remainder of the project implementation period.

TECHNICAL AUDITS El Nino Emergency Project - Project Steering Committee and a Project Management Unit (PMU) - Office of the President The El Nino Project was a GoK intervention to repair infrastructure damage caused by the El Nino rains in

1997. Funding for the project was obtained from IDA and

African Development

Fund as loans and GoK as

counterpart contributions.

The total amount available for the project is US$ 95 million. Price Waterhouse Coopers was appointed to carry out financial, technical and management audits of the whole project, and to produce the audit findings and recommendations in general as quarterly and annual audit reports. Samez Consultants have been retained by Price Waterhouse Coopers to undertake the Technical Audit of the road works in Eastern and North Eastern Zones. SOCIO - ECONOMIC SURVEYS Thwake Multipurpose Dam - National Water Conservation and Pipeline Corporation Carried out socio-economic survey for Thwake dam water supply to assess the possibility of supplying water to the community and that will help to determine the cost and affordability. Malalani Water Supply Project - World Vision International, Kenya Office A Feasibility Study and Socio-economic survey for Malalani water supply was undertaken to assess the possibility of supplying water to Malalani sub-location from both ground and surface water sources in Kitui District. The study investigated four alternatives to supply 140m3/day of water demand for both human and livestock by the year 2000. Two alternative proposals were finally recommended for further analysis during the preliminary design stage to obtain the optimum alternative for the scheme. A socio-economic survey was undertaken to collect the baseline data and assess the real project needs and its future sustainability. Thua River Irrigation Scheme - World Vision International (K) A baseline data collection was carried out during the socio-economic survey. The survey was to test reactions of the beneficiaries on the willingness of the project and its future sustainability.

Morulem Irrigation Scheme - World Vision International (K) A socio - economic survey covering 934 farmers was undertaken to test consumer reaction in the Morulem Irrigation Scheme regarding the proposed rehabilitation and extension, and the provision of portable water supplies, particularly through the analysis of households' ability and willingness to operate and maintain the scheme. Aspects of administration, including project management, project operation and maintenance, record keeping, farmers' training procedures and scheme evaluation targets were discussed and proposals made. The survey covered opinions from farmers, women groups, scheme management committee, administrators, leaders and the agricultural extension Officers. Managing Water for African Cities – Water Demand Management Component - UN-Habitat Samez Consultants undertook a technical audit of the equipments, facilities and capacity of the Nairobi City Council (NCC) water and sewerage department aimed at putting in place an effective WDM strategy in the city of Nairobi. This strategy is expected to bring about efficient and equitable use of water. The technical audit recommendations were to guide the NCC staff in developing a water demand management strategy for city of Nairobi and oversee the subsequent implementation of the project. PROJECT APPRAISAL Community Water Supply Management Project in Western Kenya - Workshop in Kakamega Samez′s Principal Partner was involved in the moderation and preparation of the workshop report as part of the appraisal report on the above project. As a resource person, presented two workshop papers covering the following areas:

• Alternative approaches and technologies - what kind of water supply is affordable in rural Western Kenya?

• Lessons learned from other regions and countries how to improve the coverage of rural water supply in a sustainable way?

FEASIBILITY STUDIES Rogendo Water Supply Project - Kenya Finland Western Water Supply Programme (Kefinco) / Swedish International Development Agency (SIDA) Samez Consultants finalised the feasibility study for the proposed Rogendo Water Supply Project in Vihiga District. The project area covers approximately 7.8km2 intended to benefit an ultimate population of 5,300 and a water demand of 700m3/day. Five alternatives to meet the objective were analysed to give the unit

water demand and the necessary options for the assessment of project sustainability considered. Tariff rates were computed at various rates of capital, operation and maintenance returns. Athi River Basin Water Resources Development Study - National Water Conservation and Pipeline Corporation Samez Consultants undertook study of the Athi River Basin Water Resources in order to identify potential dam sites for maximum benefits optimization, and design of the dams and water supply system. The study covered Athi River and its tributaries, as well as other rivers in the basin. Emphasis was on dams for urban and rural water supply. Hydropower and irrigation development plans by other agencies will be assessed and documented. Malalani Water Supply Project - World Vision International, Kenya Office A Feasibility Study and Socio-economic survey for Malalani water supply was undertaken to assess the possibility of supplying water to Malalani sub-location from both ground and surface water sources in Kitui District. The study investigated four alternatives to supply 140m3/day of water demand for both human and livestock by the year 2000. Two alternative proposals were finally recommended for further analysis during the preliminary design stage to obtain the optimum alternative for the scheme. A socio-economic survey was undertaken to collect the baseline data and assess the real project needs and its future sustainability. Reintegration of Returnees to Somaliland Program - CARE International in Somaliland Undertook phase II feasibility study for the Improvement of Rural Food Security (IRFS) whose overall goal was of “enabling returnees to reintegrate and achieve self-sufficiency in selected urban and rural areas. The proposed scope included infrastructure rehabilitation that targeted; water for domestic and irrigation uses, markets and linkages, and environment protection. Thua River Irrigation Scheme - World Vision International (K) The Thua River Irrigation Feasibility study in Kitui District was commissioned to assess the potential irrigable land along the Thua River and to determine the development. A total of 620ha of land were identified for development benefiting about 3,300

farmers over seven years of implementation. The implementation of the project was planned to adopt the food-for-work strategy. Morulem Irrigation Scheme - World Vision International (K) Morulem Irrigation Scheme Feasibility Study was undertaken to investigate the possibility of the rehabilitation and/or extension of the existing Morulem Scheme of an 85ha with a total of 934 nomadic farmers in Turkana District. The study revealed the possibility of the rehabilitation of a low cost approach of Food-for-work strategy for implementation. Lokorkor Irrigation Scheme - World Vision International (K) Samez Consultants undertook feasibility study of Lokorkor Irrigation Scheme in Turkana District which identified about 58 ha of land to benefit 440 nomadic farmers. The proposed designs were based on the local operation and maintenance capabilities through the strategy of local participation with Food-for-work compensation mode. Demand Study for Smallholder Rice Irrigation Schemes in Districts Bordering Lake Victoria - Ministry of Agriculture, Livestock Development and Marketing-Smallholder Irrigation Development Project (SIDP) Samez Consultants were commissioned to undertake a demand study of rice irrigation schemes in districts bordering Lake Victoria in three aspects: water delivery study, scheme inventory and priority ranking and the final demand study.

Water delivery study: The water delivery study report compared the pump-fed water delivery method with gravity-fed and rain-fed rice production in relation to investment, operation and maintenance costs and the benefits for gravity and pump-fed (diesel, petrol and electricity powered pumping units) irrigated areas. The report established the minimum and optimum areas for viable irrigated rice production for the various modes of water delivery. The computation of the benefit cost ratios established the relationships with regard to the rain-fed, gravity-fed and pump-fed smallholder rice cultivation. Scheme inventory and priority ranking: The inventory and priority ranking identified 23 irrigation sites. All the necessary baseline data concerning irrigated/rain-fed cultivation were collected. The various possible methods of water conveyance (gravity/pump-fed) methods to the scheme were inventoried on the scheme basis. A priority ranking exercise was undertaken by developing and applying a criterion aimed at increasing future scheme sustainability was adopted. Five schemes were recommended for the detailed demand study. Demand study: The demand study was undertaken

for five rice growing schemes bordering Lake Victoria region comprised of two fully designed and operational irrigation schemes and three rain-fed sites. The study gave a detailed evaluation of the demand for rice cultivation and services.

MANAGEMENT INFORMATION SYSTEM (MIS) Water Management Services (WAMAS) - Makueni District Samez Consultants provided technical services in the evaluation of stalled rural community managed water supplies aimed at finding out the possibilities of undertaking rehabilitation measures to be incorporated in the installation of the management systems in order to improve the operational performance of the water supplies. Ltd The works involved the re-construction of existing service station to have a restaurant, lubrication/wash bay, new station building and bigger steel canopy/pump islands. The detailed works comprised excavation to sport of 700m3 of earthworks, backfilling with approved borrow material, hand packed stone base, cabroworks paving of forecourt and bitumen surfacing of 0.4Km of approach roads including deceleration/acceleration lanes. Proposed Refurbishment of Seguton Service Station, Nakuru - Kobil Petroleum Ltd The works involved excavation to spoil of 1200m3, backfilling with approved borrow material, crusher - run base and cabroworks paving to forecourt/parking area

and bitumen surfacing to entry/exit lanes demolition of existing two reinforced concrete canopy and construction of new steel canopy/pump island and installation of new extra fuel tanks. Samez Consultants were involved in the supervision of the construction works. Proposed Kobil Service Station, Restaurant and Supermarket at Embakasi, Nairobi - Kobil Petroleum Oil Ltd

Proposed Refurbishment of Caltex Service Station, Uganda Road, Eldoret - Caltex Oil Ltd

The firm's engineers were involved in the design, detailing and preparation of bills of quantities for the proposed additions/alterations to existing facilities. The works comprised new steel canopy/pump island, cabroworks paving to existing forecourt, relocation wash bay and construction of new parking area.

Skanska Industrial Park, Ruaraka –Nairobi - Skanska International AB

This is a medium sized industrial park development on Baba Dog Road, Ruaraka. Samez Consultants were commissioned to undertake the design of roads; Cabroworks paved parking area, stormwater drainage, and water and sewer reticulation network. The scope of works included design and production of drawings and construction supervision.

This is a proposed tenant purchase housing development of 215 single and double storey houses. Samez Consultants undertook the design of structural/civil engineering works. Proposed High Noon Office Development on L.R No.2259/229 – Karen

The proposed development at Karen involved four story office block with two levels of underground parking. The objective of the preliminary trial holes investigation is to establish the suitability of the plot to accommodate building with two levels of underground parking and the challenges it might present. The preliminary investigation done involved excavation of trial holes to firm ground. A total of 5 holes were dug. The watershed management plan covered review of the existing and proposed flood control through river structures and dam development. Samez Consultants evaluated six dam sites of capacity ranging from 21 to 710 x106m3, height ranging from 30-80m and length of 200-400m). Proposed Factory Rationalization Project - Mumias Sugar Co. Ltd Samez Consultants undertook a Geotechnical Investigation to establish the depth of a safe bearing stratum for the proposed structures in the above project. To achieve the above objective, forty boreholes, comprising 20 trials and 20 test holes, were sunk to refusal or into rock in some boreholes. At each test location, a trial hole was sunk 1.0m away from the test hole to ascertain the full sequence of the strata, their thickness and depth from the ground level. A test

hole was then sunk at its predetermined location. Undisturbed and disturbed samples were taken and standard penetration tests were carried out at the predetermined depths. Selected samples were subjected to laboratory testing. Using bearing capacity formulas, safe bearing capacities were calculated at different depths and recommendations made for suitable foundation types for the various structures. The objective of the preliminary trial holes investigation is to establish the suitability of the plot to

underground parking and the challenges it might present. The

done involved excavation of

trial holes to firm ground. A total of 5 holes were dug.

Itumbe Tea Factory - Kenya Tea Development Agency Ltd Samez Consultants completed the design, detailing and preparation of working drawings for civil and structural works including supervising the construction works in the above project. Cooperative Insurance Company Limited Samez Consultants undertook the structural design and supervision of office complex for Cooperative Insurance Company Limited at their plot on Mara Road, Upper Hill Nairobi. Uchumi Supermarkets Ltd. - Uchumi Bombolulu Branch, Mombasa The Firm supervised the alteration and extension works to existing buildings that are to accommodate a supermarket. The works involved new roof steel structure, cantilevered concrete gables at entrance and rear of the building and access road. This is a medium sized industrial park development on Baba Dogo road, Ruaraka. Samez Consultants undertook the design and production of drawings and construction supervision of the industrial buildings, office block and canteen.

Nairobi - Aglo-afro Investments Ltd Samez did designing and detailing of a four storey office block and a double storey cold storage building wing. Samez Consultants carried out the design and construction supervision of seven storey reinforced concrete framed structure in Nairobi, consisting of one basement for car parking, ground floor for shops, first floor for bar and restaurant, and the remaining floors for hotel accommodation.

Structural design and detailing of a three-storey hospital wing, four storey flats for the staff, chairman's house and a double storey shopping centre/cafeteria. The works are of masonry walls, reinforced concrete beams and slabs and a timber trussed roof with concrete tiles.

Proposed Tenant Purchase Housing Development, Athi River Township - Jengo Enterprises

This is a proposed tenant purchase housing development consisting of 215 single and double storey houses. Samez Consultants undertook the structural design of the buildings.

This is a proposed four-storey reinforced concrete framed structure, planned to accommodate a fully-fledged hospital. The design and detailing of civil/structural works (civil, structural, electrical and mechanical) are completed.

The key objectives are: • To assist KWSP develop the options for the

financial information systems implementation approach and to generate implementation workplan for each institution.

• To coordinate the activities of various service providers and the institution teams during installation, configuration, training and deployment of the procured FMIS software application.
