A r e c o n n a i s s a n c e team c o n s i s t i n g of P a u l D o h e r t y and Roy C r o s s l a n d (EPA/EP&R) and W i l l i a m O b e r l e (E&E/FIT) t r a v e l e d t o Davenport , Iowa on November 3 , 1986. Upon a r r i v a l , the team obtained a p r o p e r t y p l a t nap of t h e Rockingham Road s i t e from t h e C i t y of D a v e n p o r t , Iowa E n g i n e e r i n g O f f i c e . P a u l D o h e r t y c o n t a c t e d Mr. Ed Moreno, l o v a Dept . of N a t u r a l R e s o u r c e s - W a s h i n g t o n , Iowa f i e l d o f f i c e and arranged t o meet wi th him on November 4 , 1986. Mr. Moreno had v i s i t e d the Rockingham Road s i t e and had c o l l e c t e d s o i l and dus t s a m p l e s on O c t o b e r 1 5 , 1986. Mr. Tom C o r l e t t , C i t y of D a v e n p o r t Bu i ld ing I n s p e c t o r , was i n t e rv i ewed . Mr. C o r l e t t s t a t e d t h a t he had observed n a t u r a l ga s - fue l ed furnace which was being used t o me l t down s c r a p l e a d . Mr. C o r l e t t a l s o s t a t e d t h a t he had o b s e r v e d no a i r p o l l u t i o n c o n t r o l equipment a t t a ched t o the m e l t i n g pot . The team then c o n d u c t e d a w i n d s h i e l d s u r v e y of t h e b u i l d i n g l o c a t e d a t 1801 Rockingham Road.
On November 4 , 1986, reconna issance personne l conducted a l i b r a r y s e a r c h of p u b l i c l i s t i n g s f o r r e f e r e n c e s c o n c e r n i n g t h e M i c h a e l B a t t e r y Co. and i t s owner , Mr. F. I n t h e 1983/84 and 1985 t e l e p h o n e d i r e c t o r i e s , t h e M i c h a e l Company was l i s t e d a t 1051 South R o l f f , D a v e n p o r t . I n t h e 1986 c i t y d i r e c t o r y , t h e M i c h a e l B a t t e r y Co. was l i s t e d a t 1801 Rockingham Road, Davenport; t he t e l ephone d i r e c t o r y l i s t e d the address as 987 Far ragut Road, Davenport .
Fol lowing the l i b r a r y sea rch , i n t e r v i e w s were conducted wi th Mrs. Karen Michae l , l i s t e d i n the 1986 c i t y d i r e c t o r y as v i c e - p r e s i d e n t of Michael Ba t t e ry Co. and with Mr. Clyde C la rk , owner of the Davenport Tool Company. T h i s t o o l company i s t h e c u r r e n t o c c u p a n t of t h e 1801 Rockingham Road b u i l d i n g subsequent t o the depa r tu r e of the Michael Ba t t e ry Co. from t h a t l o c a t i o n .
Mrs. M i c h a e l s t a t e d t h a t be tween 1975 - 7 8 , t h e M i c h a e l Co. operated an I n d u s t r i a l s a l e s and supply company from t h e i r r e s i d e n c e . The company marketed b a t t e r y s u p p l i e s based upon i n v e n t i o n s pa ten ted by Mr. M i c h a e l . Mr. M i c h a e l was a l s o a s a l e s m a n f o r H u b i l l , I n c . dur ing t h i s pe r iod . In the f a l l of 1979, the Michael Company s t a r t e d ope ra t i ons a t 434 S. D e v i l s Glen Road as an au thor ized r e p r e s e n t a t i v e and w h o l e s a l e r f o r C h l o r i d e I n d u s t r i a l B a t t e r i e s . The company i n i t i a t e d the manufacture of i n d u s t r i a l b a t t e r i e s a t t he D e v i l s Glen Road l o c a t i o n i n 1981 and c o n t i n u e d t o m a n u f a c t u r e and s e r v i c e i n d u s t r i a l b a t t e r i e s a t t h e 1051 S. R o l f f l o c a t i o n ( J u n e , 1983 t o J u l y , 1985) and a t 1801 Rockingham Road ( S e p t e m b e r , 1985 t o A p r i l , 1986) a c c o r d i n g t o IDNR f i l e s . The company no l o n g e r m a n u f a c t u r e s I n d u s t r i a l b a t t e r i e s a t i t s p r e s e n t l o c a t i o n b u t does r e - c o n d i t i o n them a s w e l l a s a c t a s a s a l e s and s e r v i c e r e p r e s e n t a t i v e f o r GNB B a t t e r y C o r p o r a t i o n of S t . P a u l , M i n n e s o t a ( s ince f a l l , 1985). The company a l s o m a i n t a i n s a used b a t t e r y " r e n t a l f l e e t " f o r c u s t o m e r s which cannot wait u n t i l t he new b a t t e r y a r r i v e s from GNB.
The I n t e r v i e w v i t h Mr. Cla rk was conducted a t the Rockingham Roald l o c a t i o n . Mr. Cla rk s t a t e d t h a t one of h i s dogs which vas r o u t i n e l y kept a t the bus iness had become h y p e r a c t i v e and vas l a t e r diagnosed by a l o c a l v e t e r i n a r i a n a s h a v i n g a b l o o d l e a d l e v e l of 30 u g / d l (mic rograms p e r d e c i l i t e r ) . Subsequen t b l o o d l e a d s a m p l e s from Mr. Cla rk and h i s fami ly members vere In the range of 10 - 33 u g / d l . Mr. C la rk s t a t e d t h a t one of h i s vo rke r s had a r epor t ed blood lead l e v e l of 30 u g / d l . An i n s p e c t i o n of the a rea surrounding the Rockingham Road s i t e r e v e a l e d t h a t the a rea south of Rockingham Road t o the M i s s i s s i p p i R i v e r - i s h e a v i l y I n d u s t r i a l i z e d . The a rea nor th of Rockingham Road i s predominant ly r e s i d e n t i a l . The s i t e i s l o c a t e d a p p r c x i a a t l e y 2 ,400 f e e t n o r t h of t h e M i s s i s s i p p i R i v e r .
Dur ing t h e a f t e r n o o n of November 4 , 1986 , t h e r e c o n n a i s s a n c e p e r s o n n e l met v i t h Mr. Ed Moreno of t h e l o v a Dept . of N a t u r a l R e s o u r c e s - V a s h i n g t o n f i e l d o f f i c e and Mr. C h r i s Wightman of t h e Sco t t County, Iowa Hea l th Depar tment . The r e c o n n a i s s a n c e p e r s o n n e l obtained cop ies of the Iowa Dept. of Na tu ra l Resources (IDNR)reports conceming the September and October, 1986 samplings conducted a t t h e Rockingham Road s i t e (1 ,2) . Data from samples c o l l e c t e d dur ing t he se two samplings r e v e a l e d the presence of l ead i n c o n c e n t r a t i o n s 3,200 mg/kg t o 81,000 mg/kg in the s o i l samples from the r a i l p i t and f l o o r of t h e b u i l d i n g . Wipe s a m p l e s from t h e i n t e r i o r were r e p o r t a t 3.5 mg/100 cm2 t o 25 mg/100 cm2.
Copies of the- Iowa Dept . of P u b l i c H e a l t h memoranda were a l s o o b t a i n e d from Mr. Wightman ( 3 , 4 , 5 ) . The lOSRA s a m p l e s d e t e c t e d t h e presence of l ead in the s o i l of the r a i l and s c a l e p i t s a t 7,000 mg/kg t o 56,000 mg/kg and wipe sanp le l e ad c o n c e n t r a t i o n s In a range of 1 -14 mg/100 cm2 ( 5 ) . The IDNR s a m p l e d a t a r e v e a l s b u i l d i n g i n t e r i o r l e ad c o n c e n t r a t i o n s which were 3.9 t imes t o 100 t imes (x) g r e a t e r than the background s o i l c o n t r o l samples c o l l e c t e d from a r ea s o u t s i d e of t h e b u i l d i n g . Data g e n e r a t e d by t h e IDNR and lOSHA s a m p l i n g s of t h e Rockingham Rd. s i t e has been l i s t e d i n Table 2. See Figure 2 for the l o c a t i o n s of t h e IDNR Septmber 2 5 , 1986 s a m p l i n g .
