Following a byelection held Oct. 6, Brian God-lonton is Rimbey’s newest town councillor.
Godlonton won the byelection with 166 votes. Ben Nesbitt, who also let his name stand for the po-sition, garnered 102 votes.
Godlongton, who will be sworn in at the council meeting on Wed., Oct. 15 is excited about his win.
“I am pleased; very pleased,” he said. “It’s a new challenge and I look forward to it.”
Godlongton said he visited about 70 homes dur-ing his campaign and while people are fairly happy with the status quo, most agreed attracting more businesses would be positive for the town.
“Everybody wants to see the town grow,” he said.Ben Nesbitt wishes Godlongton well in his new
position.“I’m sure he will do a good job. It was a cordial
election. We shook hands in advance (before the bal-lots were counted).”
Nesbitt is not ready to completely give up on mu-nicipal politics and has not ruled out running in the next election.
“I need a little more time for campaigning. I plan to be better prepared next time,” he said.
The declining business community prompted Godlonton to make the decision to run for council.
“I keep looking at those empty buildings and it scares me,” he said in an earlier interview.
However, Godlonton believes Rimbey has great potential as a community.
“It has been here for a hundred plus years for no reason,” he said.
The hospital and longterm care centre are pri-mary examples of the positives the town has to offer, he said.
“Not too many communities have a hospital like we do,” he said.

Godlonton is origi-nally from southern Saskatchewan. He came to Rimbey in 1995 when he managed the Fields store. He was trans-ferred to Cranbrook, B.C. in 1996, but re-turned in ’98 and went to work for Longvista Transport in Ponoka. In 2012 he was hired by Rimbey Co-op as petro-leum manager.
Godlonton has two adult children, Geoff, who is attending NAIT in Edmonton and study-ing carpentry engineer-ing and Kim who is a stay at home mom liv-ing in Ponoka. He also has two granddaughters.

Terrorism 101: What needs to be remembered
Harper Government announces common sense firearms measures
Blaine Calkins MP for Wetaskiwin, AB highlighted the Com-mon Sense Firearms Licensing Act. This bill meets the Govern-ment’s objective to cut red tape for law-abid-ing firearms owners and provide safe and simple firearms poli-cies.
Changes to the Criminal Code and the classification re-gime would enable the Government to take steps to ensure the rights of lawful firearms owners are respected.
Quick Facts: • The amendments to the Firearms Act and Crimi-nal Code would: • Create a six-month grace period at the end of the five-year licence period to stop people from im-mediately becoming criminalized for paperwork delays around license renewals; • Streamline the licensing system by eliminating the Possession Only Licence (POL) and convert-ing all existing POLs to Possession and Acquisi-tion Licences (PALs); • Make classroom participation in firearms safety training mandatory for first-time licence appli-cants; • Amend the Criminal Code to strengthen the pro-visions relating to orders prohibiting the posses-sion of firearms where a person is convicted of an
offence involving domestic violence; • End needless paperwork around Authorizations to Transport by making them a condition of a li-cence for certain routine and lawful activities; • Provide for the discretionary authority of Chief Firearms Officers to be subject to limit by regula-tion; • Authorize firearms import information sharing when restricted and prohibited firearms are im-
ported into Canada by businesses; and, • Allow the Government to have the final say on classification decisions, following the receipt of independent expert advice.
These amendments continue our common sense approach to firearms—one that is helping us protect the safety of Canadians, while at the same time respecting law-abiding hunters, farmers and sport shooters.

There was a time, as recently as 25 years ago, when military staff colleges around the world taught a rea-sonably effective doctrine for dealing with terrorism. Then it was forgotten, but we need it back. It would be especially useful in dealing with the terrorist state that has recently emerged in northern Iraq and eastern Syria.
The doctrine was painfully worked out back in the decades of the 1960s, 70s and 80s, when terrorism was one of the world’s biggest problems. Most of the time, the strategy worked, whether the threat was the urban terrorists who plagued most Latin American countries and a number of big developed countries, or the rural guerillas who fought the government in many African and Asian countries.
The key insight was this: Terrorist movements al-ways want you to over-react, SO DON’T DO IT. The terrorists usually lack the popular support to overpow-er their opponent by force, so they employ a kind of political jiu-jitsu: they try to use the adversary’s own strength against him. Most domestic terrorism, and al-most all international terrorism, is aimed at provoking a big, stupid, self-defeating response from the target government.
The Red Army Faction terrorists, for example, hoped that their attacks would provoke West Germa-ny’s democratic government into severe repression. This was known, in the works of philosopher Herbert Marcuse, as “unmasking the repressive tolerance of the liberal bourgeoisie” – and once the West German government had dropped its mask, the RAF terrorists believed, the outraged workers would rise up in their millions and overthrow it.
But we never found out if the workers would ac-tually do that, because the West German government refused to panic. It just tracked down the terrorists and killed or arrested them. It used violence, but only in le-gal, limited and precisely targeted ways. The same ap-
proach ended the terrorist campaigns in Italy (the Red Brigades), Canada (the Quebec Liberation Front), Ja-pan (the Japanese Red Army) and the United States (the Weathermen).
In Latin America, by contrast, the “urban terrorists” did succeed in the first stage of their strategy. Their at-tacks drove the military in Argentina, Brazil and a number of other countries to seize power and create brutally repressive regimes. But even this did not cause the population to revolt, as the terrorists had expected.
Instead, “the people” kept their heads down while the military regimes destroyed the revolutionaries (together with many innocent bystanders). Extreme repression can also eventually succeed as a counter-strategy to terrorism, but it imposes a terrible cost on the population.
International terrorism has a somewhat better re-cord of success, mainly because these terrorists are not actually trying to overthrow the government they attack. They are merely trying to trick that foreign gov-ernment into using massive violence against the coun-tries where they really do want to take power. The at-tacks of the foreigners will outrage and radicalise the local population, who will then give their support to the local revolutionaries.
The most successful operation of this kind was 9/11, a low-cost attack that incited the United States to invade two entire countries in the region where the revolutionaries of al-Qaeda hoped to replace the local governments with Islamist regimes. The local popula-tion has been duly radicalised, especially in the Sunni-majority parts of Iraq, and thirteen years later an “Is-lamic Caliphate” has taken power in the northern and
western parts of that country.Osama bin Laden would have condemned the ex-
treme cruelty that the new Islamist state has adopted as its modus operandi, but in essence it is the fulfilment of the grand strategy that he worked out after the Rus-sians left Afghanistan a quarter-century ago. He could not have predicted that the strategy’s greatest success would be in Iraq, for he had no allies or followers there before the US invasion, but he would still take credit for it.
So now that Osama bin Laden’s vision has final-ly taken concrete shape, how should we deal with it? (“We” in this case is practically every regime in the Arab world, most of the other Muslim countries, and all of the NATO countries, with Russia and China in supporting roles). ISIS’s behaviour is abominable, but is there any better option than simply bombing it from a great height?
Rule one in the old anti-terrorism doctrine was DON’T OVERREACT, and it still applies. That means as little bombing as possible, and only of strictly mili-tary targets. Preferably, it would mean no bombing at all except in specific areas where ISIS troops are on the offensive.
It means not letting yourself be lured into more ex-treme action by the public beheading of innocent hos-tages and the other atrocities that ISIS stages to attract a certain kind of recruit. Indeed, it means not launching a major ground offensive against ISIS (for which the troops are not available anyway), and waiting for events to take their course within the ‘Islamic State’.
Regimes as radical and violent as this one rarely survive for long. The revolution will eat its children, as so many have before, and it will happen a lot more quickly if they don’t have a huge foreign military threat to hold them together.

A horseback and wag-on poker rally held Oct. 4 as a fundraiser for Rimbey Sleigh, Wagon and Saddle Club was well attended and provided participants with a great outing during a beautiful fall day.
Club president Denise McFarlane said 72 par-ticipants took part in the poker rally.
Registration took place from 9 to 11:30 a.m. at the Rimbey Ag grounds. The cost was $5 to register and each addi-tional hand cost $5. There was a 50/50 payout to the top four poker hands.
Each participant could choose to go on one of two rides. Trail one was wagon friendly and took about two yours and trail two was not less suit-able for wagons and took about four hours. Both rides started and ended at the Rimbey Ag grounds.
“We had a nice turn-out and it was a beauti-ful day,” said McFarlane, adding that the commu-nity was supportive of the event.
“We could never pull this off without that sup-port,” she said.
The ride gave every-one an opportunity to check out the new Agrim Centre in Rimbey, she noted.

The AUMA Convention held in Edmonton last month gave the mayor and councillors in Rimbey a chance to get up close and personal with provincial government officials and dia-logue with elected officials from other munici-
palities.“I believe it (The
Alberta Urban Mu-nicipalities Associa-tion Convention) was very beneficial. It is a learning experience for sure,” said Mayor Rick Pankiw. “Of course, you get out of it what you put into it.”
Talking to Diana McQueen, the recent-ly appointed minister of municipal affairs, about an application for a small communi-ty grant which could help cover the costs of the 51st Street Infra-
structure Rehabilitation Project was one of the highlights for Pankiw.
“We had already talked about it with the previous minis-ter and we were just bringing Diana up to speed. We’re trying to get in front of ev-erybody that we have to. We want to be sure we’re at the front of the line when Al-berta signs the agree-ment with the federal government. We are working on getting it sent to both the pro-vincial and federal governments.”
McQueen was re-ceptive when he and Rimbey councillors met with her, he said.
“It’s brand new for her, she took every-thing. I will talk to her in the next few weeks again on it.”
The province has not yet signed the bilateral agreement with the federal gov-ernment for the small community grant, but CAO Lucien Cloutier said sending in the ap-plication at this time has no downside.
“We want to get out of the chute as quickly as possible. It is appropriate and suitable to apply at this time,” he added.

ister of policy and communications, infrastructure Canada, earlier this month who encouraged them to submit the application.
The town, if approved for the grant, would receive $2.2 million over four years from the provincial and federal governments. They would pick up the remaining third of the cost ($1.1 mil-lion), themselves.
“That would represent a significant
portion of our capital budget for those years,” said Cloutier.
The town needs the grant to move forward on this project, said Cloutier.
“We really can’t do it without this grant. It’s really quite essential be-cause of the cost of it (the project). It will include the replacement of a storm sewer system. The current one is old and made of wood. It’s not large enough to carry the capacity that we
need it to carry. This project would
redo this storm sewer system with one
that is in the right alignment, made of
the right materials and built to the right
capacity,” he said.
The restructuring project would
also include revamping the water and
sewer infrastructure and repaving the
road, he added.

After a short special meeting held last Wednesday, Rimbey town council decided to add crushed gravel to the surface of 35th Ave. at a cost of ap-proximately $9,000.
Council agreed the road was in dire need of repair.
“It is the worse road in town and our intent is to make the road safer and drivable for residents who live on it,” said Mayor Rick Pankiw. “We are
making what we believe is a reason-able repair for the road, knowing we will have to do more in the future.”
Pankiw said he had driven the road with Coun. Mathew Jaycox and it is a “soup bowl.”
Council will apply 300 yards of suitable crushed gravel to 35th Avenue this fall, which will amount to more than five cm on the 0.7 km of road.

and will complete another application of the same amount of gravel to be completed in 2015 after spring thaw

as, by then, some of the gravel applied this fall would have been forced into the road and/or plowed-off by winter snow plowing.
“The concern with applying more gravel than the recommended amount at this point is that additional gravel would likely be lost in the plowing process and necessitate placement of further gravel come spring, regardless,” said Rick Schmidt, public works foreman in his rec-ommendation report.
Council plans to contact the residents of 35th Ave. after the second application of gravel to inquire if they would want more work done on the road as a local improvement.
“That way, not all the taxpayers in Rim-bey are responsible (financially) for the entire road,” said Pankiw.
“It is the worse road in town and our intent is to make the road safer and
drivable for residents who live on it,”

Rimbey RCMP detachment in-vestigated 105 files in the last two weeks. Highlights include drug busts, theft, impaired driving, break and enters, sexual assault and other serious matters.
Theft investigatedPolice are investigating the
theft of a 2009 Jayco Jayflight 22’ travel trailer that was re-cently stolen from Rimbey. Please take precautions and put a hitch lock on your trailer which may de-ter a “would be” thief from preying upon your hard earned property. RCMP continue to investi-gate this matter.
Drug dealers chargedRimbey Mounties are crack-
ing down hard on drug dealers and those who are using drugs in the community. Officers have charged five persons with possession for the purpose of trafficking and seized large quantities of methamphet-amine, cocaine, marihuana and oxycodone, as well as numerous prohibited weapons, from those in-volved. Police will continue to use all resources possible in an effort to reduce illegal drugs in our commu-nity and to prosecute those respon-sible for trafficking them.
Hunters need permissionRCMP officers have been pa-
trolling the rural area checking hunters and responding to illegal hunting complaints. Please ensure you have permission to access any lands you wish to hunt and respect
their rights. Twice, officers dealt with men who were politely told “no” by a landowner and the of-fenders went on the land any ways. The fines for Wildlife Act offences are extremely steep and you may lose your firearms, equipment and your hunting license privileges.
Recently, anglers caught with unlaw-ful walleye in their possession received fines amounting to over $800 per fish. Alberta is blessed to have natural re-sources such as fish and wildlife. We must protect those resources for future generations. Please

Oil lease hit by thievesAn oil lease site was hit again
by thieves just northwest of town. Sometime during the night on Oc-tober 7th, criminals stole a large quantity of 2’x2’ yellow absorbent pads and large 4’ glass test tubes from a building on the site. Police are actively following up on leads in this matter.
Speeders issued ticketsPolice received complaints of
speeders on Highway 771 near Parkland Beach during the early morning commuting hours. Po-lice set up in the area before the rooster crowed and, utilizing a La-ser, issued a number of tickets for speeding and for no registration. Police impounded a vehicle during

Impaired driver chargedMounties arrested and charged another im-
paired driver on the weekend after he had con-sumed too many schnicks and then got behind the wheel. The 24- year-old man, a resident of the Buck Lake area, also had his 2004 Ford F150 seized and impounded. Some fines for impaired driving convictions were over $3,500 in Rimbey Provincial Court last Friday. The fine is not the worst of the it either.... consider the criminal re-cord, losing your job, losing your driving privi-leges, etc. Ask yourself if it is worth it. If you think it is... come by the detachment and we can show you pictures of the carnage at the many collisions we have attended where drunk driv-ers took innocent lives and/or their own and you might change your mind. Please, don’t drink and drive.

Rimbey Drop-In Centre is a busy place, not only during the fall sea-son, when October Fest is the next activity on the agenda, but all year long.
President Doreen Glanfield said the Drop-In Centre definitely fills a niche in Rimbey providing a bright, cheerful and friendly place for the the 55 plus crowd to enjoy cards,
dancing, floor curling and carpet bowling or simply hang out.
“We are very busy,” she said.Last Thursday, Glanfield, a vi-
vacious, friendly senior whipped off her apron, and took a few min-utes out of her kitchen duties to chat about the Drop-In, a place that is ob-viously dear to her heart.
“We are called the Kitchen Wenches,” she said with a chuckle,

In the interest of im-proving safety in town, council has spent around $20,000 to hire a com-pany to trim and in some cases chop down trees.
Rimbey’s CAO Luc-ien Cloutier said Best Price Tree Service has been in town for sev-eral days trimming and chopping down trees which may present a safety hazard.
“I realize that Rim-bey has some beauti-ful, lovely trees that we treasure, but we have to ensure that they do not post a hazard because they block the view of stop signs, or reduce the sight distance.”
It is unfortunate, but we had to do what we had to do.”
Trees overhanging into public property will be trimmed to the prop-erty line.
Last month, several trees crashed in Rim-bey due to the weight of heavy, wet snow that blanketed the area.
Public works fore-man Rick Schmidt said several calls were made to public works by con-cerned citizens about broken branches and fallen trees.
“There were a dozen or so trees that fell,” he said. “We had call after call.”
Schmidt explained public works is required to look after trees on town property such as streets, parks and alleys, but property owners are responsible for their own trees.
“Property owners need to regularly main-tain and trim their trees to help prevent them from becoming a serious hazard,” he said.

On his 18th birthday on Octo-ber 2, Kai Poffenroth from Bentley received official notifi-cation that he had just been named Player of the Year for Midget AA baseball by Base-ball Alberta: a different kind of birthday sur-prise!
All the teams in the league vote but they are not allowed to vote for their own candidate so Kai was actually picked by the other teams to receive the award.
Baseball has been Kai’s focus for a num-ber of years. He likes competitive play. He started playing in Eckville, then joined a Rocky Mountain House team who ended up folding. The next season he joined La-combe and that team is now based out of Clive.
Poffenroth has just wrapped up the sea-son with the Select Midget AA team, the Clive Coyotes, for-merly the Lacombe Dodgers franchise Top Tier 1 midget baseball who had the new name and location this year. They start the season inside in March and go through to the fall, so it is a fairly long season.
Kai is a pitcher first and foremost, but has also played third base, shortstop, and left field and was part of a 14-man roster. Players this year came from Lacombe, Erskine,
Coronation, Stettler, Tees, Rocky Mt House, Red Deer, Bentley, and Cam-rose.

Long time baseball coach Stacey Bell from Clive was very excited to hear Kai had won. “I never had a player win for Alberta before.”
He said he hopes Kai will come back as one of his over-agers next season. “They were a super bunch of kids this year - a phenomenal ball team,” says Bell. “Kai was my best starter. He was the main guy!”
Because most of the team was made up of 16 to 17 year olds, he says he could lose half the team next year so will be looking for players. Midgets are predominantly 15, 16, and 17-year olds.
The Coyotes won 16 out of 19 of their regular games, won all five in the divisional round, and won six out of seven in the provincial round.
They placed second at both the Lethbridge and Kelowna tournaments they played in.
The team went 5-0 to win the 2014 Alberta Provincial midget AA Tier 1 championship Au-gust 1-3 in Ft. Saskatchewan, and earned the right to go on to the Western AA Minor Championships in Swift Current, SK August 15-17 where they tied for second but ended up in third place on percent-ages.
Parents Mike and Faye and his grandparents are very supportive of Kai who participates in all kinds of sports at Bentley school where he is at-tending Grade 12 and they travel to many of his games.
The official ceremony where he will receive his award will be in Edmonton in November.

It is now official. The Bentley District Emer-gency Services fire hall building had its Grand Opening and Open House on October 6 during fire
prevention week.Many people came to see the $1.8 million ap-
proximate 7,680 sq. ft. building, jointly funded by the town of Bentley and Lacombe County, with
help from the Bentley District Fire Department. It has actually been in use since April.
Fire Chief Todd Gustafson used the Jaws of Life to officially cut the “fire line” ribbon while Lacombe County councillor / Emergency Ser-vices committee chair Ken Wigmore, who presided over the proceedings, looked on.
County Reeve Paula Law and Bentley mayor Lynda Haarstad-Petten extended greetings and past Bentley mayor Joan Dickau, a mem-ber on the board of the Bentley & District Agricultural Society, pre-sented a cheque on their behalf.
The new facility has a lot more room, especially for the now larger equipment being used. It also has an up to date classroom and kitchen area as well as office areas. On the main wall in that area, above photos of the 18 active members, is their motto Omnes Domum Redeunt (Ev-eryone Goes Home).
A provincially funded emer-gency communication tower is on site which the local fire department
will be able to utilize it in the future when a building housing the neces-sary equipment is completed by the province.
Many other officials were in at-tendance including Bentley deputy mayor Butch Howard and some other town councillors, county of-ficials Keith Boras and Terry Hager, county councillor Keith Stephenson, MLA Joe Anglin, others connected with the regional fire service, and more.
Later the firemen served up free hot dogs and special cake. Every-one, and especially children with help from parents, had fun getting their ‘passports’ stamped at the nu-merous stations manned by volun-teer firefighters to be able to enter a contest.
Attendees, and in particular those with younger families, enjoyed the chance to get up close to the equip-ment and talk with some of the vol-unteer firefighters.
The expected lifespan of the fa-cility is at least 50 years.

An 80-room $15.5 million affordable seniors’ com-plex in Rimbey has moved one step closer to comple-tion.
Rimoka Housing Foundation board chairman Paul McLauchlin said partner municipalities including the Town of Rimbey, Ponoka County and the Town of Ponoka have endorsed the $3.5 million debt load re-quired by the housing foundation to build the lodge.
“The debt servicing will only be needed midway to the end of the project,” said McLauchlin.
The remainder of the $15.5 million project costs comes from a $13.3 million grant made available through the Provincial and Federal governments. Ap-proximately $12 million of the grant has been ear-
marked for the new facility and the remainder of the funds will be used for remedial work on the existing Parkland Manor.
McLauchlin is confident the Foundation can handle the debt load and doesn’t foresee any roadblocks.
“The partnership between the Ministry, the federal government, our CAO, the board and the Town of Rim-bey on this project is a great example of partnership and collaboration that exemplifies how we get things done in our part of the province.”
The proposed complex is to be built on 8.54 acres of land which has been purchased by Ponoka County for $310,000 south of the Best Western Rimstone Ridge Hotel.

The family of the late Tom Stout would like to sincerely thank everyone for the visits, cards, fl owers, food and donations. Thank you to the E.M.T.’s, Dr. Rylance and the nursing staff at the Rimbey Hospital for the compassionate care given to Tom. Thank you to Reverend Deborah Laing for her kind, caring manner and for the beautiful service that was a wonderful celebration of Tom’s life. Thank you to Wayne Clark of Wilson’s Funeral Chapel for the care and guidance and to Betty Reimer and the ladies who provided the lunch following the service. We would also like to extend a very special thank you to the residents and staff of the Parkland Manor for the wonderful care and friendship given to Tom while he was a resident there. You expressions of sympathy and kindness have been very comforting and are very much appreciated.

WALLPatricia “Pat” May Wall of Rimbey, Alberta passed away peacefully at the Rimbey Hospital and Care Centre on Monday, September 29, 2014 at the age of 81 years.Patricia, the fourth child of six, was born in Delisle, Saskatchewan and was raised in Vanscoy, where her family operated the General Store. She completed her high school at Choice-
land, Saskatchewan where they farmed the family homestead and later ran the International Harvester dealership. In 1957, Pat received her Psychiatric Nursing degree from the Weyburn Hospital, and in the same year she was united in marriage to John Wall in Saskatoon. Together they made their start in Pontrilas, Saskatchewan and were the proprietors of the Pontrilas Hotel. After a short time in Prince Albert, they then established their home in Yellowknife, N.W.T., where Pat was the Medical Supervisor at the Federal Correctional Centre. She was a generous, vibrant, and independent woman who people naturally gravitated to for company, advice and great conversation! Pat cherished her family above all, and it was lovingly returned. She retired in her beloved Saskatoon; tending her garden, painting, and attending music and art productions. Pat spent her last decade in Alberta, close to her three girls and their families.
“She will be greatly missed.”Pat will be lovingly remembered by her three daughters, Shelly (Bob) Duchesne of Bluffton; Gaelynn Wall (Miles Dube) of Fort Saskatchewan; and Erin Wall (Peter Broere) of Bluffton; as well as seven cherished grandchildren.
