REQUEST FOR PROPOSALS: WES FINANCIAL LITERACY AND EDUCATION TRAINING

PROGRAM SUMMARY

The Women’s Enterprise for Sustainability (WES) program was designed by the Institute of International Education (IIE), is managed by a team in Tunis and San Francisco, and is implemented in collaboration with eight women-led/women-focused partner organizations in Tunisia. WES is funded by the U.S. Department of State Middle East Partnership Initiative (MEPI). WES supports Tunisian women to launch and expand businesses through eight WES centers for entrepreneurship across six regions. Over the past two years, almost 1,000 women have been trained at WES centers, and over 160 have launched or expanded businesses.

In anticipation of a likely expansion of the program, IIE seeks to engage a consultant to develop and deliver a Financial Literacy and Education training of trainers.

BACKGROUND

Many of the women entrepreneurs WES supports lack basic financial literacy to successfully budget and manage their personal and business finances. To address this, IIE will engage a consultant to develop and deliver a new training focused on helping women to acquire the knowledge, skills, attitudes and confidence required to adopt good money management practices for entrepreneurs. The curricula should cover how to create and follow a budget, how to manage debt, what financial services are available and how to select appropriate services, and financial negotiation. Finally, the course should address the specific barriers and concerns that women may face.

SPECIFIC RESPONSIBILITIES

WES is hiring a highly experienced financial literacy/education trainer to 1. Research Phase: Interview WES staff, trainers and entrepreneurs to gain specific information on

financial literacy/education needs for WES target population2. Curriculum: Develop a three-day Financial Literacy/Education training for WES entrepreneurs3. Design and Deliver TOT: Deliver two-day TOT with WES trainers, preparing trainers to train

women in their communities in the new curriculum.

Research PhaseThe consultant will interview WES staff, trainers and entrepreneurs about the specific financial literacy/education skills/knowledge/tools WES entrepreneurs need to be successful entrepreneurs.

Curriculum DevelopmentBased on findings from the research phase, latest best practices and specific Tunisia-based information, the consultant will develop a customized three-day curriculum. The curriculum should include accompanying tools as needed, including facilitators’ guide and PowerPoint, worksheets and other interactive handouts. The training should be highly interactive and participatory and include local specific examples. The curriculum should also be easily adapted to create workshops for women with different educational levels and financial literacy needs.

TRAINING AND TRAINING OF TRAINERS (TOT)Prepare and deliver a two-day highly interactive Training of Trainers (TOT) with WES trainers, preparing trainers to train women in their communities in the new curriculum.

GENERAL GUIDANCE

Incorporate suggestions and specific guidance provided by IIE/WES team related to timeline, deliverables and emphasis of training;

Train 26 participants during the TOT; Remain flexible in training schedule based on country timeline and needs; Facilitate and collect a formal participant evaluation after training; Develop all materials in English; Submit a final report no later than 30 days following the last training highlighting successes,

challenges and recommendations for future trainings.

IIE will provide consultant with: Background information on the WES Program, overall program goals, etc; Access to key informants at WES partners and WES entrepreneurs; Coordination of training schedule based on country needs and consultant availability; Coordination of all logistics related to each training – participant attendance, meeting space,

etc.

TIMELINE:A completed curriculum should be delivered two months after formal approval of the program.

CONSULTANT QUALIFICATIONS

Consultant should be fluent in French and English, have a background in interactive and participatory financial literacy/education training, and have several years of training experience preferably in the NGO sector.
