This year also marks a milestone as we commence work on “A MobilityPlan for Pennsylvania,” the comprehensive update to the State’s longrange transportation plan. The annual Report of Achievements will con-tinue to serve as a key tool to assess our progress as well as our ac-countability and responsiveness to our stakeholders. Working with ourplanning partners and others to prepare the updated plan, we will care-fully revisit our current objectives, with an eye toward focusing ourresources on the diverse needs of a mobile Pennsylvania. We ask foryour continued support as we work together to realize the innovationsof PennPlan MOVES! and reinforce our commitment for turning plansinto meaningful action.

2003 was a notable year in the advancement of PennPlan Moves!,Pennsylvania’s Long Range Transportation Plan. After four years of re-porting on and gauging our actions, we’ve had sufficient time to assessour progress and see how we are addressing the goals that were set forlong range transportation planning in Pennsylvania.
It is clear that it will take focused and sustained effort to meet themobility needs of the Commonwealth. As documented in this Report ofAchievements, PennDOT continues to record success in areas such asdeployment of intelligent transportation systems, statewide congestionmanagement, and continued compliance with air quality laws and regu-lations. At the same time, we have fallen short of the targets set forthe Commonwealth in areas such as transit ridership, telecommutingand reducing state-maintained road miles.
Over the past four years we’ve seen a shift in circumstances that hasinfluenced our advancement in several areas. From changing require-ments of our customers to changes at every level of the economy,Pennsylvanian’s transportation needs are different than they were in2000. Basic mobility is under stress in some areas; modal alternativesand intermodal connections could be stronger in others; and maximiz-ing the linkages that are known to exist among transportation, landuse and economic development has emerged as a real opportunity forPennsylvania. These and other factors are incorporated in the 2003Report of Achievements.

This is the fourth annual report of progress toward fulfilling the objec-tives of the Pennsylvania Statewide Long Range Transportation Plan(LRTP), PennPlan Moves!, or simply, PennPlan, published in January 2000.This Report of Achievements 2003 highlights the progress made towardsachieving PennPlan’s overall statewide and specific corridor objectives.After four years of reporting on our accomplishments, it has becomeincreasingly evident where we have succeeded, and where the Depart-ment may need to refocus its efforts. While many of the targets andgoals have been attained, at the same time, some of the objectivesoriginally set forth are no longer in line with the dynamic nature of trans-portation needs within the Commonwealth. In partial recognition of thedynamic character of transportation planning, 2004 will be a pivotal yearas PennDOT launches a comprehensive long range plan update, A Mobil-ity Plan for Pennsylvania.
PennDOT developed PennPlan to anticipate and shape a response to theCommonwealth’s need for transportation facilities and services throughthe year 2025. The document serves as the framework for highways,transit facilities, passenger and freight railroads, air and water ports,and bicycle and pedestrian trails, and their inter-relationship. In itsReport of Achievements, the Department reports back to the people ofPennsylvania on the type and degree of progress made on the long-termgoals that are articulated in PennPlan.
Three attributes distinguish PennPlan from many transportation plansdeveloped over the years in Pennsylvania and other states:
• Its ten statewide goals reflect findings from a comprehensiveprogram of public involvement.
• As a result of extensive consultation with metropolitan planningorganizations, rural planning organizations, and county plan-ning commissions, PennPlan identifies objectives at both thecorridor and Commonwealth levels that focus development ofthe transportation system on the ten statewide goals.
• Each of PennPlan’s 30 statewide objectives has associated at-tainment measures, as well as target dates for their implemen-tation.

MOVES Themes/Statewide Goals Matrix
The matrix at right shows the relationship between the statewide goalsand the themes for transportation system development that emergedfrom PennPlan’s public involvement program. The public input themesform the acronym MOVES that characterizes PennPlan. The goals andthemes represent PennPlan’s long range vision.
As PennDOT begins the development of a comprehensive long rangeplan update in 2004, the core intent of PennPlan remains strong. In thespirit of accountability, we offer this report on the fourth-year progresstoward PennPlan’s 25-year vision.
STATEWIDE ACHIEVEMENTS 2003The first section of this report presents the progress on each statewideobjective, with the objective, its performance measures and targetslisted in tabular format. Symbols (as shown in the legend on the facingpage) provide a quick snapshot as to whether the objective was at-tained or the degree to which it fell short or deviated from its intendedcourse. The statewide objectives apply across the Commonwealth, asin the objective to “improve pavement ride quality.”
This year’s publication continues to track trends over the span of thecurrent achievements report’s timeframe, i.e., we graphically illustratePennDOT’s targets and their actual achievements from 2000 through2003.
Some of the targets call for progress in prescribed near-term and longer-term timeframes, while other targets must be met in each of the 25years of the plan. In the first scenario, an example of an objective withseveral incremental milestones is the objective to increase urban andrural transit systems’ ridership. This objective has targets to increaseridership by a certain percentage in 2003, 2010 and 2020.
An example of an annual target is present in the objective to promotetelecommuting as an alternative to traditional work travel. The targetis to increase the percentage of Pennsylvanians working at home one ormore days a week over the year 2000 measurement of 18 percent.

After four years of reporting, it is apparent that some objectives do nothave adequate information upon which to report progress. These andother objectives where the performance measures and targets were un-available or inadequate will be a top priority for reexamination in theplan update process.

Corridor Achievements 2003Progress toward meeting the objectives in each the 28 corridors ofstatewide significance is presented in a table along with a map of eachcorridor. Although specific performance measures and targets are notassociated with these objectives because of their great number andvariety, it was still possible to clearly identify accomplishments, asreported by the PennDOT Districts, metropolitan planning organizationsand rural planning organizations. Furthermore, most corridor objectivesare specific to a degree that residents can easily gauge whether theachievements listed truly represent progress.
While many different types of achievement have been documented ineach corridor, only achievements that will have a major impact onmovement of people and goods were reported as progress toward meetingcorridor objectives. Significant local road and other infrastructureprojects, such as bridge replacements, are not reported here.
For example, one of the objectives in The Pioneer Corridor is to “Continueto implement safety and congestion improvements on US 22.” Progresstoward this objective reported for 2003: “Construction of US 22 LewistownBypass continued. Scheduled completion is summer 2004.”
The corridor achievements continue to report on the wide variety oftransportation activities in the Commonwealth with the objectivesremaining constant throughout the reporting process.
AdjustmentsThe conclusion of PennPlan notes that the plan “is designed to embracechange” and that “course corrections will be made when public inputand other factors dictate them.” Consistent with this guidance, per-formance measures and targets from 2000-2003 gauged progress to-ward the more immediate goals set forth in the Commonwealth’s 2000strategic transportation plan, Moving Pennsylvania Forward:
The second year of illustrating trends clearly shows advancement to-wards fulfilling the long range vision articulated in PennPlan. Projectsand programs underway across the Commonwealth are the means andmanifestation of achieving this vision. As you read through this docu-ment, you will see how projects have progressed in specific corridorsas well as how steps have been taken towards meeting the statewideobjectives. A review of Achievements 2003 shows that statewide tar-gets in many areas were met in the previous three years of the report.Progress towards certain other targets remains on schedule, while thereare a noticeable number of targets that are behind schedule or werenot met at all. Similar to previous years, in some areas we were notable to obtain the information to do reporting.
In the corridors, you will find reports on progress for many projectsthat involve widening and new construction of roadways, operation ofnew intelligent transportation systems, and installation of additionalsafety devices. Significant work continues in all 28 major corridors,but much remains to be done, particularly in conjunction with non-roadway related areas.
This fourth year of reporting continues to demonstrate our commit-ment to involve and inform the public in our transportation system’sdevelopment. We have again learned that some of our targets mayhave been too optimistic, and we will look to develop a new series ofobjectives and targets as part of development of A Mobility Plan forPennsylvania. In all, there have been a few literal and figurative bumpsin the road, but PennDOT remains firmly committed to planning pro-cesses and programs that set high expectations that are measurableand that are reported on to our customers and constituents.
Realization and Reality
A Transportation Strategy. In 2003 there were no additions or changesto the performance measures or targets, but it was understood thatmany of the objectives, performance measures and targets will need tobe revisited as part of the upcoming process to update PennDOT’s longrange transportation plan.

Corridor Achievements
TRANSPORTATION CORRIDORSOF STATEWIDE SIGNIFICANCEWhile the previous section of Report of Achievements 2003 pre-sents progress toward PennPlan’s 30 objectives for developmentof the transportation system across the Commonwealth, thissection presents progress toward objectives established in eachof 28 corridors of statewide significance.
These corridors are defined as collections of interconnected andinteracting transportation facilities that move people and goodsbetween regions of the Commonwealth and between the Com-monwealth and other states. For example, the corridors thatconnect Pittsburgh and Philadelphia consist not just of the Penn-sylvania Turnpike. Rather, they include US 30, US 22/322, Amtrakservices, freight rail lines, international airports, water ports,public transportation systems, and other facilities, all movingpeople and goods east and west.
The objectives for each corridor of statewide significance werebased upon the long range planning carried out by metropolitanplanning organizations, rural planning organizations, county plan-ning commissions, and other agencies that develop regional andlocal transportation plans. The corridor objectives were devel-oped with our planning partners in a way that provides for con-tinuity among their plans, offers solutions in cases where re-gional or interstate plans conflict, and are consistent with state-wide objectives.

PennDOT’s commitment to remain an innovator in transporta-tion planning has been unwavering, even as we continually ad-just to changes in program funding as well as changes in exist-ing conditions. The development of an annual achievementreport on progress towards PennPlan’s objectives is reflectiveof the plan’s public themes and goals.
As we continue to move forward, we must recognize the needto embrace change along the way. However, the route maychange as we go, and this is particularly evident after four yearsof reporting on achievements. PennDOT’s long range transpor-tation plan (LRTP) update A Mobility Plan for Pennsylvania willproceed from an awareness of the strengths and shortcomingsof PennPlan, and address these challenges directly. PennDOT’slong range planning process is focused on embracing change byrespecting what citizens want most from their transportationsystem. The corridors identified in PennPlan will help ensurethat both regional and statewide issues receive an appropriatemeasure of attention.
Metropolitan planning organizations, rural planning organiza-tions, county planning commissions, the State TransportaionCommission, other organizations, and the public will continueto warrant a strong role in the partnership towards implement-ing and monitoring long-range transportation planning goals.PennPlan sets the tone for transportation planning at the state-wide and corridor levels, and complements, not supplants, localand regional decision-making. This relationship will only growstronger as we embark on the development of our next LRTP in2004.
As PennDOT transitions from PennPlan to A Mobility Plan forPennsylvania, we will be ever-conscious that progress and ac-countability are vital to realizing any LRTP. The ability to ad-just to new information continues to promote the effective-ness of PennDOT’s long range planning process. The safe, seam-less, and sustainable movement of people and goods will con-tinue to be the cornerstone of our efforts.

International Roughness Index (IRI)—A measurement ofroadway surfaces. The higher the number, the rougher(bumpier) the surface. A roadway that measures 100 orless is considered to have smooth pavement. 2001 NHSmedian roadway measurement was 98.
Jug Handle—An at-grade ramp constructed at or betweenintersections to enable drivers to make indirect left turnsor U-turns.
National Highway System (NHS)—The network of high-ways designated by the U.S. Congress as most importantto the national economy and defense. The NHS includesthe interstate highway system.
