Forest Law (2007) – Conservation Forest 4.7M ha, Protection Forest 8.2M ha, Production Forest 3.1M ha
National Climate Change Strategy (2010) - Reduce emission from forests through improved planning and management, pursue carbon market opportunities.
Climate Change and Disaster Law being developed and expected to be approve in 2017.

Forestry and Land Use Change under ‘Mitigation Contributions’ Forestry Strategy 2020 as the ‘target’ and the ‘actions’ for forestry
sector (thus, need a new strategy for post-2020). Highlights emerging agenda, such as REDD+, EU-VPA. Assuming 2000 as the base year, 70% forest cover by 2020 will result in
emissions reduction of 60M – 69M tCO2e by 2020. Estimated cost: USD 180M

Main REDD+ Projects/Programs
REDD+ in Lao PDR is still in its readiness to demonstration stage - more time and efforts needed for ‘full implementation’.
Restructuring of forestry sector – merger of MAF agencies (DOF, DOFI) and MONRE agency (DFRM) shall improve the sector governance, but may slow-down the actions in the short-term.
Underlying challenges, such as:
law enforcement;
planning and monitoring capacity;
forest encroachment associated with poverty/livelihood.
Creation of enabling environment for green economy:
Policy analysis and formulation (e.g. promotion of ‘greener’ investments);
Inter-sectoral planning (e.g. low emission development projects);
Investments to implement series of solutions and plans identified;
Capacity building of the stakeholders involved.
