1 INTRODUCTION
1.1 Transport Planning & Infrastructure Limited (TPI) has been instructed by Lidl UK GmbH to
prepare this Construction Logistics Plan (CLP) to discharge Pre-commencement Condition
NS04: Construction - Construction Management Statement/Logistics Plan, associated
with the consented (planning reference 16/2777/FUL) mixed-use development consisting
of a Lidl foodstore and primary school at Ryde House, 383 - 393 Richmond Road,
Twickenham.
1.2 The focus of this CLP relates to the demolition stage, which a contractor has been
appointed for. A further revision of the CLP will be provided at the appropriate stage
dealing with construction methods in detail.
Scope of Construction Logistics Plan
1.3 The purpose of this CLP is to outline the strategy for the efficient movement and
management of demolition and construction traffic associated with the site.
1.4 This CLP considers the Transport for London (TfL) 'Construction Logistics Plan Guidance
for Developers' document, updated in July 2017, with this report put together to reflect a
'medium' impact site. The site is not however located on the TfL road network, and
accordingly the structure identified within the new guidance has not been followed in full.
Reference has also been made to the London Borough of Croydon Construction Logistics
Handbook at the request of the local planning authority, despite the construction site
being located within the London Borough of Richmond upon Thames.
1.5 Where appropriate, a CLP should be written in conjunction with the Arboricultural
Method Statement, though the absence of any protected trees on the site renders this
unnecessary in this instance.
1.6 This CLP should be read in conjunction with the following documents:
• "Traffic Management Plan" prepared by Matthews (Sussex) Ltd.;
• "Environmental and Waste Management " prepared by Matthews (Sussex) Ltd.;

1.7 The above reports seek to address comments raised by the Environmental Health Officer
at the London Borough of Richmond upon Thames (LBRuT), and are attached as
Appendices A-D respectively.
1.8 The aim of the CLP is to minimise the impacts of demolition and construction on the local
road network and to minimise any environmental impact of the works. The principal
issues addressed by the CLP are:
i) Programme of works;
ii) Loading and unloading of plant and materials;
iii) HGV deliveries and hours of operation;
iv) Storage of plant and materials;
v) Parking for vehicles of site personnel, operatives and visitors;
vi) Provision of boundary hoarding behind visibility zones; and
vii) On-site turning for construction vehicles.
Development Proposals
1.9 The development proposals comprise the redevelopment of the site to construct a Lidl
foodstore of 2,040 square metres gross internal floorspace (1,127 square metre sales
floorspace) and a two-form entry primary school. Vehicular access will be provided via a
new priority junction onto Richmond Road, providing access to 55 car parking spaces for
the foodstore and one Blue Badge Holder parking space allocated for the school.

2 RESIDENT LIAISON
2.1 Prior to the commencing of works, community liaison will be undertaken with local
residents. For reference, the Community Liaison Strategy is included for reference at
Appendix E.

3 CONSIDERATE CONTRACTORS
Site Management Contact Details
3.1 The main point of contact in relation to the content of this CLP and during construction
will be the onsite Construction Manager. During the demolition phase of the programme,
the onsite contact will be:
i) Jason Mead, who can be contacted on 07809 278626.
3.2 If there are any emergencies at the site outside of working hours, the 24-hour emergency
contact during the demolition phase will be:
i) Dylan Lovelock, who can be contacted on 07880 358578.
3.3 Management and emergency contacts for the remaining phases of the development will
be confirmed upon appointment of the construction contractor. In the meantime, until
the role is fulfilled the management and emergency contact details for the period
following the demolition phase are as follows:
i) Construction Manager, Lidl Morden Property Office, 1st Floor, 33 Aberconway
Road, Morden, Surrey, SM4 5LN.
Considerate Contractors Scheme
3.4 The demolition contractor is as follows:
i) Matthews (Sussex) Ltd, Stephenson Place, Stephenson Way, Three Bridges,
Crawley, RH10 1TL.
3.5 Matthews (Sussex) Ltd are signed up for the Considerate Contractors scheme, registration
number CO558.
3.6 It is envisaged that the construction contractor will also be signed up for the Considerate
Contractors Scheme upon appointment.

3.7 The Considerate Contractors Scheme is a non-profit scheme which encourages best
practice beyond statutory requirements. Contractors follow a 'Code of Considerate
Practice' requiring adherence to the following topics to improve the image of
construction:
i) Care about Appearance;
ii) Respect the Community;
iii) Protect the Environment;
iv) Secure Everyone's Safety; and
v) Value their Workforce.
3.8 The scheme provides information, advice and e-learning for the aforementioned topics in
relation to real world scenarios through a 'Best Practice Hub'. This uses previous projects
as examples of best practice, leading to future improvement.

4 SITE AND POLICY CONTEXT
4.1 The site is located in East Twickenham, within the London Borough of Richmond upon
Thames. East Twickenham is located to the southwest of Richmond and northeast of
Twickenham. The site is accessible via an access on the northern side of the Richmond
Road carriageway.
4.2 The application site is situated to the north of Richmond Road, which provides a route on
a northeast-southwest axis, linking to Richmond town centre via Richmond Bridge to the
northeast and southwest to a signalised junction between the A305 Richmond Road and
A3004 St Margaret's Road. The A3004 provides a link northwest to the A316, which forms
part of the Transport for London Road Network (TLRN). Richmond Road is subject to a 30
miles per hour speed limit.
4.3 Richmond Bridge to the northeast of the site is subject to a weight restriction of 18 tonnes,
and therefore is unsuitable for HGV traffic. The site in relation to the local area is shown
in Figure 3.1.

4.4 The site is located approximately 1 kilometre from the junction between the A3004 and
the A316. The A316 forms part of the TLRN and provides a link west where it forms the
start of the M3 in the vicinity of Sunbury-on-Thames. The M3 in turn provides a link
towards the M25 at junction 12.
4.5 The site is located within the East Twickenham Controlled Parking Zone, operating
between the hours of 10:00 and 16:30 Monday to Friday. On this basis, parking in the
vicinity of the site is restricted for vehicles associated with the site.

Accessibility
Accessibility on Foot
4.6 There is a network of interconnected pedestrian footways that link the site to the
surrounding residential areas to the north and south of Richmond Road. Footways are
provided along both sides of the Richmond Road carriageway, providing a walking route
to Richmond town centre approximately 500 metres walk to the northeast. This route
provides dropped kerbs at minor junctions, and is subject to street lighting.
4.7 A signalised pedestrian crossing on Richmond Road is provided approximately 15 metres
to the southwest of the site boundary. A further signalised crossing is provided
approximately 130 metres to the northeast of the site on Richmond Road. Approximately
130 metres to the southwest of the site, signalised crossings are provided at the signal
junction between the A305 Richmond Road and the A3004 St Margaret’s Road. At this
junction, pedestrian crossings are provided across all arms, with tactile paving and
dropped kerbs present at each crossing point.
Accessibility by Cycle
4.8 An on carriageway marked cycle lane is present along the northern side of the Richmond
Road carriageway heading towards Richmond town centre. TfL Local Cycling Guide 9
provides a wide range of potential cycling routes that facilitate access to the site from
several locations.
4.9 Richmond Road is identified within TfL Local Cycling Guide 9 as a ‘route along quieter
roads recommended by other cyclists’ as it passes the site frontage. This connects to the
northeast to a network of off-road river paths that run along both sides of the River
Thames both to the north and south of Richmond Road.

4.10 To the north, the river tow paths connect to off-road cycle routes that run parallel to the
A316, which provide access to routes southwest to Hanworth and northeast to Richmond,
North Sheen, Mortlake and over the River Thames to Chiswick. On the northern side of
Richmond Bridge there are a network of routes recommended in Local Cycling Guide 9
which provide access to areas to the north, east and south of Richmond and towards
Richmond Park.
4.11 To the southwest there is a route marked for cyclists on a mixture of signed or marked
routes for cyclists, or other recommended routes that lead to St Margaret’s railway
station via Rosslyn Road and St Margaret’s Road. To the south of St Margaret’s Road,
Amyand Park Road provide a link to Twickenham town centre to the southwest.
Accessibility by Bus
4.12 The closest bus stops to the proposed development are located along Richmond Road
with the northeast bound bus stop located along the site frontage on Richmond Road and
the southwest bound bus stop located approximately 130 metres to the northeast of the
existing site access, measured with passengers making use of the signalised pedestrian
crossing to the southwest of the site for crossing Richmond Road.
4.13 There are additional bus stops on Richmond Road that provide access to the same
services, located approximately 200 metres southwest of the site. Both stops provide a
shelter and real time information.
4.14 Table 3.1 details the bus routes serving the bus stop ‘W’ (northeast bound) and ‘X’
(southwest bound), both located on Richmond Road, and the frequency of these services.

4.15 Table 3.1 indicates that the site is well served by numerous bus services, operating in a
high frequency. The bus services available provide access to the rail network, with links to
multiple railway stations, these include Richmond Station and St Margaret's Station.

containing the Richmond Bridge TfL bus spider route map.

Accessibility by Rail
4.17 The closest railway station to the site is St Margaret’s, approximately 800 metres to the
west along the A3004 St Margaret’s Road. All services through St Margaret’s are destined
for London Waterloo, since this station is on a rail loop with trains going either via
Kingston, via Hounslow and Brentford or direct via Richmond and Clapham Junction.
4.18 Local stations served include Twickenham, Richmond, North Sheen and Whitton. Table
3.2 provides a summary of the rail services available from St Margaret’s railway station.

4.19 It should be noted that additional rail services are available via Richmond railway station
approximately 1.2 kilometres to the northeast of the site. Richmond station provides
access to further rail, Overground and London Underground services. Richmond railway
station is accessible by all bus services passing the site frontage on Richmond Road.

TfL Policy Guidance
4.20 Policy 6.3 of the Minor Alterations to the London Plan (March 2016) states that:
“C - Transport Assessments will be required in accordance with TfL’s Transport Assessment
Best Practice Guidance for major planning applications… Construction logistics plans and
delivery and servicing plans should be secured in line with the London Freight Plan and
should be co-ordinated with travel plans.”
4.21 The TfL Transport Assessment Best Practice Guidance contains details on Construction
Logistics Plans, with guidance documents on CLPs available for planners and developers.
The TfL Construction Logistics Plan Guidance for Developers states that CLPs can reduce
the negative transport effects of construction works:
“These include the effects of congestion, pollution and noise. A well-written CLP not only
benefits the local environment but also saves costs by encouraging efficient working
practices and reducing deliveries.”
4.22 This CLP is written in accordance with the guidance provided in the documents referred
to above.

5 CONSTRUCTION SITE LAYOUT AND PROGRAMME
5.1 This section of the CLP sets out the overall construction programme and provides
information for the two main phases of the programme; the demolition phase and the
construction phase. As noted previously, a contractor has only been appointed for the
demolition phase and therefore the following paragraphs seek to address this phase in
detail. A further revised CLP will provide more detail on the construction phase.
Overall Programme
5.2 The overall programme for the site will be confirmed upon appointment of a construction
contractor. This will enable the overall programme from work starting through to
completion to be planned accordingly.
Demolition Phase
Programme
5.3 The full demolition programme is attached as Appendix G. It is anticipated that the
demolition phase of the programme will take 12 weeks. During the demolition phase, it
is considered that the first and last weeks of the site would form the peak periods of
activity, associated with the setting up/winding down of the site. This is because all plant
and associated site equipment is delivered to/taken from the site.
5.4 The remaining weeks within the demolition programme are anticipated to generate twice
weekly collections for roll-on roll-off skips from the site, with the remaining site traffic
generation comprising contractor vans/cars. Table 4.1 below summarises the key
demolition phases.

Construction and Delivery Hours
5.5 The site will operate between the hours of 07:30 and 17:00 Monday to Friday, with all
deliveries and servicing undertaken between these hours. During demolition, no works
will be undertaken at the site during Saturdays.
5.6 Deliveries will not be accepted at the site before 07:30 hours and will leave the site by
17:00 hours from Monday to Friday. Deliveries will, wherever possible, be scheduled to
arrive and depart the site outside of the core highway network peak hours of 08:00 - 09:00
and 17:00 - 18:00.
5.7 The London Lorry Control Scheme (LLCS) is administered by the London Councils to
control the movement of all HGVs exceeding 18 tonnes maximum gross weight at night
and at weekends. All local roads surrounding the site form part of the restricted LLCS
network. The permitted road network, or Excluded Road Network (ERN) is not subject to
such restrictions. In the vicinity of the site, the A316 forms part of the ERN, with the
remaining nearby roads subject to night-time and weekend controls.

5.8 The control of HGV movements within the LLCS restricted network applies between 21:00
hours and 07:00 hours, Monday to Friday (including 21:00 hours on Friday to 07:00 hours
on Saturday) as well as 13:00 hours on a Saturday to 07:00 hours on a Monday. The
construction site will not receive deliveries during these restricted hours.
5.9 Journeys off the ERN require the approval of the Lorry Control Unit and routes need to be
specified and submitted with a permit application. In the event that there is such
requirement, a permit would be applied for from London Lorry Control Scheme
(www.londonlorrycontrol.com).
Access and Parking
5.10 During the demolition, access to the site will be taken via the existing access onto Ryde
Place. This will provide access to a parking area for site workers, which will utilise a
portion of the existing site car park and be sufficient to accommodate all necessary
vehicles. A parking area for eight vehicles is shown on the indicative site layout plan at
Appendix H. Parking will be managed by the banksman to ensure that vehicles are parked
appropriately within the site.
Materials Storage and Security
5.11 A 16-foot tool store will be located on the site which will provide secure storage for any
tools left on site.
5.12 A bunded fuel bowser, drip trays and plant will be stored to the rear of the site within a
segregated area.
5.13 This is shown on the indicative site layout plan included for reference at Appendix H.
Waste Materials
5.14 An area for the storage of the roll-on roll-off skips alongside waste materials to be kept
on site is provided within the indicative site layout plan at Appendix H.

5.15 It is anticipated that all concrete and hardcore demolition arisings from the demolition
works will be crushed on site and remain on the site for reuse during the construction
phase. Further information on waste is available within the Site Waste Management Plan.
Hoarding/Highway License Requests
5.16 During the demolition phase, it is necessary for hoarding to be placed within the public
footway along the site frontage. This hoarding will be 2.4 metres in height and will be
painted matt RAL 7024. This will be maintained where required.
5.17 An application for a hoarding license has been submitted to the London Borough of
Richmond upon Thames and is currently being considered. The proposed hoarding plan
is included for reference at Appendix I.
5.18 It is considered that no further highway or license requests are required during the
construction programme, however if the need for further licenses arises additional
applications will be made where appropriate.
Construction Phase
5.19 Upon appointment of a construction contractor, information relating to the construction
programme, site hours, materials storage and hoarding/scaffolding licenses can be
provided.
5.20 At this stage, it is anticipated that the site hours during the construction phase would not
exceed those planned during the demolition phase at the site. The area of hoarding is
also anticipated to remain unchanged.
Highway Licences
5.21 No highway licences or traffic orders are anticipated to be required during the demolition
or construction works. Footways surrounding the site will be maintained at all times.

5.22 The sites location on the A305 means that the surrounding road network already
accommodates HGV movements, and so there is no need for any parking bay suspension
on the surrounding road network.

6 HGV ACTIVITY
6.1 Safe and legal loading will take place within the site, adhering to the Code of Considerate
Practice and following best practice such as accreditation to the Fleet Operators
Recognition Scheme (FORS).
6.2 Proactive management of deliveries will be required to reduce the number of vehicle
movements. All materials unloading will be undertaken off-street within the site, with
sufficient space provided for turning and to limit queueing. It is anticipated that forklift
trucks will be used to facilitate the unloading of delivery vehicles.
6.3 It is envisaged that vehicular activity associated with the construction operations will
comprise a mix of the following:
• Delivery and subsequent removal of scaffolding, plant and equipment to the site;
• Muck-away (tipper) vehicles for the removal of excavated materials;
• Ready-mix concrete deliveries for the construction of the bakery extension;
• Deliveries of construction materials, fixtures and fittings; and
• Delivery and subsequent removal of gantry crane, chutes and hoists.
6.4 The movement of all construction vehicles to/from the construction site will be the
subject of a rigorous ‘turn up, load and go’ management regime. The contractor will be
encouraged to implement a pre-booking system such that the movement of vehicles can
be appropriately scheduled. It will be the responsibility of the CLP Coordinator to ensure
that this system, together with the entire CLP, is promoted to all workers and delivery
personnel. All companies delivering goods to the site will be made aware of the contents
of the CLP in advance.
6.5 The numbers of HGV movements to and from the site are expected to vary between the
differing phases of construction. Throughout each phase, the HGV routing will remain the
same, providing the shortest distance travelled on local roads.

6.6 It is considered that all HGV drivers delivering to the site will be experienced professionals.
As such, they will be expected to be aware of vulnerable road users at all times, and with
the assistance of the on-site banksman, ensure that manoeuvring into and out of the site
is undertaken as safely as possible, with particular awareness of cyclists and pedestrians
during the turning manoeuvres.
HGV Routing
6.7 It is proposed to implement a routing strategy that minimises impact on local roads
surrounding the site that identifies the shortest, useable route to and from the A316.
6.8 Given the weight restriction on Richmond Bridge, it is anticipated that all HGVs will access
the site from Richmond Road to the west of the site.
6.9 Accordingly, it is anticipated that HGVs for the site will route along the A316, which forms
part of the strategic road network, and route towards the site on the A3004 St Margaret's
Road. This in turn leads into Richmond Road from which vehicles can enter the site. The
HGV routing is illustrated in Figure 5.1 below.

6.10 In addition, there is the potential for vehicles travelling to/from areas to the south of the
site to route along the A305 Richmond Road, turning onto Richmond Road at the St
Margaret's Road/Richmond Road signalised junction to the west. The A305 provides a
route south to Twickenham and towards Teddington and Kingston on the A310.
6.11 In addition, smaller vehicles (e.g. vans), with a weight of less than 18 tonnes maximum
gross weight (MGW), are able to access the site via Richmond Bridge to the east. This
provides a route via the A307 for any small vehicles routing from the east of the
development site.

Signage
6.12 Temporary highway direction signs will be provided in accordance with the Traffic Signs
Manual, Chapter 8.
Loading/Unloading Activity
6.13 The construction site is located on Richmond Road. It is anticipated that loading and
unloading activity will not impact on the local road network, with loading and unloading
managed within the construction site compound.
6.14 Vehicle movements will be managed to ensure that no more than two vehicles will require
access to the site at one time, with two vehicles able to be accommodated within the site.
No off-site holding area will be required, with vehicles managed accordingly, with drivers
calling the site 30 minutes before their delivery slot to ensure that the delivery can be
successfully completed.
6.15 A dedicated gateman/banksman will be positioned at the gated entrance for all vehicles
visiting the site, ensuring the safety of passers-by during turning movements and to
prevent unauthorised access to the site.
6.16 Various construction vehicles will need to access the site at various stages throughout the
construction schedule. An overview of the swept paths of various vehicles accessing the
site and manoeuvring within the onsite loading area have been undertaken and are
included for reference at Appendix J. To accommodate the required vehicles, the existing
access will be altered, as shown in the swept path drawings. The swept paths include the
following:
i) Swept path of low loader;
ii) Swept path of a large tipper; and
iii) Swept path of a panel van.

6.17 The low loader will be infrequent, being used to deliver and collect construction vehicles
utilised as part of the build process. Other vehicles could be more frequent, but are all
shown to be able to enter and leave the site in a forward gear.
6.18 Tracking has been undertaken of a large tipper vehicle instead of a roll-on roll-off skip
vehicle due to the large tipper vehicle being one metre longer in size than the skip vehicle
but with similar turning characteristics. In the absence of a large skip vehicle within the
vehicle tracking software, this is considered to be a robust assessment of the tracking
needs associated with the site.
6.19 Tracking will be undertaken of further vehicles upon appointment of the construction
contractor, who can confirm the vehicles likely to visit the site during the construction
phase.
Vehicular Movements
Demolition Phase
6.20 During the demolition phase, it is anticipated that roll-on roll-off skip vehicles will be the
predominant large vehicle accessing the site, with twice weekly collections during normal
working hours. It is anticipated at this stage that eight vehicles will service the site. This
is minimised by the re-use of materials on site (such as bricks and concrete).
6.21 In addition, prior to the start of the demolition work, and upon completion, plant will be
transported to the site using low loader vehicles. There are anticipated to be a maximum
of three low loader vehicles delivering to the site at the start of this phase of works, with
the same number collecting plant upon completion of the demolition phase.
6.22 The remaining vehicles visiting the site will be small vans/cars transporting the workforce
to the site. These will largely arrive at the site by 07:00 hours and depart at 17:00 hours.
There are anticipated to be 12 vehicle movements on an average workday, with six
movements at the start of the day and six at the end of the day.
6.23 The above vehicle movement is described in further detail within Table 5.1 below.

7 MITIGATION MEASURES
Committed Measures
7.1 The following measures are committed to be implemented at the site, which comprise
key principles of the DfT's Quiet Deliveries Good Practice Guidance will be adopted, which
would include:
i) General Servicing Best Practice:
a) Making sure all equipment is in good working order and maintained to
minimise noise;
b) Ensuring all staff involved in delivery activity are briefed and trained
appropriately, in accordance with the code of practice; and
c) Ensuring all construction supply chain providers receive copies of the code
and are aware of its importance.
ii) The Delivery Area:
d) Identify timings for deliveries in advance so both the driver and site
operatives are prepared for the arrival;
e) Seek to ensure that delivery vehicles spend as little time as possible
attempting to access the loading/unloading area, possibly tasking site staff
to ensure that manoeuvring can be accomplished quickly and safely; and
f) Engines should be switched off immediately when not manoeuvring.
7.2 In addition, the site will adhere to relevant safety and environmental standards and
programs.

Wheel Washing
7.3 In addition, wheel washing facilities will be made available within the site, to ensure that
no detritus associated with the site is carried onto the internal access road or onto the
public highway.
7.4 During the demolition phase, wheel washing facilities will be provided through the
provision of a jet wash to clean vehicles prior to exiting the site.
7.5 During the construction phase, wheel washing facilities will be provided, with the method
confirmed upon appointment of the construction contractor.
7.6 It is also envisaged that any loose material brought to/from the site will be covered during
transport, to avoid any spillage during deliveries. Where necessary, during dry weather
loose material will be dampened down prior to material being moved to/from the site.
7.7 The above list is not exhaustive and the CLP can be updated and added to as necessary,
but the above provides an indication of the measures that would be put in place.
Proposed Measures
7.8 It is proposed to reuse material on site to minimise trips associated with taking waste
material from the site and bringing construction materials onto the site during the
construction phase. It is proposed at this stage to reuse all hardcore and concrete
demolition materials on the site.
7.9 Full details of waste management on site is set out within the "Environmental and Waste
Management Plan" (Appendix B) and "Pre- Demolition Audit" (Appendix C) documents,
both prepared by Matthews (Sussex) Ltd.
Considered Measures
7.10 The site is located close to the River Thames and therefore could be considered for freight
by water deliveries. At this stage, given the distance involved between the site and the
river, this is not to be progressed any further.

8 MONITORING AND REVIEW
8.1 As a live document, the CLP will be reviewed and updated by the CLP Co-ordinator on a
regular basis. The CLP Co-ordinator will be the first point of contact regarding the CLP and
its implementation on site.
8.2 The CLP Co-ordinator will liaise with the London Borough of Richmond upon Thames, and
Transport for London, where appropriate to provide regular updates on the
implementation of the CLP and its effectiveness.

9 SUMMARY
9.1 This Construction Logistics Plan has been prepared by TPI Ltd on behalf of Lidl UK GmbH
to discharge Pre-Commencement Condition NS04: Construction - Construction
Management Statement/Logistics Plan, associated with the consented (application
reference 16/2227/FUL) mixed-use development consisting of a Lidl foodstore and a two
form entry primary school at Ryde House, 383 - 393 Richmond Road, Twickenham.
9.2 The development proposals comprise the redevelopment of Ryde House to form a Lidl
foodstore with 2,040 square metres gross internal floor area (1,127 square metre sales
floorspace) and two form entry primary school. Access will be taken via a new priority
junction onto Richmond Road providing access to 55 car parking spaces for the foodstore
and one space for the school.
9.3 The CLP includes reference to:
i) Programme of works;
ii) Loading and unloading of plant and materials;
iii) HGV deliveries and hours of operation;
iv) Storage of plant and materials;
v) Parking for vehicles of site personnel, operatives and visitors;
vi) Provision of boundary hoarding behind visibility zones; and
vii) On-site turning for construction vehicles.
