PROJECT LEADER — EU PROJECTS DEPARTMENT, AĠENZIJA SAPPORT (JobsPlus Permit No: 11/2018) *Nomenclatures denoting the male gender include also the female gender. This position may be part financed by the European Union under the European Social Fund. Duration of assignment and Conditions The selected candidate will enter into a thirty-six (36) months assignment as a Project Leader, at Aġenzija Sapport. Since this is a position which is time barred and linked to the completion of specific tasks, the position of Project Leader falls under Regulation 7(4) of Subsidiary Legislation 452.81 entitled "Contracts of Service for a Fixed Term Regulations". The salary attached to the position of Project Leader is € 26,770 excluding benefits and performance bonus. Duties The Project Leader shall be responsible for spearheading the INK Project, being an EU funded project aimed at maximising the abilities of persons with disability, supporting their chances of inclusion in the labour market and strengthening their social engagement. To achieve such aim, the project will follow a three-year roadmap consisting of the following deliverables: training and support, skills and site audits, certification and recognition, research and innovative measures, as well as transnational cooperation. Six independent-living training centres will serve as facilities from which training will be provided, and an INK employment placement scheme shall be established to integrate some beneficiaries into mainstream employment. The duties of the Project Leader shall include:

Ensuring that regulations and obligations are followed and that all procedures are in order throughout the project life cycle;

Factoring timeframes stipulated by national law and procedures needed to obtain planning permits in order to ensure adequate project implementation timeframe;

Ensuring that, when procuring equipment, all relevant documents are handed over by suppliers and filled for ease of reference, in line with the principle of sound financial management;

Completion and endorsement of inventory list/fixed asset register of project;

Endorsement of timesheets of respective administrative staff working on same project;

The regular production of task-based reports on any person employed under the project;

Ensure that invoices and the relevant documentation are sent in time and correctly in order not to slow down processes;

Ensure that documentation submitted by the Certifying Authority is filed in the appropriate manner in order to ensure a full audit trail of the certification process;

Compiling bi-annual project progress reports and a closure progress report after the project’s closure stage;

Provide necessary support to the auditors carrying out their checks;

Project management; creating a comprehensive work plan, overseeing the work schedules and ensuring streamlining and timely delivery by all stakeholders;

Effective leadership, leading a team of professionals, facilitating commitment and motivating the team, whilst intervening when necessary;

Technical expertise on project management;

Compliance – ensuring that the necessary reports are carried out in an effective and timely manner; Acting as a central function to the project, s/he shall act as the focal point for all stakeholders in technical matters.

The Project Leader will form part of a multi-disciplinary team that assists persons with disability throughout the training and job placement phases and enables them to achieve their optimum potential during the duration of the project and beyond. Eligibility requirements By the closing time and date of this call for applications, applicants must: Have a recognised Master’s qualification at MQF Level 7 (subject to a minimum of 60 ECTS/ECVET credits, or equivalent,

with regard to programmes commencing as from October 2008) in relevant areas including public administration and project management or a comparable professional qualification, plus two (2) years relevant work experience

Or

A recognised Bachelor’s qualification at MQF Level 6 (subject to a minimum of 180 ECTS/ECVET credits, or equivalent, with

regard to programmes commencing as from October 2003) in relevant areas or a comparable professional qualification,

plus four (4) years relevant work experience.

Moreover, preference will be given to applicants who:

Have knowledge and experience in Public Procurement and management of EU funded projects

Have the following skills: project management and a good command of written Maltese and English
