Filing the application or regulatory review with the National Energy
Board (NEB) and the Canadian Environmental Assessment Agency
(CEAA) is an important step orward or the Northern Gateway Project.
over the last two years Ive
had the pleasure, along
with other members o the
project team, to spend time in
many o the communities along
the route. During these visits
with community members, Ive
had a number o discussions
about the project, ranging
rom employment and local
hiring to Aboriginal business
opportunities and community
investment. One particular
issue that has been consistently
raised is the need to protect
the environment. I certainly
appreciate the importance that
local residents place on the environment and Iwant to encourage all aected stakeholders and
Aboriginal people to continue to provide eedback
on our project.
The success o a project on the scale o Northern
Gateway depends on the support o the communities
it impacts. We know that this support will depend
on our ability to prove to communities that our
project is sae, that it has been planned responsibly
and that environmental protection will always be
ront-o-mind throughout both construction and the
operational lie o the project.
For this reason, we strongly encourage people to
participate in the regulatory review process. The
process will be led by a three-person Joint Review
Panel (JRP) appointed by the NEB and the Minister
o Environment. The JRP will need to ensure that all
questions about the project have
been answered and be satisfed
that the project is in the public
interest. The Secretariat to the
JRP will conduct inormation
sessions with the public and
Aboriginal people to assist in
understanding the joint review
process and the ways in which
one can participate and make
their views known to the Panel.
As a fnal thought, I would

Douglas Channel, one o the widest
and deepest inland waterways on
North Americas West Coast, the Kitimat
Marine Terminal will be a model o world-
class saety and navigational standards.
To help ensure those standards are met,
Northern Gateway is participating in a
voluntary assessment known as the
TERMPOL Review Process, administered
by Transport Canada. This review
process evaluates marine terminal
operations, vessel routing and other
marine saety issues. As part o this
process, Northern Gateway, together
with interested participants, also
completed a Quantitative Risk Assessment
(QRA) to evaluate the marine
operational components o the project.
Northern Gateway invited
representatives from local government,
environmental organizations and
Aboriginal groups to participate in
the QRA. A QRA working group was
then formed to allow interested
participants to provide advice on
the design, consultant selection
and completion of the Quantitative
Risk Assessment for the marine
components of the proposed
Northern Gateway project.

Over the past 25 years, more than 1,500 ships have saely travelled
to Kitimat carrying petrochemical products, including methanol,
ammonia and condensate. For Northern Gateway, three tanker routes

Nutuing economic GowtThe construction and operation o Northern Gateway will deliver sustainable economic
and social benets to local communities in Alberta and British Columbia.
