    PRIVELEGE SPEECH

    Hon. April Deevian B. Mosquera

    Delivered during the 7TH Regular Session of the 37th Sangguniang Bayan of the Municipality ofCulasi, Antique (August 16, 2010)

    My dear colleagues and fellow honorable members of this august body, good morning. As

    public officials and servants, the welfare of our people is always our priority above our personal

    interests. We are sitting here at this session hall because we were given mandate by our people that

    we will forward their objective interests.

    After one and a half month in service, I still consider myself a neophyte in this field. But despite

    my being young and new as a public official; I am very much aware of the governments responsibility

    to deliver effective service to its people and I believe that is also the thrust of this administration. But

    my dear colleagues, it is with great disappointment that I have observed some lapses in the

    operations of offices of our Local Government Unit. Several complaints have caught my attention, and

    I will cite a few. One of which is the case of the former Vice-Mayor Ediviano Mosquera, who filed his

    application for the claim of his terminal fee last month and up until now wara man gihapon matapos

    and this is because ginapasa-pasahan ang mga documents kang mga departments nga wara tanda

    naga irintyendihanay and there is no coordination sa anda mga respective tasks. The lack of

    harmonious working relationships among our government employees creates a hindrance sa

    pagserbisyo naton kamayad sa mga pumuluyo. Because of this, ang mga pumulyo ang naga-suffer

    The same complaints ang nabatian ta halin man sa iba nga nagaproseso kang anda terminal fee,

    some even clamored that they were not entertained properly by some offices. Another pressing issueis the delay of the release of the compensation of our casual employees, nag umpisa sanda kang

    July 16, asta kaya nga exactly one month dun ang anda serbisyo, wara man gihapon sanda kabaton

    ka anda nga sweldo. What is the cause of the delay? Kung mga technicalities gid man ang dahilan

    dont you agree with me my dear colleagues that our employees at least deserve the information and

    polite explanation why they are still not being compensated for the services they have already

    rendered. One last case is my very own experience. As an elected official, I believe that I am entitled

    to apply a certification of my net take home pay for whatever purpose it may serve.

    But I was denied even after I have already paid the corresponding certification fee. Imagine my dear

    colleagues, nga kung nahimo gani ria kang opisina kang aton banwa kanakon nga sangka elected

    municipal official, ano pa ayhan sa mga ordinaryo naton nga mga taxpayers?

    My dear colleagues, those are just some of the concerns of our people. And I believe that we

    should address these immediately. Being the policy making body of the LGU, any lapses will reflect

    the kind of leadership that we have. Also the Sanggunian Bayan, dahil kita ang ginapamangkutankang mga pumuluyo parte sa mga polisiya kang aton gubyerno, it is appropriate that the office and

    the members of this honorable august body should be furnished of all memoranda, circulars and

    other significant publications by all the national and local departments as our references and in aid of

    legislation

    I learned from the records that the previous administration headed by Former Mayor and now

    a member of this chamber, and even some of the members here initiated the implementation of the

    R.A. 9485 also known as the Anti Red Tape Act in the LGU of Culasi. The objective of the ARTA as

    we all know is to eliminate the unnecessary bureaucratic processes to ensure transparency andeffective delivery of services to our people. Dapat wara it double standard sa aton nga mga

    transactions, meaning kung hindi pwede sa sara, dapat hindi pwede sa tanan. Kung strikto sa iba,

    dapat strikto man even sa imong bugto, paryente, tinawo or sa mga personal transactions kang mga

    empleyado kag opisyales rogya sa munisipyo. As our President, His Excellency Benigno Aquino Jr

    has said in his SONA, dapat ang pwede maobra nga mapahulas ang transaction kang aton mga

    constituents, obrahon sa pinakadasig nga paagi. Kung kaya maobra kang sangka adlaw, why do it in

    5 days? Dapat himuon naton ang tanan para mapadali ang aton pagserbisyo sa mga tawo. We

    should remember that the people are our boss; after all kita dya sa munisipyo, we are all

    public servants. The public office is a public trust. Ang aton pusisyon, hindi burugasan.

    challenge my fellow members that now is the time nga pamatud-an ta ang aton ginasinggitkang eleksyon nga handa kita magserbisyo. This is a challenge to all of us nga dapat ta ron

    umpisahan ang pagbag-o. Kung hindi kaya, san o? Kung hindi kita, sin o?

    Mr. Presiding Officer, therefore I move to adopt a resolution urging the Local Chief Executive

    to convene all officials and employees for a dialogue to ensure coordination and harmonious working

    relationships among our offices so that the Local Government Unit of Culasi will be able to deliver

    services to its people effectively.

    Before I end, Mr. Chair, I want to put on record that this speaker is willing to be interpellated

    during question hour if the members have any clarification regarding this subject matter. Thank you
