Neither PPDCL, nor their employees make any representation (expressed or implied) or warranties
as to the accuracy or completeness of the information contained herein, or in other document made
available to a person in connection with the tender process for the Project and shall have no liability

recipient in the course of the recipient’s evaluation of the Project. Neither PPDCL, nor their

INTRODUCTION
Brief Description
Punjab Power Development Company Limited (PPDCL), a Government owned
company under the Energy Department, Government of the Punjab is registered with
Securities and Exchange Commission of Pakistan (SECP) under the Companies
Ordinance 1984 and is mandated to construct and operate power projects to overcome
power shortage in the country. Energy Department availed a loan from ADB under
Renewable Energy Development Sector Investment Program (REDSIP) for setting up
four (4) small hydropower projects on canal falls to tap the hydropower potential. One
of these model projects was completed and put into operation 2nd November 2018, the
detail of the HPP is as under:

a) This plant is low head hydropower and employs double regulated four (4) horizontal
Kaplan pit type turbines mounted with a speed increaser. Each TG unit has a capacity
of 1.96MW.
b) As per covenant of the Loan Agreement with ADB, PPDCL will be responsible for the
operation and maintenance of Marala HPP.
c) PPDCL has decided to prequalify the contractors for providing O&M services for the
said plant under the provisions of Rule 16 of the PPRA Rules, 2014 (amended).
Ordinarily the duration of O&M shall be for a period of three (3) years.
d) Cost of O&M estimated by NEPRA is Pak. Rs. 67.55 million per annum.

Pre-qualification of Contractor for Operation and Maintenance of 7.64 MW
Marala Hydropower plant.
a. The Client has decided to carry out pre-qualification of O&M contractors for providing
O&M services for 7.64 MW Marala Power Plant to shortlist competent contractor’s
firms prior to issuance of Invitation to Bids.
b. PEC, the statutory body entrusted to regulate engineering profession in Pakistan, has
prepared “Standard Procedure for Pre-qualification of Constructors”, to provide an
equitable and just basis for transparent bidding and award of contracts in line with the
international practices and relevant PEC Bye-laws, thus minimizing ambiguities and
likely contractual disputes.
c. Government of Pakistan has also notified vide their S.R.O.No.805(1)/2008 Islamabad
dated 11st July, 2008, that all Procuring Agencies, when engaged in procurement of
works/services, shall use the standard form of bidding documents prescribed by PEC.
d. The documents for the Pre-qualification of O&M contractors for providing O&M
services for Marala Hydropower Plant has accordingly been prepared on the basis of
above referred PEC Standard Procedure.
e. This Prequalification process is only to shortlist and pre-qualify O&M contractor
for providing O&M services for hydropower project on the basis of parameters outlined
in Rule 16 of PPRA Rules, 2014 (amended) as described in this PQ Document.
f. Detailed technical evaluation of applications shall be carried out on the basis of the PQ
documents issued by the Client.
Scope of Services (SOS)
The brief scope of services is given in the PQ documents hereunder; however details will be
provided in the tender document to be issued to the Pre-qualified bidders.
Objective and Purpose of Tendering
PPDCL requires regular generation of power from its 7.64 MW Marala HPP on
maximised/optimum energy outputs and as far as possible unhindered evacuation of power
supplies to National Grid/DISCO. The O&M contractor (The Bidder) will Operate, Maintain
& Repair these plants and will co-ordinate and establish liaison with concerned authorities of
PPDCL and concerned agencies of power purchaser or any other concerned department and
will act as required to achieve the following objectives:

Streamlined and efficient Operation and Maintenance (O&M) of the power plants in every respect;
Minimizing plant down time and tripping etc. and maximizing/optimizing generation;
Operate the plants at specified parameters;
Quality power supply and timely revenue receipts;
Adherence to all relevant laws, rules and regulations, instructions and safety measures in accordance to the existing laws and utility practices & standards;
Adherence to standard approved maintenance schedules and operation procedures of various plant equipment/systems;
Maintenance and repair of the power plants to keep the same in excellent working condition at all times.
Operate the canal at specified parameters and Maintenance of canal regime to ensure safety of the canal in accordance with guidelines of Irrigation Department, Government of the Punjab.
The O&M contractor is to ensure that these requirements are timely met and regular
operation and speedy maintenance is carried out round the clock. The water availability in
the canals is as per required releases made by Irrigation Department Government of the
Punjab (ID). The energy generation at the plants is to be maximized by minimizing plant
down time, operating at optimum output and efficiency of generating unit corresponding to
available discharge to ensure ‘optimal utilization of water resources’ released by ID. The
O&M contractor is also to ensure timely PLANT repairs and scheduled preventive
maintenance. The longer life of the plant and machinery and civil structures will be also be
ensured through maintenance and/or by implementing the instructions of PPDCL for such
maintenances. The optimal utilization of water resources for power generation and thorough
maintenance of the plants are the essence of the agreement for O&M of the plants.
Description of Services
The contractor, under the conditions specified, will act on behalf of the Punjab Power
Development Company Limited, to achieve the objectives as specified above to co-ordinate,
liaison, maintain and operate the 7.64 MW Marala Hydropower Plants on “UCC Canal”.
The contractor shall be responsible for de-silting & its disposal & disposal of trash from the
plant site to a suitable place decided by PPDCL near to the plants for the period of
contracted years to supply electricity to National Grid/DISCO and observe the
environmental, social, safety, labour laws and other regulations in force, obtain all necessary
authorizations and adhere to laws of the Government of the Punjab and Government of
Pakistan. In addition the O&M contractor will also be governed by Energy Purchase
Agreement (EPA) to be signed with the concerned DISCO/CPPA (G) and to discharge all
obligations laid down in the EPA including monthly billings and coordination including
codes prescribed for dispersal of power into National Grid. O&M contractor will liaise with
the power purchaser and all other concerned authorities. Till the signing of EPA, side
agreement signed with GEPCO will be adhered to by the O&M Contractor.
The Contractor is to carry out round the clock plant operations and maintenance for supply
of electricity to National Grid (NTDC)/DISCO, record and report all plant operations, Plant
data and Maintain & submit data on daily, weekly, monthly, quarterly & annual basis to

PPDCL, observe and maintain and perform operation as per O&M manual prepared by EPC
contractor for power generation, discharge regulation and maintain water levels upstream
and downstream of the plant as per specified parameters. The Contractor is required to be
well-versed with O&M of digital electro hydraulic governors with P.I.D control as well as
computerized control (SCADA) and monitoring for the plant. The complete plant data shall
be handed over by the contractor to PPDCL on approved formats in soft copy in addition to
the hard copies. The contractor will be required to safeguard the hydraulic regime of the
canal at all times. The O&M Contractor will ensure coordination and liaison with all
concerned authorities on behalf of PPDCL, take all safety measures and safe custody of the
plant and equipment within the laws of the Provincial and Federal Government. PPDCL will
extend facilitation for coordination with all concerned authorities.

SECTION I: INSTRUCTIONS TO APPLICANTS
1. Prospective Bidder
1.1. Participation Restrictions
(i) No Prospective Bidder may prequalify if it owns more than five percent (5%) of the
share (directly or indirectly, in terms of voting rights and/or rights to dividends) of
another Prospective Bidder or is a member of another bidding company / firm.
(ii) No Prospective Bidder may prequalify if it has any representative on the Board of
Directors of another Prospective Bidder.
(iii) No Prospective Bidder may prequalify if any of PPDCL’s advisors/employees or
external consultants hold any shares or has any representatives in the Board of
Directors of the Prospective Bidder or is a member of another bidding company /
firm.
(iv) Only firms and JVs that have been prequalified under this procedure shall be invited
to bid. A qualified firm or a member of a qualified JV may participate only in one
bid for the contract. If a firm submits more than one bid, singly or as a JV, all bids
including that bidder will be rejected. This rule will not apply in respect of bids
which include specialist sub-contractors who are used by more than one bidder.
1.2. Pre-Qualification Evaluation Requirements
The criteria for evaluation of prequalification are based on the company / firm experience,
management capability and financial capability. Details of the selection criteria for each
category are detailed in Section 5.
1.3. Ineligibility of a Prospective Bidder
(i) If the Prospective Bidder has been barred / blacklisted from participating in any
project by any federal, provincial or local government or any government
instrumentality in Pakistan, whereas the bar subsists as on the request for
Prequalification application advertisement publication date in newspaper, such
entity shall not be eligible to participate in pre-qualification and contract process,
either individually or as a member of another bidding company. Any concealment at
any later stage would automatically lead to cancellation of pre-qualification and
O&M contract with appropriate ancillary damages as determined by PPDCL.
(ii) A Prospective Bidder in the 5 (five) years preceding the Prequalification
Application advertisement date in newspaper should not have:
a) Failed to perform any contract, as evidenced by an arbitral or judicial
authority or a judicial pronouncement or arbitration award against the
Prospective Bidder as the case may be; or
b) has been expelled from any project or contract by any public entity or
authority; or

c) had any contract terminated by any government or government
instrumentality for breach by such Prospective Bidder.
d) should not have defaulted on any account on any previous or current contract
with PPDCL
Such entity shall not be eligible to participate in pre-qualification and contract
process, either individually or as a member of another bidding company. Any
concealment at any later stage would automatically lead to cancellation of pre-
qualification and O&M contract with appropriate ancillary damages as determined
by PPDCL.
(iii) Any concealment or later discovery of any default, concealment or
misrepresentation by any means at any later stage would automatically lead to
cancellation of pre-qualification and O&M Contract with appropriate ancillary
damages as determined by PPDCL.
1.4. Prequalification Preparation Costs
The Prospective Bidder shall bear all costs associated with the preparation and submission
of this Prequalification Application, including, without limitation, all costs and expenses
related to the Prospective Bidder’s preparation of responses to questions or requests for
clarification.
2. Invitation for Pre-Qualification
Dated Lahore the: 19/06/2019
(i) Energy Department, Government of the Punjab has developed 7.64 MW Marala
Hydropower Plant on Upper Chenab Canal (RD 002+850) near Marala Barrage in
District Sialkot, with the financial assistance of Asian Development Bank under
Renewable Energy Development Sector Investment Program (REDSIP). The plant
was put into operation on 5th November, 2018 by employing the services of O&M
Contractor selected through open competitive bidding for a contract term of One (1)
year that is due for expiry on 4th November, 2019. Punjab Power Development
Company Limited (PPDCL), a corporate entity under Energy Department,
Government of the Punjab is mandated to operate and maintain hydropower plants
as per loan covenants.
(ii) To achieve the aforesaid objective, PPDCL intends to prequalify eligible
contractors for providing O&M services comprising of;
“Operation and Maintenance of 7.64 MW Marala HPP as per Operation and
Maintenance Manual prepared by the EPC contractors/manufacturer of the plant
ensuring optimum utilization of available water resources in line with guidelines of
the NEPRA, power purchaser or any other relevant entity besides compliance with
the relevant rules and regulations, instructions and safety measures in accordance to
the existing laws and utility practices & standards etc.”.

(iii) PPDCL therefore invites eligible local and international firms or joint ventures (JV)
to submit their applications on prescribed format for prequalification for providing
the above O&M services for 7.64 MW Marala Hydropower Plant.
(iv) Pre-qualification is open to O&M contractors/ Joint Ventures of contractors who
are registered with PEC in appropriate Category. Foreign Applicants or Pakistani
firm in JV with foreign firms shall also adhere to relevant PEC laws/bye-
laws/Registration Policy.
(v) Qualification criteria and minimum requirements for pre-qualification have been
specified in Pre-qualification Documents (PQD) as per Punjab Procurement Rules,
2014 (amended). The interested bidders may obtain signed copy of PQD (in English
language) on a written request from the office at below mentioned address at the
cost of Rs.1000/- (Non-refundable) during the office working hours from the date of
publication of this advertisement up to one day before the closing day. Cost of PQD
may be made in the shape of Pay Order/Bank Draft in favor of the Chief Executive
Officer, Punjab Power Development Company Limited.
(vi) Copy of un-signed PQD is also available on the websites of PPDCL
(www.ppdcl.com.pk) and PPRA (www.ppra.punjab.gov.pk ). The EOIs of those
bidders shall only be acceptable who shall purchase PQD from the Procuring
Agency.
(vii) Applications for Pre-qualification must be delivered in sealed envelopes by hand or
through registered mail, in office of the Chief Executive Officer, Punjab Power
Development Company Limited, 3rd Floor, Mega Tower, 63B Main Boulevard,
Gulberg II Lahore, Pakistan, on or before 23/07/2019 at 11:00 Hours and will be
opened at 11:30 on the same day and be clearly marked “Application for Pre-
qualification of O&M Contractors for 7.64 MW Marala Hydropower Plant”.
(viii) Applications shall be evaluated as per Evaluation Criteria given in PQD. Applicants
will be informed, in due course of time about the result of the evaluation of
applications. Only the firms/Contractors prequalified under this process will be
invited to bid.
(ix) The applications of those firms including their subsidiaries & sub-contractor who
are black listed by any Government Department or by any of International Donor
Agency like IFC, World Bank, JICA, and ADB etc. shall be rejected without
detailed evaluation.
(x) PPDCL will not reimburse any cost or expenses incurred in connection with
preparation or delivery of the application for prequalification or visits to any office
or site.

2.1. Requirements of prequalification documents
(i) The Prequalification Applications to be submitted by the Prospective Bidder shall
comprise all the required documents according to the format provided in Section 3.
All information provided by the Prospective Bidder through the documents
mentioned in Section 3 shall be legally binding on the bidder and should the need
arise, may be used as evidence in any court of law, which has jurisdiction. Further
PPDCL reserves the right without further recourse to verify at its own cost the
accuracy of any information provided herein.
(ii) All the applicants please note that as per PPRA Rules and Regulations, all the
documents/statements submitted by a Firm/Company for its pre-qualification are
under Oath. Any document/statement provided if proved false, misstated, concocted,
or incorrect at any time during or after Pre-qualification will result into permanent
disqualification and black listing of the firm/Company/Partners with their names
displayed on PPRA website.
(iii) The Prequalification Applications must not contain any fee or fee schedules or any
other reference to rates for undertaking the project. All the Prequalification
Applications containing such fee or rate related information will be rejected.
(iv) Applicants must submit the following information:
a) Applicant’s company name, legal form of the company, year of incorporation
(provide copy of incorporation), location of office, contact information, list of
board of directors/partners.
b) Whether Applicant is a member of corporate group/ organization (provide
information of core business areas/main business/100% subsidiary/partly
owned subsidiary);
c) Structure of the company and organization chart including list of employees for
last three (3) years;
d) In case of foreign Applicants having an operating office in Pakistan, provide
proof of registration of such operating office with SECP;
e) Applicant’s tax information as applicable;
f) Applicant’s turnover for the last three years;
g) Details of total equity capital of the Applicant for the last three years;
h) Applicant’s last three years Audited Financial statement along with Notes;
i) List of O&M services completed and/or in hand for hydropower projects
j) List of current projects/workload & nature of the Project.
2.2. Language
The Prequalification Application and all related correspondence and documents should be
written in English. Supporting documents and printed literature furnished by Bidder with the
Prequalification Application may be in any other language provided that they are
accompanied by appropriate translations of the submitted documents in English and being

duly certified. Supporting materials, which are not translated into English, will not be
considered for prequalification purpose.
2.3. Schedule for Pre-qualification Process
The schedule of Prequalification process is as follows:

2.4. Amendment in Prequalification Documents
At any time prior to the dead line for submission of applications the Employer may amend
the Pre-qualification Documents on its own initiative or as a consequence of any
clarification of the applicant’s query by issuing addenda and shall be communicated in
writing to all perspective applicants who have obtained the Pre-qualification Document
from the Employer. Any addendum issued shall be part of the Prequalification Documents.
3. Prequalification Application Submission
3.1. Format and Signing of the Prequalification Application
(i) Each Prospective Bidder shall prepare and submit Prequalification Application/forms
typed or written in indelible ink. The person or persons duly authorized to bind the
Prospective Bidder shall sign the Prequalification Application by signing all pages of
original application form, copies of all supporting documents (where applicable), all
annexure / forms and any other supporting documents bearing company official
seal/stamp. Each page shall be sequentially numbered also.
(ii) The relevant Prequalification Application shall contain no alterations, omissions or
additions, unless such corrections are not significant and are signed by the person or
persons required to sign the Prequalification Application.
3.2. Sealing and Marking of Prequalification Applications
Sealed application should be submitted to PPDCL enclosed in a DOUBLE ENVELOPE
with the OUTER ENVELOPE bearing the words:

The inner envelope shall each indicate the name and address of the Prospective Bidder
to enable the relevant Prequalification Application to be returned unopened if it is declared
"late". If the outer envelope is not sealed and marked as required in this Section, PPDCL
will assume no responsibility for any Prequalification Application’s misplacement or
premature opening. If the outer envelope discloses the Prospective Bidder's identity, PPDCL
will not guarantee the anonymity of the submission, but this disclosure will not constitute
grounds for rejection.
3.3. Prequalification Application Due Date
(i) Prequalification applications should be submitted before 11:00 Pakistan Standard
Time (PST) on the Prequalification application Due Date mentioned in the Schedule
of Prequalification Process, at the address provided above in the manner and form as
detailed in this Prequalification. Applications for pre-qualification [one (1) original,
two (2) hard copies and two (2) soft copies] must be delivered in sealed envelopes in
person or through registered mail. The applications submitted by telex or e-mail will
not be considered for evaluation and short listing.
(ii) The Employer may, at its discretion at any time prior to opening of Prequalification
Applications in response to this Prequalification, extend the deadline for the
submission of Applications by amending the Prequalification Documents by issuing
addenda, in which case all rights and obligations of the Employer and the Applicants
subject to the previous deadline shall thereafter be subject to the deadline as
extended.
3.4. Late Prequalification Applications
Prequalification Applications received after the Due Date and time shall not be considered.
3.5. Modifications/ Substitution/ Withdrawal of Prequalification
Application
(i) The Bidder may modify, substitute or withdraw its Prequalification Application after
submission, provided that written notice of the modification, substitution or
withdrawal is received by PPDCL no later than the closing date as mentioned in the
Schedule of Pre-qualification Process.
(ii) The notice for modification, substitution or withdrawal of any tender shall be
prepared, sealed, marked and delivered in accordance with the outer and inner
envelopes additionally marked “MODIFICATION”, “SUBSTITUTION” or
“WITHDRAWAL”, as appropriate.

3.6. Contents of Prequalification Application
The Compliance Documents referred to in Table below, duly completed,
accompanied with supporting documentary evidence shall be submitted by Applicant
as part of the application to ascertain the completeness for detailed evaluation. Any
of the documents as mentioned herein under, if found not annexed with the
application will render the application non-responsive and will not be considered for
detailed evaluation.

3.7. Updating Prequalification Information
Bidders shall be required to update the financial, personnel and equipment information used for prequalification at the time of submitting their bids, to confirm their continued compliance with the qualification criteria and verification of the information provided at the time of prequalification. A bid shall be rejected if the Applicant’s qualification thresholds are no longer met at the time of bidding.
4. Prequalification Opening and Evaluation
4.1. Opening of Application - Due Date
PPDCL will open the Applications on the Application opening Due Date mentioned in the
Schedule of Pre-qualification Process, for the purpose of evaluation. The Employer shall

prepare a record of the opening of Applications that shall include, as a minimum, the name
of the Applicant
4.2. Evaluation of Prequalification Applications – Criteria
PPDCL will subsequently examine and evaluate Prequalification Applications in
Accordance with the criteria set out in Clause 5. The “Competent Authority” for final
decisions in any aspect of the entire process is Chief Executive Officer (PPDCL) by
designation.
4.3. Evidence of Supporting Documents
PPDCL reserves the right to call for supporting documentation/clarification to verify the
data provided by Bidder, at any time during the pre-qualification process. The Bidder in
such cases will need to provide the requested clarification / documents promptly and within
seven (7) days of communication. In case the bidder fails to provide the requested
documents, such part(s) / portion(s) / document(s) will not be considered for evaluation
marking and zero marks will be awarded if the clarification is of mandatory nature, as
determined by PPDCL the Bid is liable to be disqualified.
4.4. Clarification Requests by Applicant
Prospective applicants at least ten (10) days prior to submission of application may request
in writing for clarification of plant’s requirements, the criteria for qualification or any other
aspects of the Pre-qualification Document. The Employer will respond in writing to any
request for clarification provided that such request is received no later than ten (10) days
prior to the deadline for submission of Applications. The Employer shall forward copies of
its response to all Applicants who have acquired the Prequalification Documents directly
from the Employer including a description of the inquiry but without identifying its source.
4.5. Right to Reject or Accept any or All Applications
Notwithstanding anything contained in this Prequalification document, PPDCL reserves the
right to accept or reject any Prequalification Application and to annul the pre-qualification
process and reject all Prequalification Applications / proposals, at any time even after
prequalification without any liability or any obligation for such acceptance, rejection or
annulment as per PPRA Rules, 2014 (amended).
4.6. Confidentiality
(i) Information relating to the examination, clarification, evaluation, and
recommendation for the pre-qualified Bidders shall not be disclosed to any person
not officially concerned with the process (except for verification or any other legal
requirement). PPDCL will treat all information submitted as part of Prequalification
Application in confidence and will require all those who have access to such material
to treat the same in confidence. PPDCL will not divulge any such information unless
it is ordered to do so by any authority that has the power under law to require
information disclosure or unless deemed pertinent by PPDCL.

(ii) Notwithstanding above PPDCL reserves the right to seek verification of experience,
personnel, capacity, equipment and financial/legal standing of applicant from any
organization/department/agency/authority/company/firm etc.
4.7. Qualification and Notification
After the evaluation of Prequalification Applications, PPDCL will announce a list of
prequalified Bidders who meet the Qualification Criteria. At the same time, PPDCL will
notify the failing bidders regarding their Prequalification.
5. Criteria for Evaluation
The company shall be pre-qualified on the basis of the following criteria. Further
explanation of the evaluation criteria is stated in the subsequent sections.
5.1 Eligibility
Following essential information shall be required from the applicants for ascertaining their
eligibility:
(i) All Firms from any country of the world having diplomatic relations with Islamic Republic of Pakistan except Israel and country on which trade embargo has been imposed by the Government of Pakistan are eligible to submit the application.
(ii) Blacklisted firm by the Client/ PEC/ PPRA and Islamic Republic of Pakistan are
not eligible to submit the application.
(iii) The applications of those firms including their subsidiaries & sub-contractor who
are black listed by any government department or by any of the International
Donor Agency like World Bank, JICA, and ADB etc. shall be rejected without
detailed evaluation. The applicant is required to submit an undertaking on judicial
paper that he or any of his associates/sub-contractors is not in the list of black
listed firms of the above mentioned departments or financing institutions.
(iv) Applicants applying for the pre-qualification must be national of a country having
bilateral trade relations with the Islamic Republic of Pakistan. However, the Client
may also prohibit the participation of the Applicants from some nationalities in
accordance with the policy of the Federal Government of Pakistan.
(v) Applicants must have complete knowledge about the climatic and working
conditions and the local Applicable Laws in Pakistan to undertake operation
and maintenance of hydropower projects. A local/foreign company Applicant is
entitled to apply for pre-qualification in accordance with the provisions of relevant
PEC bye-laws.
(vi) Pre-Qualification is open to all Local / Foreign / Joint Ventures / Associations
subject to the compliance with PEC laws/bye-laws/ Registration Policy.
(vii) Applicants must carefully examine the qualification requirements detailed in this
PQ Documents and fully respond to the information required therein. Applicant
shall confirm in writing through official letter that complete scope of services

detailed herein shall be performed for Operation and Maintenance of 7.64 MW
Marala Hydropower Plant.
(viii) Employer considers a conflict of interest to be a situation in which a party has
interests that could improperly influence party’s performance of official
duties or responsibilities, contractual obligations, or compliance with applicable
laws and regulations. The Employer will take appropriate actions to manage such
conflicts of interest which may include rejecting a proposal for award if it
determines that a conflict of interest has flawed the integrity of any procurement
process. At the time of bidding, Applicants (including all members of a JV) may
be considered to be in a conflict of interest with one or more parties if they,
including but not limited to, participated/associated, or have been associated in the
past, with the consultant or any other entity that has prepared the design,
specifications, and other prequalification and bidding documents for the project, or
was proposed as Engineer for the contract, over the last five years that are the
subject of this prequalification. The Applicant should provide an undertaking
having no conflict of interest on judicial paper.
5.2 General Requirements
(i) Pre-qualification will be based on the qualification requirements/evaluation
criteria given in Para 5.2, and in succeeding Para’s up to 5.8. Applicant’s
submission should be responsive to qualification/evaluation criteria mentioned
herein above in Forms A1 to A14, Letter of Application and Appendix-1 of this
PQ document. The Client reserves the right to waive minor deviations, if the same
don’t materially affect the capability of an Applicant to perform the contract and
does not change the scope of services.
(ii) Sub-contractor’s experience and resources shall not be taken into account in
determining the Applicant’s compliance with the qualifying criteria. However,
Joint Venture experience & resources shall be considered. Consortium or
Association of firms will be considered for similar treatment as in case of a Joint
Venture.
(iii) The following evaluation criteria and assigned weightages for the main categories

6. Joint Venture (JV)
Joint Venture shall have a maximum of three (3) partners and must comply with the following requirements:-
a) Following are minimum qualification requirements:- i) The lead partner shall meet not less than 50% of all qualifying criteria given
in Para’s 5.7 heretofore. ii) Each of the partners shall meet not less than 25% percent of all the
qualifying criteria given in Para’s 5.7 heretofore. iii) The JV must collectively satisfy the qualifying / evaluation criteria for
which purpose the relevant figures for each of the partners shall be added together to arrive at the JV’s total capacity.
iv) In case an applicant claims the experience of a joint venture partner/lead (foreign/local), at least two (2) engineers out of the list of key personnel shall be employees of the joint venture partner/lead.
b) Any change in a prequalified JV after prequalification, shall be subject to the written approval of the Employer prior to the deadline for submission of bids. Such approval may be denied if:- i) Partner(s) withdraw from a JV and remaining partners do not meet the
qualifying requirements; ii) The new partners to a JV are not qualified individually or as another JV; or iii) In the opinion of the Employer, a substantial reduction in competition would
result. c) Application shall be signed by a legally authorized person of JV appointed
through a power of attorney executed by all members in the JV so as to legally bind all partners, jointly and severally, and any bid shall be submitted with a

copy of the JV agreement providing the joint and several liability with respect to the contract.
d) The prequalification of a JV does not necessarily prequalify any of its partners individually or as a partner in any other JV or association. In case of dissolution of a JV, each one of the constituent firms may prequalify if they meet all the prequalification requirements and any partner of JV has requested/shall request for the same and then his prequalification shall be subject to the written approval of the Employer.
7. Invitation to Bid
(i) The Employer reserves the right to:-
a) Amend the scope and value of any contract(s) to be bid, in which event the bidder(s) will only bid among those prequalified bidders who meet the requirements of the contract(s) as amended. However the Employer has to review the disqualified bids who originally do not meet the specified criteria for Pre-qualification.
b) Cancel the prequalification process and reject any or all applications under the provisions of PPRA Rules, 2014 (amended).
(ii) Applicants will be informed in writing of the result of their applications by fax or mail besides uploading on website of the PPDCL www.ppdcl.com.pk and may be debriefed if solicited.
8. Redressal of Grievances
Client in accordance with Punjab Public Regulating Authority (PPRA) Rule No 67 shall constitute a Grievance Redressal Committee comprising of odd no of persons with proper powers and authorization to address the complaint if any with the following mandate;
(i) Any Applicant feeling aggrieved by any act of the procuring agency after the submission of his bid may lodge a written complaint concerning his grievances not later than ten (10) days after the announcement of the applicant evaluation report.
(ii) The Committee shall investigate and decide upon the complaint within fifteen days of the receipt of the complaint
(iii) Mere fact of lodging of a complaint shall not warrant suspension of the procurement process.

5. This application is made with the full understanding that:
(a) Bids by prequalified applicants will be subject to verification of all information
submitted for prequalification at the time of bidding;
(b) Your Agency reserves the right to:
(i) amend the scope and value of any contract under this project; in such event bids will only be called from prequalified bidders who meet the revised requirements; and
(ii) reject or accept any application, cancel the prequalification process, and reject applications; and
