1 Project Overview
1.1 Background of the Project Area
This Subproject is a subproject of the ADB-financed Xinjiang Integrated Urban
Development Project.
Kuitun was founded in 1975, a county-level city in Yili Kazakh Autonomous Prefecture.
Located in the southwest margin of Junggar basin at the northern foot of Tianshan
mountains, it is bordered by Shawan county in the east, Wusu city in the west, Kelamayi
city in the north, Dushanzi district of Kelamayi city in the south. The administrative district
covers an area of 1171.2 square kilometers, including 5 streets, 1 township, Kuitun-
Dushanzi economic and technological development zone and Tianbei new area. Kuitun
locates at the center of the “Golden Delta”, namely, Tian Shan Northern Slope Economic
Zone, it borders Karamay City, Wusu City, Shawan County and Dushanzi Petrochemical
Base, extending to Ili, Tacheng, Kuitun and Bole as well as all the border crossings in
northern Xinjiang. Kuitun City industries include power plant, textile industry, machinery
production, chemical industry, tobacco industry, papermaking, printing, building materials
production, food processing and brewing industry. Major local agriculture is farming, while
aquaculture is also being developed. Due to its geographical advantages and current
economic development, Kuitun has become an important city in northern Xinjiang.
1.2 Introduction of the Project
In order to further improve Kuitun City’s urban infrastructure, ecological and living
environment, and image, improve flood control capacity, and adapt to economic and social
development, Kuitun City Government (KCG - executing agency, EA) plans to implement
the Subproject using an ADB loan. The Subproject consists of five components: (1) river
channel management; (2) construction of flood drainage channel facilities; (3) shelter forest
cultivation; (4) waste disposal and sewage interception; (5) not-for-profit water
management. The Subproject is a subproject of the ADB-financed Xinjiang Integrated
Urban Development Project, and the implementing agency (IA) of the Subproject is Kuitun
City Construction Bureau (KCCB).

1.3 Project Components
(1) River channel management: 3 flood drainage channels in the urban area will be
improved, with a total length of 6996.20 m (including Dongchong ditch KT-C01, 0+000-
0+660, Dongyizhi channel 0+000-0+999.2, Xichong ditch KT-C02, 0+000-1+605, Nangan
channel KT-C03, 0+000-3+372. Flood control and emergency response roads with a total
length of 39.43km will be constructed along the channels.
(2) Shelter forest cultivation: Shelter forests with a total area of 83.2 ha along the
river, cultivation of 200,400 trees, will be cultivated with drip irrigation using treated water.
The land for planting the trees will be within the red line of the flood channel component.
This will not only improve urban landscaping area and protect flood banks from winds, but
also improve the city’s climatic system and people’s quality of life.
(3) Construction of flood drainage channel facilities: Construction of 14 ladders
1 steep slope and two grit chambers; construction and reconstruction of 5 aqueducts each;
construction of 26 bridges, maintenance of 2 bridges, 6 culverts, and 40 hydraulic
structures with 96 structures in total will be within existing ROWs or within the red line of
the flood channel component.
(4) Urban water supply network improvement and leakage monitoring: Non-
profit water management and monetization district pipe network renovation project KT-012
due to the ADB loan Kuitun City Comprehensive development and environmental
improvement projects - Kuitun subproject has through the domestic preliminary design
review by June 16, 2014. During the time, the supply line intends to be transformed in
Beijing Road and Tacheng Street has occurred burst pipes repeatedly, seriously affected
the normal life of nearby residents, industrial process water, and has security risks for the
fire. To solve this situation, Kuitun City has used the local funds to complete the mains
water supply networks in Beijing Road and Tacheng Street and also complete the water
supply network and related environmental protection facilities in Lvboli district. Therefore,
at this stage need to adjust the content of KT-C12 construction contract included
construction adjusted as follows:

Reconstruct 6.27 km water supply pipeline; and set up the GPRS urban water supply
network monitoring system; purchase water quality safety testing equipment; equip with
water supply network leak detectors.
1. Shawan Street (Yili Road - Beijing Road) intends to transform pipeline 1019 meters
long, diameter 300mm.
2. Kuerle Road (Tuanjienan Street – Hefeng Street) intends to transform the line 3141
meters long, diameter 400mm.
3. Tuanjiedong Street (Urumqi Road - The gate of Qinmingli community) intends to
transform the line 380 meters long, diameter 300mm.
4. Beijing West Road (Tuoli Street - Hefeng Street) intends to transform the line 936
meters long, diameter of 400mm.
5. Beijng East Road (Manasi Street –Shawan Street) intends to transform the line
791meters long, diameter of 400mm.
(5) Waste disposal: 7 public toilets will be constructed in 4 residential communities
– Fengdeng Garden, Wenying Garden, Tunfu Garden and Hulanbrak Community,
including two in Fengdeng Garden, two in Wenying Garden, 1 in Tunfu Garden and 2 in
Hulanbrak Community. 95 fixed container waste bins for domestic waste will be set up,
including 18 in Fengdeng Garden, 55 in Wenying Garden, 6 in Tunfu Garden and 16 in
Hulanbrak Community; 400 waste bins will be set up along flood control roads.

1.4 Overview of Newly Added Sub-components 1.4.1 Overview of Newly Added Sub-components
In terms of flood drainage channels of Tianbei New District, since September 2015,
the inspection mission has pointed out and discussed the difficulties of land acquisition,
house demolition and resettlement in Tianbei New District, although with the joint efforts of
the Xinjiang PMO, Kuitun municipal government and the Tianbei new area management

committee have made no substantive progress in this regard. Considering it may take
longer time to coordinate the work between two different management system in the multi-
level departments, and the time of using the loan, Xinjiang PMO, Kuitun government and
inspection mission decided that based on the consideration that the design optimization of
flood drainage channel, and minimize the impact of land acquisition and resettlement
(ensure that the flood drainage channel meets the standard of 50 year return period, Kuitun
city government flood drainage improvement project financed by domestic funds (5
contract package including KT-C04, KT - C05, C06, C07 and C08). The loan balance of
the sub-project will be used to finance the new sub-project in Kuitun city.
Loan balance: Kuitun project consists of about USD 52 million in loan balance. After
analysis, the total project cost of the river channel was about CNY 386 million (the
procurement plan in the PAM), while the approved preliminary design was reduced to
about CNY 261 million (a decrease of 32%). Cost estimates generated a large amount of
balance from the feasibility stage to the detailed design stage. This is an important factor
of the loan balance (about 36 million yuan). The subproject of Tianbei new area was
changed into supporting funds construction, with a balance of USD 7.7 million, and the
balance of another contract procurement was USD 8.3 million.
1.4.2 Contents of Newly Added Sub-components ADB Xinjiang Integrated Urban Development Project- Kuitun subproject mainly
includes six parts :(1) improvement of water supply facilities; (2) drainage network
reconstruction (extension) project; (3) purchase of water quality testing and laboratory
equipment; (4) new conservation forests in the west area; (5) shelter forest project; (6)
purchase of environmental maintenance equipment and vehicles in Kuitun city. The total
investment of the project is 456.5 million yuan. Among them: ADB loan of 343.2 million
yuan (USD 52 million, exchange rate 1:6.6); local supporting funds of 113.3 million yuan.

1.5 Current Project Progress 1.5.1 Project Progress
(1) Dongyizhi channel + Dongchong ditch (Kuitun city) (KT-C01)
The contract sum is 13.18 million yuan, which is undertaken by Anhui communication

and navigation engineering co. LTD, and supervised by Xinjiang Yintong construction
supervision co., LTD., with a construction period of 488 days.
The contract starts on June 16, 2017, it has the total investment of 11.79 million yuan,
accounting for about 89.4% of the value of progress aspects, including Dongchong ditch
D0 + 000 - D0 + 660 section of the completed 95% of the work amount, Dongchong ditch
sediment basin completed 100% of the work amount. Dongyizhi ditch completed 96% of
the work amount; 75% of flood control and emergency roads were completed. It is
scheduled to be completed in the second quarter of 2020.
(2) Xichong ditch (0+000~1+605 including sand basin) management project (KT-
C02)
The contract sum is 16.36 million yuan, which is undertaken by Nanchang Luqiao
engineering co. LTD, and supervised by Xinjiang Yintong construction supervision co.,
LTD., with a construction period of 488 days.
The contract commences on August 22, 2016. At present, a total of 16 million yuan
for investment has been finished (project changes are not included), accounting for 97.8%
of the contract amount. In terms of progress, 100% of Xichong ditch (K0+000-K1+605)
flood control channel has been completed; 99% of the bridge project (K1+592.20 1-10m
small bridge) has been completed, reinforced concrete hollow slab bridge and 99% of
bridge engineering (K0+671.00 2-10.0m small bridge) reinforced bridge has been
completed; roads and pedestrians has been completed 68% of the project. It is scheduled
to be completed in the second quarter of 2020.
(3) Nangan channel management (Kuitun) (KT-C03)
The contract sum is 29.29 million yuan, which is undertaken by Xinjiang Beifang
construction co. LTD, and supervised by Xinjiang Yintong construction supervision co.,
LTD., with a construction period of 488 days.
The contract commences on July 20, 2017. At present, a total of 23.85 million yuan
for investment has been finished (project changes are not included), accounting for 81.4%
of the contract amount. In terms of progress, 100% of Nangan channel N2+050-N3+400
(about 1.35 km) flood control channel project. 100% of N0+000-N3+732 water supply

pipeline improvement project has been completed; 100% of flood control channel project
of N0+000-N2+000 has been completed, 80% of N0+000-3+732 roads and pedestrians
has been completed,and 75% of N0+000-3+732 emergency roads project has been
completed.
(4) Non-profit water management network and community network upgrading
project (KT-C12)
The contract sum is 11.50 million yuan, which is undertaken by Shanxi Construction
No.2 construction co. LTD, and supervised by Kuitun engineering construction supervision
center, with a construction period of 488 days.
The contract commences on June 30, 2017. In terms of progress, 3020 m of Korlaxi
road pipeline network, 66 chambers; 663 m of Beijingdong road pipeline network, 23
chambers; 380 m of Tuanjiedong street pipeline network, 17 chambers; 1019 m of Shawan
street pipeline network, 28 chambers; 850 m of Beijingxi road pipeline network, 19
chambers have been completed. Up to now, the main part of the contract has been
basically completed, and the network has been put into use. This project is preparing to
the acceptance monitoring.
(5) Mid-term adjustment project progress
At present, the approval of FSR of the project has been approved by the regional
Development and Reform Commission, the preparation work is ongoing.
1.5.2 Resettlement Implementation Progress The People’s government of Kuitun City has approved the RP and budget in February
2013. In April 2013, some staff of the PMO, Construction Bureau, House Levy Office,
Department of Natural Resources, Tianbei New District and affected state-owned farmland
are transferred to form a resettlement group.
At present the resettlement progresses are as following:
(1) Residential house demolition
During this monitoring, the residents of the housing demolition projects involving a
total of 156 households, of which Kuitun City, involving 61 households, (including 32
households in Xichong ditch and 29 households in Dongchong ditch) 95 households are
involved in Tianbei New District.

(1) By the end of this monitoring, HD work of 32 households in Xichong ditch has
been completed, and all APs have signed the compensation agreement and been well
resettled.
(2) By the end of this monitoring, all the demolition work of 28 of the 29 residential
houses in Dongchong ditch has been completed, and the APs have signed a compensation
agreement for house demolition and have been properly resettled. According to the
investigation, the affected 28 households have chosen the monetary compensation. The
demolition work of the remaining 1 residential house has not been completed, and the final
DMS and further negotiation are ongoing at present.
(3) By the end of this monitoring, 95 residential houses’ demolition are involved in
Tianbei New District has not implemented yet, due to the alteration of project, the PMO is
preparing the final design, LAR work has not started yet, and EM will continue to follow up
the following implementation of LAR during the next stage.
(2) The shops along the street
The last monitoring found that there were total of 58 shops along the street, including
48 shops (46 shops in the Xichong ditch, 2 shops in the Dongchong ditch) in Kuitun city;
10 shops in Tianbei New District.
Up to this monitoring: (1) all 46 shops along the street have been demolished in the
Xichong ditch section, and all the affected shops have been properly settled. (2)
Dongchong ditch involves 2 shops along the street, as the monitoring found that
Dongchong ditch has completed 1 shop demolition, the affected people choose monetary
compensation, the demolition work of the remaining 1 shop haven't been completed,
the final DMS and negotiation is ongoing by the demolition office. (3) The demolition work
of the 10 shops involved in Tianbei New District has not implemented yet, due to the
alteration of project, the PMO is preparing the final design, LAR work has not started yet,
and EM will continue to follow up the following implementation of LAR during the next
stage.
The monitoring found that the affected household who completed the house demolition
chose monetary compensation because they wanted to buy commercial houses by

themselves, and had signed the compensation agreement for house demolition, and paid
compensation on time.
(3) The enterprise
According to the final design and DMS as well as the third-party evaluation and make
sure that the project involves demolition of 3 enterprises, including 2 enterprises in Kuitun
city and 1 enterprise in Tianbei New District.
By the end of this monitoring, 2 enterprises in Kuitun city have completed the
demolition work and have been properly resettled. One enterprise in Tianbei New District
has not completed the demolition work, because the LA, HD and resettlement of Tianbei
New District has difficulties. After discussion and decision of Xinjiang PMO, Kuitun
municipal government and inspection team, Kuitun city government flood drainage
improvement project financed by domestic funds (5 contract packages including KT-C04,
KT - C05, C06, C07 and C08). The loan balance of the sub-project will be used to finance
the new sub-project in Kuitun city.
Because Kuitun PMO and HDO have done full consultation and introduction to the
residents before the house demolition and held a public participation meeting to the
affected people, there are no complaints happened.
1.5.2.1 LAR of the Newly Added Subcomponents
Newly added sub-components of mid-term adjustment of Kuitun does not involve
resettlement activities.
(1) Construct a new conservation forest of 500 mu in the west area; A reservoir with a
water storage capacity of about 100,000 cubic meters will be built. Protective fences will
be built,and pumping houses will be renovated. Add 300 mu of greening on both sides of
Nangan ditch. The acquired land is state-owned land, there is no land acquisition and
house demolition impact, APs and ground attachments.
(2) Construction of 500 mu afforestation and irrigation system on both sides of G217
national road. No. 217 National Highway Greenland Construction Subproject is a newly
added subproject to be constructed with the loan surplus of ADB financed Xinjiang
Integrated Urban Development Project - Kuitun City Subproject. The project construction

content is to plant trees land along both sides of No. 217 National Highway (section
between Beijing Road -Tianbei Avenue). The project construction area is located on both
sides of No. 217 National Highway (Beijing Road-Tianbei Avenue section), with a total
length of 3.1km, width of about 20-100m on both sides, and the total covering area of 500
mu. As an ADB financed project, according to the requirements of ADB's Safeguard Policy
Statement (2009), it is necessary to carry out due diligence on the construction land for
this subproject. To this end, this "Resettlement Due Diligence Report" was prepared.
In May 2015, Kuitun Municipal Government decided to take back the state-owned land
use rights on both sides of No. 217 National Highway and relocate existing residents and
shops. On July 15, 2016, the land in the project area was allocated to Kuitun City House
and Urban-Rural Planning and Construction Bureau after approved by Kuitun City

(B) Description of house demolition
The location of the residential houses demolition in the project area is located in the
Street Office of Beijing Road, Street Office of Urumqi West Road and Street Office of
Zhungeer Road. There are urban residential houses of 339 households on the land in the
project area, including 160 households in Kuitun City and 179 households in 7th Division,
the total number of affected people of 1,356, including Hui of 10 households and Kazakh
of 5 households with total of 75 people; shops with total of 150 households, involving 150
people; among them, most of affected households also operated shops.
The total demolition area is 52,910 m2, including residential buildings area of 21,164
m2 of and shops area of 31,746 m2. Main structures of the houses were brick- concrete
and brick-wood structure, which were all bungalow buildings, including two-storey buildings.
Other ground attachments include simple structure houses, floors, toilets, trees, etc.
After detailed measurement of the physical objects, these attachments are included in the
demolition agreement together with the housing and are compensated according to
relevant compensation policies.

The land acquisition and house demolition in the project area was officially started
since September 18, 2015, by the end of December 2017, land acquisition and house
demolition work had all completed.
According to physical quantity measurement results and the consulted compensation
standards agreed by all parties, the total amount of monetary compensation was finalized,
and the compensation agreements were signed. According to the compensation
agreement, Land Acquisition Office of Kuitun City Department of Natural Resources
submitted the application for compensation payment to Kuitun City Finance Bureau, the
City Finance Bureau paid the compensation funds to the bank account of the affected
persons in a one-time manner by way of personal transfer check. After received the
compensation funds, the affected persons submitted bank receipts and signed receipts to
Land Acquisition Office of Kuitun City Department of Natural Resources. All the affected
households and shops have received compensation funds for housing and commercial
buildings and various types of ground attachment facilities according to the demolition
compensation agreement.
Kuitun Municipal Government has established a grievance mechanism for land
acquisition and demolition of urban construction. If APs have any problems, they can be
solved through the community neighborhood committees, the community neighborhood
committees will contact relevant departments to solve the problems. If APs are not satisfied
with the problems solved by the relevant departments, they can directly address the
petitioning office through the government petition procedures. At any time, APs can directly
take the main departments of demolition to court through legal procedures.
During the entire demolition process, due to advance public of demolition notice, the
compensation policy was noticed in advance to APs, Kuitun City Department of Natural
Resources had full consultations with APs, so there is no appeal.

1.6 The Economic Condition in Kuitun City
Kuitun city is in the north of Tianshan Mountain, and southwest of Junggar Basin. The
administrative area is 1171.2 km2, there are in total of 310000 people including 154000
urban residents; it administrated 5 street districts, 1 town, and 2 districts (Dushanzi
economic development zone and Tianbei New District).
By the end of 2018, the city’s GDP was 14.155 billion yuan (present price) grew by
8.0% (comparable price) compared with last year. In three industries, the first industry
increased 0.667 billion yuan grew by 5.1%; the second industry increased 5.807 billion
yuan increased by 9.5%; the third industry increased 7.681 billion yuan increased by 7.2%.
The first industry contributed 4.7% to economic growth, the second industry for 41% and
the third industry for 54.3%. According to the calculation of the permanent population, the
annual per capita GDP was 89477 yuan, increased by 8.0%.
By the end of 2018, there were 0.06 million households with a total population of 0.15
million people, including 0.13 million urban population, accounting for 85.8% of total
population. It is made up of 35 ethnic groups, including Han nationality, Kazakh, Uygur,
Hui nationality and Mongolian, including 0.01 million ethnic minorities, accounting for 6.8%
of total population. There were 1459 newly born population, and the birth rate was 9.4‰;
the dead population for 985, the death rate was 6.4‰. The natural growth rate is 3.1‰.
The annual per capita disposable income of urban residents in 2018 was 34013 yuan
(no feedback on data in 2018, the estimated number is adopted, the same as below), an
increase of 8.0% over the previous year. Among them, wage income reached 23720 yuan,
an increase of 11.7%; net operating income reached 2454 yuan, decreased by 2.0%; net
income of property was 956 yuan, decreased by 20.3%; transferred net income was 6883
yuan, increased by 4.1%. Per capita consumer spending reached 25720 yuan, a decrease
of 1.3%, excluding price, it was flat compared with the data of 2017. Engel's coefficient is
38.2%. The per capita disposable income of rural residents was 13,963 yuan, an increase
of 8.0% over the previous year. Per capita consumption expenditure was 12,812 yuan,
decreased by 7.5%.

By the end of 2018, 56822 people had participated in the city's endowment insurance,
a decrease of 4369 people over the previous year. 81330 people participated in medical
insurance, an increase of 4180 people. The number of people covered by unemployment
insurance was 45983, increased by 3962 people. The number of people who registered
urban unemployment benefits was 724 people, increased by 158 people. The number of
local people who participated in basic old-age insurance was 33761, decreased by 3011
people than the previous year. 39678 people participated in medical insurance, an increase
of 2460 people. The number of people covered by unemployment insurance was 24821,
increased by 505 people. The registered urban unemployment people were 367 and the
urban unemployment rate was 1.9%.

2 EMDP Implementation Monitoring &Evaluation
2.1 Monitoring and Evaluation Agency
Independent external monitoring for involuntary resettlement is prepared by Xinjiang
Linshuishe Engineering Technical Consulting Co., Ltd. Based on pertinent policies of ADB
and the requirements on the external monitoring outline of minority national development
plan, implementation effect of EMDP will be given an over-all supervision and evaluation.
2.2 Mission of the Monitoring and Evaluation
Based on ADB pertinent requirements, Independent external monitoring and
evaluating agency of minority national development plan will focus on the implementation
of the plan, mainly including:
To prepare for implementing agency visitation and evaluation Work;
To visiting and investigating Sampling household
To visiting and investigating specific groups
To report the problems in this monitoring to implementing agency and put forward
pertinent advice.
To do site surveys and interviews
To prepare monitoring and evaluation report for minority national development plan
2.3 Purpose of the Monitoring and Evaluation
The purpose of this M&E is to collect the project component, project impact,
implementation agency (IA) of project, resettlement progress, internal monitoring
mechanism, the production level and living standard of ethnic minority population, as well
as the other information and data. Statistical analysis and an evaluation will be made on
this basis.
The objective of external monitoring of EMDP is: (i) to make sure the implementation
of EMDP comply with domestic laws and regulations as well as ADB’s Safeguard Policy
Statement (2009); (ii) to evaluate the impacts of the ethnic minority groups and the

before, besides, ensure that they can participate in the project equally and benefit from the
project.
2.4 Methods for Monitoring and Evaluation
Information review: Collect and review kinds of references (as employer and EMDP
IA summary report, statistics information and other special investigations which related to
EMDP implementation activities.
Analysis for internal monitoring report: aquatinted problems in the EMDP
implementation progress and process by consult to the internal monitoring report and
formulate the relevant M&E scheme and methods.
Agency interview: Interviewed the project IA and EMDP implementation units
(Human Resources and Social Security Bureau, Women’s Federation, Ethnic and
Religious Affairs Bureau and other relevant agencies), to understand comprehensive
measure, the achievement and existent problems on the implementation of EMDP. E&M
agency also monitor and evaluate the EMDP IA ability
Household survey:External monitoring and evaluation staffs went to the minority
APs house to interviews them face to face, to understand the minority Aps implementation
process. Household interviews mainly focus on affected households’ social and economic
situation, the implementation of EMDP policies, living recovery condition, measures
implementation of the EMDP, the impact to the household because of the project
construction, and collect the opinion and proposes for the EMDP implementation.
Site observation:Interview the project construction area, to understand the progress
of implementation unit, measure plan and effects. The EMDP external implementation
M&E agency will propose the resolve suggestion and solution according to the field
interview.
Typical case study: Trace survey and interview the typical minority household. The
content includes typical household economic recover condition, household income and
expenses. The typical representative of the affected area and affected objects (such as
single parents, poverty household, etc.) will be deeply studied, and the ways to solve these
issues would be proposed via analysis and study the firsthand interviews data.

2.6 Contents and Scope of Monitoring and Evaluation
This monitoring is the annual report for the second half of 2019, mainly from June
2019 to November 2019. Including the progress and the content of the project as well as
the socio-economic development of residents in the project area.
Based on the requirements on the monitoring and evaluation outline of minority
national development plan, independent external monitoring and evaluation agency
(Xinjiang Linshuishe Engineering Technical Consulting Co., Ltd) will focused on following

2.7 Implementation of Monitoring and Evaluation
This external monitoring started on 11, December and ended on 14 December 2019,
lasting 4 days. The external monitoring team consists of 4 professional evaluators from
Xinjiang Linshuishe Engineering Technical Consulting Co., Ltd, who visited concerned
agencies, investigated typical villages, households, and specific groups under assistance
of Altay Region PMO, project county PMO, concerned departments, community and village
commission.
Visitation on agencies: Based on the requirements on the monitoring and evaluation
outline of minority national development plan, independent external monitoring and
evaluation agency visited concerned agencies to collect some relevant materials, including
Statistics Report, work log, summery report and so on. Visited concerned agencies
includes Road Transport Bureau, Tourist Administration, The people of Bureau, Social
Security Administration, Poverty Relief Office, Women Federation, Health Bureau, Traffic
Police Brigade, school and other related agencies.
Symposium:during the monitoring process, opinions, recommendations monitoring
results and other information of the project should be exposed and villagers’ meeting
should be holding to discuss the related issues, establish the communication channel for
IA and villagers, in order that the issues can be addressed timely.
Visitation on specific group: the monitoring and evaluating team of minority national
development plan will do a household survey on specific group (like female headed family
and needy family) affected by land acquisition and demolition.

Field test: for the project has been put into over-all implementation stage, this survey
will focus on measures of implementation of national minority development plan, problems
and the insufficiency existing in the implementation process, effects of the plan on minority
residents, implementation effect of all measures, agency capability evaluation and so on.

3 Overview of Ethnic Minority Socio-economy
3.1 Socio-economic Profiles of Kuitun
In 2017, based on preliminary estimation, the total GDP reached for 14.155 billion,
increased for 8.0% than last year. The primary industry increased 0.667 billion yuan,
increased for 5.1%; secondary industry increased 5.807 billion yuan, increased for 9.5%;
and tertiary industry increased 7.681 million yuan, increased for 7.2%.
3.2 Distribution of Ems in Project Area
Until the end of last year, the total households in Kuitun is 61,500, and has a total
population of 154,700, including 0.13 million urban population, accounting for 85.8% of
total population. There are 35 minority ethnic groups living in the area, including Han,
Kazak, Uygur Hui, Mongols and others. The ethnic minority population accounts for about
6.8% of the total population, which is 10,500 people. The born population is 1459, the birth
rate for 9.4%, the dead population for 985, and mortality rate for 6.4%, the natural
population growth rate for 3.1%.

3.3 Survey on Living Standard of Local Residents
This sample survey covered 3 communities, respectively Aketamu community,
Wenyingyuan community and Hulanbulake community; this survey will be conducted using
such methods as panel survey, random interview and field observation to acquire
necessary information. The total survey sample is 55 HHs, with 166 persons, including 16
HHs ethnic minorities, with 49 persons; survey sample in Wenyingyuan community for 13
HHs, with 39 persons, EMs for 5 HHs with 16 persons; Hulanbulake community for 16 HHs
with 51 persons, EMs for 3 HHs with 10 persons; Aketamu community for 26 HHs with 76
persons, EMs for 8 HHs with 23 persons. Details see table 3-2.

This monitoring, survey sample in Wenyingyuan: male for 19 persons, accounting for
11.45%, female for 20 persons, accounting for 12.05%, EM male 8 persons, accounting
for 4.82% of the total surveyed population, female for 7 persons, accounting for 4.22% of
the total surveyed population. Hulanbulake community: male for 42 persons, accounting
for 25.30%, female for 24 persons, accounting for 14.46 %; EM male for 10 persons,
accounting for 6.02% of the total surveyed population, female for 9 persons, accounting
for 5.42% of the total surveyed population. Aketamu community: male for 27 persons,
accounting for 16.27%, female 34 persons, accounting for 20.48%, EM male for 7 persons,
accounting for 4.22% of the total surveyed population, female for 8 persons, accounting
for 4.82% of the total surveyed population.
Marriage status: according to the survey, 93 persons have been married, accounting
for 56.02%, unmarried for 65 persons, accounting for 39.16%, divorced people for 5,
accounting for 3.30%; while the widowed for 3, accounting for 1.81%. As for the ethnic

minority, married for 33 persons, accounting for 19.88% of the total surveyed population,
unmarried for 10 persons, accounting for 6.63% of the total surveyed population, divorced

By this monitoring indicated that average household size in Kuitun is 3.02 persons,
and that of ethnic minority is 3.06 persons and the Han people is 3. Due to the reason that
many children do not live with their parents, the size of sample family will be smaller than
the actual conditions. More details see table 3-4.

This monitoring found, there is a big distinction for ethnic minority family in language
use between work and home. The data shows that 18.75% of EM family use Uygur
language only in home, 25% of EM family use Kazak language only in home, both use
Chinese and Uygur language accounts for 12.50%, both use Chinese and Kazak language
accounts for 18.75%, while use Chinese language only for 12.50%. During work, usage of
ethnic minority language accounts for 12.50%, and the ethnic minority use Chinese
accounts for 37.50%, this data shows that minority languages are the most important
language for daily communication among minority residents, and Chinese is widely used
in work.

3.3.3 Age Distribution The survey found that, the survived people including 2 male preschool children,
account for 1.20%, female preschool children for 3, account for 1.81% of the total
population; and EM male for 1, account for 0.60% of the total surveyed population, EM
female for 1, account for 0.60% of the total surveyed population. 6 male people are from 6
to 15 years old, account for 3.61% of the total population, female for 6 persons which
account for 3.61% of the total surveyed population, and EM male for 2, account for 1.20%
of the total surveyed population, EM female for 1, account for 0.60% of the total surveyed
population. 11 male people are from 16 to 25 years old, account for 6.63% of the total
population, which female for 9 which account for 5.42% of the total surveyed population,
EM male for 2, account for 1.20% of the total surveyed population, EM female for 3,
account for 1.81% of the total surveyed population. 18 male people are from 26 to 35 years
old which account for 10.84% of the total surveyed population, and female for 15 account
for 9.04% of the total surveyed population; EM male for 6, account for 3.61%, EM female
for 5, account for 3.01%. 37 male people are 36 to 55 years old which account for 22.29%
of the total surveyed population, and female for 34, account for 20.48% of the total
surveyed population; EM male for 10, account for 6.02% of the total surveyed population,
EM female for 7 account for 4.22%. 8 male people are 56 to 70 years old which account
for 4.82% of the total surveyed population, and female for 10, account for 6.02% of the
total surveyed population; EM male for 4, account for 2.41% of the total surveyed
population, EM female for 5, account for 3.01%. 3 male people are over 70 years old, which
account for 1.81%, and female for 4, account for 2.41% of the total surveyed population;
EM male for 1, account for 0.60% of the total surveyed population, EM female for 1,

surveyed population; 13 male people have received senior high school/technical
secondary school or higher education, account for 7.83%, and female for 15 account for
9.04%, EM male for 2 account for 1.20% of the total surveyed population, and EM female
for 3 account for 1.81% of the total surveyed population. Data show that the degree of
senior and junior high school, the proportion of male is higher than that of female. It is worth
showing that the proportion of women of college and above is higher than the proportion
of male, which show that the status of women in Kuitun city is the same as that of men. It
is worth noting that the middle school education level of male and female in minority
families is equal. More details are shown in Table 3-7.

3.3.5 Occupation Distribution This monitoring found that most of the sample families are outside workers, accounting
for 22.70%, secondly for the enterprise employees, accounting for 17.73%, and then the

3.3.6 Analysis of Household Income All the household income in the survey, the proportion of households with annual
income of 60000-100000 yuan was the highest, accounting for 43.64%, 12.73% for ethnic
minority families. The second was household income of 40000-60000-yuan, accounting for
34.55%, 9.09% for ethnic minority families. The number of household income of 40000-
100000 yuan is the highest among all surveyed households. Over 100000 yuan accounted

for 5.45%. Number of Households with less than 30000 yuan accounted for 3.64%. Details

This monitoring found that, the total per capita annual income of the surveyed 55
households 166 people is 27304.99 yuan, (last monitoring for 24893.85 yuan) which has
increase for 9.69%; each of the indicators would be improved with different degrees, such
as the per capita income of enterprise wage increased from 6946.03 yuan to 7651.17 yuan,
with an increase of 10.15%; the per capita breeding income increased for 8.39%, and
outside working increased for 12.74%, business operation increased for 11.08%, the house
rent income decreased for 4.89% and other income increased for 4.95%.
Keeping track with the 16 HHs with 49 people of EM families, the data shows that per
capita annual income of ethnic minority families is 28310.66 yuan, compared with last
monitoring 26022.19 yuan, it has increased for 8.79%, besides, other indicators got
differently improved, enterprise wage increased for 10.05%; the breeding income
decreased for 5.42%, and outside working increased for 8.41%, business operation
increased for 9.69%, there is no house rent income and other income increased for 4.06%.

3.3.7 Analysis of Household Expenditure This monitoring found that, the total per capita annual expenditure of the surveyed 55
households 166 people is 20599.63 yuan, with an increase of 21.89%, and living
expenditure increased for 27.98%, the breeding decreased for 0.68%, the transportation
expenditure increased 34.96%, the fuel, clothing, water fee has increased. The data shows
that the expenditure structure has changed after the Aps got properly compensation, more
and more citizens prefer to operate individual business, and living standard gets improved,
on the other hand, affected households quickly returned to their original living standard,
and had more choice in lifestyle than before, and the quality of life has been improved to
some extent. There is not much difference between ethnic minority household expenditure
and overall household expenditure. More details see table 3-11.

3.4 Typical Household Interview Survey
The interview of this monitoring, in order to understand the production and living
situation as well as knowledge and attitude for the project, M&E agency work group made
some interviews randomly in Wenyingyuan community, Aketamu community and
communities nearby.
3.4.1 Interviews for Residents Time: December 13, 2019 Site: Wenyingyuan Community in Kuitun
Participants: Abudoureheman, Staff of external monitoring and evaluation

Basic information:
1. Abudoureheman, male, 66 years old, Uygur, who lives in Wenyingyuan community of Kuitun city, with
two family members. Two daughters and grandson, they all live in Aketamu community, his wife often
goes to the daughter’s home to look after their grandson. They have two houses and pension, their
daughters also often subsidize their daily life, so living condition is good.
2. In the conversation, the external monitoring staff introduced the content and progress of the project,
and learned that the old man had lived near Xichong ditch before, where the old houses were shabby and
surrounding environment is bad, but now housing condition have been improved when we move to
buildings. The old man said that the surrounding environment of Xichong ditch has improved a lot since
the river treatment began. He and his wife often take their grandson for a walk on the bridge. Because of
housing demolition, many of the original neighbors and friends have moved to this community, they can
often meet, the living environment is much better than before, especially the old people, they feel more
comfortable.
Attitude towards the project:
1. I hope the project can be completed as soon as possible.
2. Looking forward to the canal treatment can be better in Kuitun city and the surrounding environment
can be improved.

Basic information:
1. Guli, female, 42 years old, Uygur, who lives Wenyingyuan community of Kuitun city, with three
family members. Her child is in kindergarten, and she is running a shop called Heiyinma meet shop
with her husband, mainly sells beef and mutton. They can earn about 5000 yuan every month, which
is pretty good for them.
2. They originally opened a car wash station along the street in Xichong ditch, about 400 square
meters, and they got compensation for one million yuan because of housing demolition, then they
bought a car and a house in Wusu road, now they moved this shop and sold the beef and mutton.
Firstly, the geographical position here is better, surrounding is the commercial circle, and there are a
lot of people here, and more restaurants, so their beef and mutton business is much better. The rent
here is 28000 yuan/year, and they will consider buying it in two years. Besides, they are also satisfied
with the construction of the project, which improved their living conditions and surrounding environment,
and carried out training to promote the employment of labor force. Everyone supported this project.

3.4.2 Interviews Evaluation Through interviews of typical households, most surveyed households are supportive
of the project, project construction not only improved the living environment of residents,
but also improve the urban infrastructure construction and improve living quality of
residents, at the same time, promote urban humanity and economic development,
therefore, which is recognized and approved by the residents. Residents hope to complete
the project construction as soon as possible, to provide a better living environment for
them. It is learned from investigation, minority residents and affected people are provided
some jobs in the construction, and public forums are actively carried out, the brochures
were distributed, to respect and understand the customs and habits of ethnic minorities.
The construction of the project can not only improve urban infrastructure Kuitun, but
also improve the environment, at the same time, a certain number of jobs will be created
in the construction, which can promote economic income of residents.

4.1 Implementation of Project Management Measures 4.1.1 Guarantee of Workers and Technique
Affected communities/villages will provide special workers as communicators and
coordinators between PMO and affected families. PMO workers are responsible for
coordinating all concerned departments to guarantee the implementation of ethnic minority
development measures. For an expected result, the effect of implementation will be
investigated and evaluated by the PMO workers.
Social professionals or gender specialists pay more attention to cultivating and
instructing the PMO workers. It was found that the workers have mastered details of ethnic
minority development measures as well as the capability of implementing those measures.
The Kuitun City PMO has disposed 6 staffs including 2 females, and 2 ethnic minorities.
In addition, each community has disposed 1 ethnic staff to response for translation to make
sure a smooth communication with local ethnic minorities.
4.1.2 Guarantee of Language and Communication In order to eliminate the language barrier among PMO, construction unit and residents,
and ensure understanding and implementation of minority national development measures,
one to two bilingual females’ workers (Chinese and Kazak-language) nominated by
communities for communication between PMO, labor dispute conciliation committee and
National Bureau of Religious Affairs. Communicators’ information of communicators is
shown in table 4-2.

This monitoring found that the communicator has fully understood ADB and domestic
minority policies, minority development measures of the Project, and implementation
methods, which built a bridge for PMO, construction unit and residents, guaranteeing that
the minorities could understand the project aim and implementation measures, and
cooperated to implement the project.
4.2 Implementation of Community Participation 4.2.1 Information Disclosure
To guarantee the residents support and participate in project implementation actively,
PMO attached great importance to information disclosure and formulated practical acting
measures which will help residents understand the project to boost popularity and
participation.
From June 2019 to November 2019, PMO takes advantage of internet, notice, etc. to
actively publicize the project for the understanding of project process and impact of
affected people, and for making them participate in the project. This monitoring found that
PMO made full use of promotion channels, like posting announcements in residential area,
and gave out resettlement information booklets, having an informal discussion with
residents, door-to-door interview to the affected people, the purpose is to make them have
a better understanding of the project, and participate in the project from May 218 to
November 2018. The community of Wenyingyuan, Hulanbulaike, Aketamu has posted the
announcements to inform the residents of the project information.

According to the data, the communities hold meetings with the residents for 2 times,
posting announcement for more than 9 copies, and handed more than 76 bilingual
brochures, and there are more than 154 people have participated in meeting including 68

4.3 Measures for Minimizing Negative Impacts 4.3.1 Mitigating or Eliminating Disturbance and Influence of the Construction
By this monitoring found that river channel management including Xichong ditch,
Dongchong ditch, Nangan channel management in Kuitun are in construction yet, and
water supply network project construction has been completed. House demolition work is
under preparation, demolition on parts of residential houses and shops had been
completed in Kuitun area, during demolition period, it would bring negative effects to
various degrees, including noise, dust, vegetation destruction, disturbance for shop
running and resident trips, traffic incidents and traffic jam caused by demolition work.
This monitoring found that PMO cooperated with construction unit and formulated a
series of measures to minimize or eliminate the construction impacts. The detailed
measures are as follows:
(1) Construction time is arranged reasonably to reduce noise. The construction unit
shall be strict with construction time arrangement, which is limited at daytime to protect
residents from noise.

(2) This monitoring found that due to the dust while demolition work and prevent
disturbance for the residents near the project area, construction units will be equipped with
special sprinklers, based on the actual temperature to sprinkle the pavement incessantly,
prevent the dust.
(3) For travel convenience and road safety, construction unit set up temporary
channels, safety signs, and separation. To reduce construction impacts, at important
places, such as residential buildings, departments, and roadsides, construction unit sets
up bilingual safety warning signs, reserves special channels for residents’ trips and
separates construction sites by grid guard to guarantee the safety of residents.

4.3.2 Respecting the Minority Traditions and Custom By this monitoring, it is found that the construction of some of Kuitun subproject has
been started yet. During the project construction, contractors should provide some training
about ethnic minorities’ customs for construction workers, to avoid unnecessary disputes,
specific monitoring as follows:
(1)Local minorities worry that religious activity will be disturbed by the construction,
to reassure them, so PMO signed a grantee with construction unit to forbidden building
activities within 500 meters of the mosque on Friday and post a notice to inform the
residents of construction timetable.
(2)PMO organizes, assisted by construction unit and National Committee of
Religious, training about minorities cultural and custom for workers and distributes
promotional materials which will benefit those workers respecting local cultural and normal
religious activities to avoid cultural collision.
(3)Construction workers must wear a shirt and long pants, for respecting minority

On June 4, 2019, Federation of Trade Unions of Kuitun,Kuitun Human Resources
Bureau and Street Office of Wudong Road held sodality and all nationalities units as one
family in Dongtingyuan community, and the workers' representatives put on a wonderful
performance, which not only enriched their amateur cultural life, but also shortened the
distance with all ethnic groups in Kuitun, creating a good atmosphere of unity, harmony
and happiness.

4.3.3 Protecting Public Hygiene Up to now, the section of upgradation the river control engineering in Xichong ditch,
Dongchong ditch, Nangan channel and water supply network has been under progress. In
this monitoring, to guarantee the public sanitation and safety and reducing or removing
disturbance and negative impact brought by project construction, the PMO work together
with the construction unit and disease prevention center to make feasible defense
measures and the detailed information see as following:

Organized by PMO and implemented by implementation units as well as Commission
of National Health and Family Planning, public safety, health education and training were
held to the workers by means of the distribution of propaganda knowledge materials, put
propaganda display boards and other forms, so that workers correctly treat and prevent
AIDS and enjoy a healthy life.

In order to keep the health of residents, to help the elderly residents see the doctors
without leaving their homes, cadres and working team that staying at the community invited
more than 10 doctors from 7th Division Hospital and the 7th Division Center for Disease
Control to do a free health check for 50 elderly residents.
It concluded blood pressure and blood glucose measurement and set information desk
for more needs. At the same time, in order to make full use of and give full play to the
positive role of the health clinic, the activity also increased the common diseases of health
knowledge and AIDS related knowledge lectures.

4.3.4 Safeguard Residents’ Domestic Water Due to lack of water resources in Kuitun and incomplete water management system
huge amount of water resources was wasted, which will increasingly fail to meet the city's
demand for water. Commercial water management and community network reconstruction
project KT - 012 because planned pipes in Beijing road and Tacheng road burst many
times during the domestic initial preliminary examination stage, which seriously affected
the residents’ normal life, industrial production water, and brought the fire protection
potential risk. In order to solve this problem, Kuitun city used the local fiscal funds to have
finished main pipeline construction of water supply on Beijing road and Tacheng road,
water supply network construction of Lvboli community and related environment protection
facilities construction, therefore, in the previous monitoring, urban water supply network
improvements and leakage monitoring had adjusted the content of the project. Up to this
monitoring, it has completed 3141.9 meters pipe network in Korla west road, 69 chamber
wells, 663 meters pipe network in Beijing east road, 24 chamber wells, 971.4 meters pipe
network in Tuanjiedong street, 23 chamber wells, 380 meters pipe network in Tunjie east
road, 14 chamber wells, 1061.6 meters pipe network in Shawan pipe network and 31
chamber wells. Up to now, the main part of the contract has been basically completed, and
the network has been put into use.
The project construction will improve water supply capacity of the residential water
supply network, reduce the pipeline leak rate, and save water resources. Several
measures should pay attention to during construction, to make the residents’ living water
supply is guaranteed: release the construction announcement and notices before the
construction; release the water shut-off notice including specific period in construction; the

construction should be divided into sections to ensure the residents' living water;
construction units should strengthen safety and protection measures in the construction
area to ensure the safety of children and pedestrians in the community. The monitoring
results are as follows:
(1) Kuitun City held urban residential water-consumption ladder water price hearing
on November 16, 2016. And carried out ladder water price system throughout the city to
raise residents' awareness of water resources conservation since September 1, 2017.
According to the requirements of country and autonomous region implementing ladder
water price, Kuitun municipal development and reform commission and housing
construction bureau, community selected representative communities and buildings,
measured and calculated carefully, and prepared the ladder water-price plan; the hearing
is held in accordance with legal procedure, and after approval from the city government,
and finally implemented Kuitun city ladder water price system.
The main content of Kuitun ladder water price are: there are independent water meters,
four people, and monthly water consumption per capita is 9.1m3; family use no more than
150m3 per year pays the first-grade price, 1.5 yuan/m3; family use more than 150m3 will
pay the corresponding price according to the system.
(2) Urban water supply network improvements and leakage monitoring subproject has
completed and put into use. Through the monitoring in previous phases, it can be found
that during the implementation of the project, the PMO has posted the construction notice
and the construction has been carried out in sections. In addition, water suspension notices
have been posted in advance to ensure the domestic water consumption of residents as
well as set up safety signs during the implementation of the project to avoid threats to
pedestrian safety.
(3) By this monitoring and follow-up survey, the construction and excavation site of the
project has been restored and leveled, and residents in the surrounding communities are
satisfied with the project. There are no complaints or left problems so far.
The Interview Case: Li Xingmin, Han, a 47-year-oldhousewife, suggests that the
implementation of the project could improve the ability of water supply of Kuitun City. For

the aging pipeline burst many times, and it affect not only the normal life of residents but
also not healthy as well as exist potential safety risks. We are in favor of the construction
of the project for the fact that the construction has little impact on residents. Besides,
whether the safety measures before the implementation of the project or he restoration
work after the construction are all well done due to the civilized construction.

(2) Satisfaction Survey:
In this monitoring, external E&M agencies conducted a follow-up satisfaction survey
for 18 households, including 5 ethnic minority households. The survey shows that most
residents were satisfied with the project construction, and they are supportive of the project,
hoping that the project construction can improve water conditions and provide better
services. The current satisfaction survey is shown in Table 4-3.

4.3.5 Education on Road Safety Awareness In view of that the river channel management project is now undergoing, here are
some recommendations for Kuitun PMO, Supervising and inspecting construction units to
make sure the traffic safety of construction site; nearby school, hospital and construction
site, labeling slogans, warning signs and speed limit signs, the pavement signs, protective

nets and son on; all the signs should be labeled in two languages (Chinese and Kazak).
To conduct publicity campaigns, guarantee the traffic safety during construction period,
improve the traffic safety awareness of the residents. The detailed information sees as
following:
In the afternoon of September 6th, Kuitun sanitation department invited some officers
from the traffic police brigade of Kuitun Public Security Bureau to conduct safety education
to more than 100 sweeper drivers.
This was in order to warn drivers to obey the traffic laws for their safety, not to violate
the rules and regulations to prevent traffic accident. Through this training and
communication, these sweeper drivers improved their ability of safety knowledge of traffic
and adaptabilities. In the future, Kuitun sanitation department will hold a training for the
cleaning staffs.

4.3.6 Carry Out Environment Awareness-raising Activities In November 2019, the sanitation department carried out centralized cleaning for the
construction waste and abandoned furniture accumulated in the community. The stuffs
worked continuously for 11 days, a total of 106 cars of construction waste and old furniture

communities and the city, and also reduced the hidden danger.

4.3.7 Education on disease prevention On the morning of November 7th, the sanitation department of Kuitun invited teachers
from safety and health education network to do a lecture for more than 40 staffs.
The lecture aims at health maintenance knowledge and teach some knowledge of
disease prevention and cancer or other diseases caused by environmental pollution. It
strength their knowledge of health care and aware them to prevent disease, which is
welcomed between the stuff.

4.4 Strengthening Positive Impacts 4.4.1 Absorb the Local Labor Force to Participate in the Project
In order to absorb the local labor force to participate in construction and benefit from
the project, PMO takes following measures:

(1)Cooperating with construction unit to determine the needing workers and skill
requirements; Release job information and requirements in community or village’s notice
board.
(2)Signing the contract with workers to safeguard their lawful rights.
(3) Recruitment announcement and labor contract should use in bilingual, in order
to attract minorities workers to participate in the project construction, understand the
content of labor contract and what they have the legitimate rights and interests.
(4)Labor Contract must be compliant with state related laws;
(5)Give priority to minorities and women under the same conditions, and try to hire
the households affected by LA and HD, when unskilled workers are employed,
(6)Organizing pre-job safety education and skill training for recruited workers.
(7)Equal pay for equal work (means receive the same pay as others doing the same
work)
(8)Given priority to the low-income families, and provide pre-work training.
( 9)Given more chances to the elder people, vulnerable groups, help them
reemployed, the main post for them is security personnel.
Up to this monitoring, Kuitun Xichong ditch, Dongchong didtch and Nangan channel
improvement have started. The No. of hired workers is shown in Table 4-4.

4.4.2 Participation of Women Up to this monitoring, the subproject construction of channel improvement in Kuitun
city have been started, PMO and women's federation actively promoted the development
of women and provided the training and guidance for local women.
In order to optimize family education, improve the quality of women, to show the new
era of women, on August 15th, the Women’s Federation of Kuitun held a “School for Moms”
in Qimingli Community. More than 30 women totally participate in the project.
“School for Moms” in Kuitun is a public welfare service projects bought by the
government. Every street and community office should pay more attention to the education
for moms, actively promote real-life examples of "the most beautiful mother”, recruiting
qualified teachers to cultivate more intelligent moms to build good families.

4.4.3 Support for Vulnerable Groups. (1)Console for the Poverty People and Caring for Vulnerable Groups
Kuitun Wuxi Road street community improve residents’ happiness by visiting and
knowing their livelihood. The community office visits the vulnerable groups with long-term
illness and physical disability and supplies for their lives during the holiday. Use the power
of society to help vulnerable groups by actively contacting the caring people, caring
enterprises to get donations. At the same time, community office propagandizes Law of
PRC on the protection of disabled persons and Regulation on the Employment of the
Disabled to the residents to call on them to give the vulnerable groups more love and help.
Up to now, the community has conducted visits for 4 times, organized a donation for the
sick and disabled residents once, and contacted a caring enterprise to solve the problem
of employment for a disabled person.
The community office encourages people with employment difficulties actively seek
employment and start businesses. For those who have the intention of employment, the
community will provide them with employment information to help them find jobs as soon
as possible. For those who have the intention of starting a business, the community shall
organize them to participate in trainings to improve the success rate of starting a business.
Up to now, community organizations conducted 5 times of employment and
entrepreneurship training, with more than 30 participants, and successfully helped over 20
people with employment difficulties in their jurisdiction.

On October 6th, the stuff of City’s Civil Affairs Bureau of Kuitun and caring person
came to Hongxiang nursing home, Fuxin nursing home, Xiyanghong nursing home and
Xinhuakangning nursing home to give presents and best wishes for the elderly people here.
In the nursing home, they helped the elderly people know what telecommunication fraud
is, made dumplings together and had a good time, which enriched their mental life and
welcomed by them. Loving and respecting the elderly people is the traditional virtue of
China and the common responsibility of the whole society and hope that there are more
caring people to do so.

(2) Supporting the Destitute Students
On August 17th, 2019, Kuitun federation of trade unions held the donation ceremony
“Autumn financial aid for students”. In the ceremony, representatives of the children of the
extremely poor workers who were admitted to universities this year were distributed the
financial aid. Representatives of the children of the extremely poor workers who were

distributed the tracking financial aid. Children representatives were distributed the financial
aid of “Migrant workers' children for education base”. There were more than 80 thousand
yuan for 69 students to help them keep study.

4.4.4 Organize Skill Training As of this monitoring, river management subprojects of Xichong channel, Dongchong
channel, Nangan channel management have started. The PMO organized skills training
actively, including relevant safety education and training organized by the construction
party and various skills training jointly conducted at the social level.
(1) Relevant training conducted by project construction party: according to the
statistic from June 2019 to November 2019, the PMO had carried out 15 trainings with a
total of 529 participants, including 387 males and 141 females. The skill training shows in
table 4-5.

(2) Social training of Kuitun city: in 2019, Kuitun city completed a total of 3461 people
of various kinds of training and completed 114.2% of the annual plan. Of which, 446 people
received skill training, 111.5% of the plan has been completed; 263 people received
entrepreneurship training, 105.2% of the plan has been completed; 1922 employees
received training, 101.2% of the plan has been completed; 364 people from textile and
garment company, 728% of the plan has been completed. 62 people received central
training, 206.7% of the plan has been completed. 404 people got the job during fixed
investment, 101% of the plan has been completed. There were totally 48 classes opened,
including 12 skill classes, 9 entrepreneurship classes, 27 on-the-job classes, 3 central
classes and 8 pre-job training classes. Types of work involved: pre-job training for textile
and garment company, electrician, security guard, hair stylist, Chinese pastry chef,
Chinese cooking chef, business startup, on-the-job, etc.
4.4.5 Utilizing Local Building Materials and Transport Resources In order to make local people benefit from the project, PMO and contractor signed
contract that stipulated the contractor shall make full use of local building materials and
transport resources to benefit residents. Some suggestions as follows, building materials
like sand, stone, concrete, carrier vehicles, should be provided by local suppliers, and a
certain number of local vehicles are employed for materials transportation, which directly

increase local minority family income during construction stage and promote relevant
industry development. This makes local minority resident benefit from the project
implementation directly.
Up to this monitoring, Kuitun Xichong ditch, Dongchong ditch and Nangan channel
management construction have started, during the construction, trying to utilize local
building materials and transport resources, used local building materials are shown in the
table 4-6.

5 Assessment on Organization Capacity
5.1 Organization Structure
In order to ensure the implementation of EMDP work can be run smoothly and reach
the expected effects and some necessary organizations were established to make it
convenient for the implementation, coordination and monitoring of EMDP. The
organizations involved in EMDP are as follows:
City’s Government Office: Assist Project Office, organize the City’s project leading
group meeting when necessary, and convey the Government's decision on behalf
of the City’s Government. Coordinating the functions of the Government
departments and the public sector in the implementation and support of the EMDP
as representatives of the governments.
City’s Party Committee Propaganda Department: Represents the government to
check the propaganda of development plans when necessary and coordinates the
city's public and mass media in the implementation of the EMDP.
City’s Development and Reform Bureau, the City’s Finance Bureau, City’s
Construction Bureau, the City’s Environmental Protection Bureau: As the key
implementing agency for the Project, they provide policy support, the technical
support and the necessary financial support related to the administrative
examination and approval, public functions and available resources in the
implementation of the EMDP.
City’s reform bureau, finance bureau, construction bureau, the environmental
protection agency: during implementation of the EMDP, providing administrative
examination and approval with all departments, public functions, and the
development of knowledge resources related policy support, technical support and
the necessary financial support.
City’s Ethnic and Religious Affairs Bureau: Assist the Project Office to understand
the city's minority development status, identify key issues in minorities’
development, assist the Project Office to carry out implementation, management

and monitoring of the EMDP; provides policy support and supporting resources to
support the development of minority.
City’s Women's Federation and City’s Association for the Disabled: Assist the
Project Office to carry out the development and protection work related to ethnic
minority’s women and ethnic minority people with disabilities in line with the EMDP
and provide policy support and necessary resources for development.
City’s Bureau of Social Security and City’s Civil Affairs Bureau: Strive to incorporate
those directly affected disadvantaged minority groups into existing social security
within the framework of policies, such as urban minimum living standard, temporary
relief.
City’s TV station, City’s daily newspaper office, and TV and Radio Service: As
major mass media in Kuitun city, they would actively promote and report the
project's implementation of the project, implementation, management, monitoring
of the EMDP, to act as platform for the public to understand the project and for
information disclosure.
City’s Water Company and the City’s Property Management Company: Give some
discount in the water charges and property charge to those vulnerable groups,
especially affected disadvantaged minority groups according to the specific
requirements of the EMDP.

5.2 Assessment on Organization Capacity
The monitoring and evaluation agency have made a survey on the operations of the
EMDP implementing institutions, of which the results show that the EMDP implementing
institutions can fulfill their responsibilities and obligations during the resettlement
implementation. With assistance from Kuitun PMO, the resettlement implementing
institutions have learned the Asian Development Bank resettlement policies and abide by
them in actual project implementation.
In order to effectively implement the EMDP and strengthen the supervision of minority
execution plan activities, management and transaction coordination, PMO set up an
integrated set of organization, which is responsible for management on the project,
formulation of EMDP and coordination between concerned implementing agencies. The
leading group set up an office in Kuitun Construction Bureau to deal with daily routines.
This monitoring found that project units took following measures for the capacity building
of institution:
(1) Give top priority to equip technicians and administrators of the institute,
strengthening training for Professional qualities and management level

(2) Organizing vocational training for workers of all institutes to learn China's minority
policy and ADB’s relevant requirement, and improve worker’s Professional qualities and
capability of policy addresses
(3) Strengthen information feedback and ensure information unblocked between
superior departments and subordinate departments
(4) Strengthen responsibility system for internal supervision, dispose of problem
founded, and establish pertinent l risks warning systems.
(5) During the construction, trying to utilize local building materials and transport
resources, and give the affected people priority to participated in the construction of the
project, to enhance the economic income of the affected households.
(6) PMO should maintain the stability of the relevant staff and at same time enhance
the training for the staff, improve the internal management system, make sure the
implementation of EMDP will carry out smoothly.

6 Public Participation and Grievance Redress
6.1 Public Participation
In order to carry out the Kuitun EMDP measures implemented smoothly, PMO
together with agencies, communities and residents, including ethnic minorities, have a
forum, discussion and public participation activities, in order to carry out the ADB Kuitun
Municipal Infrastructure and Environment Improvement Project Ethnic Minority
Development Plan on the practical and reliable basis, maintain the lawful rights and
interests of the APs, and reduce the dissatisfaction and disputes, the Project attaches
importance to the participation and consultation of the APs both in the period of Project
preparation and construction.
6.2 Public Participation Organized by IAs
In the project preparation stage, the implementation of the project information
discloses, IAs together with residents, community representative, NDRC, Bureau of
Ethnic& Religious Affairs, EDB, the Women’s Federation, Public Health Bureau, Poverty
Relief Office, the Civil Service, Department of Transportation, FAS, Statistics Department,
and other related functions have a seminar. Focus on the ethnic composition of the
community, cultural resources and development needs. Understand the residents’
perceptions and opinions about the project. Consider the views and recommendations
seriously from the residents’ perspective. Also interview the leading cadres, or national
cadres, discussion on the related topic in depth. Collect relevant data and documents.

From June 2019 to November 2019, PMO together with communities, residents, and
ethnic minorities who participated in public participation to discuss the contents of project,
on the meeting aimed to enhance the benefit from measures, listen to the views and
suggestions of minorities.

6.3 Grievance and Appeals
In the discussion of each subproject, APs directly and indirectly by the project,
including the ethnic minorities, the beneficiary population and population may be affected
by the negative impact, especially ethnic minorities, and ethnic minorities female
representative, community cadre’s resident representative all show their positive to
participate in the project. The special need has not been proposed by the ethnic minorities.
Same with Han nationalities a common set of requirements. Both Han and ethnic minorities
have expressed a high degree and support for this project. On the one hand, APs
expressed positive cooperation; on the other hand, want to participate in the construction
of the project. Travel safety and environmental was concerned in the project construction
period. And hope to respect and reflect their social and cultural rights.
During the implementation of project, PMO encourage residents (ethnic minorities
female and vulnerable groups) participate in the project, such as providing skills training

and non-technical jobs. Particularly, ethnic minorities were invited to participate in the
determination of EMDP implementation scheme, especially those related ethnic minorities’
cultural measures. PMO will seek opinions of local religious circles and ethnic minorities’
communities. In order to enhance female to participate in the project, PMO together with
the Women’s Federation, sub-district administrative office and communities establish
coordination system to solve the problem related to female. To solve the unpredicted
condition and to ensure construction and implementation carry out smoothly, a transparent
and effective grievance redress mechanism has been established for the Project based on
the existing channels in order to address issues effectively. The basic grievance redress
system is as follows:
Phase 1: If the affected people are dissatisfied with the project, they can make either
oral or written complaint to the community committee; if they use verbal complaints, the
community committee should handle and record it. Complaints will be addressed within 2
weeks.
Phase 2: If the complainant is not satisfied with the result of the first phase, he/she
can appeal to the sub-street office after receiving the result; the sub-street office should
make decisions within 2 weeks.
Phase 3: If the complainant is not satisfied with the result of the second phase, he/she
can appeal to the Kuitun City PMO after receiving the result; the PMO should make
decisions within 30 days.
Phase 4: If the complainant is not satisfied with the results of any above phase, he/she
can appeal to the Kuitun City government departments applying for administrative
reconsideration after receiving the result, or he/she can, within 3 months, file administrative
proceedings to the city’s court according to Civil Procedure Law.
In order to ensure fair, open and expeditious treatment of complaints arising from land
requisition, resettlement, compensation and other issues and prevent people from using
unlawful ways to express their grievances and complaints, each complaints-receiving body
at various phases would set up contact people to deal with complaints. These contact
people’s information must be published, and each complainant must be given information

to raise their awareness to protect their rights and make complaints and appeals. The
procedure is valid during project construction period and for two years of operation as per
ADB’s Accountability Mechanism.

Because the propaganda and mobilization work of the project are in-depth, solid, the
vast number of people understand and support this project, the different views of this
project are also consensus on consultative conference and community forums and handle
it properly within the scope of policy. The PMO and the implementation agencies have
done a lot of work during the project preparation, up to this monitoring, there is no
outstanding issues happened.
6.4 Contact Information for Grievance and Appeal
EMDP implementing agencies at all levels have arranged full-time staff taking charge
of collecting and receiving the complaints of the affected population. See the name, office
address and contact number in Table 6-2.

7 Conclusions and Suggestions
7.1 Conclusions
(1)According to the Project schedule, the EMDP has been put into effect. All projects
of implementation from Kuitun had been conducted tentatively in project management,
social involvement, optimizing design, eliminating construction disturbance, respecting
hiring local labor forces, organizing skills training, assistance for the vulnerable,
encouraging woman’s participation, utilizing local buildings and transportation resources
to minimize the negative impacts for minorities and guarantee their benefits.
(2)PMO attached great importance to public participation and consultation of the
residents, and have a community forum. Understand the project content and future
development of Kuitun City clear by group discussion.
(3)PMO established an effective complaints and appeals mechanisms, no complaint
and grievance have been accepted from the affected.
(4)According to the field test, the implementation of Project brought positive impacts,
such as improving the local environment and the transportation conditions, contributing a
lot to promote the development of local economy and employment, and improve woman’s
social status. In the Project area, minorities supported this Project.
(5)The implementation of project will provide many of employment opportunities to
local residents, After field investigation and visit, it is found that certain jobs are provided
for local residents during the project construction, which can promote the income of the
residents, and living standard will gets improved.
(6) At present, employment training center of the Kuitun city provides all kinds of skills
training to residents. The employment training center issues certificates to the trainees who
are qualified and sends qualified talents to all units in the society, greatly improving the
employment opportunities of residents. Through training, residents mastered certain skills
and knowledge and increased their income.
(7)PMO hired the local labor forces, especially local female and vulnerable groups,
make them participate in the project actively and to enable them benefit from the project
as much as possible.

(8)Try to use local building materials as much as possible during construction period,
promote the local economy and stimulate the living standards of local residents.
(9)This monitoring found that PMO makes a detailed material sorting and archiving,
making it easier to look up in the later days.
7.2 Suggestions
(1)Part of the staff and IA lack of understanding on the ethnic minority detailed.
PMO should strengthen the training of EMDP. So that everyone and IA
(Communities/villages contactor) understand EMDP measures clear.
(2)Strengthen the related training of domestic staff and ADB policies about ethnic
minorities, for more understanding to the ethnic minorities’ policies. Therefore, carry out
EMDP smoothly.
(3)Building a sound EMDP reporting system and internal monitoring system. PMO
should set up a sound internal monitoring system for the progress, content, capital
implementation, task performance, and the number of implementations for hiring labor
forces, training, and propaganda activity should be accounted and related materials should
be made for creating file and management.
(4)Organizing skills training, especially for woman. Increasing support for vulnerable
groups, local resident’s living stand.
(5)Strengthen the communication and contact between PMO and communities, and
enhance the public participation and to learn the views and suggestions of the residents.
(6)Continue to strengthen archiving of working materials. Relevant staff of the PMO
should pay close attention to the progress of the project, timely communicate with the
implementation agencies to collect updated information, and keep the information well
classified into archive, especially the record of residents' life and public participation.
(7)The river management projects of Xichong channel, Dongchong channel as well
as Nangan channel are under construction in this monitoring, the EMDP has been put into
effect. All projects of implementation from Kuitun had been conducted tentatively in project
management, social involvement, optimizing design, eliminating construction disturbance,
respecting minority customs, protecting public health, environmental protection and

propagandizing traffic safety promotion education, hiring local labor forces, organizing
skills training, assistance for the vulnerable, encouraging woman’s participation, utilizing
local buildings and transportation resources to minimize the negative impacts for minorities
and guarantee their benefits. And it will be implemented according to the requirements of
EMDP.
