Mainframe CASS Status
In Sustainment Phase - Oldest stations now 18 years old (planned 20-year life cycle)
Seven Year PBL awarded to LMSTS in November 2008– Support covered until November 2015
Vendor support commitment through 2015– USN will need to support longer– Block I stations being salvaged already – Block II/III in 2016/2017
Major changes in process– Developing a replacement for CNI assets with greater capability –
CNIAS– USN having battery problems – life limited solution in work
Will begin to replace mainframe CASS with:– RTCASS in 2009– eCASS in 2015
CASS Fleet Support Review (FSR) scheduled 5-7 May in VA Beach
9
CASSPerformance Based Logistics
New PBL Starting FY - 2009– CSP closed out after 8 successful years– PBL is essentially identical to CSP – Prime Contractor
• Lockheed Martin – Simulation Training & Support Division
– Period is 5 yrs with two 1 yr options
24 hour LOCKHEED MARTINTurnaround on BROAD ARROWS
1010
Communications/Navigation/IFF Ancillary Set (CNIAS)
Developing a new and improved CASS ancillary for CNI function– Will eliminate CNI MF CASS configuration by 2018 (with USN
JTIDS sundown) Includes real-time Link 16, IFF, TACAN test capability Includes improved MIDS-LVT and CIT TPSs
– Improved MIDS TPS will now require CNIAS assets– Expandable via software for future JTRS waveforms
Will be an ancillary to MF CASS RF, RTCASS, and the future eCASS
Development schedule (CNIAS and TPSs) – August 2007 to August 2010
CNIAS production - August 2010 to August 2011

– eCASS – Mainframe CASS Modernization
In 2015, early CASS stations will be 25 years old– Must address obsolescence while inserting technology to satisfy
emerging weapon system test requirements & reduce Total Ownership Costs
– Fewer stations required
Mainframe CASS Modernization called “eCASS” – a new test system
Leverage RTCASS, ARGCS ACTD and other test technology developments
TPSs will be transportable among eCASS, RTCASS and Mainframe CASS

Portable Electronic Maintenance Aid (PEMA) Management
PEMA management transitioning from AIR-6.8 to PMA260– All future PEMA procurements will be managed as stand
alone program of record by PMA260– PEMA procurement budget established in FY10 for stand
alone program of Record– PEMAs will be identified/documented/tracked as
‘O’ Level Support Equipment via the IMRL• USN programs identified in POR include F/A-18(A-G), H-60,
E-6B, UAV’s• USMC programs (funding TBD) include
F/A-18, C130J, MV-22, AV-8B, AH-1Z, UH-1Y• Units to be replenished on a 3/4 year cycle
47
Summary
PMA260 is committed to:– Modernizing Common Support Equipment,
including CASS– Mitigating obsolescence– Making our CSE better for the operator– Removing Legacy ATE – Right sizing the SE inventory
