ORGANISATIONALCONTEXT

ChildFundAustraliaisaninternationaldevelopmentagencythatworksinpartnershipwithchildrenandtheircommunitiestocreatelastingandmeaningfulchangebysupportinglong-termcommunitydevelopmentandpromotingchildren’srights.ChildFundAustraliadirectlyimplementschild-focuseddevelopmentprogramsinVietNam,PapuaNewGuinea(PNG),Cambodia,Laos,andMyanmar,andworksinconjunctionwiththeChildFundAllianceglobalpartnershiptodeliverprogramsincountriesthroughoutAsia,AfricaandtheAmericas.Programsarefundedbysponsorshipcontributions,grants,donationsandotherrevenue.ChildFundAustraliahasanextensivechildsponsorshipprogramwithmorethan55,000childrenin24countriessponsoredbyAustralians.ChildFundAustralia’sgoalsaretodeliverqualitydevelopmentprogramsthatarerespectful,responsiveandeffective.ChildFundVietnamistherepresentativeofficeofChildFundAustralia–anindependentandnon-religiousinternationaldevelopmentorganisationthatworkstoreducepovertyforchildreninthedevelopingworld.ChildFundbeganworkinginVietnamin1995andoperatescommunitydevelopmentprogramsintheareasofeducation,waterandsanitation,sustainablelivelihoods,foodsecurity,childrightsandchildprotectionandmaternalandchildhealth,includingHIVprevention.ChildFund’sprogramsarebeingimplementedacrossthenorthernprovincesofBacKan,CaoBangandHoaBinh,wherethemajorityofpeoplearefromethnicminoritygroups,oftenthemostvulnerableormarginalisedsectionsofthepopulation.PROGRAMCONTEXTChildFundPassItBackisaninnovativeSportforDevelopmentprogramusingGetIntoRugby,aWorldRugbyprogramtogrowtheGameglobally,toequipchildrenandyoungpeopleinAsiatoovercomechallenges,inspirepositivesocialchangeand‘passitback’totheircommunities.TheprogramgetschildrenandyouthtoTry,PlayandStayintheGameaspartoftheImpactBeyondRugbyWorldCup

2019strategy,whichwillincreaseawarenessandsustainablegrowthofrugbyinAsia.PassItBackdeliversanintegratedrugbyandlife-skillscurriculuminasafeenvironmentthatpromotesthevaluesoftheGameandbuildsanewgenerationofleadersindisadvantagedcommunitiesacrossAsia.JOBPURPOSEANDREPORTINGSTRUCTUREThePIBPOreportstotheProvincialManagerinHoaBinhandmanagesaProjectIntern. ThePIBPOworkscloselywiththeregionalPassItBackSecretariat,theProgramManagerinHanoiandotherProjectCoordinatorsandProjectOfficersintheAreaDevelopmentOffice(ADO). ThePIBPOhasresponsibilityforthequalityofPassItBackcontentdeliveryandensuringcompliancewithMeasuringChangeprotocols. ThePIBPOisamemberofthePassItBackProjectTeam,whichisresponsibleforprovidingtimely,coordinatedandaccurateinformationtotheregionalPassItBackSecretariat.POSITIONSUMMARY

The Pass It Back Project Officer (Measuring Change) is responsible for the implementation andmanagementofthePassItBackProjectinHoaBinhProvince,withaparticularfocuson:• SupportingPassItBackCoachestodeliverthePassItBackcurriculumtodefinedqualitystandardsin

adefinedgeographicalarea;• Providingtechnicalinputtoimprovethelearningexperienceforplayers;• Takingaleadindatacollection;• Supportingon-goinglearningaroundcurriculumcontentanddevelopment;• Takingatechnicalleadonsafeguardingandbroadercommunityengagementincludingparentsand

localauthorities;• Executingprojectproposalcommitmentson-time,on-budgetandtodefinedqualitystandards;• ToleadcompliancewithMeasuringChangeprotocols.KEYAREASOFRESPONSIBILITY

1. RegionalandCountryOfficeAccountability• EnsurethataccurateandtimelyinformationisprovidedthroughthePassItBackProjectTeamtothe

regionalandcountryoffices;• AttendandcontributetoamonthlyPassItBackProjectTeammeeting;• Developcross-countryandregionallinkstosupportprojectimplementation;• ProvidetimelyadvicetotheProvincialManagerandPassItBackDirectoronactualorexpected

changesintheprojectenvironmentthatimpactontherelevanceofplans,timeframesorexpectedachievements,includingrecommendationsforamendmentstoprojectdesign(activities,timeframe,budget).

2. ProjectImplementation,ManagementandReporting• Inco-operationwithCoaches,coordinateprojectplanning,implementationandmonitoringof

relevantprojectactivitiesbasedonprojectproposals;• Monitorrelevantprojectactivitiestoensurethetimeline,efficiencyandqualityoftheproject,

generatinginterestandsupportfromcommunitiestoengagewiththePassItBackproject;

• Attendremoteandin-personpartnershipmeetingsbothinVietnamandinternationally;• Establishandmaintainaproductiverelationshipwithprojectpartnerstoensurethesmooth

implementationandqualityofprojectactivities;• ProvidemonthlyandQuarterlyactivityreports,includingoutputreports.throughtheProjectWorking

Team;• ProvidemonthlypersonalreportstotheProvincialManagerandPassItBackDirector.

3. PassItBackCoachSupportInadefinedgeographiclocation:• Provideandcoordinatetechnicalsupportforlifeskillseducation,rugby,firstaidandadministration;• Leadtheselectionofyouthcoachesfromcommunities(aged16–25)ensuringaminimumof50per

centofgirlsandyoungwomen;• SupportlogisticalarrangementsforallPassItBackCoachtraining;• SupportthedeliveryofallPassItBackCoachtraining;• SupportCoachestostandardisePassItBackcompetitionsandtoorganisesub-districtcompetitions;• Provideregularleadership,coachingandplanningsupporttoPassItBackCoachesbothinagroup

andindividually,includingundertakingPassItBackCoachReviewsaftereachPassItBackround;• Undertakeanddocumentatleast3monitoringvisitsperroundforeachcoachingpair;• Deliverregularsession-focusedtrainingtoPassItBackCoaches;• WorkwithCoachestoadvocateforPassitBackactivitieswithcommunitiesandplayers;• MangeCoachpaymentsandperformance;• ProvidepersonaldevelopmentsupportforCoachesandactasasafeguardingfocalpointensuring

thatincidentsarereportedthroughtheprescribedmechanisms.

4. MeasuringChange• LeadthecoordinationofMeasuringChangedataacrosstheproject’sworkinVietnam;• EnsurecomplianceofactivitiesinVietnamin-linewithMeasuringChangeprotocols;• Ensuretimelyandaccuratedatamanagement,entryandanalysisin-linewithMeasuringChange

protocols.Inadefinedgeographiclocation:• LeadthecollectionofqualityqualitativedatarequiredbyPassItBack;• Undertakeadditionalqualitativemonitoringandevaluationasagreed;• Ensurethetimelyandaccurateprovisionofdata.

5. FinancialManagementandReporting• Superviseandensurethatprojectbudgetisusedeffectivelyforrelevantprojectactivities;• ThroughtheProjectWorkingTeam,providemonthlyexpenditureanalysisreports;• ProvideregularanddetailsresponsestothePassItBackDirectoronbudgetmanagement.6. Coordination• ParticipateinADOandprogrammeetings;• WorkwiththeADOstafftocoordinateworkschedules,useofequipmentandlogistics;• EnsureregularcommunicationwithChildFundVietnamandChildFundregionalstaff;• EnsurePassItBackprogramcommunicationsplatformsarefullyutilisedasrequired;

7. OrganisationalandTeamDevelopment• ContributetothedevelopmentofaneffectivePassItBackprojectteaminVietnam;• Participateinthedevelopmentandimplementationofprogramteam’sandChildFund’sstrategicplan

incollaborationwithotherADOstaffundertheleadershipoftheHanoimanagementteam;• Incollaborationwithlinemanager,contributetothedevelopmentofChildFund’spolicies,strategies

anddocumentationandprojectmanagementinVietnam,includingthedevelopmentofannualandlonger-termstrategicplans;

• ActivelycontributetothedevelopmentandpromotionofChildFundvalues,cultureandlearningapproach.

8. CapacityBuildingandTechnicalSupport• Providetraining,whereappropriate,withcommunities,staffandotherrelevantgroupsonSportfor

Developmentandlifeskillsprogramming.

9. RelationshipBuildingandRepresentation• ParticipateinexternalworkshopsandothermeetingsrelevanttoPassItBackprogramunderthe

directionoftheProvincialManagerwiththeagreementofthePassItBackDirector.

10. sector;• Activeinterestinsportsandcreativemediause.WORKINGCONDITIONSANDOTHERESSENTIALREQUIREMENTS• ThispositionislocatedinHoaBinh,isafull-timepositionwithoccasionaltraveltoChildFund’s

programareasinVietnamandinternationally;• Adherencetowrittenconfidentialitypolicy/agreementisrequired;• Thesuccessfulcandidatewillbeoffereda2-yearcontract.Salarywillbesetaccordingtoexperience

andqualifications,inaccordancewithChildFund’ssalaryscale;• AppointmenttothispositionisdependentuponsuccessfulcompletionofaPoliceCheckandsigning

ofChildFund’sChildSafeguardingpolicyandprocedureCodeofconduct;• Inthispositionyouwillberequiredtoconductafollow-upPoliceCheckevery2yearsoratanyother
