A Message From Ron Chilton, NAXSA President

Welcome to Las Vegas. The North American Excavation Shoring Association (NAXSA) was formed to be the one true voice for our unique industry. The main goal of NAXSA is to promote the safe use of and innovation of excavation safety products across the

nation. In addition, NAXSA is the organization that brings the key stake holders of our industry together in one place. The association is made up of and represents the rental houses, distributors, engineering companies, manufacturing partners, associates and support services companies that work in and around the excavation industry each day. NAXSA allows for the free exchange of ideas, best practices, new techniques, education of topics that are common to all members and of course to provide a unified voice to the regulatory agencies, government and the end users.

By your participation in NAXSA you are helping to guide our industry into the future while also helping to set new guidelines, develop new technologies and learn about new products and developments specific to our industry. As a member of NAXSA you also help to bring to bear common goals, ideas and standards that are important to all those involved with excavation safety.

Our members are committed to help reduce the dangers that are inherent to those working in or around excavations and to allow everyone in the industry the opportunity to learn from our peers. I welcome you to this year’s convention and hope everyone enjoys the next couple of days.

Many members of NAXSA have experienced unexpected and costly pavement repairs in their storage facilities. When the property is leased the pavement looks fine but after a year there are cracks in the pavement, large settlement, holes, and more. In many cases arguments follow with the landlord which may end up in court. This presentation illustrates this problem through real examples and provides an overview of the primary factors that influence pavement performance and longevity. It discusses the variables needed for design and common methods available to estimate design input values based on an acceptable level of risk. The presentation provides insight into how the pavement at an existing property weighs into the decision for buying or leasing it and what to look for, how to approach your lease agreement, and how to avoid legal battles with your landlord.

Former Marine Platoon Commander Jake Harriman is the founder and CEO of Nuru Inter-national, a U.S.-based social venture that empowers poor individuals in remote, rural areas to end extreme poverty in their communities. Keynote Speaker

Jake Harriman graduated with distinction from the U.S. Naval Academy and served seven and a half years as an Infantry and Spe-cial Operations Platoon Commander in the Marine Corps. He led four operational deployments and was awarded the Bronze Star for ac-tions in combat. Jake’s experiences convinced him that the “War on Terror” wouldn’t be won on the battlefield alone; the contributing causes of terrorism – specifically extreme poverty – must also be erad-icated. Jake left the military and enrolled at Stanford Graduate School of Business to found Nuru International. Since 2009, Nuru Kenya and Nuru Ethiopia have enabled over 100,000 people to lift themselves out of extreme poverty. Jake is a graduate of the Presidential Leadership

Keynote PresentationExpanding Our Market Through InnovationThursday, February 28, 10:15 a.m. – 11:15 a.m.

In 1969, Brian graduated from Union College with a Degree in Civil En-gineering. He spent three years working on highway designs for HNTB in West Virginia and New Jersey. In 1972 he began his contracting career working on highway, bridge, sanitary/drainage and tunnel construc-tion. In 1982 Icon Equipment Distributor, Inc was formed to sell and rent excavation support systems to New York City contractors. Initially Icon imported Slide Rail Systems from the Krings company in Germany and the Slide Rail market was developed in the Northeast by Icon. In 1988

Icon was contracted to design and sell Slide Rail Systems to an American company in Egypt near the Pyramids. The 90’s saw further development with Slide Rail and the addition of steel trench boxes, aluminum trench boxes, road plates and hydraulics. A factory in New Jersey was purchased in 1993 to begin the manufacture of Icon’s original designs, which his company still produces to this day. A large project was acquired in Aswan Egypt in 1998 which allowed Icon to supply its’ own original designs and equipment. Since that time Icon has improved and expanded its’ manufactured product line, developed Pilot Tube Auger Boring and completed difficult proj-ects all over the United States.

Jake is a Nevada State Trooper and the Lead Instructor in Ac-tive Shooter and Critical Incident Response for State of Nevada, Southern Command. He is also an ALERRT Active Shooter Instruc-tor and a FLET-C Active Shooter Instructor. Jake spent 10 Years as a Combat Medic in the United States Army and served as Senior Medical Training Sergeant for the only Combat Arms unit in the

State of Nevada. He was one of the first people to establish Unified Command in the shooting on Oc-tober 1, 2017, and then deployed in an Assault Team with Las Vegas Metropolitan Police to identify and clear the secondary active shooter calls in the hours following the attack.

Session Speakers

Scott KetchemScott is the Deputy Director for the Directorate of Construction in OSHA’s National Office. He came to the national office in February 2017 after 18 years in the field with OSHA. Prior to coming to OSHA’s National Office, he was the Area Director for OSHA in Alaska and held the position from September 2007 –February 2017. Other assignments included work as an Assistant Area Director (AAD) in the Lubbock(TX) Area Office, supervising a team of 17 interdisciplinary compliance officers. Scott has also worked in the Boise, New Orleans, Little Rock, El Paso and Austin Area Offices as a Compliance Officer and Manager. Before joining OSHA, he spent five years as a staff Industrial Hygienist with the U.S. Army Medical Activity at Bassett Army Hospital on Ft. Wainwright, Alaska.

Scott holds a Master’s degree in Public Administration from the University of Alaska, a Bachelor’s in Science degree from Texas A&M University, and is a Certified Safety Professional. He has a strong background in the general industry, maritime, and construction industries; and he gained consid-

erable experience in incident command operations during three rotations as Operations and Planning Chief for the New Orleans Area Field Office, in the aftermath of Hurricane Katrina.

Jasper CalcaraJasper Calcara, PE has been designing site-specific shoring solutions, developing new shoring equip-ment for contractors for over 20 years, with his passion ignited by the fast-paced and highly complex daily challenges facing the industry. Over that period of time, Don Charles, the original founder of D.H. Charles Engineering Inc., and Jasper, worked to grow DHC from three employees to one of the national leaders in construction engineering throughout North America. His desire to move the industry forward and promote safety through education, has landed him as the engineering com-mittee chair for NAXSA, where he’s worked closely with leaders of our industry to make serious and impactful changes.

Kim KennedyKim is the Manager of Forecasting for Dodge Data & Analytics. She has been a member of Dodge Data & Analytics for 20 years, but has more than 30 years of professional experience in construction economics, macroeconomics, consumer, and labor economics.

At Dodge, Ms. Kennedy directs a staff of three economists and serves as the Product Manager for the Construction Market Forecasting Service (CMFS) — the flagship product developed from the construction forecast. In her tenure at Dodge, she has helped develop several new products, including the Dodge Sneak Peek of the quarterly forecast, the Metropolitan Construction Insight (a quarterly report analyzing and forecasting construction trends within the top 35 metropolitan areas across the U.S.), the Canadian Construction Forecasting Service, Special Studies that provide an in-depth look atselected building types, including education and healthcare, and a series of state and metro constructionoutlook reports for five “key regions” of the U.S.

In addition to her managerial responsibilities, Ms. Kennedy forecasts construction activity and writes construction outlook articles on commercial construction and housing. She is also a frequent spokesperson for the Dodge construction outlook, presenting information about the latest trends and forecasts to industry groups and associations. She often provides interviews with newspapers,

radio, and other media on construction topics.

Prior to joining Dodge, Ms. Kennedy was with Cahners Publishing Company (later called Reed Business Information and now ConstructConnect) where she was a Senior Economist, Associate Director, and Director for Cahners Economics. At Cahners, she forecasted construction and consumer-related activity and wrote outlook articles for various business-to-business maga-zines serving the construction and other industries. Earlier in her career, she was a Labor Market Economist with the Massa-chusetts Governor’s Office of Economic Affairs. She obtained her Master’s degree in Economics at Northeastern University in Boston, where she was also a teaching fellow while earning her degree.

Todd ScholzTodd has over 28 years of experience in pavement engineering and has been a professional engi-neer since 1992. He was a professor at Michigan Tech and Oregon State University and has worked for state and federal agencies, private consulting firms, and major heavy civil construction com-panies. Todd has expertise in pavement engineering, management, materials, quality control and quality assurance, and forensic investigations. Clients have included the National Cooperative High-way Research Program, the Federal Highway Administration, the USDA Forest Service, the National Lime Association, the National Highway Institute, Caltrans, the Oregon Department of Transporta-tion, airport authorities, regional transportation commissions, counties, cities, and private industry.

David NicoliDavid graduated from Oregon State University (Civil Engineering) and was later certified in Oregon, Washington, and California as a professional engineer. In 1982, Dave founded DP Nicoli, Inc. in Tualatin, Oregon. DP Nicoli became one of the most respected piling distributors and plate rental companies on the West Coast; and the addition of shoring and slide rail products established DP Nicoli as the only “one-stop” resource for the shoring needs of the heavy construction industry. The company has offices in Tualatin, South San Francisco, Bay Point, San Jose, Tacoma, and Seattle. In 2013, Dave helped found the North American Excavation and Shoring Association (NAXSA), which promotes the safe and efficient use of excavation shoring practices. He served as NAXSA’s president from 2016 to 2018.
