The Water Quality Association hosted the Second Annual Water Resources Congressional
Summit in Washington, DC on March 6th in partnership with the National Ground Water
Association and the Irrigation Association. Speakers at the Summit included, Lee Forsgren, US
EPA, Erin Stackley, National Association of Realtors, Congressman Brian Fitzpatrick (R-PA),
Maya MacGuineas, Center for a Responsible Federal Budget, Senator Jeanne Shaheen (D-NH),
and Tim Petty, Department of Interior.
The following day, WQA members collectively visited more than fifty congressional offices and
saw a record participation from WQA membership.
While in DC, WQA presented the 2018 Champion Representative Award to Congressman Brian
Fitzpatrick and the 2018 Champion Senator Award to Senator Jeanne Shaheen. Both awardees
addressed the group during the Summit.
Senator Shaheen is the sponsor of the Safe Drinking Water Assistance Act, a bipartisan bill that would establish a national strategy to coordinate the federal response to emerging contaminants and provide assistance to states in responding to these toxins. Last year, she also successfully championed legislation securing the inclusion of language in the 2018 National Defense Authorization Act directing the Secretary of Defense to conduct a nation-wide health study on the effects of exposure to PFOS/PFOA.
Last year, two water related amendments Rep. Fitzpatrick proposed were included in the House passed 2018 National Defense Authorization Act; One directing the Secretary of Defense to conduct a nation-wide health study on the effects of exposure to PFOS/PFOA at military installations; A second mandating a study on the progress that the Department of Defense has made in developing firefighting foam that does not contain PFOS/PFOA. Those provisions are now the law of the land.
