This lecture explores the processes underpinning the negotiation of the United Nations Sustainable DevelopmentGoals and asks whether they can be seen as a transformation from the more limited Millennium DevelopmentGoals. In the context of a dramatically changed global environment – with the rise of China and the BRICs and the relative decline of the US – the lecture analyses the ways in which changes in material capabilities, dominantideas and powerful institutions explain the SDGs broadening to include the eradication of extreme poverty, reduced inequality, environmental stability and improved governance. Are the SDGs merely a continuation of theevolving UN ‘Global Goals’ process, or do they demonstrate that the idea of ‘development’ has been fundamentally transformed?
