Welcome from School Sport Australia Established in 1981, School Sport Australia is responsible for the development and promotion of school sport in Australia. Each year school sport representative opportunities are provided for over 5500 students.
State and Territory school sport bodies have accepted responsibility for implementing School Sport Australia programs, assisting in policy development and providing, through their individual state/territory networks, the maximum number of opportunities for students to participate in the broadest possible range of sporting activities. School sport is offered at district, regional, state and interstate level and each year, hundreds of thousands of Australian students are provided with participation opportunities.
Approved international programs and the Pacific School Games are features of the national school sport calendar. International competitions planned during 2014 include our Football, Australian Football, Hockey, Cross Country, Netball, Softball, Cricket and Water Polo teams.
Interstate sporting competitions provide opportunities for students to participate in sport at the highest level. These events are an integral part of the School Sport Australia program, not only for their sporting benefits, but also for the immense educational, cultural and social benefits they provide for the participants.
School Sport Australia extends to all competitors best wishes in their pursuit of selection for their state or territory team and wishes them an enjoyable and rewarding experience as they pursue their personal goals in this particular sporting endeavour.
Representing a State or Territory is an achievement of which you can feel very proud. We hope that all competitors, team officials, organisers and supporters associated with this event derive satisfaction and fulfilment from their involvement.
We extend our sincere thanks also to the host cluster and their officials for their contribution in ensuring the success of this week‟s event.

Welcome from School Sport Victoria
On behalf of School Sport Victoria I extend a very warm welcome to all students, teachers, team officials and parents to the 2014 School Sport Australia Triathlon Championships.
It is Victoria‟s privilege to host such a prestigious event and I am grateful to the Organising Committee for their expertise and time in the planning already undertaken to ensure SSV run a quality competition. I would also like to acknowledge the coaches, managers and officials, as well as staff from each state in their School Sport units, for their cooperation and professional attitude towards the staging of this event.
I extend my congratulations to the students who have been selected to represent their State or Territory and acknowledge that you wear your uniforms with pride. Your selection reflects dedication and commitment to the sport not only from you personally but also the support you have received from your teachers, coaches and family. I hope that the coming week of competition is rewarding for you; not only to exhibit and develop your skills and teamwork, but to enable you to continue or develop new friendships.
The aims of School Sport Australia, which SSV will foster during this event, are to ensure that students develop athletically, socially and educationally from their involvement in school sport. Remembering this, I hope that all participants will enjoy themselves and achieve the team and personal goals you have set yourselves.
I also hope that within the busy competition schedule you will have time to sample some of the many attractions that Bendigo has to offer.
I wish all participants an enjoyable and memorable week.

Welcome from the Triathlon National Secretary
Welcome to all competitors, team officials and parents to our 24th National Schools Triathlon Championship. I congratulate all competitors who have been selected to participate in the 2014 Championship and I am sure that you will all make the most of this opportunity and will achieve your ambitions.
The Championships gives male and female junior triathletes an opportunity to progress to the highest level of competition, with many athletes aiming to represent Australia in future National teams. Previous athletes who have competed at this competition include Melanie Mitchell, Nicole Hackett, Courtney Atkinson, Luke McKenzie, Bryce Quirk, Annabel Luxford, Craig Mottram, Luke Bell, Gareth Halverson, Felicity Abram, Melanie Sexton, Emma Snowsill, Emma Moffatt, Erin Densham and Luke McKenzie.
Howard Louis (National Championships Officer, SSV), David Huggett (Race Director) and the School Sport Victoria Triathlon Organizing Committee will I am sure make this a memorable week. As Victoria hosts the Championship for the fourth time, it will be a first for many athletes to compete at a regional venue in Crusoe Reservoir, Bendigo.
To the Organizing Committee I extend my sincere thanks for your efforts, cooperation and professional attitude toward staging this event. I am confident that your efforts will achieve the aim of a great Championship for everyone.

Welcome from Triathlon Australia and Triathlon Victoria
Triathlon Australia along with Triathlon Victoria are delighted to welcome all triathletes, coaches, parents, teachers and spectators to the 2014 School Sport Australia Triathlon Championships.
This is an exciting opportunity for competitors who will be participating and representing their states or territories, many for the very first time.
Triathlon Australia values its strong connection with School Sport Australia and the role it plays in the “All of Sport Triathlon Pathway”. Many of our National Talent Academy and Australian Junior Team triathletes have taken part in this event in recent years, namely Jaz Hedgeland and Jacob Birthwhistle who have both gone on to become Australian Junior Champions!
Sincere thanks must go to Schools Sport Australia and School Sport Victoria in organising this event and a special thanks to the City of Bendigo for hosting the event. We would also like to thank Dave Huggett as the Race Director, and the Triathlon Victoria Technical Officials who will be there to ensure that everybody taking part can enjoy a fair, safe and fun event.
We wish good luck to all competitors and look forward to providing our continued support in future years.

Welcome from the City of Greater Bendigo
Welcome from the Mayor
On behalf of the City of Greater Bendigo I am delighted to welcome everyone to Bendigo for the 2014 School Sport Australia National Triathlon Championships.
Bendigo is a modern thriving city of over 105,000 people and it really does lend itself to sporting, cultural and recreational pursuits. Our natural attractions and facilities are first class and our residents are warm and welcoming.
The City of Greater Bendigo is delighted to host this important event at Crusoe Reservoir - an important recreational facility set in a picturesque bushland setting. It‟s a wonderful part of Greater Bendigo that I think you will truly enjoy.
Greater Bendigo is fast becoming a much sought after destination for important sporting and other events and we are very proud of the terrific facilities that we have on offer.
It‟s also a great city in which to live, work, visit and play and I encourage everyone to visit our Bendigo Visitor Centre located in the historic former Bendigo Post Office building during your time with us. It‟s an attraction in its own right which will provide you with a good overview of all things Bendigo.
I wish everyone a very enjoyable stay in our beautiful city. I also hope that you enjoy the hospitality, the facilities and a successful championship.
Cr Barry Lyons
Mayor

Codes of Behaviour Players’ Code of Behaviour
Be a good sport. Play for enjoyment. Strive for personal excellence Work hard for your team as well as yourself. Treat all team mates and opponents as you enjoy being treated yourself. Play by the rules. Cooperate with team and game officials. Control your behaviour on and off the field. Learn to value honest effort, skilled performance and improvement.
Team Managements’ Code of Behaviour
Set a good example for your players. Encourage and create opportunities to develop individual skills. Teach a wide range of team skills. Ensure that the sport is appropriate for the age group and the skill
development level of the players involved. Teach your players to be friendly towards officials and opponents. Give all interested students a chance to participate in training and in
games. Remove from the field of play any of your players whose behaviour is not
acceptable. Keep your own knowledge of coaching and the developments of the game
up to date. Support School Sport Australia‟s policy of a smoke and alcohol free
environment.
No tour official of the opposite gender should enter the team change rooms until all team members have completed changing.
It is most unwise for any team official to be in a situation where the official is alone with a team member without the knowledge of the team management.
Parents’ Code of Behaviour
Encourage participation by your children. Provide a model of good sportsmanship for your child to copy. Be courteous in your communication with players, team officials, game
officials and sport administrators. Encourage honest effort, skilled performance and team loyalty. Make any new parents feel welcome on all occasions. Do not interfere with the conduct of any events. Support School Sport Australia‟s policy of a smoke and alcohol free
environment.
Spectators’ Code of Behaviour
Demonstrate appropriate social behaviour. Remember children play for enjoyment. Don‟t let your behaviour detract
from their enjoyment. Let game officials conduct events without interference. Support skilled performances and team play with generous applause. Demonstrate respect for opposing players and their supporters. Support School Sport Australia‟s policy of a smoke and alcohol free
environment
SSA Triathlon Championships 2014 - Page 8
Administrators’ and Officials’ Code of Behaviour
Ensure rules, equipment, training schedules and games are safe and match the needs and skill level of the children involved.
Ensure that equal opportunities for participation in sports are available for all children.
Involve children in planning, evaluation and decision making. Ensure everyone involved, including parents, understand their
responsibilities regarding fair play and appropriate behaviour. Encourage a positive attitude towards children‟s sport i) emphasise fun and enjoyment ii) encourage both teams iii) set a good example iv) encourage the pursuit of personal excellence Be consistent, courteous and helpful toward all participants. Use common sense to ensure that the „spirit of the game‟ for children is not
lost by overcalling violations. Ensure that adequate supervision is provided by qualified and competent
coaches and officials capable of developing appropriate sports behaviour and skill technique, and that these officials are given the opportunity to improve their coaching and officiating.
Remember that children play for enjoyment, downplay the importance of rewards.
Avoid allowing children‟s sports programs to become primarily spectator entertainment. Focus on the needs of the participants rather than the enjoyment of the spectators.
Distribute a Code of Behaviour sheet to spectators, officials, parents, coaches, players and the media, and take other positive steps to ensure people understand their responsibilities regarding fair play in children‟s sport.
Support School Sport Australia‟s policy of a smoke and alcohol free environment
Media Code of Behaviour
Provide coverage of children‟s sport as well as reporting adult sport. Be aware of the difference between adult‟s sports programs and children‟s
sports programs. Children are not miniature professionals and adults should not place unfair
expectations upon them. Place in proper perspective the isolated incidents of unsportsmanlike
behaviour rather than make such incidents the “highlight” of the event. Focus upon children‟s fair play and their honest effort. Identify and report on the benefits of children participating in sport. Be aware of the difference between the goals of amateur sports and those
of professional sports. Make the readers, viewers and listeners aware of these differences. Make it clear that the professional is an entertainer and wage earner and this, on occasions, may be reflected in the professional athlete‟s behaviour.

Race Rules TRIATHLON AUSTRALIA (TA) RACE RULES APPLY A full list of the rules can be found on the TA website www.triathlon.org.au. Athletes need to remember that drafting/blocking on the bike is cheating and must take special note of the rules below. These rules, like all other TA race rules, will be rigorously applied by the technical officials at the event. DRAFTING All races in this championship are non-drafting races. If the draft buster identifies an athlete drafting the athlete will be given a TWO MINUTE TIME PENALTY.
Definition: drafting occurs any time the draft zone of a competitor overlaps the draft zone of another competitor on the bicycle course of an event.
Draft Zone: The draft zone for all competitors and motor cyclists is a rectangle 7 metres long and 3 metres wide surrounding every bicycle and motor cycle on the bicycle course. The front edge of the front wheel defines the centre of the leading 3 metre edge of the rectangle.
3m
1.5m 1.5m
7m
The competitor has 15 seconds to pass through the draft zone and must maintain forward progress. Once passed a competitor has 15 seconds to move out of the draft zone. BLOCKING Do not ride beside another rider or ride on the right hand side of the lane as you will be blocking other faster riders coming through. If you are caught, you will be penalised for blocking. Always stay on the left hand side unless you are overtaking. After passing another cyclist the athlete passing must move immediately back to the LHS. Passing on the LHS is illegal.
A „Penalty Box‟ will be enforced for drafting/blocking penalties. The time penalty for the Schools‟ Championships is two minutes and the penalty will take place at the end of the cycle leg. Athletes who are identified by the draft official must report, with their bike and helmet on, to the “Penalty Box”, once they enter transition.
Identified athletes who do not report to the ‘Penalty Box’ will be
disqualified.
SSA Triathlon Championships 2014 - Page 22
SCHOOL SPORT TRIATHLON SPECIFIC RULES Uniform
All competitors must wear their state uniform, whilst participating in the Championships i.e. for registration, both individual and relay events and presentations. Swim suits, trisuits and triathlon singlets must be in the registered state colours. Speedsuits or similar are not permitted. A state swim cap must be worn in the swim. In the state relay, if bike pants are worn by the cyclist or running shorts by the runner they must also be in state colours, otherwise state trisuits/swimsuits that were used in the individual event must be worn. Gear Restrictions These will be imposed and checked through rollouts prior to the race. Rollouts will also occur at the completion of the event for the top competitors.
If a competitor fails to meet the rollout criteria at the completion of the event he/she will be disqualified. No appeal can be entered into a rollout disqualification.
Division Age Rollout Distance
Junior Born 2000 / 2001 6.0m
Intermediate Born 1998 / 1999 7.0m
Senior Born 1997 / 1996 / 1995 8.0m
Roll Out Competitors should note that roll out distance will be enforced. Always check your bike when it is race ready i.e. race wheels on and tyres at race pressure. Simply find the gear combination that allows you to go as close to but not over the roll out distance for your age group. Roll Out Procedures Firstly place the bike in the largest gear combination it will change into. (The biggest at the front and smallest at the back.) Starting with the crank perpendicular to the ground, roll the crank over one full circle (360 degrees). The bike will move forward during the forward rotation of the crank. The distance the bike moves during the crank rotation is the roll out distance. It is measured from the point on the ground below the crank at the beginning of the roll out and at its end. It is important the bike move in a straight line so the roll out will need to be done over a reference point such as a join in the concrete or a marked straight line. It is easier to mark out the roll out distance first and check to see if your bike comes within the distance. The closer you get to the roll out distance the more gears you will have available to use. Just remember; DO NOT go over your roll out distance or you will not be able to race. All bikes are checked the day before the carnival and the first 10 place getters in all age and both gender categories are checked post-race. Bicycle Safety Competitors are required to wear bike helmets when riding their bikes at all times in Victoria including the Championship Period.
Students riding the course on mornings before daybreak MUST use front and rear lights.

COURSE DESCRIPTION: Please refer to the Championship information for all registration and the event schedule. *PLEASE NOTE: event time may be subject to slight change caused by completion of preceding event and weather conditions. Warm Up There is limited access to the course for warm up because of the nature of the course. Swim warm up will be available prior to the competitors‟ event for a short period of time only. There is NO access to the bike course for warm up on the cycle course on race day prior to the event. There will be limited opportunity for run warm up on the event course when available and a warm up run will be permitted on the cycle course during periods when the cycle course is clear from events. The Swim The swim leg will commence as a deep water start with competitors placing one hand on a pontoon. The swim will be an out and back course in a clockwise direction. A final decision on whether wetsuits will be permitted will be made 1 hour prior to the first event. Water temperature is expected to be around approximately 20o C. Transition 1 Following the swim, there is a short run to the Transition Area. Competitors will enter transition through the eastern end, leave swim goggles and swim cap neatly next to their bicycle. Competitors must put their helmet on and clip it securely before removing their bike from the racking. Competitors will then push their bike through the transition area and mount their bike after crossing the “Mount Line” which will be clearly identified. The Cycle The Cycle is 5 laps (Seniors) of a 4km course - a total of 20km, 4 laps (Intermediates) - a total of 16km and 3 laps (Juniors) - a total distance of 12km. The course is around the Regatta Centre Competition Lake in an anti-clockwise direction and is flat, except for:
A slight rise over the bridge just after the mount line
A slight rise over another bridge on the northern side of the competition lake and
A small hill just prior to the re-entering the transition area. NOTE: The bike course may be subject to change at the discretion of the Race Director if the weather conditions are damp or for any other safety concern on the day therefore race distances will vary.
SSA Triathlon Championships 2014 - Page 24
Transition 2 When competitors complete the cycle lap(s) they will need to dismount their bike before the “Dismount Line” which will be clearly identified. Competitors must run their bike back to the position on the rack from where they started. COMPETITORS MUST NOT REMOVE OR UNCLIP THEIR HELMET until after placing their bicycle on the rack. Competitors must leave their bike helmet neatly near their bike rack position. The Run The run is on a path that follows the shoreline of Crusoe Reservoir. The run is a distance of 5km (Seniors), 4km (Intermediates) and 3km (Juniors). Please keep to the right hand side of the run course to assist in avoiding collision with fellow competitors. Penalty Box The penalty box is positioned on the left hand side of the run course, just before the main grandstand. Competitors pass the penalty box 3 times on the run course. The Finish and Recovery The finish line will be on the grass between the transition area and Crusoe Reservoir. Volunteers will be there to assist competitors in removing the timing chip. Competitors will then move through to the recovery area where water will be available. First Aid will also be available at this point if required.

4. Business Arising. a. 5 Day Model Championship
There was discussion held regarding the feasibility of extending the Championship by one day but by unanimous agreement, it was agreed to retain the 4 day format.
b. Hosting of Championship not during school holidays
Meredith Prime reported that discussion was held at the School Sport Australia June Conference regarding the hosting of the Championship not during school holidays. The following points were noted:
School holidays across Australia are not in alignment
Availability of appropriate race venue
Availability of appropriate accommodation
Each State/Territory‟s own calendar of events restrictions
SSA Triathlon Championships 2014 - Page 53
5. National Secretary Report. a. Correspondence David Manttan (President) outlined the changes to School Sport Australia and the model of operation as part of NRSCC. Across the various sports SSA needs to have closer links to their National Sporting Association, in this case, Triathlon Australia. In the development of this relationship, it needs to be a model which addresses the development of a clear pathway for school students. Meredith Prime reported that Tasmania has established a School Sport Office and it is hoped that they may return to the Championship in the future. b. Financial Statement The National Secretary, Meredith Prime did not table the 2013 Interim Financial Statement but reported that the balance has accumulated over several years, mainly through Championship memorabilia sales. The funds are held by School Sport Australia and require their approval for any costs incurred by the National Secretary. It was noted that due to the organisation of the ISF Tennis Championship, the SSA Office had not been in a position to prepare the required report. State/Territory delegates noted that this was an exception this year.
6. Race Convenor Report. Paul Roger (Championship Director) thanked States & Territories for their support in the conduct of the 2013 Triathlon Championships in Penrith. Paul noted that the flow through transition worked extremely well. It was noted that only one Draft Official was available due to a late cancellation. With the numbers of competitors, it was difficult to accommodate the teams. It was unfortunate that the Educational Excursion had poor weather and therefore limited visibility. Paul congratulated States & Territories on the many fine performances of athletes over the two days of competition. State & Territory Team Officials noted the following: General
Request food pre-race appropriate.
Roll out system post-race to be outlined, perhaps marking bikes that have already been completed. Some students were taking bikes out assuming they had already been done.
First Aid needs to be on site for Course Familiarisation day.
Team Managers need to be mobile with teams during Course Familiarisation.
Race Specific
Consideration for using „flow through‟ transition.
The race numbers (tattoo style) were excellent and recommended for future events. The National Secretary will liaise with supplier and advise next host.
SSA Triathlon Championships 2014 - Page 54
7. Event Recommendations a. „That SSA Triathlon Championships not be held during school holidays‟
Vic After discussion WA proposed that the motion be amended to read: „Where possible the host state will schedule the SSA Triathlon Championships so as not to coincide with any state school holidays.” WA/NSW CARRIED
b. The application of Cycling Australia amended Gear restrictions to SSA events was discussed. Concerns: 1. extra expense for all 2. Junior age group would have to remove 4 gears. Discussion resulted in no motion, just a decision to retain roll-out procedure for SSA Triathlon events.
8. Host State Final Briefing. Jacky Patrick acknowledged that poor weather had an impact on the Educational Excursion. Jacky also extended her thanks to Paul Roger for his work coordinating the Presentation Dinner due to her inability to attend (personal emergency). Meredith Prime reported that the host for 2013 is Victoria who has indicated draft dates Monday 31 March to Thursday 3 April. It may be in a regional area e.g. Bendigo. It appears that this may be during school term for all States/Territories.
9. General Business.
a. Discussion: It was disappointing that NT withdrew. It would be good to have Tasmania involved in the Championship. In addition, an invitational team (NZ?) could be invited. Action: Meredith Prime will write to the SSA Executive to include as a discussion item. b. Discussion: Cycling Australia has changed their gear restrictions to 6.00m (Junior), 7.00m (Intermediate) and 7.93m (Senior). Motion: „It was agreed that Rule 3.2.1 shall read: No competitor shall compete in their age group with a bike which will engage a gear larger than or as close to as possible so that it does not exceed rollout distance as per the following: Junior (13, 14) 6.00m Intermediate (15, 16) 7.00m Senior (17, 18, 19) 8.00m QLD/WA CARRIED (For: ACT, QLD, SA, VIC and WA Against: NSW) c. Discussion: Method of determination of a winner. Motion: “It was agreed that the following Rules shall read:
SSA Triathlon Championships 2014 - Page 55
2.4.1 In the individual event, the sum total of each state shall be ranked one to eight (1-8) for each age group, and the total ranking shall determine the overall placing. States/Territories may tie for placings. 2.4.2 In the relay event, the total ranking shall determine the overall placing. States/Territories may tie for placings.‟ QLD/VIC CARRIED (For: ACT, NSW, QLD, SA,VIC, WA)
10. Host State Final Briefing.
