Executive Departments
The Business of the State Government shall be transacted in Secretariat Departments and shall be classified and distributed between those Departments.
FUNCTIONING OF STATE GOVERNMENT
All orders or instruments made or executed by or on behalf of the Government of Rajasthan shall be expressed to be made or executed in the name of the GOVERNOR [Rule 11]

FUNCTIONING OF STATE GOVERNMENT
Minister-in-charge is primarily responsible for the disposal of the business pertaining to that Department.
The Council is collectively responsible for all advice tendered to the Governor and also for all executive orders issued in the name of the Governor.

Every order or instrument of the Government shall be signed by such an officer who is empowered in that behalf.
