C urbside composting is coming to
Forest Heights! It's been talked
about for years and finally,
after a year long pilot project in four
Portland neighborhoods, most people
will be able to add food scraps to their
green yard debris roll carts. This
change, which takes effect the week of
October 31, applies to all single-family
households and to apartments, condos
and townhouse buildings with four or
fewer units.
At the same time, as part of this new
composting service, there will be a
major change in the way garbage col-
lection will work. The former schedule
of weekly collection of garbage and
bi-weekly collection of yard debris will
switch. Under the new approach, your
green yard debris roll cart (including
food scraps) will be collected every
week, while garbage collection will
decrease to every other week.
There will be no change in the weekly
collection of the blue recycling roll cart
and the yellow glass recycling bin.
With the new curbside composting
service, instead of throwing away food
scraps such as fruit, vegetables, meat,
fish, dairy, poultry, even bones and
pizza boxes, you'll now be able to send
all your food and leftovers to local
composting facilities. There, they will
be "cooked" and "cured" using special-
ized processes, and eventually turned
into nutrient-rich compost for fertilizing
yards and gardens.

In mid-October before the service
change takes effect, Forest Heights
residents should receive a kitchen
pail for collecting food scraps, as well
as instructions
for successful
food scrap
collection.
You will be
able to put
your food scraps directly into the pail,
or line it with newspaper, a paper bag
or with a special compostable plastic
bag approved by the City of Portland.
There are five approved bags, which
should be available at major super-
markets: the Compostable Kitchen
bag by Glad, the Natur-Bag Com-
postable bag by Natur-Tec, the 6400
Line bag by EcoSafe, the Compost
Me bag by EcNow Tech, and the
Certified Compostable bag by Bio-
Bag. Regular plastic bags and other
bags, even those that are advertised
as being compostable, cannot be
used to bag food scraps for your yard
debris carts.
If you don't have a yard debris cart,
perhaps because you live in a town-
house or condo and all your yard de-
bris is taken away by your landscape
company, you can place an order
with Walker Garbage Service, the
hauler who serves Forest Heights;
their number is 503-531-6330. Many
homeowners use a 60-gallon yard
debris cart, but condo dwellers may
not need such a roomy one. Garbage
haulers are in the process of ordering
smaller yard debris containers, but
the new carts may not arrive before
the first pickup under the new system
begins. One possible solution is to
find a neighbor with a large yard de-
bris bin, and ask to put your food
scraps in their bin temporarily.
Many people wonder why this enor-
mous change is being made in the
city garbage collection process. The
reason is to reduce the amount of
garbage Portland sends to landfills.
Food scraps account for almost
30,000 tons of unnecessary garbage
in Portland every year. The goal of
the new program is to increase the
city's recycling rate from the current
67 percent of waste to 75 percent by
2015.
People also wonder if their garbage
rates will go up. The answer is gener-
ally no, at least not right away. City
spokesmen say rates will stay the
same for most Portlanders who use
32-gallon to 35-gallon garbage con-
tainers. But rates will go up by 10
percent for those who toss the most
trash, people with 60-gallon to 90-
gallon containers. Rates eventually
may go up for everyone, depending
upon how the new system works out,
but probably not until 2013.

yard evaluated for the Natural Habitat
Certification? If you have an evalua-
tion of your yard performed and it is
determined that achieving any of the
certification levels requires you to
remove aggressive weeds or install
native plantings on your lot, please
remember to include the ARC in your
plans.
The ARC has been working hand in
hand with Columbia Land Trust and is
here to help FHHOA residents under-
stand how the Naturescaping process
fits in with the Architectural Review
process. Below are the steps you’ll
need to take before you embark on
any naturescaping planting:
Complete an ARC application
and provide a plan to the commit-
tee to show what plants you are
removing and which plants you are
installing. Whether this will be a
minor plant material change (no fee
for the review) or a complete land-
scape plan ($200 review fee) will
depend on the size and scope
of the project. If you are unsure

T he G2 Committee has partnered with SOLV
to provide a free Stream Captain Training
session for all interested Forest Heights
volunteers. SOLV Stream Captain Training teaches
volunteers the mechanics of leading a restoration
event and includes training in invasive removal,
planting of natives and native plant identification.
We have a few available seats remaining for this train-
ing session. If you are looking to acquire a new skill,
or are in high school or college and have an interest in
learning more about environmental science or biology,
this could be your opportunity!

T he Forest Heights International Fall Festival
was held last month and despite record
breaking temperatures on the day of the
event, the sun and heat didn’t keep many of you
away. Almost 1,900 homeowners attended this
year’s event, making it one of the largest commu-
nity events held in Forest Heights.
As this year’s festival fell on the 10th anniversary
of 9-11, we started off the event with a bagpipe
salute and moment of recognition with members
of the Portland Fire Department and Tualatin
Valley Fire and Rescue.
The tradition of our food vendors providing
outstanding food and service continued again,
and this year’s menu included food from
Ernesto’s (Italian), Zab Thai (Thai), Best of Brazil
(Brazilian), Blue Olive (Greek), Swagat (Indian)
and El Tapatio (Mexican).
Entertainment included the Mythobolus Mask
Theatre, Rio Con Brio (Brazilian Guitar), Indian
Folk dancing performed by students of the
Nirvana Dance Academy, Viva Mariachi Band
and the ever popular DJ Craig Brown, who never
fails to get the crowd on their feet. The relaxed
atmosphere was great for catching up with
neighbors, and we thank everyone who attended
this annual (and popular) event!

• Feel free to run or walk the trails
• Keep to the right hand side of
the trail to allow faster traffic to overtake you
• Give right of way to the uphill
traffic if you are moving downhill
• Take care walking or running on
wooden stairs and bridges, as these can be slippery when wet or icy
• Use soft voices when walking
near homes and remember the time of day—be considerate.
• Use running strollers (not
regular ones) on the trails
• Keep your dog on a leash,
within reach, and keep control of your dog at all times. Even if your dog is extremely well trained, it is important to adhere to these rules. Not all dogs are well trained, and even an ex-tremely well trained dog has the potential to move suddenly in the presence of another dog, a child or sudden movement from one of our resident deer or other wildlife
• Pick up after your dog, on trails
and in the green spaces. Be sure to bring a bag or two when you’re on the trails, as there are dispensers and trashcans at the head of each trail. Close used bags with a knot

may push your bike if you are making connections between streets
• Use your cell phone for long
conversations or radio or other electronic noisemaker devices on the trails. Of course cell phones are important for emer-gencies

native species that are growing in the woods
• Allow your dog to enter into
the streams or pond, as this destroys the stream bed and embankments
• Make your own trails—please
only use those that are main-tained by the FHHOA and don’t cut across green spaces or make special trails to lots that are adjacent to trails

Many of us moved to Forest Heights in part due to the wonderful
and extensive trail system that we support through our dues.
Whether you are a regular runner, a dog owner, or someone
who has just been thinking about enhancing your fitness with walks, we on the Go Green Committee would
like to remind you of some important Do’s and Don’ts regarding the trails in Forest Heights. Please take
these to heart and share with your family. Our goal is to keep the trail system safe and enjoyable for all!
O n September 17th, the Go Green Committee
organized a very successful Forest Heights
Invasive Removal Stewardship Day, as part of
SOLV's statewide Beach and Riverside Cleanup. In
just three short hours, 35 volunteers cleared 2400
square feet of invasive blackberry and mulched 175
plants which resulted in significant progress towards
the restoration of the Wetlands trail.
Event volunteers were drawn from various sources
including our dedicated HOA staff, passionate residents
(including the G2 committee), Forest Heights Starbucks
employees and members of the non-profit group
Women In Environment. As with previous events,
SOLV provided logistical support and tools while the
West Multnomah Soil & Conservation District
provided the mulch and the technical know-how.
The G2 committee plans to hold frequent volunteer led
events over the next one to two years in order to assist
in restoring the natural habitat that is so prevalent in
Forest Heights. If you are interested in leading a group
of volunteers with our efforts, please consider becoming
a Stream Team Captain (see page 8).

the next year and do your part to keep our green spaces

THE WETLANDS TRAIL THANKS YOU!
Volunteers work hard to remove invasives along the Wetlands Trail
F or the past several months,
we’ve been alerting readers
of this newsletter to the
following trash receptacle policy
and new enforcement procedures:
Trash, yard debris and recycling
receptacles should be set out no
earlier than the night before
pickup and removed and stored
out of sight from the street, in
an appropriately screened or
enclosed area, no later than the
end of the day of pickup.
As of October 1st, the following
timeline for compliance enforce-
ment begins:
• First letter: FHHOA requests
compliance/remedy within
thirty (30) days (typical notice
requires a seven (7) day
remedy according to Exhibit
A Policy Resolution #3). All
future notices will be seven
(7) days.
• Second Letter: Seven (7) day
notice to correct problem. If
you are not compliant after
seven (7) days a $25 daily fine
begins on Day 8, plus adminis-
trative charges.
• Day 30: If the violation contin-
ues for thirty (30) days or more
the Association may refer the
compliance matter to the As-
sociation’s attorney for legal
action.
If your receptacles are currently
stored in your driveway or are
otherwise visible from the street,
this is the perfect time to evaluate
where you can move them. The
easiest solutions would be to store
containers in your garage or be-
hind a fence. Other methods would
be to use landscape (shrubs or a
short hedge) or a short fence to
screen the containers from view.
These projects would need to be
submitted for Architectural Review
Committee approval. The fee for
such a review would be waived.
