Repository (Network) in Oceanography and Marine Science
Marc GoovaertsHasselt University Library, Belgium
Presented by Suzie Davies34th Annual IAMSLIC Conference, Suva Fiji, September 2008
OceanDocs
• Research & Publications in Marine Science in digital form, including preprints, published articles, technical reports, working papers and more.
OceanDocs
• OceanDocs is supported by the Intergovernmental Oceanographic Commission (IOC) specifically to collect, preserve and facilitate access to all research output from members of their Ocean Data and Information Networks (ODINS). It is one of a number of complementary thematic digital marine and aquatic repositories including the Aquatic Commons, which is supported by the International Association of Aquatic and Marine Science Libraries and Information Centers (IAMSLIC). The records of both repositories are harvested by Avano which aggregates records from marine and aquatic repositories around the World.

Community Collections
• Africa – 1432• International Oceanographic Data & Information
Exchange (IODE) – 206• Latin America - 696
OceanDocs
• Open Access• Started as OdinPubAfrica 2004-06• From OdinPubAfrica to OceanDocs
2006-
OdinPubAfrica
A FUST project of IOC (Aug. 2004 – Aug. 2006) coordinated by Hasselt University and supported by the Flemish government

OdinPubAfrica - Goals
• Facilitate publishing of research by African scientists (e-journal as well as e-archive) thereby promoting African research and increasing access by African scientists to international research forums
• Make scientific publications in the field of marine science and oceanography in Africa more easily and freely accessible
• Enhance the internal scientific communication• Develop an OAI-compliant repository providing
access to full-text publications created by scientists affiliated to African institutes
A Single Repository for OdinAfrica
Limited internet capacity in Africa:– At the end of 2003, most connections were
still poor – Internet connection at the institutes in
2004:• OK - Algeria, Egypt, Guinea, Kenya, Madagascar,
Morocco, Mauritania, Mauritius, Mozambique, Namibia, Nigeria, Senegal, Seychelles, Sth-Africa, Tunisia, Tanzania
• Modem: Benin, Comoros, Gabon, Ghana, Togo• Not: Angola, Cameroon, Congo
Why DSpace ?
• The community-collection structure: Every organization has her own pages/identity
• Handle system (stable unique ID) • Most customable system• Active community• Marc Goovaerts expertise
Development of OdinPubAfrica
• Technical:– Installation of a DSpace Server– Adapting the DSpace software
• Organization: installing (+training)– Local coordinators– DSpace administrators (on regional/language base)– Technical support (by UHasselt – IOC)
• OdinPubAfrica –training material at:
http://www.uhasselt.be/bibliotheek/demos/oceandocs_e.htm
• > 1500 documents
From OdinPubAfrica to OceanDocs
• Repository development has been identified as a major goal by IOC
• Information management training sessions• Interest of ODIN communities: ODINCarsa –
ODINCindio – ODINECET• Two options
– Setting up regional repositories– Extending the existing repository: OceanDocs
OceanDocs as a Network
• Two-level approach– Some institutes have their own
repository– OceanDocs Central will be available for
smaller institutes & those with limited internet capacity
– IODE Server– Technical support from IODE
Creation of an OceanDocs Network
• Steering Group: ODIN coordinators, Pauline Simpson, Inge Van Nieuwerburgh, Imma Subirats, Linda Pikula, Marc Goovaerts, Who else ?
• Extending OceanDocs Central with ODINS and ODIN Institutes
• Supporting ODIN institute repositories + integration in OceanDocs Central
• Working out Standards and common approach• Organization of OceanDocs administration –
access rights management
Information Program and Capacity Building
Training of trainers sessions• For regional coordinators• Every two years• In-between communication: mailings
Training and promotion on regional level• Action plan
Development of training/promotional material• For use by regional coordinators
– Target groups: librarians, researchers, management
• OceanTeacher
Possible Integration with Other Information Products
• Aquatic Commons• Specific harvesters
• Avano• Others?
• Catalogues and databases• Afrilib• ASFA
OceanDocs or Aquatic Commons?
• Which one to choose?• Not a competition• Identify which one best meets your needs
– Level of internet capability– In house IT expertise– Developing countries?
• Should IODE & IAMSLIC develop a harvester?• How can OceanDocs help ODIN-PIMRIS?
– Compatability with Greenstone?
