Chemical Characterization Memorandum

IntroductionDuring the period of November 26 - December 7 of 1984, a series of
exploratory borings were conducted within the boundaries of the Cliffs-Dow disposal site in Marquette, Michigan. A total of five (5) boringswere completed and sampled using split spoon sampling techniques. Theborings originated at the surface of the site and proceeded through thewaste fill until a clean sand layer was reached. The average boringdepth was 10 feet. The general locations of the borings are indicatedin Figure 1. A total of fifteen (15) samples (three from each boring)were collected from the site and submitted to the O'Brien & Gere Labo-ratory for analysis. Several of the samples were split between theRespondents' contractor (O'Brien & Gere), the Respondents' laboratory(Dow Chemical Company), the United States Environmental ProtectionAgency (USEPA) and the Michigan Department of Natural Resources (MDNR).The reader is referred to the site "Interim Technical Memorandum" for afull description of the sampling activities.
The site is reported to have been used for the disposal of wastematerials related to the production of charcoal. Hardwoods harvestedfrom Michigan's Upper Peninsula were transported to a plant located inMarquette where they underwent pyrolysis, were ground up, mixed with abinder and shaped into charcoal briquettes. Wastes which may have beengenerated by this process would include incompletely pyrolyzed woodfragments, leftover charcoal dusts, off-grade product batches, and woodtars and resins. Chemical components of these wastes were for the mostpart carbon in the form of charcoal, and may have also included thelower alcohols and aldehydes; low molecular weight aromatics such asbenzene, toluene, xylene, phenols, guaiacols; and condensed aromaticcompounds generally referred to as polynuclear aromatic hydrocarbons.1
The purpose of the sampling effort was to collect a set of samplesrepresentative of the range of materials deposited within the site andsubmit them for chemical characterization. The objective of characteri-zation of the waste material was to identify its major potentiallyhazardous components. These components would then be used as indicatorsof contamination in samples of soil and groundwater collected at off-site locations. They would also serve as parameters for field screeningof future samples.

MethodsCharacterization of waste materials was conducted using November,
1984 USEPA Contract Laboratory Protocols (CLP) as a framework. The WorkPlan specified USEPA CLP's dated January, 1983. Those protocols havesince been superceded by protocols issued in November, 1984. It shouldbe noted that there is currently no procedure under the CLP program de-signed for the analysis of highly concentrated wastes. Nevertheless,the CLP protocols were followed with appropriate modification. Analysisof waste materials for inorganics was conducted according to CLP protocolsdated May, 1982.
The materials were initially extracted and put through the GCscreening protocol outlined in the CLP procedure for organics. Based onthe screening results, an appropriate weight of sample was subjected tofurther analyses. The analytical determinations consisted of six cate-gories: 1) Inorganics, 2) Volatiles, 3) Acid Extractables, 4) BaseNeutrals, 5) Priority Pollutant Pesticides and PCBs, and 6) 2,3,7,8-tetrachlorodibenzo-p-dioxin (2,3,7,8-TCDD).
The volatile components of the waste materials were analyzed by apacked-column gas chromatographic technique employing two detectorsconnected in series. Effluent from the gas chrcmograph eluted through aphotoionization detector connected in series to a Hall electrolyticconductivity detector. Samples which were screened and determined tocontain low level contamination were analyzed by placing 1 gram ofsample into 5 ml of pre-purged distilled water, spiked with bromochloro-methane, stripped from solution at ambient temperature by purge and traptechniques, and desorbed for gas chromatographic quantisation using thepreviously described dual detector technique. Samples identified ascontaining medium level contamination were handled by dissolving a1 gram aliquot in isopropanol, transferring and dissolving a measuredaliquot in 5 ml of purged distilled water, and analyzed by the purge andtrap gas chromatographic technique used for the low level samples.
The priority pollutant pesticide and PCB analyses were conductedaccording to the CLP protocols for organics. The sample extracts wereinjected for gas chromatographic-electron capture detection withoutfurther clean-up. Samples which could not be quantitated at a limit ofdetection of 1 mg/kg due to the presence of interferences were putthrough florisil clean-up and reinjected.
The base neutral and acid extractable fractions were spiked andanalyzed according to CLP protocols. The base neutral extracts were notcombined with the acid extractable portions, but were injected as separatesamples. Due to the concentrated nature of some of the extracts, thefinal volume of most of the extracts was set at 10 ml as opposed to the1 ml specified by the procedure. Additionally, some of the extractionswere initiated using only 0.5 g of sample.
The 2,3,7,8-TCDD analyses were performed according to current CLPprotocols for the determination of 2,3,7,8-TCDD in soils and sediments.An internal standard consisting of 50 ng of 1,2,3,4-TCDD was used tocorrect for sample recovery. Ions of nominal masses 320, 322 and 257were monitored and used as a basis for quantisation as well as identi-fication.
ResultsResults of the analyses are tabulated in Tables 1 through 6. All
results are reported on a wet weight basis. Additionally, laboratorydata reporting sheets are contained in the appendix. The tabulatedresults present only those components which were detected in the wastesamples. Results for all compounds analyzed, including those not de-tected in the mixture at method detection limits, are listed in the datasummary sheets.
Inorganics:Results of analyses of the waste materials for the presence of
hazardous substance list metals are presented in Table 1. Of themetals included in the analytical protocol, only arsenic, chromium,copper, lead, mercury, nickel and zinc were detected at levelsabove method detection limits. Of these metals, copper was foundin the greatest relative abundance with residues ranging from 7 to580 mg/kg (ppm) followed by zinc, which ranged from 6 to 440 mg/kg,lead (<1 to 110 mg/kg), chromium (<1 to 12 mg/kg), arsenic (1.3 to4.1 mg/kg) and mercury (0.13 to 2.82 mg/kg).
Volatiles:Results of the volatiles determinations are listed in Table 2.
The results indicate the major volatile components of the wastes tobe benzene, toluene, ethylbenzene and xylene. In addition, a
smaller amount of tetrachloroethene was detected in two of thesamples analyzed. The volatile component present at the highestconcentration was xylene. It was present at a level of 320 mg/kgin sample B-l"-2". This sample was a tar present at a 2-inchthickness at the top of Boring B. The volatiles were present inthe descending concentrations of xylene > ethylbenzene > toluene> benzene.
Priority Pollutant Pesticides and PCBsThere were no priority pollutant pesticides or PCBs detected
in any of the samples at a limit of detection of 1 mg/kg.
Acid Extractable Priority PollutantsTable 4 is a compilation of results of the acid extractable
priority pollutant analyses. The acid extractable componentsdetected in the waste materials were phenol, 2-methyl phenol, 4-methyl phenol and 2,4-dimethyl phenol. In general, all fourcompounds were detected in most of the samples analyzed. Phenoland 4-methyl phenol were present at higher levels than 2-methylphenol and 2,4-dimethyl phenol. The measured concentrations rangedfrom 100 ug/kg to about 900 mg/kg.
Base Neutral Extractable Priority PollutantsTable 5 lists the results of the base neutral priority pollu-
tant determinations. Components most commonly detected werenaphthalene, 2-methylnaphthalene, dibenzofuran, phenanthrene andfluorene. Small amounts of the higher molecular weight PNAs suchas benzo(a)anthracene or benzo(a)perylene were also present in someof the samples.
2,3,7,8-Tetrachlorodibenzo(p) dioxinAnalytical determinations conducted into the presence of
2,3,7,8-TCDD in the waste materials indicated the wastes to containno 2,3,7,8-TCDD at a limit of detection of 1 ug/kg. •
DiscussionResults of the waste characterizations indicate that major hazardous
substance list components of the waste materials deposited at the siteare the phenols as phenol, 2 and 4 methyl phenol and 2,4-dimethyl phenol;and base neutral extractable aromatics as naphthalene, 2-methylnaphthalene,dibenzofuran and phenanthrene. Two samples also contained the volatilearomatic compounds benzene, ethylbenzene, toluene and xylene. Thesamples which contained volatile residues were tarry in nature, whilethe remaining samples could be described as being more similar to charcoalor peat than to tars. Some samples also contained the heavy metalscopper, zinc, lead and mercury at levels higher than normally encounteredin soils. However, these levels may be typical to this mineral mining area.
The results of the characterizations identify residues consistentwith the reported source of the waste materials. Hardwood charcoalwastes typically contain substituted phenols and lower molecular weightcondensed aromatics such as naphthalene, dibenzofuran and phenanthrene.2The consistent identification of the same components in most of thesamples and the absence of waste components inconsistent with a charcoalproduction waste also rule out the site as a depository for wastes notassociated with the production of charcoal.
It can be concluded that the waste is relatively homogeneous andarose from a single process. With the exception of two small depositsof tarry material observed at boring samples B l"-2" and C 6'-8', theboring and characterization program revealed that most of the wastedeposited within the site is not a concentrated wood tar, but is com-posed of a mixture of charcoal, incompletely pyrolyzed wood fragmentsand charcoal kiln residues.
Recommendations for ScreeningThe Work Plan developed for the site specifies that samples of soil
and groundwater generated during drilling of new monitoring wells bescreened in the field for major components identified during the wastecharacterization. The components identified in the characterization arerelatively volatile, non-halogenated aromatic compounds. Althoughfavorable under certain circumstances, compound-specific screening forthe waste components identified may not be the method of choice in this

! situation. The components can be effectively sampled and detected as amixture in the vapor state by the following technique:
1) Collect approximately 15 grams of soil or water.2) Place into a 30 ml teflon-capped vial and heat in a water bath
at 40oc for 15 minutes.( 3) Shake the vial for 20 seconds, then carefully uncap and
immediately sample the headspace with a calibrated Century| organic vapor analyzer or a Photo-vac unit.l
4) Record the resultant readout from the instrument.; This technique is favored over a field gas or liquid chromatographic
technique because it samples and analyzes all volatile and semi-volatilej components in the sample headspace. It thereby allows a lower limit of1 sensitivity because it quantitates the components simultaneously. In;- this manner, all components of interest can be screened without requir-i-. ing extraction, concentration and manual quantitation. Elimination of
extraction and concentration as well as long chromatographic elution! times reduces the analysis time significantly. Turn-around time of
field screening is often a critical factor which delays drillingchedules. It is conceivable that if the laboratory is situated near thefield site, the procedure should not cause the advancement of drillingto be slowed down significantly.
