From the desk of the Director General…
There is always so much happening within Timiskaming’s administration and operations that the
days and weeks fly by way too fast. Reporting on these happenings remains a priority even if it’s sometimes difficult to keep up.
In June, I attended the annual conference for General Directors of Quebec First Nations. A lot of
valuable information was provided by Indian Affairs (now referred to as Aboriginal Affairs and Northern Development Canada - AANDC). Here is a brief summary of some of the issues ad-
dressed:
Bill C-3 - This Bill, for reinstating members was adopted on December 15th, 2010 and put into
application on January 31, 2011. There is a general concern from the participants that the new influx of population will have a greater impact than expected on the budgets of First Na-
tions, especially in the Education programs.
Public Security - There is still no formal confirmation from the federal government in regards to the funding level for First Nations policing for this fiscal year.
Economic Development - The First Nations of Quebec and Labrador Economic Development
Commission (FNQLEDC) has prepared a Strategic Planning Handbook as a guide to assist communities and ensure conformity in presentation format.
Federal government - Following the federal elections and a majority government situation the
political dynamics have changed. We are now in a post Canada Economic Action Plan and fi-
nancial order of public dollars is on the government’s top priorities. Action on bringing down Canada’s deficit is something that every federal department will be asked to contribute to-
wards, from now till 2016. The impact will surely be felt at Indian Affairs and consequently in
the communities. Status card - Since 2006, the federal government has been working on a new more secure
system and status card, due to major fraud problems with the current laminated card and
process. Further information will be forthcoming in regards to the process for the new cards;
which will begin this Fall. New Policy on Transfer Payments (PTP) - Since April 1, 2011, INAC has implemented a unique
new policy on Transfer Payments (funding to communities) which entails new procedures for
all First Nations. This new policy translates into tighter financial controls and management of
dollars. The purpose is to reduce the number of communities repeatedly falling into deficit
and therefore remedial intervention. This new policy will have direct effects on TFN’s ways of
operating.
Just a quick note to inform you of a few other matters currently being addressed by the TFN admin-
istrative team:
On-going Remedial Action being implemented (training/coaching, management proce-dures).
Waste management program being implemented.
2010-2011 Financial Audit being prepared with expected completion date end of July. Work being done to formally close old TFN dump site.
New Director of Health and First Line Services, Jules Picard started this week.
Preparations for first TFN Summer Camp program at Bullrock.
Post-Secondary Education, Human Resources Management and Financial Policies being reviewed.
Work being done to finalize Gully Culvert project.

Notice to Parents of Kiwetin School
Parents please come by the school to pick up any items that their child may have lost dur-
ing the school year from our LOST & FOUND table. There is a big pile of nice stuff that we don’t want to throw out!
Also, parents who wish to enroll their child in the HEADSTART program must come to the
school BEFORE July 14th to register their child. They will need to bring the long form birth certificate, band card and medical card. If they live off-reserve, they will need to
register with the Western Quebec School Board as well by calling Sabrina Crawford-Duval
at 819-684-2336 Extension 1155 or toll free at 800-363-9111. This is needed so your
child(ren)’s tuition and bussing transportation fees will be covered. Failure to do so will delay your child’s registration.

End of School Year Celebration Students, families, teachers and school staff-all worked hard to make school a rewarding learning
experience. On June 29 the Wedokowin First Line Services celebrated the end of school year with fun filled activities for the whole community, games, face painting were some of the activities that
Grandparents, Parent, and Kids took part in and concluded with a pig roast.
About 75 to 100 adults and children took part, even Officer Makwa showed up to help with the cel-ebration. Great fun was had by all the participants.
SWEAT LODGE CEREMONY
A Sweat Lodge ceremony represents the return to our
Mother's womb, cleansing our body, mind, and spirit. It is a ceremony of healing, where we talk about our
pain and hurt, give thanks for what we have, and
send our prayers to Kichi Manitou, the creator.
Everyone is invited to attend this month's
sweat lodge ceremony which will be conducted
by Conrad Polson.
When?: July 1 6th, 2011 at 7:00pm.
Where?: Bear Lodge, 64 Richard's Road.
Please bring a towel, tobacco, and your favourite dish
to share for a small feast after the ceremony. Women
are asked to bring skirts to participate in the ceremo-
ny. If you have any questions, please do not hesitate

Blue Recycle Bins
The Public Works department will soon be distributing Blue Recycling Bins door to door,
for homes (NOT) businesses or privately rented homes by Landlords. We ask every-
one (NOT) to use them until we have reached an agreement with the Recycling Depot. Once an agreement has been reached I will be informing the community via the newsletter and local radio
CHNT.
Reminder: You must use the charcoal garbage bin in order for your garbage to be picked up..
