I-66 Express Lanes Tolling Status: • Testing of toll system ongoing • Express Lanes opening on December 4, 2017 • Toll Day 1 Readiness Preparation • Coordination with law enforcement and first responders • Launched customer website - 66expresslanes.org • Deploying advertising and media campaign • Commuter and special user groups outreach Multimodal Projects Update: • Governor McAuliffe and Secretary Layne

Transform 66 Outside the Beltway
Updates: • VDOT and private partner, Express Mobility Partners (EMP) continue to advance project
design, and public and stakeholder engagement • Completed nearly 50 public meetings as a public-private partnership team • Design Public Hearing on October 10 on plans to construct new Park and Ride Lot at
University Blvd. in Gainesville, in northeast corner of I-66 and Route 29 Interchange – direct access to future express lanes
• Design Public Hearings on November 13, 14 and 16 on overall roadway improvements • Financial close for project funding expected in October 2017 • Plans to break ground in late 2017; heavy construction scheduled to begin in spring
2018 • Express Lanes scheduled to open in July 2022 * Project office open in Fair Lakes – co-located with EMP and design-builder, FAM
Recent Key Issues: Location of bike trail location: Based on public comments during 2015-16, contract with EMP requires trail to be placed on highway side of noise walls in residential areas (totaling 5 intermittent miles). Bicycling interests advocating placing trail on neighborhood side of trail.
I-395 and I-95 Express Lanes
Extensions I-395 Express Lanes Northern Extension
• Revised Comprehensive Agreement signed early June 2017; financial close expected July 2017 • Groundbreaking ceremony featuring Governor McAuliffe and Secretary Layne held on August 9 • Construction kicked off in August 2017 • Work underway to reconfigure Pentagon South Parking Area to enhance circulation for transit buses
and carpools to use future I-395 Express Lanes • Ongoing coordination with Pentagon and key stakeholder groups • New express lanes scheduled to open in fall 2019; other project elements expected to be completed
by summer 2020 • Project includes capacity improvements to bottleneck between Duke Street and Edsall Road, adding
one additional southbound lane • Project part of Atlantic Gateway project to move more people and goods in the I-95 corridor I-95 Express Lanes Southern Terminus Extension • Construction 90 percent complete on $54 million project to extend 95 express lanes by 2.2 miles
beyond current flyover exit ramp at Garrisonville Road in Stafford County • New northbound and southbound ramps anticipated to open ahead of schedule in fall 2017 • Funded jointly by Transurban and Commonwealth; VDOT overseeing design-build contract • Additional eight mile southern extension to Fredericksburg is part of Atlantic Gateway project to
unlock I-95 corridor, and is being studied and developed.

Scheduling is More Important than Ever Before!
• SMART SCALE Dashboard is driven by the schedule
• Legislation and policy for funding and project selection process are in place
• Commissioner’s expectation is that all projects should be completed within 6 years
• Benefits of quick delivery o Avoid changes in corridors (site
development, utilities, etc) that affect the scope
o Minimize inflation of project costs (construction costs, land values, etc.)
o Minimize risk due to policy changes o Minimize risk of traffic related
