Brief Overview
The financial year of 2016/2017 was certainly challenging as the Branch was confronted with a number of issues that affected member companies. The Perak Coastal Charges, inconsistent policies in the recruitment of foreign workers, human resource and industrial relations, the Employment Insurance Scheme, and weak internet connection were some of the issues that were brought to the attention of the Branch. Nevertheless the Branch under the Chairmanship of YBhg Dato’ Gan Tack Kong continued to mitigate these issues by engaging the relevant government departments and agencies for practical solutions. One significant development that the Branch is proud to be associated with is the current ongoing Natural Gas Kinta Project which it had lobbied since 2002. Approximately 140km long and costing about RM180 million, the project will be completed in stages commencing from the 4th quarter 2018 until the 3rd quarter 2019. The take off point or referred to as the New City Gate Station is at Ayer Tawar and areas of coverage are, Seri Iskandar, Bemban, Lahat, Meru, Chemor, Simpang Pulai and Bercham. The project has already created keen interest amongst industries in the Kinta Valley as many are considering to opt for the natural gas supply. In the meantime, companies which had planned to relocate or had already relocated their operations are now reviving their projects. The Branch has also impressed upon the State Government to come up with a constructive investment plan to bring in more investments to be located along this pipeline.
The Branch with one exception also met all its key performance indicators namely, membership recruitment by recruiting 26 new members, exceeded its financial targets for FMM Institute, FMM activities, Sales of Publications and Forms and target on Advertisement Leads. The Certificate of Endorsement was the exception which was attributed to lower exports and many companies opting for the preferential certificate of origin under MITI.
The Branch continued to play a proactive role in updating members on the latest government policies and regulations by way of organising seminars, workshops, dialogues and briefings. The Latest Labour Legislation Review, Malaysian Private Entities Reporting Standards, Updates on Employment of Foreign Workers, Amendments to the Company Act, Latest Duty Exemption Drawback and Latest Updates on GST were some of the pertinent activities which were well participated by both members and non-members.

Assistance to Members Following FMM’s representation, Customs Perak withdrew the import duty totaling
RM70,000 for raw materials imported by a member company from Thailand under ATIGA.

Branch collaborated with State Government to facilitate Industries Networking sessions at Kerian, Taiping, Perak Tengah, Hilir Perak and Kuala Kangsar between November, 2016 and May, 2017.
The Petronas Cub Prix held on October 24, 2016 at Kamunting Raya Industrial Park was amicably resolved between Petronas and industries after PEMUDAH intervened.
The non-availability of UNIFI service at most industrial estates in Perak was raised with YB Minister MITI (II) and Telekom Malaysia CEO on February 18, 2017.
Branch highlighted to PEMUDAH Perak and met the Minister of MITI on February 21, 2017 on the implications of Perak Coastal Charges to industries.
The IPMCs at the various local councils continued to address the infrastructure and maintenance issues faced by industries.
Obtained approval for a member to recruit 500 foreign workers with the support of MITI, MIDA, JTK and Invest Perak.
Tea-talk on Incentives and Facilities for Industries by MIDA, SME Corp, MATRADE and MIDF held on April 27, 2017.
Infrastructure and Utilities The Kinta Natural Gas Project costing RM180 million by Gas Malaysia is ongoing and will be
completed in 2019. TNB expedited the transmission upgrading system at its 132 Papan station costing
RM6million. Upgrading of infrastructure totaling RM900,000 for the Parit Buntar Industrial Estate
including a new alternative road was completed in April 2017. NCIA provided a grant of RM4.09million to upgrade the Kamunting Industrial Estate and
Kamunting Raya Industrial Park in Taiping which was completed in January, 2017. Under the 5 years Perak Network Master Plan, 6 Transmission Main Intakes (PMU) with
132/33kV and 21 Main Distribution Sub-Stations (PPU) with 33/22kV would be installed in stages at different supply zones by year 2022.
Trade & Business Facilitation Malaysia Dongguan Association delegates visited the Branch on August 22, 2016 and
discussed business and investment opportunities with members. Universiti Tunku Abdul Rahman (UTAR) and FMM Perak signed a MOU on September 22,
2016 to collaborate in the areas of R&D, projects, entrepreneurship program and sharing of resources.
In response to FMM, a Special Task Force headed by the CEO of Invest Perak was established to improve investments in Perak.
Branch facilitated a brain storming session with Institut Darul Ridzuan (IDR) for Study and Action Plan on ‘Development of the Strategic Clusters in Perak – Iron & Steel and Palm Oil’ to gain insights from relevant industries on February 22, 2017.
The Trade Commissioner of Netherlands Foreign Investment Agency South East Asia visited the Branch on July 20, 2016 and discussed business and investment opportunities.
FMM Senior Manager moderated the Tea-Talk on “The Route Towards Becoming A Global Economy: The Opportunity and Challenge” in conjunction with MITI Day on May 6, 2017.

Corporate Social Responsibility The Branch encouraged members to support the Daybreak Association by providing job
opportunities to its trained handicapped adults.
Regional Sub-Committees Report Hilir Perak Regional Sub-Committee
The Hilir Perak Regional Sub-Committee comprising of 9 members and under the Chairmanship of Encik Loo Ching Seng of Shoon Fatt Biscuit & Confectionery Factory Sdn Bhd met regularly to discuss regional issues faced by members. Issues such as manpower shortage, difficulty of recruiting foreign workers, high inspection fees on processed foods by MAQIS Malaysian Quarantine and Inspection Services (MAQIS) were some of the main issues discussed. The members are also concerned that implementation of the Employees Insurance Scheme will adversely affect SMEs as it will contribute to higher cost of production. The Sub-committee has also through IPMC Hilir Perak actively represented infrastructure issues faced by industries. However, Majlis Perbandaran Teluk Intan (MPTI) is only able to provide limited assistance because the industrial estates are not recognised by MIDA and hence not eligible for Federal government grants. Taiping Regional Sub-Committee
The Taiping Regional Sub-committee comprising of 27 member companies and headed by En. A. Jeyavalan of Mafipro Sdn Bhd met quarterly to discuss various issues affecting members in the Taiping region. Concerns over the difficulties faced in renewing and recruiting foreign workers, ground water charges, the proposed Employment Insurance Scheme, stringent guidelines on accommodation for foreign workers, delays in halal certification were some of the issues that were regularly discussed at the meetings. Members also continued to be active in the Kamunting Industrial Park Management Committee (IPMC), chaired by the YDP of Majlis Perbandaran Taiping (MPT), YBhg. Dato’ Haji Abdul Rahim B. Md. Ariff and co-chaired by Encik A. Jeyavalan. It was through this IPMC that the upgrading of the Kamunting and Kamunting Raya Industrial Estates costing RM4.09 million and which was completed in January 2017 was made possible. The implications of the Petronas Club Prix held on October 24, 2016 at the Kamunting Raya Industrial Estate which would have affected the operations of some companies was also amicably resolved after the organiser made special provisions to ensure that the companies would not be affected.
FMM Perak Institute Report
FMM Institute Perak organised 224 training programmes comprising of 104 public courses, 115 in-house courses and 5 certificate courses. The total number of participants trained stood at 3,765. Competency Based Forklift Driving Skills, Occupational First Aid Skills and CPR, Supervisory and Leadership Skills were the much sought after public and in-house courses. During the period under review the Institute also conducted 5 certificate courses namely, Certificate in Lean Manufacturing, Certificate in Safety and Health Officer, Certificate in Boilerman and Certificate in Supply Chain Management.
