Clients must logon to www.mybenefits.ny.gov. If they have an existing account they can just login and
access their information. If they do not have an account, they must first create one. It is important to
note that only the Head of Household can create an account or access the account.
New users must first
create an account
Clients enter their CIN #. (Client Identification Number) in the CIN Validation box.
An “Application in Progress” has not been submitted and a client whose Food Stamp/SNAP application is
in progress is not eligible. If the client has “Submitted” an application, that client is eligible for services.
Please note the “Date Submitted” column of the application. Verification of the status of a submitted
application must be re-verified 30 days from the date of application. If after 30 days the application is
still pending the client remains eligible for another 30 days and the cycle of re-verifying will continue
until a decision on the application is made.
* The following three (3) screen shots are of the types of Food Stamp/SNAP scenarios that affect the
eligibility status for reimbursement through SNAP ET.
1. Food Stamp/SNAP only case - Eligible
2. Food Stamp/SNAP & Safety Net Assistance - Eligible
3. Food Stamp/SNAP & TANF (Family Assistance) - Not Eligible
* Cases may also include other benefits such as Medicaid, HEAP, etc. However, for the purposes of
eligibly for the program the only benefits that can determine client eligibility are, Food Stamps/SNAP,
Safety Net and TANF.
1. Food Stamp / SNAP only - ELIGIBLE
In this scenario the client is only receiving Food Stamps/SNAP. The client is eligible until 10/31/12 per
the Budget Effective Dates. Service providers are not required to re-determine eligibility before the end
of the budget effective date. However, if the provider otherwise becomes aware that the participant is
no longer receiving SNAP benefits, the provider should review the status and if the individual is not an
applicant for or recipient of SNAP benefits, the individual is not eligible for SNAP funded services.
2. Food Stamp / SNAP & Safety Net Assistance - ELIGIBLE
In this scenario the client is receiving Food Stamps/SNAP and Safety Net Assistance. The client is eligible
until 11/30/12 per the Budget Effective Dates. Service providers are not required to re-determine
eligibility before the end of the budget effective date. However, if the provider otherwise becomes
aware that the participant is no longer receiving SNAP benefits, the provider should review the status
and if the individual is not an applicant for or recipient of SNAP benefits, the individual is not eligible for
SNAP funded services.
3. Food Stamp / SNAP & TANF (Family Assistance) - NOT ELIGIBLE
In this scenario the client is receiving Food Stamps/SNAP and TANF (Family Assistance). The client is
NOT eligible.
