Texas Water Code, Section 36.1084, Subsection (b) states that the Texas WaterDevelopment Board’s (TWDB] Executive Administrator shall provide each groundwaterconservation district and regional water planning group located wholly or partly in thegroundwater management area with the modeled available groundwater in themanagement area based upon the desired future conditions adopted by the districts. Thisletter and the attached report (GAM Run 17-025 MAG) are in response to this directive.
District representatives in Groundwater Management Area 16 adopted desired futureconditions for the Gulf Coast Aquifer System on January 17, 2017. The TWDB received thedesired future condition explanatory report and related material from the GroundwaterManagement Area 16 groundwater consultant, David O’Rourke, on January 26, 2017 andApril 4, 2017.
Texas Water Code, Section 36.001, Subsection (25) defines modeled available groundwateras “the amount of water that the executive administrator determines may be produced onan average annual basis to achieve a desired future condition established under Section36.108.” We report modeled available groundwater estimates by aquifer, groundwaterconservation district, county, regional water planning area, and river basin for use bygroundwater conservation districts and for use in the regional water planning process.
I encourage open communication and coordination between groundwater conservationdistricts, regional water planning groups, and the TWDB to ensure that the modeledavailable groundwater reported in regional water plans and groundwater managementplans are not in conflict. The estimates of modeled available groundwater are the pumpingvolumes that would have to occur to achieve the desired future conditions using the bestavailable scientific tools. However, these estimates are based on assumptions of themagnitude and distribution ofprojected pumping in the aquifer. It is, therefore, importantfor groundwater conservation districts to monitor whether their management of pumping

I encourage open communication and coordination between groundwater conservationdistricts, regional water planning groups, and the TWDB to ensure that the modeledavailable groundwater reported in regional water plans and groundwater managementplans are not in conflict. The estimates of modeled available groundwater are the pumpingvolumes that would have to occur to achieve the desired future conditions using the bestavailable scientific tools. However, these estimates are based on assumptions of themagnitude and distribution ofprojected pumping in the aquifer.
