Major Resource Projects in CanadaProjects Overview
The federal regulatory review process can be described as occurring in 3 key phases:
1) The Pre-Environmental Assessment (Pre-EA) Phasecommences with the formalsubmission of a Project Description by a Proponent.
2) TheEnvironmental Assessment (EA) Phasebegins with the posting of a Notice ofCommencement of an Environmental Assessmenton the Canadian EnvironmentalAssessment Registry Internet Site.
3) The Regulatory Decis ion-Making (Reg) Phasecommences once a federal departmentor agency receives adequate information that a proposed project will likely require aregulatory decision.
As of September 30, 2013, the Major Projects Management Office (MPMO) was responsible formanaging federal regulatory reviews for 76 active major resource project proposals (see fig. 1).

In addition, twelve projects for which the reviews have been completed are also included in thisreport. Three of these continue to be subject to a follow-up program pursuant to the formerCanadian Environmental Assessment Act(CEAA), and are thus still being tracked under the
MPMO Initiative. The MPMO is also engaged in providing advice and guidance on manyprojects where a formal project proposal has not yet been submitted by the Proponent or that donot require a federal EA.
It is important to note that the phases outlined above are described as being separate anddistinct in order to provide a clear means of reporting on the status and progress of each project.However, on a project-by-project basis, certain activities or processes can occur simultaneouslybetween phases.

Projects by Province
Major resource projects are undergoing federal reviews in all regions across Canadarepresenting over $231.1 billion in capital investment and over 100 000 jobs. 55% of MPMOprojects are located in western provinces; the remaining 45% are located in eastern provinces(see Fig. 2).
Investment by Province
Currently, western provinces account for 75% of projected capital investment; eastern provincesaccount for the remaining 25% (see Fig. 3). This is in large part due to the high capitalinvestment required for oil and gas projects, which have an average investment of $16.1 billionper project. Thirty six percent, or approximately $83.2 billion, of the projected capital investmentfor major resource projects is in British Columbia. Alberta follows closely with approximately
$74.2 billion in projected capital investment. Ontario and Newfoundland and Labrador followwith approximately $24.4 billion and $21.2 billion respectively.

Projects by Sector
The mining sector accounts for 69%of all MPMO proposals in Canada 53 proposed projects (see Fig. 4).
The energy sector accounts for theother 31% of MPMO projects. More
than half of these are related to oiland gas development 7 oil and gasproduction proposals and 8 pipelineproposals. The remaining projectsare related to electricity production 1 wind power proposal, 2 nuclearproject proposals1, 4 hydroelectricityproposals, and 2 electricitytransmission proposals.
Investment by Sector
The disclosed capital investment forMPMO projects is more than $231.1billion (see Fig. 5). Although theenergy sector accounts for 31% ofMPMO projects, this sector accountsfor 78%, or approximately $183.9billion of the overall projectedinvestment.
The mining sector accounts for theremaining $47.2 billion in projectedinvestment. These projects accountfor 22% of total projected investment;whereas they represent 69% of thetotal number of major resourceprojects.
