THE MONSOON FLOODS SITUATION JULY 2010

End of June marked the beginning of the Monsoon season in Pakistan with rains in the areas of
Azad Jammu and Kashmir(AJK), Northern parts of Khyber Pakhtunkhwa (KPk) and the upper
Punjab. The second spell of monsoon rains resulted in extensive flash flooding which proved
devastating for the whole country and caused widespread damage especially in KPk, Punjab and
Baluchistan. Hundreds of causalities have been reported from the area, as due to heavy floods
and damage to infrastructure, hundreds of people are reported to be washed away or killed
under debris of their falling houses.
According to the Met-Department’s weather advisory released on 30th July 2010, a fresh
monsoon low pressure, after developing in Bay of Bengal has entered in eastern parts of India.
This weather system is likely to move west-northwest ward during next 24 hrs. Under the
influence of this weather system, monsoon currents of light to moderate intensity are expected
to penetrate in Punjab, Sindh and Kashmir from Sunday. The intensity of monsoon currents is
very likely to increase from Monday, and therefore more monsoon rains/thundershowers are
predicted in Pakistan from 2nd to 4th August, 2010.
The National and Provincial Disaster Management Authorities have also been actively involved in preparedness and response to the
floods. The latest damage assessment figures they have issued are as follows:

Being part of the Red Crescent and Red Cross Movement, PRCS is present all over Pakistan with
its 5 provincial branches, 1 AJK state branch and 1 FATA branch; 89 district branches; more than
100 health centers and 40 Disaster Management (DM) Cells in the 40 most vulnerable districts.
Due to this growing infrastructural capacity, PRCS has been able to be the first to respond and

Heavy rains started on the night of 21 July affected, which initially affected the three districts of
Kohlu, Barkhan and Sibi. According to the information provided to PRCS by the Local
Government, two more districts, namely Loralai and Bolan have been affected as well.
Assessment shows that the total affected households (HH) in these five districts are 7,650.

It was decided in the coordination meeting with PDMA that the PRCS shall provide assistance to
two towns of UC Talli in District Sibi Baluchistan namely Talli and Sultan Kot. Now they have
requested PRCS to look into another village in District Sibi namely Bakhtiarabad and also two
villages in District Loralai.
Assessment
The results of the detailed assessment carried out by PRCS have identified 3,090 affected
families (2,500 in Talli and 590 in Sultan Kot) in UC Talli. The needs identified in these areas are
Food, Shelter, health and Non Food relief items.
Rapid Assessment was carried out by PRCS in two affected villages of District Loralai, UC Cheena
Alizai namely Luni Daman (total population of 650 families) and Wahara (total population of
350 families). Rapid assessment identified 150 affected households, whereas in the detailed
assessment, PRCS has identified 100 affected families. Their houses have been completely
washed away. As an early response, PRCS has provided the local government with 17 tents to
assist the affectees.
Assessment is ongoing in Bakhtiarabad, District Sibi.
Food Distribution
PRCS with support of ICRC is providing the families identified in UC Talli, Sibi with Food packs.
Consignment of 1000 food packs has reached the PRCS DM cell Sibi whereas the rest are stuck
on road due to the roads being cut off. The distribution details are as follows: -

HEALTH
Two PRCS health teams are working in affected areas of Baluchistan. PRCS is running one MHU
in Sultan Kot and Talli and another one in Bakhtiarabad, both in District Sibi. Till now, these
teams have provided health services to more than 870 beneficiaries.

KPk has turned out to be the most affected province of Pakistan in the Monsoon floods. The loss of lives and the extent of damage from the heavy rains and flash floods across KPk over the last three days are still not clear as affected areas is limited and communication networks are disrupted.
Major damages to infrastructure have been sustained. Constant reports are coming in of damages to thousands of houses and roads and OCHA reports that at least 45 bridges all over the Province have been damaged. As a result, search and rescue as well as assessments operations are still patchy and do not cover the whole of the affected area. The worst affected districts in Charsadda, Swat, Nowshera and Lower and Upper Dir. COORDINATION
The district authorities have requested Pakistan Red Crescent Society DIKhan to extend assistance and cooperation to the vulnerable and needy people.
ASSESSMENT
PRCS has carried out a rapid Assessment of the affected areas of DI Khan. The affected Union councils are Band Korai and Kech. The area is situated 34 KM from the District DIKhan. 7 villages
have been affected in these UCs. Out of the 2,658 families (19,450 individuals) of the seven affected villages, 565 HH have been identified as affected. The immediate needs identified are Shelter, Food packs, non-food items and Emergency medicines for the already existing 02 health facilities PRCS also carried out Rapid Assessment of District Tank. The affected villages of District Tank are Bhagwal, Kot Akram, Kot Allah Dad, Pir Abad and Village Cheena. PRCS Rapid Assessment Team (RAT) carried out assessment in Bhagwal which is the most affected whereas the rest of the villages are partially affected. 139 affected families have been identified here and the most pressing needs are Shelter, Food and non food relief Items.
PRCS with support of German Red Cross (GRC) also carried out assessments in Kohistan and
Chitral. 79 deaths and 1160 damaged houses have been reported in Khayal valley in District
Pattan; Kohistan and 45 damaged houses have been reported in Village Booni, Shishi Koh Valley
and Bumburate Valley; Chitral. According to our teams in Kohistan, the condition is much worse
but they are facing accessibility problems.

PRCS carried out another Rapid Assessment in District Mansehra. They report 8 deaths, 14
injuries and 280 displaced/affected families. During the coordination meetings, it was
suggested that PRCS shall provide the affected families with non food relief items. The stocks
are available in Mansehra and as soon as the logistic aspects are taken care of the distribution
shall be carried out.
RESPONSE
PRCS has dispatched food items as well as Shelter and non food relief items for the 565 affected families of DI Khan. The distribution shall commence when the stocks reach the PRCS branch in DI Khan. PRCS and Turkish Red Crescent (TRC) jointly distributed biscuits, juice boxes and mineral water to 15 affected families as emergency relief in Risalpur.
HEALTH
PRCS with support of GRC organized an emergency health camp in Garhi Momin and Akbarpura, Distrcit Nowshera for the displaced and stranded people there. The PRCS Heath teams provided health services to 800 individuals including 377 females. Most frequent cases were of skin infection and minor injuries.

The Southern District Rajanpur
of Punjab Province is affected by
the heavy rainfall. The rains
caused heavy floods in the
downstream areas. On the first
day 23-04-2010, 43,000 cusec fit
water hit the area. In the
following days it turned into
further disruption as the
people/villages got cut off in
terms of accessibility. 7 relief
camps have been established
and are being managed by the
District government, but as the
flow of water in water Channels
is reducing, people have started
to return to their localities.
ASSESSMENT
PRCS Assessment team carried out assessment of the affected area of Rajanpur as far as
access could be possible. 2200 families (approx. 15,400 individuals) have been affected, 2505
houses have been damaged and more than 11300 acres of crops have been destroyed. Major
needs identified are of Shelter, Food and Hygiene kits, stoves and tarpaulin sheets.
PRCS also carried out Rapid assessment in Mianwali. The findings show that 93 villages have
been affected, 11680 people are affected, 93400 acres of crops have been affected, 2257
houses damaged, 5 casualties, 2 injured and high loss of livestock also reported. 10 relief camps
have been established by the Government to assist the affected people.

RESPONSE
Rajanpur
On request of the district Government, PRCS provided those with 50 units of the following
items to help them in response/relief efforts:

tarpaulin sheets
kerosene stoves
Distribution of NFI amongst 200-300 flood affected families of Rajanpur will start as soon as the
stocks reach the warehouse.
Mianwali
Distribution of 50 tents was done in EsaKhail area of Mianwali. Distribution of NFI amongst 200
affected families of flood will take place within 2 days.
Jehlum and Gujrat
100 NFI kits have been moved to the DM cell Jehlum and Gujrat to cater for the affected
families of the 7 affected villages of these districts.

Due to the accumulation of water from the monsoon rains, a high level flood in Neelum River
passed through Muzaffarabad city. Breach in the Zilzal Lake occurred which resulted a notable
raise in the water level of river Jehlum. Situation in muzaffarabad is move towards normal, but
there is still emergency situation in Bagh. Heavy rains have caused flash flooding which has
affected the residential and commercial areas.
ASSESSMENT
Teams of Pakistan Red Crescent Society
visited various locations of district
Muzaffarabad including Bela Makri, Taali
Mandi, Lower Plate, Tariqabad, Central
Plate and Shoukat Line near army stadium
to monitoring the flood situation.
PRCS conducted rapid assessment in
Muzafarabad district. The findings show
that 8 people drowned in the flood river,
20 houses have partially submerged in
water and 400 families are at a potentially
risky area if the weather worsens.
Rapid assessment was also carried out in
District Bagh by PRCS. PRCS RAT reported
that 81 families have been badly affected
by flash floods, 81 houses affected out of
which 20 totally washed away and 5
vehicles sunk in the flood water.
Rapid assessment of District Neelum
showed about 380 to 400 families at
high risk areas surrounding river
neelum. The need for evacuation to safe places was identified.

PRCS distributed Shelter and Non Food relief items (tarpaulin sheets, kitchen set and 3 x
blankets) to 19 flood affected families of District Bagh.
RED CROSS AND RED CRESCENT MOVEMENT RESPONSE
PRCS has launched a campaign of helping 15000 monsoon floods affected families all over
Pakistan. The relief plan will include 8000 families from Khyber-Pakhunkhwa, 5000 families in
Balochistan and 3000 families in Punjab affected areas, and this figure is likely to increase with
other partners chipping in. Regular coordination meetings are being carried out with the Red
Cross and Red Crescent Movement representatives and partners in Pakistan, to respond with
an integrated and coordinated approach. Summary of what the Movement partners and other
National societies are contributing is as follows:
1. International Committee of the Red Cross (ICRC)
ICRC offered assistance to provide support to 3000 additional families (apart from 3000 previously) in Baluchistan
Possible assistance can be in Food, Non Food relief Items (NFIs), WATHAB and Health
Apart from Baluchistan, ICRC may be able to support PRCS in KPK and FATA.
2. The International Federation of Red Cross and Red Crescent Societies (IFRC)
IFRC has immediately launched the Disaster Response Emergency Fund (DREF) worth CHF 250,000 to assist the flood affectees
3. Danish Red Cross (DRC)
DRC shall support the overall DREF appeal launched by the IFRC
4. Canadian Red Cross (CRC)
Two mobile health units (MHUs) in Swat shall be used for the flood affectees for a period of one month. Moreover a team of six paramedics will also be available.
CRC will procure NFIs worth 20, 000 CHF based on needs identified by PRCS.
CRC shall also look into the possibility of supporting the IFRC appeal.
5. Turkish Red Crescent (TRC)
TRC offered support worth $25,000 for the procurement of NFIs & Food.
6. German Red Cross (GRC)
GRC has already launched appeal for public donations through media in Germany.
GRC shall also support the PRCS in the deployment of ERUs if needed.
