Mississippi Child Care Market Rate Survey

The Mississippi Department of Human Services (MDHS) Division of Early Childhood Care and Development (DECCD) contracted with the Early Years Network (EYN) housed within the School of Human Sciences at Mississippi State University (MSU) to conduct the 2016 Market Rate Survey. This report is a final report; it contains all survey information collected from an online survey that was sent to child care centers and family child care centers statewide. The objective of the Market Rate Survey is to gather and report on the rates charged to the general public (or the “market rate”) for child care across the state of Mississippi. A market rate survey assesses both the prices charged by providers in the child care market. All states are required to conduct market rate surveys triennially, however the method and design of collecting such information is left to the discretion of each individual state. Analysis of the MRS responses indicates that 840 respondents chose to provide at least some information in the first portion of the survey which captured provider tuition information. Further analysis of this section is included in Appendix A. The scope of the 2016 MRS was increased to account for not only market rate, but also provider cost – a strategy which is supported by language in the CCDBG (658(c)(4)(B)) authorizing alternative methodologies or cost estimation models. DECCD added a section to the 2016 MRS to collect information regarding costs incurred by the provider for the provision of child care. DECCD believed that the consideration of provider cost in addition to the market rate would allow for a more thorough assessment of the reimbursement system and would inform any decision to change reimbursement rates that support equal access to child care services among subsidy recipients. DECCD was interested to know if providers set their rates based on subsidy reimbursement rather than the actual cost of providing care. Stakeholder feedback was incorporated into the final draft of the 2016 MRS survey instrument. The
initial draft of the survey instrument did not have multiple sections and did not differentiate between
questions regarding market rate and questions regarding provider cost. When DECCD sent this initial
draft of the survey instrument to stakeholders across the state, providers raised a concern that the
addition of the questions regarding provider cost would discourage providers who do not participate in
the Child Care Payment Program from completing the survey. In response to this concern, DECCD
separated the MRS into two very distinct sections. The first section captured market rate information.
Further analysis of this section is included in Appendix A. The second section captured provider cost
information. Providers were not required to complete the second section in order to submit the market
rate survey. Further analysis of this section is included in Appendix B.
To address concerns regarding the length of the survey, the market rate portion of the survey was condensed from (6) pages in the 2013 survey to (3) pages in the 2016 survey. Once the market rate

portion was complete, respondents were given a clear choice to proceed and answer additional provider cost questions (totaling 5 pages) or to end and submit the survey. If a respondent entered the second section of the survey and decided they did not want to proceed for any reason, the respondent had the option to end and submit at any time. Analysis of the MRS responses indicates that 291 (n = 840) or 34.64 percent of respondents chose to provide at least some information in the second portion of the survey which captured provider cost information.
Population and Sampling
Licensed child care facilities and family/in-home providers were contacted via email with a request to complete the survey by following a link to the survey in Qualtrics. Qualtrics is a research software that allows users to do many types of online data collection and analyses, including market research, and allows for quantitative statistical analyses upon completion of the study. Providers included in the sample are those who belong to EYN list servs and the entire population of CCPS-approved providers in the DECCD child care subsidy program. An email was sent across three EYN list servs and was sent to a total of 8,040 individuals (5,435 unique email addresses, as some email addresses were on multiple list servs). The survey was initially sent on December 21, 2015. Email reminders about the survey were sent on January 4, 2016 and January 13, 2016. The initial email for CCPS-approved providers was sent out on December 18, 2015 to the entire population of providers in that list (n = 1,391). Email reminders about the survey were sent on January 4, 2016 (n = 1,386) and January 13, 2016 (n = 1,391). Additionally, a paper survey was created for providers who did not have access to the internet or who preferred a paper version. Respondents able to request the paper survey by calling the Early Years Network, and the survey was then mailed to providers. When the paper surveys were returned, the data were manually entered into Qualtrics.
CCDF Certificates
Overall, 1,650 licensed and family/in-home centers accept CCDF certificates. Of these 1,650 centers, 1, 091 are licensed centers and 559 are family/in-home providers. Of the licensed centers, 702 (64.3 %) are in Tier 1 and 398 (35.7%) are in Tier 2. Of the family/in-home providers, 9 (1.6%) are in Tier 1, 16 (2.9%) are in Tier 2, and 534 (95.5%) are in Tier 3.
Vacancies
Vacancies were calculated by subtracting the current enrollment of children in licensed centers from the total capacity of children in licensed centers. The current Mississippi State Department of Health licensed center list indicates there are 31,900 total vacancies of a total maximum capacity of 126,168. The NACCRRAware database, in use by Resource and Referrals statewide, is an online program that

generates child care referrals and reports, and manages provider, client, and community data. It shows there are 298 vacancies in family/in-home care facilities.
Survey Analysis Methodology
Once the Market Rate Survey closed, all survey responses were downloaded from Qualtrics into an Excel file for initial analysis. The data file was first evaluated by county to provide a geographic area. Corrections were made to the County indicator in the following ways: capitalization errors, misspellings, city to city and state or country to county, if possible. The state and country to county corrections could only be made if the respondent provided a name, address, or if Qualtrics provided a geocode location. In the case that several surveys had the same geocoded location and correct county could not be determined, surveys were discarded. In the case that multiple counties were listed (i.e., for Head Start), an entry was created for each county. After evaluating and correcting the County indicator, data quality was checked across each indicator. Provider Type and Status Licensure: If the survey reported Provider Type as Child Care Center but the licensure type as Unlicensed Family Child Care, the Provider Type was changed to Family Child Care. If the survey reported Provider Type as Family Child Care, but the licensure type as License Exempt, the license type was changed to Unlicensed Family Child Care. Months Facility Operates: If the survey reported 365, the data were transformed to 12 (12 months in a year). If responses were not able to be converted to a monthly time frame, the responses were discarded. Licensed Capacity: Any responses with a range, more than one response, or ‘N/A’ were discarded. Participate in CCPS: Responses did not require manipulation or discarding. Child Tuition Enrollment: Responses which included ‘N/A’, newborn, or currency amounts were discarded. An outlier of 42,370 was removed. Child tuition 0-12 Rates: Non-numeric responses (such as ‘Full-time’) were discarded. Additionally, responses of ‘0’, ‘N/A’ and ranges were discarded. If a weekly rate was given and a monthly rate was needed, the weekly rate was multiplied by 52 and divided by 12. If a monthly rate was given and a weekly rate was needed, the monthly rate was multiplied by 12 and divided by 52. If a daily rate was given, the rate was converted to a weekly rate by multiplying the daily rate time 255 (number of days in a year, minus 2 weekend days per week) and divided by 52. Further analysis of Child Tuition Rates was conducted using SPSS (v. 23) to help determine additional outliers. An outlier was defined as a value that was more than three times the Interquartile Range (the middle 50% of the scores) away from the mean. Values that were determined to be an outlier were removed from the dataset. Center definition of part-time and full-time care: The following types of responses were discarded: ranges, ‘0’, ‘N/A’, and those greater than 24 hours. A rule was then implemented that if a response was given as either more than or less than a certain number of hours (i.e., <5), the number was counted in the part-time category. Charge fees: Answers of ‘0’ or ‘N/A’, as well as ranges were discarded. If individuals checked both ‘Yes’ and ‘No’, and no fee was reported, the response was discarded. If there were several responses given, based on the number of children, the first response was used. If the survey reports ‘No’, but a fee was provided, the fee was used in the response.

Qualify for CACFP: Responses of ‘0’, ‘N/A’, percentages or any response other than a number were discarded. An outlier of 3,944 was removed. Fundraiser/Grants: Responses of ‘0’ or ‘N/A’ were discarded. An outlier of $5,000,000,000 was removed. Staff Rate of Pay: Answers of ‘0’, ‘N/A’, a range or text (i.e., ‘HCC salary’) were discarded. All participants were asked to respond to a weekly or yearly rate. If weekly rates were given, they were converted to a yearly response, by multiplying by 52. For weekly responses of $20 or below, it was assumed that the participant responded to an hourly rate. The hourly rates were then converted to yearly rates by multiplying by 40 (for full-time) or 20 (for part-time), and then multiplied by 52. Outliers of $1,500,000,000 and $1,600,000,000 for part-time and full-time were removed. Benefits: Responses of ‘0’, ‘N/A’, percentages, ranges, and text (i.e., ‘yes’) were discarded. All participants were asked to respond to a monthly or yearly amount. If a yearly amount was not given, monthly amounts were converted to yearly amounts by multiplying by 12. Operating Expenses: Response of ‘0’, ‘N/A’ and ranges were discarded. All participants were asked to respond to a monthly or yearly amount. If a yearly amount was not given, monthly amounts were converted to yearly amounts by multiplying by 12. Fingerprinting: Responses of ‘0’ were discarded. Once data had been successfully cleaned, they were analyzed using SPSS (v. 23). Data were divided into two datasets: child care centers and family child care/in-home providers. Descriptive statistics for each question (analyzed overall and at the county level) were reported through Crosstabs, Compare Means, and Frequency tables based on question structure.
Current Records
A total of 614 licensed child care facility survey responses and 226 family/in-home provider survey responses from the Qualtrics survey were utilized for the purpose of reporting the data. Table 1 contains the number of current survey responses with reported rates by time and age category. These data were used to complete the market rate survey rate information. The survey was voluntary; therefore, not all facilities chose to participate in reporting rate information. A chart listing the average rates by age group by county sorted from highest to lowest rates can be found in Appendix A.

Weekly and Monthly Childcare Rates
Child care rates reported by licensed centers were generally higher than those reported by family/in-home providers. The 75th percentile by center type, time, and age are provided in Table 2. The 75th percentile was calculated in SPSS using the following procedures: the values were arranged from lowest to highest and the following value was determined: ¾ (n +1)th value, where n is the number of data values in the data set. In the instance where the previous calculation creates a decimal, the average of the two numbers is used to determine the 75th percentile. Highest and lowest rate areas for licensed child care centers were calculated by taking the average rate reported across the five age groups and sorting them highest to lowest based on full-time monthly tuition. The top and bottom ten percent of counties were used to determine these areas. All rates reported from those individual counties were used to calculate the 75th percentile for the highest and lowest rate areas. The highest rate counties included DeSoto, Hancock, Harrison, Lafayette, Lamar and Rankin. The lowest rates counties included Covington, Holmes, Neshoba, Noxubee, Simpson, and Stone. The results are shown in Tables 3 and 4.

Family Child Care
Highest and lowest rate areas for family child care/in-home providers were calculated by taking the average rate reported across the five age groups and sorting them highest to lowest based on full-time monthly tuition. The top ten percent and bottom 20 percent of counties (due to a lower response rate) were used to determine these areas. All rates reported from those individual counties were used to calculate the 75th percentile for the highest and lowest rate areas. The highest rate counties included DeSoto, Forrest, Jackson, Jasper, Pearl River, and Pike. The lowest rate counties included Adams, Claiborne, Clarke, Humphreys, Lee, and Neshoba. The results are shown in Tables 5 and 6.

Highest and Lowest Rate Areas by Number of Children Receiving Subsidies
The highest and lowest rate areas by number of children receiving subsides were determined by taking the highest and lowest populations of children receiving subsides by county. Then, based on average full-time monthly rates by county, the top and bottom ten percent of counties were determined. All rates reported from those individual counties were used to calculate the 75th percentile for highest and lowest subsidy-receiving areas. Counties with the highest concentration of subsidies included Coahoma, Harrison, Hinds, Jackson, Lee, Leflore, Warren and Washington. Counties with the lowest concentration of subsidies included Amite, Benton, Choctaw, Franklin, Issaquena, Perry, Smith and Webster. Rates for areas with the lowest concentrations for both child care centers and family child care/in-home are unavailable due to a lack of responses in the survey data for those counties. Results are shown in Tables 7 and 8.

The objective of the Market Rate Survey is to gather and report on the rates charged to the general public (or the “market rate”) for child care across the state of Mississippi. A market rate survey assesses both the prices charged by providers and paid for by parents in the child care market. All states are required to conduct market rate surveys triennially, however the method and design of collecting such information is left to the discretion of each individual state. Results will be displayed at the overall level, as well as at the county level. CCC is Child Care Center. FCC is an in-home or family child care provider.

Question 4 Analysis by County This question was used to determine a response rate by county. The following maps (Figures 4 and 5)
depict the number of responses, as well as the response rate based on the number of centers in each
county.
For child care centers, the percent response rate was calculated using the number of centers by county
in the most current Mississippi State Department of Health (MSDH) licensure list. For example, Lowndes
County had 23 centers respond to the Market Rate Survey. There are 44 centers on the MSDH licensure
list. Therefore, (23/44)*100 yields a 52% response rate for Lowndes County.
For family child care/in-home providers, the percent response was calculated using the number of
providers by county approved to receive child care subsidies. Since family child care/in-home providers
are not required to be licensed, their exact population is unknown. The population is estimated using
data from the MDHS DECCD Child Care Payment System. For example, Lowndes County had three
providers respond to the Market Rate Survey. There are 6 providers approved to receive subsidies from
DECCD. Therefore, (3/6)*100 yields a 50% response rate for Lowndes County.
