Potential

and internet.
This coupled with the Huge and Growing Base of Mobile Phone Subscribers andavailability of Low Cost Handsets gives the great potential for improving the access to and delivery of public services in India through Mobile devicesdelivery of public services in India through Mobile devices.

Low cost handsets with GPRS featured in them are being produced these days and this has made it possible to deliver public services using these technologies in addition to the SMS based services.

Where are we currently on mGovernance?
Development stage 1 – Information based service.
Channel: SMS - Mobile network based access
•Usually limited to receiving information via the mobile phone. •a two way communication is not established;•the service available to a user will be restricted to receiving an SMS on the mobile phone

Development stage 2 – Interaction based service.
Channel: SMS / USSD – N/Wbased accessbased access
Interaction •Two way communication is established between the user and the service provider. •Instead of receiving alerts only when payment for a service is due, the user can send a code through SMS to the service provider at anytime and quickly receive a response

SMS to the service provider at anytime and quickly receive a response.
Development stage 3 –Transaction based service
Availability of technical infrastructure, seamless integration with Back-end systems of Govt agencies and core banking systems, security concerns, etc
Ch l SMS / USSDChannel: SMS / USSD - Mobile NW based.GPRS/WiFi/3G - Browser based.
Transaction The ability to facilitate transactions comes at the third stage of the development phase. Transactions usually pertain to sending requests for services, receiving the services, making payment for services or transferring funds. Here, the user cannot only receive an SMS stating his

bill but can also pay the bill by sending an SMS.
Development stage 4 – Transformational
Multiple stakeholders- Mobile NW operators, VAS / ASPs, Govt agencies, Applications, regulatory bodies, etc
