Rationale The National Malaria Control and Elimination Program has shifted
from control to elimination status. Thus, there is a need to orient
the health personnel on the updated procedures for the basic
interventions required to eliminate malaria.
Definition This refers to the proportion of diagnostic facilities with health
personnel oriented on the revised 2015 malaria MOP. For each
facility, all the following health personnel must receive the MOP
orientation:
1. BHS: midwife, barangay microscopist and RDT volunteer (if
available)
2. RHU: municipal or city health officer, malaria coordinator and
medical technologist
3. Public hospital: chief of hospitals or clinics and at least 1
medical technologist

Given the limited number of medical technologists among service
providers and validators, facilities providing malaria diagnostic
and treatment services should be subjected to QAS procedures to
ensure quality of services and adherence to DOH standards.
Definition This refers to the proportion of provinces/cities have at least one
diagnostic facility participating in quality assurance system (QAS).
A facility is said to be participating if they have the required
trained staff, equipment and laboratory supplies, are regularly
submitting blood smears for malaria parasites to and receive
feedback from the interregional collaborating center for malaria
and other vector-borne diseases.

Rationale This measures trend of malaria morbidity and highlights location
and quantity of ongoing transmission. This indicator is the most
important measure of progress and management in low-incidence
areas.
Mapping of active breeding sites has to be undertaken, including
the collection of larva/adult species to identify presence of vectors
and based on these studies, appropriate vector control measures
can be instituted.
Definition This refers to the proportion of provinces/cities that have been
visited by the Regional Entomological Team and have completed
or updated identification of all active vector breeding sites.
An active breeding site may be a slow flowing partly-shaded
stream or semi-stagnant body of water open to sunlight with the
presence of Anopheles mosquitoes or larvae.

Rationale This attempts to measure the extent of LLIN coverage as a means
of preventing malaria among at risk population. This indicator
shows the potential coverage of at-risk population given the
assumption that 1 LLIN covers 2 persons.
Definition This refers to proportion of population-at-risk potentially covered
by long-lasting insecticide nets (LLIN) distributed at a ratio of 1 net
per 2 persons.
Population-at-risk potentially covered by long-lasting insecticide
nets (LLIN) is estimated by adding:
1. At-risk population potentially covered by LLIN distributed during
the reporting period; and
2. The population covered in the past 2 years minus attrition rate
of 10% per year
To calculate (Item 1) at-risk population potentially covered by LLIN
distributed during the reporting period: Multiply the number of
LLIN distributed by 2 persons per LLIN
Population at-risk refers to population living in areas with stable,
unstable, sporadic, and malaria-prone transmission.
Stable – continuous presence of at least one indigenous malaria
case in a month for 6 months or more at any time during the past
three years;
Unstable – continuous presence of at least one indigenous
malaria case in a month for less than 6 months at any time during
the past three years;
Sporadic - presence of at least one indigenous malaria case at any
time in the past 5 years; and
Malaria-Prone Area(MPA) - Zero indigenous case for the past five
years
