BY NIKKI ACKERMANSTAFF WRITER
When Nick Wagner started brain-
storming ideas for his Eagle Scout project,he knew exactly where he would focus hisefforts.
I knew that I wanted to give back tothe Lutheran Church of The Prince of Peacein Menomonee Falls, explained the 17-year-old ingoing senior at MenomoneeFalls High School. They have been gener-ous hosts to my troop (Boy Scout Troop109) for many years so a project to benefitthem seemed like a great way to say thankyou.
Nick reached out to church leadersand was informed that their youth group
would love an outdoor fire pit with benchseating. This sounded like an exciting, useful,
and lasting project, which is what led me toselect it, he said.
The Scout took on the challenge onestep at a time, learning some very usefullessons along the way.
Throughout my project, I was facedwith situations that required problem-solv-ing and continuous planning/communica-tion, he said. I learned the importance ofalways taking charge of the situation, evenwhen there are professionals involved.Additionally, an effective leader shouldtrust, but verify. Even with the best inten-tions, people may inadvertently work
against each other if careful leadership isnot employed.
Due to some honest miscalculations, theproject, for all practical purposes, had to
be done twice. It was first completed inthe summer of 2012, and for the secondand final time earlier this year.
After digging the post holes, it slippedmy mind to tamp down the dirt at the bot-tom, Nick humbly acknowledged.Further, I did not know that one shouldhave a layer of stone/gravel at the bottomof the hole before pouring concrete. Thesetwo slip-ups led to somewhat severe set-tling, which in turn led to another summer ofwork.
However, Nick viewed the re-do as agrowth opportunity rather than a setback.
I am most proud of the fact that we did theproject twice, he said.Another highlight was during the final
work day, Nick shared. After running into one difficulty after
another that morning, and the chances offinishing the project that weekend lookingdim, it was incredibly rewarding to see myvolunteers rally and finish strong, he said.Though I never had expected to essential-ly complete this project twice, I am extreme-ly pleased with the final result.
In total, 271 hoursvolunteered byScouts from Nicks troop and adult Scoutleaders both his and other troopswent intothe project.
Overall, I received help from 51 dif-
ferent people, the Scout said. With an initial budget prediction of$1,600, Nick ended up receiving $2,500in donationsalong with donations of mate-rials and equipmentafter reaching out tofriends and family with a letter explaininghis project.
I was amazed by the generosity Iencountered, even from store owners whomI had never met, and I would encouragefuture Scouts to remember that many peo-ple may be willing to donate or offer youdiscounts towards your Eagle Project, hesaid.

A proposed gas station near the northeastcorner of Pilgrim Road and Main Street shouldhave a design that matches the quality of newdevelopment in the area, Menomonee FallsVillage President Randy Newman indicated dur-ing the Aug. 5 Plan Commission meeting.
Whatever we do, I think Kwik Trip has tounderstand, architecturally, this is going to haveto look great, Newman said.
The commission got a first look at severalitems related to the request by Kwik Trip to con-struct a station near the northeast corner ofPilgrim Road and Main Street. Kwik Trip has anoffer to purchase land near the corner.
Among items related to the request are: A request to amend the land use compo-
nent of the village's Comprehensive Plan fromthe mixed use classification to the commercialland use classification. The change is neededfor Kwik Trip to proceed with its plans.
Director of Community Development Matt
Carran said that since 2011 approximately 15acres of land in the area has been changedfrom the mixed use/ high density residential andmedium density classification to the commercialdesignation. The request was modified toinclude two adjacent properties, including thelocation of an Autozone, so that they could alsobe changed to a commercial designation in theComprehensive Plan.
A request to modify the PlannedDevelopment District for the northeast corner ofPilgrim Road and Main Street. Carran said thechange from mixed use residential is beingrequested by the village to allow commercialdevelopment at the site. The changes wouldremove setbacks and require buildings to benear the street. In addition, the boundary of the"A" sector, which covers the northeast corner, would be changed to include the nearbyAutoZone building.
A conditional use request by Kwik Trip fora conditional use permit to allow the building tobe constructed and operated. The company isproposing a 5,700-square-foot conveniencestore that would include a 40-foot canopy thatwould be placed over 11 fuel pumps. The storewould be open 24 hours daily and wouldemploy between 15 and 20 employees, according to the staff report.
In addition, a separate 2,000-square-footbuilding is proposed at the corner. No tenanthas been announced for that building.
Carran said if the gas station is approved, achain link fence along Cleveland Avenueshould be removed and pedestrian connectionshould be made from Cleveland Avenue to thegas station. Also, staff is recommending thebuilding be as close to the fuel canopy as pos-sible to increase the setback from ClevelandAvenue.
During discussion, Newman indicated thatpumps will have to be screened, similar to gasstation projects in other communities.
This is supposed to be one of our gatewaynode entrances. I dont want a gas station on agateway node, Newman said. If we would(put a gas station) there, its a high bar for archi-tecture. In my opinion, thats my thought goinginto it.
Newman indicated he wasnt favoring oropposing the request at this point, but doeswant to keep a high architectural standard forthe area.
The items were before the commission forinitial review and discussion only. Public hear-ings on the three requests will be held at theSept. 9 Plan Commission meeting.

Waukesha County officials will seek toaddress a projected $5.2 million shortfallbetween expenses and revenues for the 2015budget.
I will introduce a budget that closes a $5.2(million) gap through efficiency, collaboration, innovation and spending reductions,Waukesha County Executive Dan Vrakas wroteduring a Twitter Town Hall on the budgetprocess held July 30. The social media event fol-lowed three meetings across the county.
According to information from county staff, revenues are projected to fall by $1.27 million. That includes a projected $200,000 reductionin courts revenue and a reduction of $200,000general transportation aids.
Vrakas stated that court filings, fines andforfeiture revenue have been trending downover the last five years.
On the transportation side, we are stillmaking up for significant cuts in state aid overthe last few years, Vrakas said.
Also, delinquent tax revenue and reducedinvestment income is projected to count for a$690,000 loss in revenue.
During the Twitter Town Hall, Vrakas indi-cated that law enforcement and public safetyare among the greatest areas of increasedexpenses in county operations.
We are prioritizing within our budget and
holding costs down through innovative pro-grams, he said.
According to information provided by coun-ty staff, justice and public safety covered 21 per-cent of the current county budget while humanservices accounted for 25 percent. During hispresentation, Vrakas noted that the county willbe contracting with the Lad Lake organization toprovide juvenile shelter care, saving the county$130,000. He also noted the county has con-tracted or privatized approximately 60 countyfunctions.
When asked if there would be property taxlevy increase or if the levy would remain flat,Vrakas said my goal is to freeze the county por-tion of the tax bill on a median-valued home.
Vrakas also mentioned that WaukeshaCounty has the third lowest property tax rate inthe state at $2.21 per $1,000 valuation.
Information from county staff indicated thatWaukesha County has the lowest rate amongcounties that dont impose a .5 percent salestax. Vrakas added that county residents saveapproximately $35 million annually by not hav-ing a sales tax.
Vrakas also cited data showing thatWaukesha County has the fewest number ofcounty employees per capita, with 3.5 employ-ees per 1,000 residents.
Vrakas will introduce the proposed countybudget in September. The County Board willthen meet to discuss and revise the budgetbefore a final board vote is taken in November.
