Vietnamization, 1969–1972
Nixon Doctrine
Severe communist losses during the Tet Offensive allowed U.S. President Richard Nixon to begin troop
withdrawals. His plan, called the Nixon Doctrine, was to build up the ARVN, so that they could take over the
defense of South Vietnam. The policy became known as "Vietnamization". Vietnamization had much in
common with the policies of the Kennedy administration. One important difference, however, remained. While
Kennedy insisted that the South Vietnamese fight the war themselves, he attempted to limit the scope of the
conflict.
Nixon said in an announcement, "I am tonight announcing plans for the withdrawal of an additional
150,000 American troops to be completed during the spring of next year. This will bring a total reduction of
265,500 men in our armed forces in Vietnam below the level that existed when we took office 15 months ago."
On 10 October 1969, Nixon ordered a squadron of 18 B-52s loaded with nuclear weapons to race to the
border of Soviet airspace to convince the Soviet Union that he was capable of anything to end the Vietnam War.
Nixon also pursued negotiations. Theater commander Creighton Abrams shifted to smaller operations,
aimed at communist logistics, with better use of firepower and more cooperation with the ARVN. Nixon also
began to pursue détente with the Soviet Union and rapprochement with the People's Republic of China. This
policy helped to decrease global tensions. Détente led to nuclear arms reduction on the part of both
superpowers. But Nixon was disappointed that the PRC and the Soviet Union continued to supply the North
Vietnamese with aid. In September 1969, Ho Chi Minh died at age seventy-nine.
The anti-war movement was gaining strength in the United States. Nixon appealed to the "silent
majority" of Americans to support the war. But revelations of the My Lai Massacre, in which a U.S. Army
platoon raped and killed civilians, and the 1969 "Green Beret Affair" where eight Special Forces soldiers,
including the 5th Special Forces Group Commander were arrested for the murder[218]
of a suspected double
agent[219]
provoked national and international outrage.
Beginning in 1970, American troops were being taken away from border areas where much more killing
took place, and instead put along the coast and interior, which is one reason why casualties in 1970 were less
than half of 1969's totals.

I am sure that everyone is glad that spring is finally here (I THINK) and we can look forward to all the events that we have planned for the summer. I would like to thank all our volunteers for all their hard work. I am sure many of you do not realize the time, talent, and energy our volunteers put forth. The Marching Unit participated in the St. Patrick Parade, what a difference in the weather, 60 degree difference. The guys were loyal and did a fantastic job.
JIM COLLINS made this remark—“for the 35 minutes I was able to last at the St. Patrick Day Parade in Rochester, I was so proud to see VVA 20 go past. Everyone around my family gave your guys a standing ovation.” Thank You... This is one of many parades and events that our Marching Unit will participate in during the summer. On April 6, 2013 I, Ron Trovato and Jerry McDermott attended the New York State Council Meeting in Owego, NY. Among other discussions, I was given the great news that Chapter 20 is the largest Chapter in NY State with 558 members surpassing Chapter 77 in Buffalo, NY. Thank You members!!!
VIETNAM VETERANS HONORED! On March 29, 2013, for the second year, Monroe County proclaimed that day
to be Vietnam Veterans Day.
We were honored for the sacrifice to ourselves and our families. We did it for our country and we are damn proud of it.

POW/MIA Joe Peck, Chairman
The new reports from the Defense Prisoner of War* Missing Personnel Office (DPMO), the Joint Prisoners of War, Missing in Action (JPAC) and the National League of Families indicate that a missing Air Force pilot has been recovered and recently accounted for. The total number of Americans still missing and unaccounted for from the Vietnam War is now at 1650. Major Larry James Hanley, U.S. Air Force from Walla Walla, Washington was a pilot of a F105D Aircraft assigned to the 357th Tac fighter squadron of the 355th Tac fighter wing in the 7th Air Force. On November 4, 1969 during his 2nd tour in Vietnam, Major Hanley’s aircraft No.1734, while on a bombing mission in North Vietnam, was shot down by enemy ground fire near Khammouan Province in Laos. No other information concerning this case has been released by the DOD or JPAC. His remains were located and returned to the U.S. and he was accounted for on March 20, 2013. He will be buried with full military honors in the summer of 2013 in his hometown of Walla Walla, Washington There are also reports of the recoveries and identifications of individuals from the following wars:
1st. Lt. John E. Terpning, US Army Air Corps was reported missing May 7, 1944 in Papua, New Guinea. His remains were recovered and in April 2008. He was accounted for on March 28, 2013 and will be laid to rest in Arlington Cemetery April 3, 2013.
Staff Sgt. James McKain, US Army Air Corps was reported missing May 7, 1944 in Papua, New Guinea. His was accounted for on March 2, 2013. He will be laid to rest in Arlington Cemetery in the spring of 2013.
Cpl. Billy M. Mcintryre, US Army was lost Dec. 7, 1950 near the Chosen Reservoir, North Korea. He was accounted for Feb. 7, 2013 and will be buried in Carter, Oklahoma in the summer of 2013.
Master Sgt. Ernest W, Grainger, US Army was lost on July 11, 1950 near Chochiwon, North Korea. He was accounted for on Feb. 28, 2013 and will be buried in Conway, South Carolina in April 2013.
1st. Lt. Douglas H. Haag, US Army was lost about July 10th 1950 near Chochiwon, North Korea. He was accounted for on Feb. 28, 2013 and will be buried in Louisville, Kentucky in the spring of 2013.
Sgt. Bernard J. Fisher, US Army was lost Jan. 1, 1951 near Seoul, South Korea. He was accounted for on March 14, 2013 and will be buried at Arlington National Cemetery on July 9, 2013.
These families now have the peace of mind as to where their loved ones now rest. Not in foreign lands or foreign seas but here on American soil. We welcome you home brothers.

The WINNERS for year five of our Fit Vet Challenge are the Air Force. That’s right one more year in the
books, one more chance to brag about being a BIG LOSER for good health! One more chance to
demonstrate to yourself that good habits undertaken can lead to some very good, positive and healthy
outcomes. Just take what you have been doing these past several months, and keep on keeping on. Since our
very first Fit Vet Challenge, we have advocated for your better health through doing the little things, getting
more exercise of any type (gardening, yard work, walking, taking the stairs, a favorite hobby, etc) anything
that would get you moving more than your status quo coach potato activity. Plus we advocated eating a little
less too! Not super sizing, but minimizing your portions. Nothing was said about “can’t, don’t, restricted,
no touchy, no extras,” this was not about denying anything, this was about doing with just a little less
consumption! So there was no harm no foul if you went off the food reservation so to speak, and got back
behind the wire later to work on your healthy habits. The point to all of this is simply awareness. No more
no less, kind of like move more, eat less. Let me extend my congratulations to all the winners, and to all who
participated in the Fit Vet Challenge year Five event. Before you know it, our 6th
Annual Fit Vet Challenge
will be here soon.

Now hear this…as of 02/28/2013 VVA Chapter # 20 has the largest membership of any NYS
Chapter! That’s right, we have more members than our good friends on the western end of the NYS Thruway
in Buffalo, NY VVA Chapter #77. So kudos and congratulations to Mike General, Chapter # 20 Membership
Chairman, and all those who have spread the word and encouraged our fellow brother and sisters to become
Chapter # 20 members. In the month of February alone we gained 16 new members, and year to year (Feb.
2012 – Feb. 2013) we gained 55 new members. Our membership total as of February 28, 2013 stands at
558. Yep, exactly ONE, more than our brothers and sisters at Chapter # 77, (557 members) but one more is
all we need to be NUMBER 1, right! We all can be proud of that. So, now that we are the largest in NYS,
why stop at 558, let’s see what we can do by February 28, 2014 and keep the ranking at Number 1 in the
state.
After some routine business, NYS Council President, Ned Foote introduced candidates in attendance for
National Office positions running in the upcoming national election held in August 2013. John Rowan,
current VVA National President running as incumbent for President. Marsha Four, current Chair, Women
Veterans Committee, running as VP, (against our very own Chapter #20 member National VP Fred
Elliott). Herb Worthington, current Region # 2 Director, and Chair of the Agent Orange Committee, running
as Region # 2 Director. Pat Toro, current At-Large National Delegate, running as same for the 2013 election
in Jacksonville, FL.

VETERANS’ INCARCERATED ARTICLE – MAY, 2013 Ron Trovato, Chair, Incarcerated Chapters
Greetings from - it can’t make its’ mind up whether it’s spring or winter- Rochester, NY. Thank you to Craig McLaren for keeping in touch and for sending Chapter 190’s newsletter, The Eagle Speaks. Craig also enclosed a front page article from the “Montgomery Advertiser” showing women at the Montgomery Women’s Facility crocheting hats, scarves and blankets. The women there made over 400 individual items and many of the hats went to the Montgomery Cancer Center to be used by patients there. Alabama prisons are significantly over capacity and there have been outbreaks of staph infections and the flu there. On a more positive note, on May 27th a Memorial Day event will be held at Holman prison there at Atmore, Alabama and Chapter 190 will participate. Craig, thanks for always sending the Eagle Speaks and it was with great interest and a smile that I read your rebuttal letter to VVA officials that have not answered your chapter’s correspondence. Recently I received information from long-time Chapter 205 Officer Lawrence Wilson, who served with distinction in the U.S. Army Infantry in Vietnam. Suicides in the military are up 18% since 2005 due to over deployment, over medication of troops, and difficulties in transitioning to civilian life. Hopefully, Veterans’ Courts can make a difference. “When hard choices are pondered, bad decisions are made”, according to Mr. Wilson’s document. Per U.S. Department of Justice statistics, one in ten defendants is a U.S. Military veteran and it stands to reason that the Department of Veterans’ Affairs treatment capacity should be a significant resource for the criminal justice system. As an aside, many thanks to the crochet squad at the Auburn Correctional Facility for the continued diligent work making hats and scarves for New York’s needy. Thanks to Phil Glazer and the Attica Active Veterans’ Group (formerly known as Chapter 489) for their $250 donation to the Tonawanda, NY Food Pantry, which helps needy veterans and their families. VVA Chapter 77 matched the donation and a “tip of the hat” to those two chapters. The Attica veterans are hosting a veterans’ picnic on Sunday, June 9th, and I’ll be going down there to meet with the guys. Chapter 20 sent in a small donation to assist with the group’s expenses there. Finally, along with Chapter 20’s Jerry McDermott, I’m on a new State Council Committee dealing with issues pertaining to the aging Vietnam Veterans population. Unfortunately, I don’t remember much anymore, I’m on a million meds, and I’ve got one foot on a banana peel and the other in a VA Nursing Home for wayward veterans. Fortunately, Jerry is doing the bulk of the work and the important thing is….he’s making me look good. The AVVA Election was held on April 11, 2013 during the monthly meeting of Chapter 20. Dick and Suzanne Oleksyn coordinated the election process in which Marie Davias was elected to be Chapter 20’s AVVA representative at the VVA Convention in August, 2013 to be held in Jacksonville, FL. She will make a formal report to the AVVA members regarding the VVA Convention at the September Meeting of Chapter 20.

Chapter 20 membership currently is at 551 members and AVVA is at 44 members as of 03/31/13. At one point this last month Chapter 20 Membership was at 558 members, # 1 in the State. Thanks to all who made this possible by recruiting new members. Chapter 20 Coin: One coin is given to each new member. If you lose the coin there is a $5.00 charge for a new one. Chapter 20 Membership is open to U.S. Veterans who served active duty (other than training purposes) in the Republic of Vietnam between February 28, 1961 and May 07, 1975, or any duty location between August 05, 1964 and May 07, 1975. Associate Membership is open to anyone, you do not need to be a Veteran. I am asking all members of Chapter 20 and AVVA to keep in mind, when you meet people to ask them to join us. The men and women of the VVA Pennsylvania State Council and the Pennsylvania AVVA members are making a quilt to help raise awareness about the Vietnam Veterans’ exposure to Agent Orange (Dioxin) and what that exposure has done to their families. One of the squares (upper right hand corner) in the quilt has been made/donated by former Chapter 20 member Marlin Plymette and his wife

IN MEMORY PROGRAM
The Vietnam Veterans Memorial Fund's In Memory program honors those who died as a result of the Vietnam War, but whose deaths do not fit the Department of Defense criteria for inclusion upon the Vietnam Veterans Memorial in Washington, D.C.
The Vietnam War was the most controversial and longest conflict in American history. From 1959 to 1975, many American soldiers and nurses lost their lives in Southeast Asia. As these brave service men and women began returning home they were met with anger and indifference on the part of the American public. Many of these veterans tried to forget about their experience in Vietnam, while they and their families struggled with the emotional and physical toll of the war. It was not until 1982, when The Wall was dedicated, that the veterans and their families were able to begin a healing process that was long overdue. The Vietnam Veterans Memorial Fund, the organization that funded the construction of The Wall, wanted to have a place where veterans who had been ignored or embarrassed by their service could stand proud and where the public could embrace the sacrifices these soldiers made.
While The Wall shows the names of those soldiers who died in the war, veterans who suffered from medical issues caused by their service in Vietnam – exposure to defoliant spray and psychological wounds – absent from The Wall. VVMF believes that all those who serve should be honored in a similar way. Therefore, the In Memory program began in an effort to acknowledge the hardships these veterans and their families went through and the strengths they possessed after the war ended. The In Memory program honors the sacrifices these veterans and their families made. The In Memory Day ceremony has become a place where families who faced similar hardships gather and help each other begin or continue their healing processes.
