MARCE 2017MARCE 2017 is an HSEEP functional exercise. Using virtual sandbox
environments, players will collaborate to exercise resource coordination during a major natural disaster scenario affecting animals.
This exercise made possible through Cooperative Agreement No. 16‐6100‐0109‐CA between United States Department of Agriculture (USDA) Animal and Plant Health
Inspection Service (APHIS) and the University of Kentucky.
PRE-EXERCISE ONLINE TRAINING• Learn how to perform animal resource
request and assistance tasks• Understand exercise parameters• Available live and recorded
OPTIONAL PARTICIPANTS• State veterinarian/animal health official• State finance/logistics officer• Other applicable stakeholders• Observers
OUTCOMES• Increase knowledge of emergency response resources• Improve resource coordination skills • Expand cadre of deployable resources • Strengthen state and regional stakeholder partnerships
REQUIRED PARTICIPANTS• State animal emergency operations personnel responsible for pets and
service animals, livestock, captive wildlife, laboratory animals• State emergency management personnel with authority for Emergency
Management Assistance Compacts and Resource Request Forms • State exercise/training officer (evaluator/controller)

center (EOC) or equivalent
