The rising number of vehicles on Vientiane roads is causing increasing traffic congestion despite recent
major road construction projects aimed at alleviating the problem.
Official figures put the current number of registered vehicles in Vientiane at about 409,000.
Of those, there are about 121,000 cars, trucks, and larger vehicles.
Head of Office of the Vientiane Traffic Police, Captain Viengxay Soutthiyanon said that an imbalance
between the number of vehicles and accessibility of major arterial road in the capital was causing traffic
congestion, particularly during morning and evening rush hours.
“The population of Vientiane is increasing fast and more and more families are purchasing vehicles,
adding to the traffic problems in the city,” said Cpt. Viengxay.
Cpt. Viengxay said narrow roads are also a cause of traffic jams in the city, citing the example of the
recently upgraded Phontong-Dongdok road which he said was still not wide enough to serve as a major
transport route into the city.
Other causes of traffic jams are a lack of police presence at crucial intersections and motorists' disregard
for road rules, according to Cpt. Viengxay.
“Drivers should respect the traffic regulations, drive in marked lanes, only park in allocated areas, and
be considerate of others.”
Vientiane traffic police are concerned about the growing parking problems at places such as markets,banks and commercial zones, and are in discussions with the related sectors to find a solution to the
issue.
“We recommend businesses such as major banks provide a separate parking area for their employees so
that customers can park their cars outside the bank without disrupting traffic,” said Cpt. Viengxay.
He also suggested motorists commence their commute to work earlier than usual to avoid the morning
peak hour rush.
Deputy Director of the Department of Public Works and Transports of Vientiane, Mr Chanxay Vinavong
said the department and related units were discussing prospective solutions to the city's growing trafficproblems.
“We are considering the construction of parking spaces; probably a large parking lot somewhere in the
city centre where workers and the public can park their vehicles and then walk a short distance to their
office or respective destination,” Mr Chanxay said.

MRS. FREDERICK BELMONT-TOWERS: Is that you, Helen? Come in. You must excuse me for seeing you
up here, but this is my day for treatment and I don't get up till afternoon. Oh, didn't you know? I'm

sits beside me, and holds my hands and looks into my eyes and talks to me, in his soft Oriental voice. He
says he is the medium of infinite strength and power, and that he transmits it to me. Well, he thinks in
time that I can draw on this power myself, without him. He says that I'm so highly strung that the winds
of evil play on me. He says my chronic indigestion is simply a wind of evil, and that I must harden myself
against it. I told him I didn't care so much about the indigestion itself, but it was ruining my complexion.
He said when I got myself into harmony with the Infinite my skin would be like a rose leaf--so you can
see for yourself the thing is worthwhile. [Pause] Oh, no, it isn't Mind Cure or Christian Science or any of
those intangible things, this is really practical . And I find that my power over others is growing, just as he
said it would. The other night, Fred came home just worn out, and I determined to try the cure on him,
so I made him lie down, and I held his hand, and looked at him, and talked very softly, and it was no time
at all, Helen, until he was sleeping like a child. You see, what I like about this system is that it is so
practical. I told Omarkanandi how I was worrying about my Bridge debts, and that I couldn't tell Fred

about it, and he put himself "in harmony" and worked out the most wonderful scheme. he told me to
get up a sort of Trust, and make up a pool, every woman in the club putting in five hundred dollars. Then
as long as we won, we should each put ten percent of our winnings back into the pool, and if we lost,
the pool would stand for it, up to a certain limit. I was Treasurer and I made Omarkanandi take five
hundred for thinking up the scheme. He didn't want to at all, but he did finally to help "his cause." Well,
it worked splendidly for about a week, and then it ended in the awfullest row. The women accused each
other of not paying their ten percent, and of overdrawing on the pool, and every woman demanded her
money back, and we just couldn't get it straightened out. I'm out, Heaven only knows how much! Some
of the men heard about it, and you ought to have seen Fred lecture me. I repeated a lot of things to him
that he had said himself on the benefit of Trusts, but he said that it was all rot. I told him I thought so
when he first said it, but I was so used to taking his word as law, that I went right ahead. I'd never dare
tell him how much I'm out--I just said, "We'll call it legitimate speculation and charge it up to profit and
loss," which is his favorite excuse when he's on the wrong side of the market. [Pause] Mercy, no, I didn't
tell him Omarkanandi had anything to do with it. He says he's a fraud and all sorts of things. Omar says
Fred is not attuned to the higher chords of ethereality, so he lives in error and darkness. Helen, you
ought to have him come see you; he'd do wonders for you. Only five hundred for the course, and it's
nothing when you think what he does for you. [Listens to Helen's sarcasms in surprise] Why, Helen! I'm
afraid you're like Fred, too worldly and suspicious to grasp these truths. As Omarkanandi says, you must
be saved "by faith alone!" [Turns her head, as if at interruption] Who is it, Maria? Omarkanandi? Ask him
to come up. Goodbye, Helen, do run in again. [Watches her go out, and sighs] Poor, trivial thing, she
hasn't the capacity for great thoughts and spiritual experiences, as I have.

The city of Cambridge is a university town and the administrative centre of the county of
Cambridgeshire, England. It lies in East Anglia about 50 miles (80 km) north-by-east of London.
Cambridge is at the heart of the high-technology centre known as Silicon Fen – a play on Silicon Valley
and the fens surrounding the city.
Cambridge is well known as the home of the University of Cambridge. The university includes therenowned Cavendish Laboratory, King's College Chapel, and the Cambridge University Library. The
Cambridge skyline is dominated by the last two buildings, along with the chimney of Addenbrooke's
Hospital in the far south of the city and St John's College Chapel tower in the north.
According to the United Kingdom Census 2001, the city's population was 108,863 (including 22,153
students), and the population of the urban area (which includes parts of the neighbouring South
Cambridgeshire district) is estimated to be 130,000.
Throughout the 1960s and 1970s the size of the city was greatly increased by several large council
estates planned to hold London overspill. The biggest impact has been on the area north of the river,
which are now the estates of Arbury, East Chesterton and King's Hedges, and there are many smaller
estates to the south of the city.
In 1962 Cambridge's first shopping arcade, Bradwell's Court, opened on Drummer Street, though this
was demolished in 2006. Other shopping arcades followed at Lion Yard, which housed a relocated
Central Library for the city, and the Grafton Centre which replaced Victorian housing stock which had
fallen into disrepair in the Kite area of the city. Both of these projects met strong opposition at the time.
The city gained its second University in 1992 when Anglia Polytechnic became Anglia Polytechnic
University. Renamed Anglia Ruskin University in 2005, the institution has its origins in the Cambridge
School of Art opened in 1858 by John Ruskin. The Open University also has a presence in the city, withan office operating on Hills Road.
Despite having a university, Cambridge was not granted its city charter until 1951. Cambridge does not
have a cathedral, traditionally a prerequisite for city status, instead falling within the Church of England
Diocese of Ely. Many of the buildings in the centre are colleges affiliated to the University of Cambridge,
including King's College and Magdalene College. Colleges such as Trinity College and St John's College
own significant land both in Cambridge and outside: Trinity is the landlord for the Cambridge Science
Park, and also the port of Felixstowe; St John's is the landlord of St John's Innovation Centre next door to
the Science Park, and many other buildings in the city centre.
Cambridge City Council plans to renew the area around the Corn Exchange concert hall, and plans for a
permanent ice-skating rink are being considered after the success of a temporary one that has been on
Parker's Piece every year for the past few years. New housing and developments have continued
through the 21st century, with estates such as the CB1 and Accordia schemes near the station, and
developments such as Clayfarm and Trumpington Meadows planned for the south of the city.
