LICENSING SUB-COMMIITTEE – SUMMARY OF DECISIONS
Licensing Sub-Committee – Tuesday 17 December 2013 10.00am
Jetlag Bar, 125 Cleveland Street, W1 (Marylebone High Street Ward / not in stress area) - Application by a local resident for review of the premises licence under the Licensing Act 2003. The Sub-Committee will provide the full decision and the reasons for the decision within 5 working days of the hearing. Sunset Strip, 30 Dean Street, W1 (West End Ward) - Application for a renewal of a sexual entertainment venue (‘SEV’) premises licence to provide striptease and table and pole dancing between the hours of 09:00 to 01:30 Monday to Saturday and 09:00 to midnight on Sundays. The Sub-Committee in granting the application noted that the applicant had not requested to change the relevant entertainment or to remove any standard conditions to the licence if the application was granted. There was also no evidence of nuisance being specifically created by the premises which had been raised by an objector. The Box, 11-12 Walker’s Court, W1 (West End Ward) - Application for a renewal of the SEV premises licence to provide burlesque, nude cabaret, nude performances, plays, adult related theatrical performances, striptease, pole dancing and table dancing with opening hours of 09:00 to 04:00 Monday to Saturday and 09:00 to 00:30 on Sundays. The Sub-Committee in granting the application noted that the applicant had not requested to change the relevant entertainment or to remove any standard conditions to the licence if the application was granted. There was also no evidence of nuisance being specifically created by the premises which had been raised by an objector. Rise, Third Floor to Fifth Floor, 1-4 Leicester Square, WC2 (St James’s Ward) – Application adjourned to a later date at the request of the Applicant’s Representative. Candy Bar, Basement to First Floor, 4 Carlisle Street, W1 (West End Ward) – Application for a new SEV premises licence to provide striptease entertainment. The Sub-Committee in granting the application noted that the applicant had previously operated a SEV licence at the premises and had amended the new application so that the hours being applied for were the same as those on the previous licence (Monday to Thursday 09:00 to 23:30 hours, Friday to Saturday 09:00 to 02:00 and Sunday 09:00 to 23:00). Environmental Health’s concerns were addressed as the same conditions and licensable area were also now being applied for as in respect of the previous SEV licence. The Gaslight Club, 4 Duke of York Street, SW1 (St James’s Ward) - An application for a renewal of the SEV premises licence to provide pole dancing and table dancing between the hours of 19:00 to 02:00 Monday to Saturday. The Sub-Committee in granting the application noted that the applicant had not requested to change the relevant entertainment or to remove any standard conditions to the licence if the application was granted. The Sub-Committee also noted that the objectors had indicated that they were concerned about a new SEV licence at the premises when it had previously been granted an SEV licence in June 2012.

Licensing Sub-Committee: Thursday 19 December 2013 10:00am Cote Restaurant. 26-27 Devonshire Street, W1: The Sub-Committee considered an application which previously covered 2 licensed restaurants which are being merged into one larger restaurant hence the new licence application. During the hearing the applicant withdrew the application in respect of recorded music, the sale of alcohol off the premises and for the seasonal variation. Subject to the surrender of the existing licences the Sub-Committee granted the application for late night refreshment and for the sale of alcohol on the premises imposing a number of conditions. Wolf and Badger, 32 Dover Street, W1: The Sub-Committee considered an application for a boutique shop to be able to show films and sell alcohol on the premises. The applications for the playing of recorded music, the sale of alcohol off the premises and in respect of the exhibition of films and the sale of alcohol on the premises on Sunday’s prior to bank holidays to 24:00 hours (an extension on normal Sundays) was withdrawn at the hearing. The Sub-Committee in granting the application imposed a number of conditions to ensure the premises operated primarily as a shop with films and the sale of alcohol being related to fashion events. Hub by Premier Inn, 110 St Martin’s Lane, WC2N 4BA: The Sub-Committee considered an application which sought approval to licensable activities for a 163 bedroom hotel from basement to sixth floor with a ground floor restaurant open to residents of the hotel and the general public. The application for regulated entertainment was reduced on Friday’s and Saturdays to 23:30. The application for non standard timings was also withdrawn. Subject to imposing a number of conditions the Sub-Committee granted the application. Of particular note is that the Sub-Committee imposed a condition which provided for the sale of alcohol after 22:00 to be only for consumption by residents or their bona-fide guests or to non-residents who are taking substantial food at the premises.
