• 12 Centers , each covering an average of 5 panchayats identified in pilot phase.
• Phased scale up by April, 2010 – 48 Centers in the four blocks now In operation.

Janmitra Attendance monitooring modules
• Daily/twice/thrice a week attendance reporting of field functionaries of 13 departments at the Janmitra centres within their territorial jurisdiction
• Biometric FingerprintIdentification Technology usedfor the module

• Periodic compilation of summary reports of attendance – used to affect salary cuts for absence/delay
• An average of 50 field workers of 13
departments reporting daily at each Janmitra center
• Attendance schedules drawn up for every field employee in 13 departments in the district and tested OK
Janmitra Service delivery module • A total of 72 services in 13 departments ; apart from
NREGS’ sub-schemes identified for delivery• Services selected to be provided by authorized field
functionaries visiting the centers.• In house software developed by NIC , Gwalior • Expanded basket of services delivered at the Gram
Panchayat level• Opportunity cost (loss of day’s wages in travelling to
the district headquarters) saved• Services decided in consultation with PRI
representatives and HODs

Decentralised mis data entry mnregs
• Sub block level MIS data entry under NREGS - first time in the state
• Point of data collection closer to the point of generation
- Saves time and cost
• Sub block module in NREGS’ software operationalized with NIC Delhi’s assistance .
• Adds to the financial viability of the centre.
JANMITRA TECHNOLOGY ISSUES
• Challenges : Current power situation in villages – 5-6 hours of supply usually at night; very poor network availability in villages.
• Targets : Ensuring an uninterrupted 8 hour power solution in the working hours ; networking of the centers inter-se and with the block/district hqs.
• Sine wave inverters with parallel batteries ( 750kVA), an extra battery for back up with the laptop and Dot Matrix Printers used.
JANMITRA TECHNOLOGY ISSUES
• Dot Matrix Printers along with sine wave inverters make the power solution low cost, extremely reliable, making the centers function even in days of Zero supply for two consecutive days.
• Internet Connectivity still a challenge- broadband links operational only in 10 centers; rest 37 still using NIC cards.
• AMC for maintenance of Hardware
JANMITRA• Real time data transmission from the centers
using a mix of broadband and data cards• Web based online module for tracking and
monitoring by the Collector/Departmental Heads.• Extensive training of Centre Coordinators as well
as computer operators• IEC for awareness generation
JANMITRA PROGRESS and Achievements
•Testing for Block level pilot commenced in June 2009; pilot operationalized in September 2009 and scaled up to district level in April 2010.• 48 centers set up across rural Gwalior. 26 Centers are running in urban areas•More than 13 lacs applications are received till May 2014–. out of these i.e.98%. have been disposed off
– Disposal rate maintained over 98% throughout.– 95.50% applications disposed within the time
limits
