Introduction
• CRS is the Government Agency in the Ministry of Interior and Coordination ofNational Government mandated to Register Births and Deaths as stipulatedunder Cap149 (Laws of Kenya).
• Civil Registration Services (CRS) are classified as essential services.
• Registration of birth and Deaths is carried out on agency basis:o Assistant Chiefs (Births and Deaths occuring at home)o Medical Personnel (Births and Deaths occuring in Health facilities)
• Registration of Births and Deaths is largely manual.
• During this time of Covid-19 pandemic, some of the Vital events may gounregistered because of the fear of the infection.

• Low delivery in health facilities which has an impact on birth registration.• Home deliveries may go unregistered.• Backlog of birth registration due to limited mobility by the registration
agents.• Ministry of Health “stay at home” protocol and curfews affect mothers
seeking delivery in health facilities.• High teen pregnancy will have long-term effect on Civil Registration
administrative process.• Suspicion of contracting COVID-19 from contact records from
registration agents especially those from Health facilities.

Half of the counties experiencing drop in skilled deliveries result to change in birth plan with fear of contact to COVID-19.

• The dispatch of death records is very slow due to fear of exposure which affects
completeness and generation of vital statistics.
• Burial protocol – the burial of Covid-19 victims is done within 24 hours and the
completeness of notification of the event may be missed.
• Postmortem not conducted while others not conducted for fear of exposure to
COVID-19 which may lead to poor capture of cause of death.
• Backlog of death registration due to limited mobility by registration agents.
• High demand for Vital Statistics data.

• The Department of Civil Registration in Kenya deals with two vital
events, Births and Deaths.
• Registration of marriages is in the Attorney General office.
• However, due to the effects of Covid-19 pandemic registration of
marriages has gone down.

• It is possible to generate statistics on the date of occurrence and
the date of registration of both births and deaths. This is
represented by the graphs on the next slide
• Civil Registration in Kenya classifies a current case when an event
is registered within six (6) months from the time of occurrence.

• From the graph the registered deaths between the month of January to May 2019 took a dip
and rise pattern while in 2020 the registered deaths dipped every month.

• From the graph the registered births between the month of January and May 2019 tooka dip and rise pattern while in 2020 the registered births dipped in the month ofFebruary, went up in the month of March and started dropping to the month of May.

• The system is partially digitized.
• The digitized and uploaded records are 16m while digitized and
awaiting uploading are 32m.
• Digitisation is ongoing in readiness for full automation.
• The digitized data was uploaded and is being utilized in some
registries in and around Nairobi with plans underway to roll out in
all the 122 registries in the country.

• The digitized system has not incorporated the registration agents
and civil registration officers to be able to submit returns online.
• There is need to fully automate the system to be able to have an
end to end registration.

Pressing issues related to mitigating the impact of Covid-19 pandemic and the way forward
Pressing Issues related to mitigating the impact of Covid - 19 Way Forward
1. Fumigation of the records and registries. CRS to mobilize resources to carry out fumigation ofrecords and registries in the country.
2. Need to sensitize our staff on safety measures whenhandling clients and records from registration assistants. CRS to mobilize resources to sensitize the staff.
3. Need of personal protective equipment (PPEs). CRS to mobilize resources to acquire personal protectiveequipment.
4. Rolling out our CRVSS in all the registries in order to haveend to end system.
CRS to liaise with government and other stakeholders tofacilitate the roll out of the CRVSS in all the registries.
