Summary
Ever since Shaira Bano of the Kashipur district of Uttarakhand had gone to the Supreme Court on
the issue of triple talaq in 2015, the demand for triple talaq and halala along with amendment in
Muslim Personal Law intensifying by the day. Radical mulla-maulana, who are controlling
Islam from the past 1400 years, are not ready to give Muslim women equal right as much as
Muslim men have. In the guise of Muslim Personal Law, the Congress and Left parties are
instigating innocent Muslims against the government with the help of radical Muslim
organizations to trouble the Narendra Modi government and the BJP.
Activities of Baluch freedom fighters in Pakistan have been intensifying with a fast pace.
Recently these freedom fighters tried to blow up a train by a bomb blast. Pakistani rulers are
baffled after India raised the demand of freedom of Baluchistan and they started indiscriminate
arrest of Baluch leaders. Recently a young Baluch leader and banned organization BSO's Sabir
Baloch was arrested. There were violent protests in several cities of Baluchistan.
Tension between the US and Saudi Arabia is increasing. Oil producing countries decided to cut
down oil production up to 7 lakh barrels per day and the purpose of this was to create
equilibrium between demand and supply of oil production. The reason for this is to put a check
on nose diving oil prices. The economy of Saudi Arabia has slowed down due to declining oil
prices. For the first time deficit budget was passed. The Saudi Arabia government announced
heavy cut into its expenditure. Several new projects have been shut and due to this people from
other countries working in these organizations are rendered jobless. For the first time Saudi
Arabia is forced to take loans from foreign countries. The decision of oil producing countries to
cut oil production was not liked by the US and it decided to increase oil production in its own
country.
Islamic rebels are active in Myanmar once again. As per the recent news reports, armed cadre of
the banned organization of Rohingya Muslims attacked several police posts killing nine security
personals. Army personnel of Myanmar are being sent to Muslim majority areas to crush Islamic
terrorists. This is to recall that bloody clash between Budhdhists and Muslims is continuing for
several years.

Ever since the central government indicated opposing triple talaq and law commission issued a
questionnaire seeking amendment in Muslim Personal Law, radical Muslims and their organizations
are united against the government. Muslim Personal Law Board and nine other Muslim organizations
threatened openly that if anyone interfered into the matter of Muslim Personal Law or triple talaq it
would have to face dire consequences. These radical Muslims also threatened that they would boycott
questionnaire issued by the law commission. These Muslim leaders threatened that if the government
tried to implement Uniform Civil Code then Muslims would cause trouble in the country. A press
conference was addressed by leaders from different Muslim organizations that included All India
Muslim Personal Law Board, Jamiat Ulama e Hind, Jamate Islami, Milli Council, Welfare Party, Jamiat
Ahle Hadith, Muslim Majlish Mushrawat and Darul Uloom, Deoband etc. All Urdu Newspapers
published this press conference as the main news of the day.
Dainik Sahafat on October 8 published a main news report with the headline – Central govt's intention
malafide on Muslim Personal Law. It had the sub head – Law Commission asked people's opinion on
Uniform Civil Code and tripple talaq; and polygamy partiality against women. According to the
newspaper, the government appears to be in double mind on triple talaq and Uniform Civil Code
before coming to any decision. To salvage its reputation, the Law Commission asked people if triple
talaq should be banned. In another question, Law Commission asked if there was any need to change
the present personal law and amendment in traditional customs and would it benefit people? It is
asked in this questionnaire that if triple talaq should end or it should continue or right amendment
should be made? Law Commission asked if marriage, adoption, divorce, responsibility of children,
inheritance and matters like inheritance should be included in Uniform Civil Code. It is also asked in
this if Uniform civil code is violation of religious right of anyone. Chairman of the Law Commission
Justice B S Chauhan said that the commission hoped to discuss Uniform Civil Code so social inequality
could be eradicated. As per another news report, for the first time in the constitutional history of India
the central government led by the BJP opposed triple talaq and polygamy in Supreme Court and
supported these issues on the grounds of equality and secularism. The government was asked for an
affidavit on the issue by the Supreme Court that had gone to Court challenging such traditions among
Muslims in the case of Shaira Bano and others. An affidavit was submitted in the court. It was asked in
this affidavit that if religion could be the reason for denying equality to women in a secular nation. It is
said in this affidavit mentioning constitutional position that any emotional freedom compromised
does not necessarily comes under Article 14 and 15. The issue is linked right to live and personal
freedom in the affidavit which is 29 pages long. It is said in this that women are ensured equal right in
constitution. Mentioning affidavit submitted by All India Muslim Personal Law Board, the
government said that triple talaq, Nikah Halala and polygamy could not be necessary part of the
religion and they would not be protected under Article 25 of the constitution. The Law commission

listed the countries where amendment in marriage laws had been made like Pakistan, Bangladesh,
Turkey and some other Islamic countries.
According to Hindustan Express (October 11), chief of Jamate Islami Jalaluddin Umri criticized to the
fact that the government was interfering into the matters of Muslims. He said no one had the right to
interfere into the laws falling under Muslim Personal Law. He alleged that 99 per cent Muslims in the
country were against amendment in Muslim Personal Law. The government cannot impose Uniform
Civil Code on people from different faith. This is direct interference into the constitution and Muslims
would oppose it. Muslim Personal Law Board is the institution of Indian Muslims and Quran and
Hadith cannot be changed till the Day of Judgment.
According to Inquilab (October 11), since Muslim women have come out in open for amendment in
Muslim Personal Law so Muslim Personal Law Board started a signature campaign of Muslim women
on a memorandum in which it was said that they did not want any amendment in Muslim Personal
Law because it was interfere into Islam. Workers of Muslim Personal Law Board were visiting every
household. According to another news report, Muslim MP, Maulana Asrarul Haq Qasmi alleged the
government that it was interfering into the matters of Muslim which was against the constitution.
Qasmi also alleged that the BJP wanted to thrust Uniform Civil Code in Muslim forcefully.
According to Dainik Sahafat (October 11), Raza Academy will file a petition against the affidavit in the
Supreme Court. Sahafat in its editorial page published a write up of Mohammad Iqbal in which
interference in Muslim Personal Law was opposed while another write up was by Qaiser Kamal
Niyazi in which it was alleged that the Modi government in the guise of triple talaq was trying to
impose Uniform Civil Code.
Hindustan Express on October 11 published a news report attributing nine Muslims organizations of
Bihar who had opposed any change in Muslims Personal Law. They said that people supporting
change in Muslim Personal Law were not Muslims but enemy of Islam. The Muslim community must
oppose them vociferously. The same newspaper in its editorial opposed the affidavit submitted by the
government to the Supreme Court on issues of divorce and polygamy and said that the government
did not have any right to bereft Muslims from their rights. Constitution gives Muslims every right to
follow their religion therefore the government and the court don't have any right to interfere into the
matter in any manner. According to another news report, chief of Darul Uloom, Deoband Maulana
Abul Qasim Nomani said that ever since the Modi government came to power it was rubbing salt in
wounds of Muslims. Muslims would not tolerate interference into Islamic Personal Law and would
oppose it vociferously. Nomani said that the affidavit given by the Modi government to the Supreme
Court was against the constitution. No discussion could be made on Quran, Hadith and Sharia and
Muslims have every right to live their life as per Islam.
According to Dainik Inquilab (October 10), secretary of Muslim Personal Law Board Maulana Khalid
Saifullah Rahmani alleged that the affidavit filed by the Central government in the Supreme Court was
complete violation of constitution and an open conspiracy to bereft minorities from their rights. He
said that provisions had been made in the Shariat Law, 1937 that in matters like marriage and divorce if
both the parties were Muslim then Sharia law would be imposed on them not any other law. The
government does not have any right to decide what policy is correct for which religion. According to
the newspaper, Muslim women protested against any change in Sharia law in Hyderabad.
India Policy Foundation q October 16-31, 2016 q 5
According to Dainik Inquilab (October 9), president of Jamiat Ulama e Hind Arshad Madni alleged
that the Modi government was interfering into the matters of Muslims and the community would
oppose full throttle. He said that no one could interfere into Sharia Laws. No one has the authority to
take away constitutional rights of Muslims in the name of Uniform Civil Code.
According to Hamara Samaj (October 12), member of Muslim Personal Law Board Zafaryab Jilani said
that the Modi government wanted to force Uniform Civil Code on Muslims. This attempt of the
government was a threat to the unity of the country. Around 90 per cent Muslim women were opposed
to any change in these laws.
Hamara Samaj in its editorial on October 9 alleged that the Modi government was trying to crush
secularism. Recently the affidavit submitted in the Supreme Court was such a move in that direction.
The government affidavit is a matter of discussion among political observers. They are saying that on
one hand the government is talking about development and welfare of other communities while on the
other hand in the guise of Muslim women, it is interfering into the religious matters of Muslims. There
is no denying the fact that interference of the government into the matters of Sharia is anti-Islamic and
due to this there is unease among minority community.
Dawat in its editorial on October 16 wrote that Uniform Civil Code was opposed in the country. The
newspaper wrote that a few years ago command of the nation was with such people who were in
favour of resolving issues through dialogue but now the government was with such people who want
to impose Uniform Civil Code in the country. Therefore the moment they came to power, they decided
to implement Uniform Civil Code in the country. Now even the Law Commission has made
preparation for it and distributing questionnaire to the people.
Siyasat in its editorial on October 9 alleged that the present Central government failed to solve
problems of the country so it intensified its attempt to change Muslim Personal Law. However, the
government is giving excuses that it wants to provide justice to women from wrong practices like triple
talaq and polygamy. The government submitted an affidavit in the Supreme Court in this regard
which is direct interference into Personal Law. To justify its decision, the Central government argued
that Muslim Personal Law had been amended in several countries. But the government did not tell that
what other facilities are provided by the government of those other countries which were not given by
the government of India. Guarantees that the constitution provides to Muslims have not been
provided to Muslims and Muslims are targeted under pressure from some Hindutva organizations
and interferences are being made into their religious matters. Actually the government wants to cause
controversy. Campaign has been unleashed against Muslims and majority of the people are instigated
against minorities. Islamic organizations tried to save Muslim Personal Law so far but even board is
being targeted by the misinformation campaign. In such a situation, Muslims of the country must
understand this danger and oppose this by joining hands.
According to Siyasat (November 9), deputy chief minister of Telengana Mohammad Mehmood Ali
said while addressing a gathering of Muslim leaders that Muslims of the country would save Sharia at
any cost and would not tolerate interference at any cost. He said that Muslims would tolerate
everything but not interference in Sharia. He further said that the Telengana government would
establish contact with the Central government to put pressure on the government that it must not
interfere into the religious matters of Muslims. If the Central government interferes into the religious
India Policy Foundation q October 16-31, 2016 q 6
matters of Muslims, the community would not remain keep quiet and would demolish the
government attempt of imposing Uniform Civil Code.
According to Sahafat (October 17), Union finance minister Arun Jaitley in his blog said that triple talaq
and Common Civil Code were separate issues. He said that any personal law should be under the
constitution but as far as triple talaq was concerned, this was a different legal matter. Opinion of the
government was very clear that personal law should be as per constitution and triple talaq should be
looked at on parameters of equality and respect. It is wrong to say that the same measure is applicable
on other personal laws. He said that these issues should be pondered upon looking at the fundamental
rights given in the constitution. Azam Khan opposed any tampering with Muslim Personal Law. He
said that all this drama was being enacted looking at Uttar Pradesh elections so voters could be polarize
so one party was benefitted. Targeting Modi, Azam Khan said that there was no objection on Modi
shouting Jai Shri Ram slogan but since he was Prime Minister of a secular nation therefore he should
also shout Allah ho Akbar and Wahe Guruji ka Khalsa and Wahe Guruji ki Fatah.
According to Sahafat (October 17), minority affairs minister of Bihar Abdul Ghafoor criticized the
interference of the government into the matters of Muslim Personal Law and said that the government
was doing it deliberately. It was trying to instigate communal tension in the society. He said that
instead of Muslims getting agitated they must act wisely. He alleged that the government was
discussing the condition of Muslim women so it could interfere into Sharia and could bereft Muslims
from their legal rights.
According to Dainik Hind Samachar (October 15), president of Samajwadi Party Mulayam Singh said
that implementing Uniform Civil Code should be left on religious leaders. He said that he was not in
favour of fanning this controversy. BJP MP Dr. Subhramanyan Swamy said that if Muslim Personal
Law Board did not agree to end triple talaq then a new law would be passed. He said that Uniform Civil
Code was applicable in many foreign countries but they did not ever complain that there was any
interference into Muslim Personal Law.
According to Hindustan Express (October 15), leader of Communist Party of India (Marxist) alleged
that the BJP was forcing Uniform Civil Code in the guise of triple talaq. She said that this issue had got
nothing to do with the issues of women's right. Tripple talaq and Uniform Civil Code both are different
issues and they should not be mixed up. The newspaper in its editorial on the same issue welcomed the
campaign unleashed by the Muslim Personal Law Board and nine other organizations against the
Central government. The newspaper said that the decision of Muslim organizations boycotting
questionnaire by the Law Commission as a right step because Law Commission is working on the
instigation of the government. The newspaper expressed its pleasure over that Muslims opposed
Uniform Civil Code. Veerappa Moily said that everyone has its own law therefore Uniform Civil Code
should not be implemented.
Roznama Rashtriya Sahara in its editorial on October 15 opposed implementing Uniform Civil Code
in the country. The newspaper wrote that the court decision on Shah Bano case was changed by
Parliament amendment therefore the Supreme Court must not get involved in this matter. It was
alleged that there were people in the country who wanted to cause unrest so Muslims remain
backward and they are forced to start mass movement. He said that how did Muslim carry on their
matrimonial issues were not the concern of the government and rest of the people. Interference into the
India Policy Foundation q October 16-31, 2016 q 7
matter of Muslim Personal Law was unconstitutional and no one would tolerate it. As far as triple talaq
was concerned, they were as per Quran and Hadith therefore no one has the right for the political
interference into the matter. The newspaper criticized the fact that ever since the BJP came to power; it
was trying to impose agenda of the RSS on minorities. Minorities of the country would have to join
hands against such attempts only then secularism and unity of the country will remain intact. If
attempt to impose Uniform Civil Code is made, the unity of the country would be in danger.
According to Siyasat (October 15), leader of opposition in Telengana Assembly Mohammad Ali
Shabbir called Uniform Civil Code as agenda of the BJP and announced that the matter would be
challenged in the SC. He said that several committees of Muslim lawyers had been constituted to
appear defending the case in the SC. He alleged the Modi government for inciting communal tension
in the country and to end the separate identity of Muslims. As per a news report published in this
newspaper, mosques in Telengana intensified their signature campaign on Muslim Personal Law.
Announcement was made from every mosque in Telengana after Friday prayer to boycott
questionnaire and the community would adopt any method if any one tried to interfere into the matter
of Sharia laws. Imams of mosques appealed to Muslims that they visit every household to get signature
of Muslim women in which Muslim Personal Law Board was asked to keep away.
Dainik Munsif in its edition on October 15 alleged that some communal organizations were
conspiring to end Muslim Personal Law and wanted to impose Uniform Civil Code in the country.
However all Muslim organizations were opposing interference in Muslim Personal Law. The
newspaper claimed that the RSS and its affiliate organizations wanted to scrap Muslim Personal Law
by putting pressure on the government. The newspaper expressed its opinion that a few handful non-
believer and women away from Islamic teachings were challenging Muslim Personal Law in the court.
They were not representative of crores of Muslims rather they were pawns in the hands of anti-Islamic
forces.
According to Roznama Rashtriya Sahara (October 19), minister in Uttar Pradesh government Azam
Khan said attacking Prime Minister Narendra Modi on the issue of triple talak that the Modi
government was showing false sympathy towards women. The government actually wanted to win
Uttar Pradesh Assembly election by unleashing this propaganda.
Comment : In the guise of amendment in the Muslim Personal Law, the community is instigated
against the Narendra Modi government in a planned conspiracy. The Congress, the Left Front and
Jamate Islami have direct involvement in it. General Secretary of Muslim Personal Law Board
Mohammad Wali Rahmani is a recognized Congress leader and he was member of Bihar Legislative
Council thrice on the Congress ticket and was its deputy speaker. As far as Muslim Majlish Mushrawat
was concerned, its leader Naved Hamid is also an active Congress leader. Last year he usurped Muslim
Majlish Mushrawat by joining hands with Jamate Islami and the Congress. As far as Jamiat Ulama e
Hind is concerned, it has always been the B team of the Congress. Arshad Madni has been campaigning
for the Congress in the Lok Sabha and Assembly elections and Welfare Party's Qasim Rasool Ilyas is
member of Majlish e Soora of Jamate Islami and his son Omar Khalid's relations with Left parties is
known to all. Omar Khalid and Kanhaiya Kumar worked as a bridge between Jamate Islami and the
Left. Earlier also Muslim Personal Law Board was running a campaign for BJP-free India. They have
given the slogan for this campaign Deen Bachao (save religion) and Ain Bachao (save constitution).
India Policy Foundation q October 16-31, 2016 q 8
II
Majlis revolts against Muslim Personal Law BoardThough All India Majlis e Ittehadul Muslimeen is member of Muslim Personal Law Board but it
refused the follow instructions of the Muslim Personal Law Board of boycotting questionnaire issued
by the Law Commission. According to Siyasat (October 14), AIMIM president Asaduddin Owaisi
announced that Majlish would answer questionnaire of the Law Commission and answers were being
prepared. Owaisi said that Common Civil Code was not the matter of Muslims but Dalits also come
under its purview. With the imposition of Common Civil Code cultural diversity of the country would
end which was not in the national interest.
According to Siyasat (October 8), president of minority commission of Andhra Pradesh Abid Rasool
Khan opposed triple talaq. He said that he would participate in court proceedings against this wrong
practice to protect rights of women. He said the truth was that due to triple talaq lakhs of Muslim
women were forced to live in distress. He said that the way men were divorcing their wives was a
serious problem for Muslims of the country. He made it clear that he would be a petitioner in the
Supreme Court for the welfare of women. He made it clear that his purpose was not to oppose All India
Muslim Personal Law Board. He clarified that Muslim women were challenging Islamic way of talaq in
Supreme Court, minority commission and family courts but the way men were misusing triple talaq
that was causing financial, physical and mental distress to lakhs of Muslim women. He said that the
community wanted the SC to instruct the government of India in such a way that Muslim women could
be saved from the menace. He said that Islam emphasizes simplicity in the marriage but these days
Muslims are spending huge amount of money on dowry and marriages which is against the basic
tenets of Islam. He said that he had studied the affidavit handed over to the court by Muslim Personal
Law Board but the very basis of the affidavit is religious and is inappropriate in the present situation.
Siyasat on October 16 gave clarification that triple talaq and Common Civil Code were two different
issues. As far as triple talaq is concerned the government would not compromise on equality and
respect of women. As far as Common Civil Code was concern, the government was ready to speak to
different groups. Union minister M Venkaiah Naidu clarified that the questionnaire issued by the Law
Commission had got nothing to do with the government.
Minority Affairs Minister Mukhtar Abbas Naqvi clarified on October 18 to Akhbar Mashriqthat the
government did not want to thrust anything on any section of the society. The government does not
have any intention to interfere into the matters of Muslim Personal Law or imposing Uniform Civil
Code. Every section of Muslim would be consulted before reaching any decision.
III
Campaign started in favor of Muslim Personal LawJamate Islami and All India Muslim Majlis-e-Mushawarat intensified their campaign to protect
Muslim Personal Law. Dawat, mouthpiece of Jamate Islami, on October 19 published entire
newspaper on this issue. The main page had the headline with the news report – Time of trial for the
India Policy Foundation q October 16-31, 2016 q 9
Muslims of India. The newspaper wrote that first Aligarh Muslim University then Jamia Milia Islamia
University's minority status was questioned later Ahmadias were included among Muslims. The
campaign started by the government would go on till banning triple talaq while making its efforts to
end the separate identity of Islam. The government is involved in a conspiracy to implement Uniform
Civil Code from the back door. There is unrest among Muslims over this. There is a danger of dispute
and differences within the community. There had been circumstances where interference in Sharia
matters was possible after formation of Muslim Personal Law Board in 1973 and Shah Bano case in
1984. Therefore Muslims got united forgetting their differences. Board and scholars had addressed a
joint press conference. Earlier Sharia laws were attacked using alimony as a weapon now conspiracy is
being hatched by raking up issues like triple talaq and polygamy. Muslims divided in different sects
failed to understand the intention of the government and they had become puppets in the hands of
government knowingly and unknowingly. The Supreme Court took cognizance on triple talaq and
Uniform Civil Code in which fuel was added by the government. This is the reason that chief of Jamate
Islami Maulana Jalaluddin Umri said that triple talaq and polygamy was the first step in the direction
of Uniform Civil Code. President of Jamiat Ulama e Hind Arshad Madni said that this was the biggest
attack on Sharia after independence. Secretary Muslim Personal Law Board Maulana Wali Rahmani
said that questionnaire prepared by the Law Commission was partial and was intended to hit at
religious tradition. General Secretary of Jamate Ahle Hadith Maulana Asgar Ali Imam Mehandi Salafi
said that the government cannot take away religious rights of Muslims by raising the issue of
fundamental rights. Maulana Khalid Rashid Firangimahli said that today it was being talked about
changing laws of Muslim marriages and divorce tomorrow they would be asked to change ways of
offering namaj and roza. The entire country knows that the BJP has three fundamental agendas that it
would not forget raising during elections. One building of Ram Temple for which Babri mosque was
demolished; Two abrogation of Article 370 so the government has created such a condition in Jammu
and Kashmir making the government intention very clear; three Common Civil Code on which the
government is currently working on. This is a big conspiracy against Islam and Muslims. Who does
not know that Shariat e Islamia is based on Quran and Hadith and was not prepared by Ahmadia.
Muslims cannot change it till the Day of Judgment. Now, it is claimed sighting examples of a few
Muslims that rights of Muslims are snatched away under Muslim Personal Law. If there is an iota of
truth in it, such people cannot be counted on fingers and organizations representing Muslims parallel
to Muslim Personal Law Board such as women and Shia Personal Law Boards must not have confined
only on papers.
The newspaper in this issue only published a write up on editorial page with the headline –Interference
into Muslim Personal Law. The newspaper wrote that all Muslim organizations decided to boycott
questionnaire issued by Law Commission. These organizations included Jamate Islami, Jamiat Ulama
e Hind, Muslim Majlish Mushrawat, Milli Council, Jamiat Ahle Hadith and other Shia organizations.
Joint press conference held on the matter is testimony to the fact that every Muslim is one on the issue.
Headline in another write up – Matter of Uniform Civil Code – the government must not try to break
the nation. It is said in the write up that on October 15 a press conference was organized by Peace
Foundation at Islamic Cultural Centre in which Muslims criticized the statement made by M. Venkaiah
Naidu and Ravi Shankar Prashad. It is mentioned in the write up that since Muslims opposed Uniform
Civil Code therefore the government was misguiding people that the government just wanted
discussion on triple talaq and Law Commission sought opinion Uniform Civil Code. Maulana Wali
India Policy Foundation q October 16-31, 2016 q 10
said that divorce and Uniform Civil Code was not only the problem of Muslims but was the question of
the future of the nation. This is attack on Muslims and Islam and they must be faced with full strength.
Senior lawyer Mehmood Paracha emphasized that Muslim Personal Law Board must constitute a legal
and media cell because they fail to put across their view to media therefore it was being misused.
According to Roznama Rashtriya Sahara (October 18), All India Muslim Mushrawat decided that it
would start a campaign to save Sharia led by scholars. National president of Majlish Naved Hamid
said that the country was passing through trying times as from the government to media no one ready
to help Muslims. Therefore Muslims must get united to save Sharia. A news report published in this
newspaper in which it was reported that Sufi organizations protested at Jantar Mantar saying the
government did not have any right to interfere into religious matters of Muslims. They alleged that
Law Commission was working as puppet in the hands of the RSS.
According to Inquilab (October 18), president of All India Muslim Personal Law Board Maulana Syed
Rabbe Hasni Nadvi appealed Muslims in a statement to make the signature campaign successful.
Muslims must get united to face the government. He claimed that maximum divorce took place among
Hindus and divorce cases among Muslims had been lesser. Similarly Muslims don't have polygamy
actually Hindu organizations are deliberately defaming Muslims. Attempt is being made to end
identity of Muslims and there is a need to raise united voice.
According to Hindustan Express (October 16), Nationalist Congress Party welcomed banning triple
talaq. NCP general secretary Tariq Anwar said that several Muslims misuse triple talaq to divorce their
wives. Therefore the NCP supports the decision taken by the Modi government. Tariq Anwar said that
most of the Islamic countries banned triple talaq therefore the NCP supported it. He said that the BJP
was doing politics on Uniform Civil Code looking at the Assembly elections in Uttar Pradesh. This
would harm the BJP in a big way. He said that Uniform Civil Code was a controversial matter but there
was no need to thrust this on any section forcefully but this should be sorted out amicably through
dialogue.
IV
Delhi Waqf Board dissolved
According of Sahafat (October 8), Delhi lieutenant governor Najeeb Jung dissolved appointment of
Mehboob Alam as the Chief Executive Officer of the Delhi Waqf Board by calling it illegal. He
instructed that corruption charges in the board must be investigated by the CBI. Statement issued by
the LG office tells that notification issued by revenue department on October 8 violates order issued by
Delhi Waqf Board therefore restructuring of the board and appointment of CEO stand cancelled. No
prior and due permission was taken for his appointment. Special secretary in environment and forest
department of the Delhi government S M Ali has been appointment as the new CEO till the next
decision was taken. He requested the CBI to investigate into the waqf matters. As per the statement,
term of the board constituted in 2011 to be ended in December and five of its members have already
resigned so there is no need to constitute it. As per the government notification, revenue secretary will
be responsible for the matter of the Board till the new board is constituted.
India Policy Foundation q October 16-31, 2016 q 11
According to Sahafat (October 8), president of Delhi BJP minority morcha Aatif Rashid welcomed
dissolution of Delhi Waqf Board by the LG. He said that loot in the Delhi Waqf Board must be
investigated.
According to Roznama Rashtriya Sahara (October 8), commissioner in the Delhi government
constituted a committee which would submit its report after investigation. It has been given one
months' time to investigate the matter. This is to recall that earlier member of the board Shaqir Ali,
president of the Board Amanatullah Khan had already resigned while Pervez Hasmi resigned the
moment he took over as chairman. Office of waqf board has been sealed and police have been deputed
on instructions of the LG.
Hamara Samaj in its editorial on October 11 opposed the decision of Delhi L G Najeeb Jung dissolving
Delhi Waqf Board. The newspaper said that there were allegation of corruption charges on several
other organizations but the LG did not take any action on them. Waqf board was constituted for the
waqf properties of Muslims. This is heritage of Muslims so no corruption should be made in it but
targeting waqf board due to political differences was wrong. The newspaper suggested the chairman
that he must co-operate the CBI in the investigation.
V
Population of Muslims in different districts of
Telengana!
According to Siyasat (September 17), the Telengana government recently constituted 16 new districts.
Attempts have been made while constituting new districts that some of them become Muslim majority
districts. Population of these districts would be over 3.5 crores where minority population would be 48
lakhs. Muslim population in Hyderabad would be maximum at 46 per cent. The minimum population
was 4 per cent in Jaishanker district. There were 10 districts in Telengana that had now gone up to 31
districts. Telengana had 54 lakh scheduled caste, 32 lakhs scheduled tribes and 48 lakh minorities.
Muslims constitute 14 per cent of the total population of Telengana, SC 15 per cent, tribals 9 per cent.
Hyderabad is the maximum populated district with 39.43 lakh people while Jaishanker is scantly

No impact of Swachh Bharat Abhiyan in Muslim
majority areaOne of the reporters of Chauthi Dunia A.U. Asif on October 10 complained that in year 2014 when
Narendra Modi became prime minister, he devised a plan called Swachh Bharat Abhiyan with the
purpose of making toilets available everywhere. The reporter complained that there was no impact of
this campaign in the Muslim majority areas. According to the data made available by the government,
the PM had decided that by 2019 the country would be free from open defecation. As per the
government data, total one lakh common toilets have been built in 6.08 lakh villages. In the urban areas
only 22 thousand toilets have been built making it clear that just nine per cent of the set target has been
achieved so far. One more target had been set that all city areas would be free from garbage to make and
keep them clean but very little has been achieved. The reason for this being that there is no provision for
municipal corporation employee reaching every household. It was decided through people's mission
that by 2019 one crore four thousand toilets would be built but by the end of first year target could not
be achieved so target has been reduced to 66 lakhs. However, the government is claiming that it has
achieved 36 per cent target. There is government claim that by the year end no one in Kerala, Gujarat
and Andhra Pradesh will defecating in open. Total 650 districts of the country come under rural
cleanliness mission out of that 23 have not even started any work. The correspondence claimed that out
of 29 states and 7 Union territories not a single city is such where there is a provision of 100 garbage
management. Swakshya Bharat Mission is way behind its target after two years and there is no
possibility that in the coming three years this will be achieved. The most critical condition is in densely
populated Muslim majority areas. As per data provided by the national sample survey and Sachar
committee report, there is no provision for cleanliness in Muslim-majority areas. Garbage is scattered
all around in Muslim majority area. Unfortunate thing is that in the government schemes Muslim areas
are not included. There is no doubt about it that Muslim areas are not at all benefitted by the schemes
started by the PM in the past two years. The need is whether the matter is Swachh Bharat Abhiyan or
Sansad Gram Yojna they should reach everyone without any partiality. Only then development of
everyone will happen. The reporter accepted that Muslims are not sensitive about cleanliness.

Mayawati's love for Muslims is farce
In a write up published in Chauthi Dunia on October 3 by S R Darapuli claimed that love for Muslims
by president of Bahujan Samaj Party Mayawati was a farce. Mayawati said in a rally in Azamgarh to
deceive Muslims that innocent Muslims were falsely being implicated on terror charges. Mayawati's
statement is just an election slogan. The truth is that maximum numbers of innocent Muslims were
falsely implicated during her regime only. Three bomb blasts took place in Gorakhpur on May 2, 2007
when she came to power, after that blast in Varansi Kutechery took place then similar blasts happened
in Faizabad Kutechery and Lucknow Kutechery. In all these cases Muslims were unnecessary
implicated? These charges were corroborated by the fact that when in the year 2008 some people from
Indian Mujahiddin were arrested in other states then they accepted causing blasts in Uttar Pradesh.
Uttar Pradesh police got information regarding this but they had already sent innocent people to jail.
What should actually have happened that the police must have arrested the real culprits and innocent
people must have been released? Khalid Mujahid was also in these innocent people who had died in
mysterious circumstances while being taken to Barabanki from Faizabad. Accused of these cases are
still in jail making it clear that Mayawati is solely responsible for implicating Muslims in these cases.
In the year 2007 when Mayawati became chief minister of Uttar Pradesh that time Batla House
encounter took place in which three youths of Azamgarh were killed and Azamgarh was called
nursery of terrorism. Uttar Pradesh police planned a fake encounter and on October 4, 2007 Army and
police planned a falls terrorist attack at Lucknow cantonment in which two Kashmiri terrorists were
supposed to be killed. This conspiracy was somehow reached to social worker Sandeep Pandey who
tried to stop it with the help of former director general of the police and media was also informed.
Encounter did not take place but ATS summoned Pandey to its office for quizzing. It is very sad that
those Kashmiries who were supposed to be killed in false encounter in Lucknow were killed on
January 25, 2008 at Delhi boarder. During the Mayawati regime on February 6, 2010, Seema Azad was
arrested in Allahabad as an alleged Maoist. Seema Azad is a journalist who unleashed a campaign
against illegal excavation of sand in Allahabad. She also protested forced land acquisition for Ganga
Expressway. Due to these reasons Seema Azad was arrested calling her Maoists and she had to remain
in jail for several years. The author alleged that Mayawati ignored August 23, 2008 bomb blast case in
which two Bajrang Dal workers were killed making bomb. It is clear that only Mayawati is responsible
for implicating Muslims on false charges.

Tension between the US and Saudi Arabia
Dawat on October16 published a write up of Masood Anwar in which it was said that tension between
the US and Saudi Arabia was increasing by the day. After senate, the Congress also rejected veto of US
president Barak Obama. Now victims of 9/11 incidence have been given right to file case against Saudi
Arabia in the US for compensation and fine. Earlier when this bill was sent to the US President to make
it a law then he vetoed it but both the houses approved it. Once this law is passed, there will be plenty of
cases in the US courts against Saudi Arabia. Over 15 years have passed since 9/11 took place and it has
been proved that in this incident American officials were involved. It is pertinent to mention here that
the US is under heavy debt of Saudi Arab and to meet its expanses it has to borrow $4 billion every day.
Saudi Arab is the most important nation to lend the US. At present the US owes $117 billion to Saudi
Arabia while it has $80 billion capital in the US. The US wants to confiscate those assets by fining Saudi
Arabia. The question is if the US wants to confiscate assets of Saudi Arabia in the US? However Saudi
Arabia invested in the US several decades ago. The newspaper accepted that rulers of Saudi Arabia
have very good relations with the US. Ruling family gets done from the Arab League, Qatar, Bahrain
and Kuwait whatever the US wishes. Saddam Hussain in Iraq and Colonel Gaddafi in Libya were
dethroned due to the anger of the US. The US policy had been use and throw. Now the US is promoting
Turkey and it is being presented as the leader of Islamic world. This feeling is being generated in
Turkey that even Saudi Arabia was part of Caliphate. The truth is that middle-east, Pakistan, Nigeria,
China and Russia wherever oil reserves are there they are controlled by seven companies which are
with the US. The US plan is that entire middle-east, Saudi Arabia and Israel are divided into smaller
states so they cannot challenge the US hegemony.
Saudi Arab grew very rapidly after the discovery of oil and it started generating revenue in billions of
dollar every year. This has strengthened its financial condition by the day which was not liked by the
US so it entangled in war. Iraq attacked Iran and then crushed Kuwait. Due to the fear Saudi Arabia
started indiscriminate procuring Arms and ammunitions from the US with exorbitant price. In the
guise of Kuwait, the US indiscriminately bombarded Iraq and destroyed it economically. Civil war
was fanned in Syria and Yemen and Saudi rulers were schemed to get involved in it. The US wants to
make Saudi Arabia its slave by destroying it economically. It is pertinent to mention here that
disintegration of Soviet Union was not due to its defeat in Afghanistan but due to economic crisis.
Using the same modus operandi, the US wants to make Saudi Arabia as its slave.
According to Siyasat (October 14), organization of exporting crude oil nation OPEC decided that to cut
down production to the tune of 7 lakh barrel per day. The purpose of this decision is to create balance
between demand and supply. It is also important to mention that in the past two years oil prices in the
international market have been going down gradually. By the end of August month in 2014 oil price
India Policy Foundation q October 16-31, 2016 q 15
was $103 per barrel which was $45.50 on September 1 this year. There is a big difference of opinion on
cutting down oil production. Two largest oil producing countries in the world Saudi Arabia and Iran
are facing different kinds of problems. There is a growing tension between both these countries. As far
as OPEC is concerned, it was formed 56 years ago. Existence of OPEC received a severe blow with the
increase in oil production. The US is continuously decreasing oil prices from the past two years which
gave a severe blow to the oil producing countries. Saudi Arabia has to retrench lakhs of workers due to
that people from India, Pakistan, Spain and Philippines working in Saudi Arabia became jobless and
they were forced to return to their countries. If decision to cut down oil production by Saudi Arabia and
other oil producing countries helps improving their economic condition, then overall economic
condition could also be improved. On the other hand the US is making huge investment to increase oil
production and exploring oil wells in other areas. For the first time there was 16 per cent deficit in Saudi
Arab's budget and for the first time it got $10 million loan from foreign countries. Involvement of Saudi
Arabia in the Syria and Yemen civil war increased its debt.

25 lakh Sunni Muslims in camps in Iraq
Munsif on October 9 reported news from Iraq in which it was alleged that Shia terrorists in Iraq
forcefully captured Sunni mosques and converted them in Shia mosques. Violent means are being
used in this campaign. Sunni leader of Iraq Al Sheikh Salah said that in the Samara area of north
Baghdad Shia Muslims were using force on thousands of Sunni inhabitants to evict them from their
properties. The Shia-Sunni relations are deteriorating by the day due to this. Shia militia captured
Sunni mosques to convert them into Imambara. They claimed that in 2003 when Saddam Hussain was
dethroned after that Shias were targeting Sunnies. The government system is selectively throwing
away Sunnies from the government jobs. Terrorist organizations are taking benefits of their poverty.
They claimed that at present there are 25 lakh Sunni Muslim refugees living in camps and the
government failed to provide them any security.

Police headquarters attacked in Turkey
According to Munsif (October 10), Islamic terrorists attacked police headquarters in the city called
Sejarah in Turkey in which at least 11 police officials were killed and 70 got injured. It is said that
terrorists reached police headquarters on a truck and after entering police headquarters they blew the
truck up and fired at people running helter skelter in which 10 army men and 8 citizens were killed.
According to the government sources, ISIS terrorists are suspected in this attack.

55 killed in the attack on Shias
According to Inquilab (October 16), a fidayeen attack on the occasion of Moharram in Baghdad killed
at least 55 people. The blast took place where Shias were mourning. Shia homes were attacked in north
Baghdad in these attacks eight policemen were killed and 11 got injured while three terrorists were
neutralized. In another attack minister in the Iraq government and his family members were killed.
When security forces chased them, they blew themselves up. Blasts at several places during Ramdan in
Baghdad killed 213 people injuring around 200.
V
Iran alleged to supply arm and ammunition
to Shia militia
According to Hindustan Express (October 16 ), the US government claimed that American warship
targeted through missile by Yemen rebels in Red sea recently were provided with arms and
ammunitions by Iran. The US said that Iran recently bought missile from China. A senior US Army
official said that the US ship was attacked by such missiles that are C-202 Silk warm bought by Iran
from China. Iran is not only supplying arms to rebels against the government but inciting violence in
rest of the world by supplying arms and ammunitions. It is also providing financial help to them.
According to Hamara Samaj (October 17), one and half dozen members of the US Congress jointly
wrote a letter the US defence minister alleging that Iran was spending crores of dollars that it received
from the US on encouraging terrorism. It is said in this memorandum that recently Iran provided help
to the tune of $1.70 billion to Hijbullah and Asad Rajin Islamic terrorist organization. They demanded
that the US must stop providing financial help to Iran because it is using the money for funding
terrorism.

Death sentence to Saudi Arabian prince
According to Inquilab (September 20), for the first time in the history of Saudi Arabia a prince has been
given death sentence for a murder. Home ministry issued a statement in which it was said that prince
Tuki bin Saud al Kabir killed a citizen Aadil bin Sulaiman bin Abdul Karim al Muhamid by firing at
him during a scuffle. He was punished by executioner in Riyad. As per the data provided by the
India Policy Foundation q October 16-31, 2016 q 17
government 134 people have been given death sentence in the current year. Uncle of the dead prince
said that death sentence to a prince suggests that everyone gets justice in Saudi Arabia. This is to recall
that there is death sentence under Sharia law in Saudi Arabia for murder, smuggling of drugs, dacoity
and rape. Guilty are beheaded by a sword in public by the executioner after the Friday prayer. Last year
158 people were sentenced in Saudi Arabia which was third largest number after Iran and Pakistan. As
per data provided by Amnesty International, it does not include people secretly killed in China. In the
month of January 46 people were beheaded in just one day on terror charges that included some Shia
scholars. The government claimed that in 1975 also a Saudi prince was also sentence to death.
VII
Turkish Army to remain stationed in Iraq
According to Hindustan Express (October 8), Turkey said that despite opposition of the Iraq
government Turkish Army would remain in the disturbed Mosul region. The Baghdad government is
preparing offensive against terrorist organization ISIS with the help of the US. The Iraq government
alleged that Turkey was fanning war and its decision of keeping its Army in Iraq was a move forward
in this direction. This is to recall that there are 2000 Turkish soldiers in Iraq who are providing training
to civilians for war. Turkish soldiers are using Iraqi army base despite its opposition. Iraq demanded
from the United Nations to immediately call an emergency meeting of Security Council on the
presence of Turkish Army in its territory as Turkey was openly interfering into the matter of Iraq.
Answering the allegation, Turkish Prime Minister responded that there was already Army of 63
countries in Iraq therefore they don't have any right to object over the presence of Turkish Army there.
Turkey will take every possible step to defend itself and it has every right to keep its Army in Iraq. Iraq
must help Turkey in this regard. Iraq made it clear that to get Mosul free from ISIS control Shia militia
and Kurd fighters would not be allowed to fight because Turkey considers Kurds part of the Iraqi wing
of the rebel group of Kurdistan Workers Party.

Iraq author sentenced six years in jail
According to Hindustan Express (October 8), raising her voice against the provision of stoning to
punish someone as per Islamic laws Iranian author Gulrukh Ibrahimi Irai was sentenced for six years
in jail. This is to recall that as per Islamic laws, victims of rape are stoned to death. Recently a film was
made that was based on a true story and looking at that some women burnt Quran. The Iranian
government alleged Gulrukh Ibrahimi that she disrespected Islam for what there was a provision of
death sentence as per Sharia.

Pakistan getting ready for coup
Nai Dunia on October 17 claimed that Pakistani Army was planning a coup against the Nawaz Sharif
government. Civil war intensified in Pakistan after India conducted surgical strike in Pakistan
occupied Kashmir. Both Nawaz Sharif and Raheel Sharif started playing their cards. Pakistani leaders
are busy with their personal matters therefore they don't have time to avenge surgical strike. Nawaz
Sharif was isolated after Uri attack therefore he was taking help of Parliament. According to Pakistani
newspaper Dawn, the Nawaz Sharif government instructed his Army to stop protecting jihadi groups.
Nawaz Sharif instructed ISI Chief Rizwan Akhtar that action must be taken against Islamic jihadies
and Army must not interfere into it. General Raheel Sharif is getting retired next month so he is trying
very hard to capture power of Pakistan. It is said that he visited the US, Saudi Arabia and China in this
regard. The purpose of his visit to these countries was to secure support of these countries in case he
captured power in Pakistan. Posters are pasted in different cities in Pakistan in which Raheel Sharif
was requested to take over reigns of Pakistan. It is said that posters were put up on instigations of
Raheel Sharif. If Army comes to power it may take any action against India. Popularity of Raheel Sharif
is increasing in Pakistan leaps and bounds and he is getting supports from opposition political parties.
This is to recall that earlier Nawaz Sharif had appointed Pervez Musharraf as the army chief of Pakistan
superseding six senior officials but after Kargil war General Musharraf dethroned Nawaz Sharif to
capture power. Due to growing popularity of Raheel Sharif, Nawaz Sharif is unable to gather enough
courage to retire him. The way General Raheel Sharif unleashed a campaign Zarb-e-Azb in Waziristan
against terrorists after terror attack at Army Public School at Peshawar, his popularity increased.
Pakistan Muslim League and Tahrikh e Insaf are also against retirement of Raheel Sharif. Nawaz Sharif
was of the impression that Raheel Sharif would silently retire but after the boundary dispute with India
it has become difficult for Nawaz to get rid of Raheel Sharif.

Muslim students banned in China
According to Dawat (October 16), activities of Muslim students have been banned in China. If any
student was found involved in religious activities his guardian would be arrested. Besides that
keeping beards by Uyghurs Muslims and using scarf by women have been banned. Muslims
complained that Budhdhist Chinese people were deliberately occupying these regions and Muslims
were being made unemployed. There is unrest in the Muslim majority area of China in which
India Policy Foundation q October 16-31, 2016 q 19
thousands of people were killed. In this violence, the government always held Islamic terrorists
responsible for it while human rights organizations claim that this violence is due to persecution of
Muslims by China. The Chinese government denied that Uyghurs Muslims were not given their rights.
However, people demanding right are sent to jails. According to the new laws, students can't get
religious education and no religious activities could be performed in their schools. Schools have been
instructed to keep students away from terrorist activities. Guardians of students have been instructed
that none of their children should get religious education. The person who violates these instructions
tough action would be taken against him.

Mausoleum in Afghanistan attacked
According to Inquilab (October 13), a mausoleum in Kabul was attacked by some unidentified people
when faithful from the Shia community were mourning. Attackers fired indiscriminately in which at
least 14 people were killed. Police chief of Kabul said that incident took place at around 8 in the night.
The number of attackers was three and they were in Army dress. He said that search operation for

Muslim terrorists killed nine police officials
in Myanmar

boarder in which nine policemen were killed. A government spokesperson said that there were hands
of Muslim terrorists behind these attacks. He said that in the retaliatory firing the police killed eight
armed terrorists. The dead terrorists were associated with Islamic organization called Rohingya
Solidarity which was established recently. Around five months ago in May these terrorists attacked
security personals and ran away with their arms and ammunitions. According to the Myanmar
government, Islamic terrorists attacked three border posts. Army personnel have been sent to deal
with terrorists. This is to recall that Myanmar government refused to give citizenship to 13 lakh
Rohingya Muslims. From the past several years violent riots between Budhdhists and Muslims are
happening.

Law against honor killing in Pakistan
According to Dainik Sahafat (October 8), Pakistani Parliament in its joint session approved a law for
murder and rape. In the new law the shortcoming of the old law was removed with whose help
murderers used to seek clemency from their relatives to escape punishment. Law minister Zahid
Hamid told reporters that even if clemency was given by relatives for honor killing still accused would
be given life imprisonment and there would not be any compromise between relatives and murderers.
These two laws were introduced in Parliament by Pakistan Peoples Party's Farhatullah Babar. He said
that this would reduce the incidence of rapes. Under this law DNA test of rapists was made
compulsory. According to Pakistani newspaper Dawn, all the decisions related to rape would be
decided in three months and appeal could be made within six months of the decision. The rapist would
at least be sentenced for 25 years in jail. This law would be both for male and female and the person
causing obstruction or reveal identity of the rape victim, the person would be sentenced for three years.
Under this law death sentence will be given for raping a child or physically-challenged person. If rape
is done in police custody or in jail then the accused would also be sentenced to death. The minister said
that medical test would be conducted with the permission of rape victim while medical of accused
would be mandatory. It would be the responsibility of the police to give protection to rape victims. This
is to recall that there is increase in the honour killing in Pakistan so the Pakistan government took this
decision.

The responsibility of the blast was claimed by the Baluch Liberation Army.
According to another news report published in Hindustan Express on October 11, a Baluch leader of
Pakistan and central secretary Sabir Baluch of the banned organisation BSO was arrested. A huge
demonstration took place in Queta on his arrest in which women too participated.
According to Roznama Rashtriya Sahara (October 13), the Pakistan government unleashed an illegal
campaign against watching Indian TV programme. Campaign is being undertaken against Indian

DTH and the police are conducting raids. Chief Minister of Baluchistan Sanaullah Jahri said that
campaign against the country unleashed by the Indian TV channels about Baluchistan would be
stopped by the government at every cost. He said that smugglers installed big number of DTH in the
country so banned Indian channels could be watched. He said that the police had been instructed to
arrest the person found watching Indian programme and stern action must be taken against them.
VII
Possibility of ISI chief being removed
According to Munsif (October 9), chief of the intelligence agency of the Pakistan Army ISI Rizwan
Akhtar might be removed from his post. It is said that Nawaz Sharief was angry with him because he
failed to provide any prior information on surgical strike by India. General Akhtar was given the
responsibility of ISI chief in September 2014. As per informed sources, the new ISI chief would be
Naveed Mukhtar who at present is Corp Commander of Karachi. General Akhtar is expected to be
appointed chief of Sindh Rangers. These changes are executed looking at the violent activities in
Karachi.

memorandum and demanded enquiry. Jamiruddin Shah refuted allegations leveled on him and said
that some wasted interest people were trying to defame him by leveling false charges on him. This is to

Vijayadashmi and Moharram vacation cancelled in
Saudi Arab embassy
Inquilab on October 12 published a news report on the front page in which it was said that Saudi Arab
government telephonically instructed Saudi embassy to remain open on October 11 and 12 and routine
work must go on. There are three dozen Indian workers in Saudi embassy who were shocked by this
decision. Earlier Janmastami vacation was also cancelled. Instruction for cancellation of leave directly
comes from Saudi Arabia while all other embassies of Islamic nations remain close these days.

Islam getting popular in Britain
Siyasat claimed in a write up on October 9 that in the past one decade the number of people embracing
Islam doubled in Britain. Author named Aqeel Ahmed emphasized on the fact that though British
government was running a campaign against Islam still thousands of people are converting to Islam.
As per the recent information, over 25 thousand Christians are getting converted to Islam every year.
This number in Scotland is 5000 per year. According to the government data, in the year 2001 around
India Policy Foundation q October 16-31, 2016 q 23
60,000 people embraced Islam. Around 1400 people are getting converted to Islam every year in
London. These data are just double to Germany and France. The Muslim organizations claim that the
government deliberately tells the incorrect figure by showing less number of people converting to
Islam while the real data are much ahead. Chief of an organization called Muslim for UK Inayat
Banglawala claimed that more women were converting to Islam than men because they are safer under
Islam. He said that to defame Islam church was linking Islam with terrorism and this was done to stop
Christians from getting converted to Islam. He accepted that propagation of Islam in Britain must be
speeded up. British women must be told that in Islam women are given more equal rights than
Christianity. He also accepted that Christian girls were getting attracted towards Muslim youths
because they don't drink and they don't have relations with other women. British women are also
bothered about sleaziness among Christian women so they like Islam which suggests women to keep
away from revealing cloths.

Beautification of Ajmer Dargah
According to Roznama Rashtriya Sahara (September 14), the government of India is planning

works department (state) minister Mukhtar Abbad Naqvi told a delegation of Ajmer Dargah
Committee that a Sadbhawna Mandap was being built close to dargah that would have space for
lodging of 15000 persons. Not only people visiting Ajmer will be able to stay here but people visiting
Puskar will also be able to stay there. He said that several hospitals and schools would also be built in
the city. Around one thousand toilets and bathroom would be built. The delegation was led by Sheikh
Alim. He demanded from the minister that some other facilities must also be provided to the people
visiting Ajmer. CISF personal must be deputed for the safety of dargah and Ajmer must be declared a
smart city.
