Tax Rise
THAT’S 4 YEARS IN A ROW
WE’VE KEPT FAREHAM’S
COUNCIL TAX AT A NIL RISE
How? Well, we don’t listen to the Liberal
Democrat or Labour spendthrifts.
They wanted to put your council tax up by
slapping 3% on the Police Authority charge.
But Fareham Council Leader Seán Woodward, a
member of the Police Authority, insisted on a
freeze, stuck to his guns and made sure you
won’t pay a penny more this year.
So tax for the Borough Council’s
services remains at just £124.64 per
year for the average property which
is Band C. For Band D it is £140.22.
No wonder a massive 92% of residents are
happy with the way Conservatives run things.
Although the government grant remains at the
1999 level, it did give cash aid to help freeze
council tax for a year and there has stil l been
scope for service improvements:
Car parking charges are frozen for a year.
A further £150,000 has been invested in the
new skills fund set up with £200,000 last
year, allowing the council to take on more
young apprentices.
Another £20,000 to add to last year’s
£50,000 (matched by the County Council )
towards Fareham Park Gateway project to
improve deprived areas in North West Ward
around Henry Court School.
£110,000 to take on 6 extra staff at the
Council Depot to boost the initiative for a
cleaner, tidier Borough.
There was sti l l much to do to enhance services,
part icularly for the vulnerable. We must work
with partners and businesses to plan and create
good quality jobs at Daedalus. We must continue
to preserve the green gaps between the town
centre and our villages and communities from
the threat posed by developers .
Cllr Tim Knight who is a member
of Hampshire County Council and
Hampshire Fire and Rescue
Authority voted with the
Conservatives for a nil
increase. The County is on
course to deliver savings of over
£100 million over two years, has
axed over 25% of top managers
and budgeted wherever possible
for cost reductions of 8% this
year and a further 8% next year.
To save lives and reduce costs
Hampshire Fire and Rescue has
targeted arson by ‘embedding’ a
police officer in the team that
checks the cause of fires and
regularly prosecutes. It usually
obtains custodial sentences for
those responsible.
It uses data to identify those who
could be at risk from fire, has
driven down the number of
unwanted of false fire calls, and
is trialling a more modern form
of response to automatic fire
alarm calls.

The Haven was recently
dredged of shingle and this
was spread on the beach
nearby.
The Hill Head Sailing Club has
taken action on Sunday 26th
Feb to reduce the potential
hazard of walkers falling over
a near vertical edge of the
shingle.
The Club has subsequently been in discussion with the involved
Agencies to agree further work to improve the appearance of the
Beach and also to improve the protection from the sea for the
beach huts.
They are working to a schedule
that should complete the second
phase of the work by the end of
March.

dialogue a suitable solution has
been arrived at to the
satisfaction of all concerned.”

Ombudsman’s
Report
At the last Hill Head Residents
Association meeting the
complaint against Hampshire
County Council to the
Ombudsman by a local
resident was raised. Because
of the local interest and
comment Cllr Tim Knight
obtained permission from the
Ombudsman to release the
complaint and the decision.
The complaint covered
unreasonable delay,
misinterpretation of the law,
unreasonably pursuing the
adjacent house owners for
liability, failing to carry out
repairs first and recover the
costs later and taking ten
months to complete five
months work.
The Ombudsman’s final
decision after further
correspondence with the
claimant was that there was
no evidence of administrative
fault by the Council and there
were no grounds to pursue
the complaint further.

The Hammond Memorial Hall Trust (Registered Charity No
301960) has funds available “for individuals or such charitable
associations, bodies and organisations for recreational
purposes in the interests of social welfare and with the object
of improving the condition of li fe of the inhabitants” in
Stubbington and Hill Head.

Hampshire County Councillor’s Grant is available for
organisations or groups in Stubbington and Hill Head. I f the
fund is not used locally it is returned for use on County
projects.

The Daedalus Outline Planning
Application, a massive
document, lodged with Fareham
Borough Council (FBC) last June,
is being determined by the FBC
Planning Committee on 29th
March. (This can be viewed on
the FBC planning website under
the reference P/11/0436/OA).
The application will only deal
with:
Use of the airfield for
employment-based
development in new and
existing buildings together
with clubhouse, vehicle access,
allotments, open space and
landscaping.
There has been some
difficulty in establishing
access to the 1 hectare of land
which will be given to FBC and
form 76 allotments.
The land is located inside the
site and adjacent to the southern
end of Southways and East House
Avenue.
In a recent amendment to the
application it is stated that:
‘for commercial safety reasons,
vehicular access to the
allotments could not be provided
from within Hangars
West’ (which is to be accessed
from Gosport Road)
‘After considerable discussion
with officers from FBC and HCC
it was agreed that a separate,
dedicated access to the
allotments would be provide
from Conqueror Way, with the
access road crossing an area of
open space leading to a gate at
the entrance to the al lotments’.
Local residents are appalled at
the thought of over 70 vehicles
regularly using this quiet cul -de-
sac of about a dozen houses for
access and return.

‘I will oppose the use of
Conqueror Way’
‘I am supportive of the
development of Daedalus to
provide employment for local
people and reduce commuter
traffic which blights Stubbington
Vil lage.
I am also supportive of the
provision of allotments.
However, this cannot be at any
cost, and I wil l oppose the use of
Conqueror Way for access as this
is unsuitable and unsafe.
I shall be working with the
Planners to get this
changed’

Daedalus Moves Ahead Parking Charges
Cllr Kay Mandry supports the
petition against car parking
charges in the village or the
coastal car parks.
Charges would have an adverse
effect on local business, the
school run for Anne Dale,
doctors and library visits,
community centre users and
the general vitality of the
area.
Charges on the coast would
result in parking in residential
roads in Hil l Head which in turn
would lead to additional
parking regulation.
Cllr Kay Mandry says
‘ I , and my fellow Conservative
Council lors, very much object
to parking charges and will be
speaking and voting against
any such proposal.’
