SUBJECT: Fast response interceptor
As a scientist working in the field of high-speed marine craft,
I can appreciate several dominant factors controlling the development
of this proposed design:
1 -- the political, military, social and technical
environment obviating the need for capable designs
2 -- modern research and development, engineering and
production practices to deliver appropriate vessels
3 -- advanced techniques, materials, technologies and
designs to produce optimum results
Independent Evaluation
When the management of Innovative Systems Inc. asked me to
independently review their proposed design, I applied factors 2 and 3
to confirm important characteristics. Accepted predictive math
models support the performance numbers for power requirements and top
speed for this multi-step catamaran hull. The sea keeping and safety
of this hull configuration has been well established through
extensive testing and racing. Thus we can conclude that the proposed
design follows recommended modern practice and should not yield any
bad habits or traits.
Independent Evaluation
These conclusions might easily have been predicted by an
important major element in this project. Specifically, the primary
designer and prototype fabricator (David Moriarty) has extensive
and highly successful experience in all phases of high performance
V-hull and catamaran design, engineering and production. This fact
significantly reduces project risks and provides ample margins for
incorporating advanced technologies that should make this prototype
superior to other candidate designs. Even with some advanced
concepts, the learning curve is very reasonable (risk reduction).
Independent Evaluation
In particular, the following examples of the third factor
indicates how sensible extensions of current technologies can produce
an apparent advanced concept but is really a rather conservative
improvement. The proposed design incorporates an effective
bulletproofing technique that is not off-the-shelf or current
state-of-the-art, but rather a field-tested logical extensive of
current materials technology.
Independent Evaluation
Rather than repeat the point-by-point analysis that I discussed
with the designer, I can confidently summarize the results by
assuring that this proposal should excel in the 3 factors already
outlined; the candidate design meets or exceeds the customers
parameters or specs, uses well-established high-speed marine vehicle
configurations, and sensibly integrates minimal risk improvements to
achieve this optimum design. One must conclude that the engineering
and management of this company can confidently produce for
acceptance testing a cost-effective vehicle to satisfy present
customer requirements with enough reserve design capacity and
flexibility to accommodate future customer changes.
