❑ Insufficient food safety regulation system
Keep on building comprehensively regulation system and policies of food safety, esp. national standards of food safety
Construct specific policies of food safety development support like financial and technical supports
To develop focused large-scale material areas linked with developing consumption market of safety products (difficult implementation because almost are small-scale farming)
To encourage to apply modern technologies and advanced quality and safety management linked with building trade name and developing food safety supply system (first trials at the central cities such as HCM, Hanoi)

Target budget investment of food safety management with nearly 1 USD/person/year (2020) Raise funds from international corporations and support to strengthen food safety management (JICA-Japan, EU, FAO)

❑ Lack of human resource (esp. local authorities: 12-15 pp per city/province; 3 pp per district; 1 pp per commune)
❑ Complex administrative procedure with Low application on IT in work
Increase working staff for local authorities Improve regulations and policies of working conditions and welfare to attract human resource working in food safety security Gradually simplify administrative procedures and apply IT into work handling.

❑ Ineffective food chain management of food safety and quality, especially in farming and production for domestic consumption
Keep on controlling food safety - Farms: Encouraging and supporting application (trial models) of VietGAP in agriculture but application is insignificant due to the same price and identification
- Retails: Audit and certify 50-70% of the total businesses (2020) (hard control, esp. SMBs)
Increase monitoring and testing frequency together with stricter punishment of violation cases in order to strictly control production and trading and use of unpermitted chemicals and substances in agriculture, preservation and processing (not enough because of lack of budget and human resource)

knowledge
Keep on disseminating information, educating and propagandizing food safety knowledge to change people behavior and consciousness of food safety
Despite the increasing consciousness, changing behaviour is still hard because of profit and insufficient inspection and not strict punishment
Build and develop propaganda skills of food safety
Increase both quantity and quality of propaganda documents and messages
