• Each Agency’s Office of Small Business Programs
(OSBP) is required to establish, monitor, and
report their subcontracting results as mandated
by Section 8(d) of the Small Business Act (15 U.S.C.
637(d)) and FAR Subpart 19.7 The monitoring of the
subcontracting achievements is a team effort by the
CO/PM/OSBP.
• The Individual Subcontract Report (ISR) (formally
SF294) is the contractor’s required report for
subcontracts awarded to Small and Disadvantaged
Businesses under a subcontracting plan FAR Clause
52.219-9 and Agency supplements.
• The electronic Subcontractor Reporting System
(eSRS) at https://esrs.com/ collects the FAR
required reporting for most of the government and
pulls data from FPDS-NG. This will not work for
the IC.

• In 2010 NGA started a pilot leading to IC eSRS v1.0
hosted at the NRO ARC in 2011. It used a PDF file
input and manual data input to a database for report
generation all on the high side.
• On 30Jun14 NRO moved to ARC 2.0 and shut down
ARC 1.0. The v1.0 system would not run in the ARC
2.0 environment and the next round of ISRs were due
1Nov14.
• On 19Sep14 IC eSRS v2.0 achieved IOC, providing
a web based capability on the low side for ISR input.
This was a crash effort started 1Aug14 and continued
in an agile development until 31Jul15.

• DIA directed their contractors to begin
reporting ISRs in IC eSRS on 21Aug15
• Daily data movement low to high now
occurring
• FY16 funding on contract to provide
development and problem resolution.
• The IC contractors can now enter ISR reports
into the IC eSRS on the low or high side but
data is maintained only on the high side for
security and to integrate classified contract
data. Improvements to the government and
helpdesk functionality continue in 2017.
