Non-Standard Rotary Wing Aircraft Environment
2001-2009 January
2010 Today
• Fragmented approach to Non-Standard procurement
• Multiple DoD and “Other” Governmental Agency’s involvement
• Lack of Program Rigor • Inability to work directly with
OEM
• ADM designated the Army as lead service for: – Mi-17 Helicopters – All “other” non-standard rotary
wing aircraft
• Directed the Army to establish a PMO responsible for executing: – Procurement, sustainment and
technical support – Support to Partner Nations Iraq,
Afghanistan and Pakistan
• Starting right… • Programmatic rigger to non-
standard aircraft programs • Cradle to Grave oversight • Incorporate OEM and SATMO
training • US companies providing
sustainment support • Emphasis on Cost, Schedule
and Performance!
