Effective responses are grounded in the strength of communities and in their collaboration with service providers and policy makers
Communities, organisations and people influencing policy can continuously develop human capacity to achieve AIDS Competence
We can use our own knowledge and experience and adapt that of others so that everyone becomes more competent in dealing with HIV/AIDS
