HB2042 – UPDATED - Reactivate (FS) Plate.
Effective January Effective January Effective January Effective January 23232323, 2014:, 2014:, 2014:, 2014: Customers with Virginia registered vehicles may
temporarily deactivate their license plates and cancel insurance without having to
surrender their license plates to DMV. This document defines how to reactivate
plates that have an “FS – PLT DEACTIVE” Surrender Reason.
In order to reactivate the customer must:
• Have no outstanding tax obligations (VRWS stop) or other stop preventing
reactivation
• Provide insurance policy information or pay a prorated uninsured motor vehicle
fee (*if required)
• Pay a $10 fee for reactivation (if the registration has not expired)
*NOTE: The system will not require proof of insurance or payment of the UMV fee when reactivating the following registration types, or in other situations where insurance requirements are monitored by other programs (i.e. SR22/FR44 insurance): mopeds, trailers, antique/vintage permanent plates, for hire, for rent, government owned, fire/rescue, vehicles with SR22/FR44 requirements in effect, etc. Introduction:Introduction:Introduction:Introduction: (HB2042) A new transaction has been added to the Registration Transaction Menu to reactivate plates that have been temporarily deactivated using the “FS – PLT DEACTIVE” Surrender Reason. Reactivate (FS) Plate Information panel. Not a transfer of plates.
Input field definitions:
• Insurance Policy Number: Insurance Policy Number
• NAIC Code: The NAIC code number
• UMV: Uninsured Motor Vehicle indicator ‘Y’‘Y’‘Y’‘Y’ or ‘N’or ‘N’or ‘N’or ‘N’. . . . Default is ‘N’‘N’‘N’‘N’
• OVERRIDE: An administrative override is provided for approved circumstances.
Options – ‘Y’, ‘N’‘Y’, ‘N’‘Y’, ‘N’‘Y’, ‘N’....
Option ‘YYYY’’’’ for Override will produce:
o No insurance information required
o $10 fee is waived
o System bypasses an stops
• REACTIVATE PLATE: Must be set to ‘Y’‘Y’‘Y’‘Y’ to reactivate plate. Options – ‘Y’‘Y’‘Y’‘Y’ or ‘N’‘N’‘N’‘N’.... Default
is ‘N’‘N’‘N’‘N’.

If insurance verification is required by the system, the customer has two options:
1. Provide Insurance policy information (policy number and NAIC company code)
Or
2. Pay the UMV fee (prorated based on months remaining)
NOTE:NOTE:NOTE:NOTE: The system will not require proof of insurance or payment of the UMV fee when reactivating the following registration types, or in other situations where insurance requirements are monitored by other programs (i.e. SR22/FR44 insurance): mopeds,

Once the customer information has been retrieved, verify that there are no stops on the
record.

• Set Reactivate Plate to ‘Y’‘Y’‘Y’‘Y’ (yes)
• Click the process option

Payment. The Transaction Details window is returned after pressing process.
• The fee amount is $10.00 to reactivate the plate.
• Enter payment type, Cash, Check or Debit/Credit
• Press <Process<Process<Process<Process>>>>
Print the Receipt for the customer.

Payment. The Transaction Details window is returned after pressing process.
The transaction Detail window displays fee and payment information. For an uninsured
motor vehicle there are two charges.
• Activation fee amount is displayed as $10.00 if applicable.
• The uninsured motor vehicle fee (prorated) is displayed and the two charges equal
the total payment amount due. Note: If the registration is expired, the prorated
UMV fee will be zero as no months are remaining. The customer will be requires to
pay the full UMV fee at renewal if the vehicle is not insured at that time.
• Enter payment received method; check, cash or credit card.

Receipt details indicate payment of $260 was made by credit card. The actual receipt will
print at your designated printer.

An administrative override may be processed for the following situations:
• Registration was deactivated in error • License plates are surrendered for a registration refund after the registration was
deactivated (6 months or more remain in the registration period) • License plates are voluntarily surrendered (no refund) after the registration was
deactivated (less than 6 months remain in the registration period)
The override function exempts all insurance requirements, stop edits, and fees associated
with the transaction.
• UMV default is ‘N’‘N’‘N’‘N’.
• Set Override to ‘Y’Y’Y’Y’
• Set Reactivate Plate to ‘Y’‘Y’‘Y’‘Y’

1. The customer has the option of paying the (prorated) UMV fee if it has not
already been paid on an unexpired registration, in lieu of providing insurance
information.
2. Note that although original and renewal registration transactions limit
registration to one year when the UMV fee is collected, for a multiyear
registration being reactivated by paying the UMV fee, this one year limitation
will not apply.
3. When renewing a reactivated FS registration, any late fee that would
normally be charged will not be incurred if the date of renewal (system date)
is within 30 days after the date of reactivation.
4. IRP registrations cannot be processed using this transaction.
