We are producing a new Local Planfor Hart district which will set outhow much growth there should be,and where it should take place, up to2032.
Recent changes to the planning systemmean that we must consider future localneeds and find new areas for growth anddevelopment. The Local Plan will give the Council more
control over new development, but thismeans making choices about where thisdevelopment should go. Taking account of the houses already
planned for, on current information, we needto find sites for around 4,000 new homes by2032. These could be in and aroundBlackwater, Fleet, Hartley Wintney, Hook,
Odiham or Yateley, in our villages, or even inother locations such as a new village.
The plan may affect you in a variety ofways; there may be new housing or
employment developments near to whereyou live, or new shops, schools or openspaces. New roads or cycle ways could bebuilt.
The Local Plan 2032 may affect manyaspects of our lives and we want to get thebalance right. If you want to have your saythen this is the time to get involved.
As a first step we have published anOptions Paper for you to comment on.
We propose five options for how growthmight be distributed up to 2032 – we wantto know which ones you prefer. If you thinkthere is another option which we shouldconsider please let us know.

Planning future growthfor Hart district to 2032
Hart has been voted one of thebest places to live in England andthere are lots of reasons why thisis so. A few months ago theCouncil confirmed its commitment
to retaining this accolade bysetting future priorities under thethree themes of environment,economy and communitywellbeing. One project under thewellbeing banner that is nowcoming to fruition is thedevelopment of a replacement for
the ageing Hart Leisure Centre inFleet.
A brand new, environmentallyfriendly and architecturallysympathetic leisure centre is beingdesigned to fit in to the evolvinglandscape of the Edenbrook
housing development and countrypark.
This new Edenbrook LeisureCentre will contain a sports halllarge enough to hold eightbadminton courts or two full-sizenetball courts – or even one full-size basketball court with seating.The three activity studios will bemulti-use and suitable for yoga, tai
chi, aerobics, ballet and aero biking,while an Ofsted-compliant crèchewill be flexible enough to beconverted into a martial artsstudio after the children have gone
home each day. On the ground floor by themain entrance and next to aclimbing wall, the coffee shop willdouble as a meeting area. Directlyabove and on the first floor, the
130-station fitness gym will have aview over the swimming pool.Outside a floodlit full-size artificial
grass pitch to FIFA standard, plusfour purpose-built fully-enclosedand floodlit five-a-side courts will
be constructed. We know that swimming isreally important to local people, sowe are going to build a biggerlearner pool, a main pool witheight lanes rather than the present
six and a third pool with amovable floor suitable foraquarobics, lane swimming, subaqua and swimming lessons. There are a few more bridgesto cross during the comingmonths, but if everything goes to
plan we should start digging thefoundations in summer 2015.
With fair weather for building,the doors could open for businessin autumn 2016.
