Updates from Around the Village
Capital Improvement Plan (CIP) Subcommittee:
The Village convened a meeting of its CIP Subcommittee in early January for the purposes
of discussing the state of our community’s infrastructure. Richfield has 146 miles of road
that we are responsible for maintaining. Typically, we budget between $700-800,000 for
road improvements but with a mile of road costing around $300,000, it is easy to see that
our approach of paving 2% of our road inventory annually is not sustainable. The CIP
Subcommittee has been tasked with analyzing the Village’s financial options with respect
to road improvements. A final report will be given to the Village Board this spring
regarding potential options for consideration with respect to future road construction
financing.
Messer-Mayer Mill Construction:
During the month of January the Village’s contracted construction company, CG Schmidt,
will likely be wrapping up the construction of the southern wall of the Messer-Mayer Mill.
Due to some weather delays and unforeseen circumstances with the foundation, the
project took longer than we would have expected. However, the “crown jewel” of our park
system now has its foundation secured for generations to come. Many thanks to the
Richfield Historical Society for their generous donation and all of the time and effort they
put into making our Historical Park a destination for families in southeastern Wisconsin.
STH 164 WISDOT Construction:
WISDOT's STH 164 project has been moved up a year, in part. This summer, WISDOT will
start on site work along the corridor from CTH Q to Pioneer Road. There will be no
closures, but the early-start site work should expedite the construction process in 2019
when the hard closures do go into effect. A project manager has not been named as of yet,
but as with the STH 175 project, we will do our best to post updates to our website and in
the “Richfield Happenings”.
New Richfield Volunteer Fire Company Chief
In early January, I had the honor of swearing-in the new Richfield Volunteer Fire Company
Chief, Mr. John Schmitz. That night Chief Schmitz took an Oath to serve and protect the
residents of Richfield, and citizens in the Towns of Polk, Erin, and Germantown. As a
Village organization, we look forward to working with the new Chief and have every
confidence that he will continue to lead our brave men and women Volunteers as others
have done before him.

The Village of Richfield’s Building Inspection Office
manages a variety of permitting processes that are required for various projects homeowners and
contractors conduct throughout the year. All permits
necessary for home improvements or new builds are
available on the Village website at www.richfieldwi.gov under the ‘Building Inspections’
tab. Types of permits required include: basement rec
rooms, detached garages, sheds, building additions, fence, pools, decks, replacing your water heater,
furnace, air conditioner or roof.
As a year-end summary, the Building Inspection
Office compiled information regarding permits
approved in 2017. There were over 1,150 permitted projects for Village residents in 2017, a 12.3% increase
from 2016. The graph in the top right-hand corner
reflects the distribution of types of 2017 permits approved. The majority of permits taken out were
for new home and building projects. The second
largest grouping were for electrical work being
done at properties in the Village.
Additionally, new home construction maintained
strong figures from 2016 and into the end of 2017 with 53 new homes built both years. The time
series graph on the bottom-right indicates these
are the strongest growth figures in new home
construction the Village has seen in over 10 years.

League of Wisconsin Municipalities Appointment:
In late January, I was asked by the Mayor of the City of Appleton to accept a position with the League of Wisconsin
Municipalities on their Board of Directors. The League was formed in 1898 to help Wisconsin cities and villages share ideas and
learn from one another. They also became an advocacy group, working with State officials and focusing their energy on
training local government officials on “best practices”. The League has also been a fierce advocate of maintaining local control
on municipal issues. I hope to work closely with the Wisconsin State Legislature and State Agencies on improving our
governance in Wisconsin. This is no doubt a daunting task. But I am excited by the challenge, humbled by the opportunity, and
eager to serve the public on a Statewide level.
Bridlewood Estates Subdivision Approved:
At the January Village Board meeting, the Board approved the Final Plat for the Bridlewood Estates Subdivision which is
generally located off of Hillside Road, north of CTH Q and connects two (2) existing subdivision roads - Kennedy Circle South
and Nagel Lane. The subdivision is 15 lots at 3 acre density.

10th Annual Antique Appraisal & Chili Lunch
The 2018 Antique Appraisal and Chili Lunch, hosted by The
Richfield Historical Society (RHS) , will take place on Sunday,
February 18th from 9am-3pm at the Friess Lake School
located at 1740 Hwy 164. Admission to this event is free,
however each valuable you would like to be appraised will
cost $5 per item. There will be space for 42 booths at this
event for dealers wishing to sell antiques. Spaces are 10’x10’ and cost $35 for a regular spot, or $40 for a booth with access
to electricity.
Food will be available for purchase including a selection of
mild, tasty fire house or chicken chili bowls. This lunch also includes corn meal muffins and brownies for $7. Also for sale
will be chili dogs and slices of homemade pie.
Family entertainment includes a chance to meet Richie the
Raccoon, RHS’s mascot, from 11am-1pm.
Maple Syrup Family Day
The Richfield Historical Society (RHS) will celebrate its annual
Maple Syrup Family Day, Saturday March 24th 2018, 11AM-4PM at Richfield Historical/Nature Parks located at 1896 Hwy 164.
Admission to this event is free.
The RHS Sugar Shack will be open to demonstrate how sap is
processed into syrup. Syrup demonstrations begin at 11:15 am,
12:15pm & 1:15 pm and you will learn the history of maple sap
products beginning in 100 AD. Story Time will be in the Log Cabin at 11:45am, 12:45pm, and 1:45pm. Available for purchase will be
hot dogs cooked in maple syrup, beverages, sweets, and maple
cotton candy. Visitors can also see the General Store, Blacksmith
Shop, Messer/Mayer Mill and the Millers Home.

Although we have not received much for accumulating
snowfalls, Staff still must address whatever “Mother Nature” throws at us. You may have noticed white lines on the
roadways this winter. Crews this year have been applying more
pre-treatment materials on hills, curves and intersections in hopes to help prevent early ice up on the treated surfaces. The
material used is simply a salt brine consisting of a 77% water and 23% salt. This is applied to the road surface at an
application rate of approximately 45 gallons per lane mile.
Once applied, the material will adhere to the road surface in
hopes to prevent slick spots from developing early in a snow operation. Salt brine is an inexpensive material
(approximately .12 cents a gallon) that can be utilized in our
snow fighting arsenal. Even with the frigid temps we have experienced lately, it has not kept the momentum of the
Department of Public Works from slowing down! Crews have been hard at work trimming road right-of-ways of dead and
encroaching trees and shrubs as well as keeping on top of
general maintenance items such as pothole patching, sign work and other
in-shop housekeeping items on those
really cold days. The Parks Department
has been taking advantage of the winter
season by working on the restoration and
construction of benches and picnic tables.
These types of projects are reserved for
this time of year as the summer daily
duties of our Park System consume all their time. Our Park Staff is also
responsible for assisting the Highway Department during snow operations.
As we continue to trudge through the
winter season, I would also like to remind motorists to give the Plow Operators
room they need to clear your roadways.

Village Calendar
Our 2018 Meeting Calendar has been updated and can now be accessed via the Village website! You can view all events by
scrolling to the bottom of the home page and clicking on “Calendar of Events” http://www.richfieldwi.gov
Village code states in Chapter 7: Administration: Charter Ordinance Article I:Village Board §7-2 Meetings.
“A. Regular meetings. Regular meetings of the Village Board shall be held at least once during each calendar month, on such day,
at such hour and at such place as the Board shall designate.”
As such, the Village Board meetings adhere to the following schedule in order to comply and provide consistency for the residents
of Richfield.
Village Board: Third Thursday of every month at 7:00 PM
Plan Commission: First Thursday of every month at 7:00 PM
Architectural Review Board: Third Wednesday of every month, as needed, at 6:30 PM
Park Commission: Second Wednesday of every other month at 6:00 PM or 6:30 PM
Board of Appeals: As needed
When changes are made to the meeting calendar, those changes are noted online with as much advanced notice as possible. Regularly scheduled meeting dates and times will take place in February. If you would like your organization’s events added to the

We are well past the half-way mark for the Village of Richfield tax collection season for 2017, which will conclude on January 31st ,
the final date for the first or full installment of taxes accepted at Village Hall. After January 31st, payments may still be made to
the Washington County Treasurer, Ms. Jane C. Merten. Second installments will be accepted and considered on time until July
31st.
As of December 31st, Village Staff took in over $12,703,118.82 in tax dollars, which was redistributed to the various taxing
jurisdictions throughout the months of January and February. Residents who paid before the end of the year and are anticipating
refund checks, by now you should have received those amounts back. If desired, you can still request to have a tax payment
receipt to be printed at Village Hall for pick up or receive an electronic copy via email. The Village would also like to thank all of
the residents who were able to make their way into Village Hall this holiday season to submit their annual property tax payment,
as well as offer a special ‘thank you’ to the part-time Staff who spent a part of their holiday season helping process those
payments.
This is also a reminder for those of you with pets to make sure they are licensed before March 31st . Pursuant to Wisconsin State
Statutes, pet owners are required to provide proof of vaccination in order to license their dog. Bring along your “Vaccination
Certificate” as we will need to verify the rabies vaccination shot serial number before we can license your loved one per state
Statute. Because the Village is so pet friendly, we would like to host another annual dog photo contest in honor of “National Love
Your Pet Day”! Those interested in submitting photos of their furry family members can do so by emailing [email protected]
and we’ll feature them on the Village Instagram @RichfieldWis.

Richfield Lions Club Scholarship
Applications are now available for the 2018 Richfield Lion’s Club scholarship program. This year’s program
will include several $1,000.00 scholarships and one $500.00 technical school scholarship. Eligible applicants
are upcoming high school graduates that currently reside in Richfield. All applications should be returned by
March 21st. Applications can be found at the student’s high school guidance office or at the First National
Bank of Hartford located at STH 175 in Hubertus. Applications are also available online, on the Richfield

RVFC Honors Chief Terry Kohl
The Richfield Volunteer Fire
Company would like to take a
moment to thank Terry Kohl. He
has made the difficult decision to
step down from the position of
Fire Chief with the RVFC. Terry has
been a member for two thirds of
his life with 44 years of active service. He was hired as a
firefighter on January 1st of 1974, promoted to the rank
of Lieutenant in 1979, Elected 1st Assistant Chief in
1984, and elected to the position of Chief in 1994.
Minus two years from 2005-2007, he served as Chief of
the RVFC until December 31st of 2017, earning him the
recognition of 23 years as Fire Chief. With more
accomplishments than can possibly be documented
here, perhaps his most significant was planning for and
seeing through the recent successful completion of the
new Station #2 on Hubertus Road. This vision has
prepared the RVFC with a headquarters station that
will last many decades into the future. The members of
the RVFC would like to take this moment to say thank
you Terry Kohl for all you have done, for all that you
are, and all that you have given.

Associated Appraisal
Associated Appraisal has resumed field inspections for the 2018 year. During the field inspection cycle, Assessors will be
notifying property owners in advance that an assessor will be visiting their property to perform interior/exterior inspection.
Assessment staff will be carrying photo ID tags and driving red fleet vehicles, clearly displaying the company name, so that they are clearly recognizable. They will also have introductory letters for each field staff employee signed by Jim Healy, Village
Administrator.
If no one is home at the time of the visit, the assessor will leave a doorhanger on the main entrance with instructions on how to

2018 Washington County Clean Sweep
Winter is a great time of the year to go through miscellaneous
items you may find yourself pushing around the house from one
storage area to another. The Washington County Clean Sweep
program is a full-service program that gives residents the chance
to properly dispose of various types of items that are usually
costly to get rid of. Online registration will be available at a
closer date. Those interested in participating in the next Clean
Sweep Program will need to pay a car registration fee to
Washington County for disposing of items . Pharmaceutical

Leash Laws and Pet Waste
Pet owners are reminded to always keep your animal on a
leash when not constraint to the boundaries of your own
property. Village Code §118-3 (D) states dogs at large are
subject to fines, which are administered by the Washington
County Sheriff’s Department. Dogs are considered ’at large’
when they are off the property of the owner and not under
control by a person over the age of 14 or person able to
restrain the animal. If you receive a citation, a forfeiture of no
less than $25 nor more than $100 for the first offense, and not
less than $50 nor more than $200 for subsequent offenses. If
the dog is both at large and untagged, such
penalties shall be doubled.
As a reminder, should your dog defecate on
public land or private property other than
your own, it is the responsibility of the
pet owner to ensure that it is picked up
and properly disposed of.

Open Enrollment. The Joint Interim Board will discuss and act upon open enrollment policy and designate space
availability. The district has been advised by legal counsel that all students currently attending our schools through open enrollment need not reapply; they are automatically enrolled for next school year! Families desiring to become a part of
the Holy Hill Area School District Community can apply for open enrollment beginning in February. More information can
be found at the district’s temporary website: hhasd.org.
Summer School. Parents and students should also stay tuned for Summer School which
will be held from June 18th - July 13th at Richfield Elementary School, and will be followed
by Camp Invention held at Friess Lake Elementary School from July 16th - 20th. The brochure will be out soon! Summer School is open to all area students. Information can
be found on either district website.
ADOA Grant. Students from Friess Lake School and Richfield Elementary School worked together under the guidance of
staff at both schools in order to write a successful AODA grant! Students were notified this month that their grant proposal was a success!
The team of students and staff met at Richfield School on January 9th to discuss upcoming plans to help merge the
cultures of the two districts. In addition to being trained as peer helpers, students have laid the foundation for several school and/or community events.
Preliminary events include:
February 9 - Love yourself dance focusing on self-esteem at Friess Lake School; March TBD - Showing of the movie "Wonder" at Richfield Elementary School
April - Parent/Community Education Night
May - "No One Eats Alone" Day at Friess Lake and Richfield (held twice during the spring)
Schoolwide Title Meeting. A Schoolwide Title meeting was held for both districts on January 9th at Richfield Elementary School. Approximately 25 staff members and parents from the future Holy Hill Area School District turned
out to review the schoolwide title portfolio. This portfolio will assist each of next year's schools (Friess Lake Elementary
School and Richfield Middle School) obtain schoolwide title status. Title program resources are used to improve the academic achievement of all students while addressing the needs of the lowest performing students. Achieving
schoolwide title status allows these resources to be used to support all students and provide all staff with professional
development. Prior to each school being identified as a schoolwide program, they must develop a needs assessment to
guide programming strategies. Specific topics covered by this team of individuals include schoolwide structures and supports, classroom staffing, family and community involvement, professional development, resources, and extension
services. The schools will receive notice in June if their applications are successful.

The last day to request an absentee ballot by mail for the Primary is 2/15 by
5pm.
Absentee Voting By Mail: you can request an absentee ballot to be mailed to you if you are registered, however a copy of a photo ID must accompany the application.
Absentee Voting In-Person: You will need a photo ID to show at the counter before you receive the ballot and you must be a
registered voter or register to vote prior to receiving a ballot. Election Day: A photo ID will be required to vote. Northbrook Church will be the central voting location for Richfield Residents.
The Church is located at 4014 Hwy 167 in Richfield.

for two (2) years. In April, the term of office for
